We know the call will happen. Do we know if mitt will announce . Well, what we do know is hes holding a Conference Call with some of his closest supporters and advisers from his past president ial campaign run. And the hunch is and jose this is not a certainty. The hunch is hell continue to pursue the president ial bid hes been hinting at for weeks now and but we dont know for certain. What we do know is this jose that the ground underneath mitt romneys feet has actually started to shift in the last few days. Just yesterday we learned one of his top iowa strategists david kochel is said to be jeb bushs president ial campaign manager, if bush decides to make his expected 2016 president ial bid. And we also can tell you my colleague chuck todd has reported one of the people invited to be on this romney Conference Call today is already planning to work for jeb bush. And so if mitt romney wants to run, he has to make his intention known now. I wouldnt be surprised if he makes this intention, it comes in the form of creating an Exploratory Committee or a Political Action Committee Just to give donors and advisers a clear understanding of where his intentions are. So, mark who else is on that phone call . Well so right now what we do know is that these are the people who have been around mitt romney, who have worked for him in the past. Top advisers people in the key states, like iowa and new hampshire. Pretty much mitt romneys big universe of supporters but as chuck was able to report, at least one person who ended up getting the email from this email invitation to be on the Conference Call for mitt romney world is already planning to be on the jeb bush train. Peter does this look look the Romney Campaign you covered in 2012 . I think the Romney Campaign the governor himself certainly realizes now is the time they need to come forward and signal in some form to supporters those who still stuck around with him, they are moving forward on this. There is hypoterrible they announce a pact or something to that effect. Recognize this is three weeks today since he told donors he was considering it. He met with jeb bush just about a week ago, and as you speak to romney advisers a couple ive spoken to today are those donors and in his inner circle believe that he in his mind thinks hes gathered enough information to make the decision that he needs about a third run. The email he sent out to these individuals referred to this as an update. Inside the mind of mitt romney they say he really believes there is no better candidate out there in the field right now for president , and in some way a lot of this due to his mormon faith believe he has an obligation a sense of duty to the country to add his name to this chorus one more time. Their hopes inflated by some good poll numbers and early states places like iowa and new hampshire, and beyond that as youve heard governor romney speaking consistently about income and equality and poverty, a better focus hell focus on topics the Romney Campaign governor romney and his family believe are prime issues in this life which is community service. Helping the poor. Doing things to that effect. Many things that came from his leadership role in the mormon church. And, mark romney has essentially been in quasi campaign mode. Does he have a schedule . Is timing on this issue whether he goes in or doesnt important jrchlt timing is important for him to make his intentions very clear. This is similar to what jeb bush had to do a couple months ago. Jeb bush floated whether he would flun 2016. A lot of people didnt take it all that seriously. The way jeb bush made it serious was by saying, look, i am going to explore a president ial bid. As soon as he started doing that things with social media, the entire political world, particularly republican donors started taking it seriously. In some way peter mentioned three weeks ago when mitt romney ended up saying he was now thinking about it but people are looking for a stronger indication from mitt romney to be able to get those people online. Now, jose i mentioned to you, defections from mitt romney world to jeb bush world. Dom realize this is the natural consequence of somebody going from the Republican Partys president ial nominee in 2012 to somebody who essentially on even footing with some of the other president s candidate. A person can win on even footing but you wont have the same big group of donors. Its going to be a little smaller. Look like for him more 2008 than the fall and summer of 2012. The fate of a japanese and jordanian hostage remains unclear nearly 24 hours after a deadline set by the isis terror group. Also developing in egypt. An isis offshoot claiming responsibility for four simultaneous attacks that killed at least 32 people on the Sinai Peninsula and word one of the five taliban detainees exchanged for Bohr Bergdahl try beau berg damedahl tried to rekwect with the taliban. Reporter it look its like the hostages their lives still in the balance, these two nations, gentlemanjapan and jordan a world apart but both united in this crisis. Another crisis has come and gone and no word from the kidnappers of isis. No sign that a deal has been done. The two sets of families have pleaded with their governments and with isis. The two governments say theyre working together and around the clock to free the jordanian pilot and the japanese journalist, but at the minute no sign that any deal is being done, and i have to say jose i think hope is raezeally fading for these hostages. Jordan initially said it would be okay with a deal to free a suicide bomber a failed suicide bomb the woman that isis wanted from jail and then it backtracked on that. It said that it wanted first of all proof that its pilot, the jordanian, was still alive, and last night a jordanian minister said that that woman isis wants was in fact still in jordan. Theres really no sign they are prepared to go through with this very complicated threeway deal. Bill the whole issue was proof of life for both the jordanian an the japanese hostage, and that as far as we know simply hasnt happened. Reporter thats right. I mean the family of the pilot, who are wr prominent in this knt, theyknt country, they say they have had word he a alive and putting a lot of pressure on the jordanian government. Jord sn part of the u. S. Led coalition against isis. Its Bombing Campaign is pretty unpopular here. So the government here is under pressure. The government in japan is under pressure as well. The Prime Minister three years ago said he wanted japan to play a greater role in the world. Well, three years on hes had one hostage in the middle east decapitated and another one who is whose life is being threatened. So theres pressure on both governments. Reporter good morning, jose. Start with reporting involving taliban detainees freed in exchange for soldier Bowe Bergdahl . An update . Reporter right. U. S. Officials tell us at least one of those five taliban Prisoners Released in exchange for Army Sergeant Bowe Bergdahl at least attempted to reach out to his old taliban members. Now, according to officials those five taliban members are being held essentially in semiconfinement in a villa in doha qatar. So one of those, two months ago, got on the telephone, made several phone calls to a relative in afghanistan who is either a member of the taliban or has close ties to the taliban. U. S. Security intelligence monitored those phone calls, and according to officials, there was nothing in the phone calls themselves that posed any kind of imminent threat to u. S. Personnel or forces there in afghanistan, but nevertheless the very fact that this prisoner who was released by the u. S. Is now attempting apparently to at least reconnect to the taliban. The u. S. Is going to tripe to talk to ga toorqatar to get them to cut off any of those phone calls but thats meaningless, really because relatives and friends can visit those five prisoners there in semiconfinement in doha and quite frankly, that confinement ends in june. And according to officials here at that time those five prisoners would apparently be free and if so willing to return to afghanistan, return to taliban, and return to the fight. Now, all of this couldnt have come at a worst time for the white house, and the obama administration, because theres so much attention now to the swap potential prisoner swap between jordan and isis and new questions raised about whether those five prisoners should have been released to get return of Bowe Bergdahl in the first place. Everyone pulled from the rubble after a deadly gas explosion tore through a Childrens Hospital in mexico city. Incredible video of the moment that explosion erupted. Take a look. Inside the hospital at that precise moment was 110 people. 72 of them are injured. 3 of them unfortunately, were killed. 2 of those were babies. 1 was a nurse. 22 of the injured people are considered in critical situation. Authorities now are just trying to remove as fast as they can all that you can see so they can rebuild this hospital that is needed for this community. It hes going to run today he needs to form a pact announce something that hes doing that or if hes not if he basically, if this is a doesnt announce anything new, sort of look im still thinking about it i think the decisions going to be made for him and a bunch of people will end up signing on with jeb bush. Meanwhile, the obama romney back and forth sounds a lot like 2012. We have those Election Results ready to go and there it is. Ouch. Im not even not going to put up the latino vote. I dont want to say 71 for one candidate versus the other one. Is this exactly what the gop fears . Look, i think there are plenty of people in the republican sort of the leadership of the party who sit there and say, you know what . Romney was not a good candidate. Could have made a good president but was not a nimble candidate. What has changed . Why will we think hell be more nimble this time . And that the worst thing, i cant tell you how many things ive heard this week when you hear out of well this time hell run more comfortably. More as the real mitt romney. Really . Is takes you three tries to do that . Thats something i think that you know every week hes in the race jose theyll be an announcement of somebody who was with him who is flipping to bush or who was with him, flipping to walker. So look i think this could be a toretureous experience for him over the next six months. The good news for romney his name i. D. Is up and there are rub republicans who have buyers remorse, independence buyers remorse thinking romney had a Foreign Policy argument to make. Maybe this time people will listen to him, but ill tell you, in the insider game its really tough to see how romney wins sort of the inside part of this president s primary season. Talk possible. Let me try to go up through the different fundraising committees that different candidates are using and the sig contention of them to this election. Ut mentioned Lindsey Graham. The fact hes doing a 527, and basically 527, the section of the tax code that its named after. Talking about basically the key here for somebody like Lindsey Graham or somebody like scott walker. Also hes doing the 527. They can raise unlimited sums of money. Spend unlimited sums of money with a 527. The catch though they cant do it to express isly advocate their candidacy. Run ads, vote for me scott walker, what you get with president scott walker that kind of thing. The other thing to keep in mind these are the two doing it. Scott walker Lindsey Graham. The catch on lindsay grak close to john mccain. Hes all about Campaign Finance reform. Lindsey graham is saying he will abide by contribution limits for his 527. Only take 2,600 from an individual. Scott walker not making a claim like that now. Scott walker looking to raise more money with this. The more traditional term here and what most of these perspective republican candidates are using, called leadership pacs. Basically, this is something you form as a prelude to a president s campaign. You can raise money for this spend it to fly around the country, go to all sorts of events. Run polling, hire staff. Big thing they like to do as well dahl thatole that money out pap good way to make friends. Interesting one, a lot of people doing it democrats, republicans looking at this. Interesting thing. Jeb bush doing Something Different than everybody else. This is the language he used when he said he was exploring maybe running for president back in december. If that seems legalistic its because it is. Jeb bush is a superpac. Weve never seen this before in american president ial politics. An experiment. Raise all the money he wants, spend allment he wants. Explicitly advocate his election. The key, he if he actually become as formal candidate he cannot run the super pac. With supporters to discuss his intentions. What do you think he has as far as a chance if he decides to run again . Well i think he absolutely has a chance. Hes been down this track twice and of course been our nominee in 2012. So she wellconnected not only with the donor base but wellconnected with activists, party chairman. Gone through the process. Think of it for viewers, run the marathon once and now running the second time rather than the first time. You know the lay of the land pap tremendous advantage in that respect. Obviously, the down side of somebody running again is youre running the 2012 campaign in part one more time. But the key story here for us is theres so much enthusiasm for romney and other candidates because of the dismal record of this administration. Not a talking point, luis. A reality. The president had been leading from behind for a long time and now is not leading at all. You have to say its not a talking point. This is why a lot of enthusiasm. Luis could this be a third time and if so is third time a charm for romney . I would love to see mitt romney run again because we know how to beat him. Did it twice. The sprob campaigns are about momentum. Its too hard to maintain over three president ial elections. He just cant do it and i think if hes smart what hell do today, try to be a kingmaker and get behind jeb. They had has meeting. Its possible. Theres a chance he runs. If he runs hell find that all of those two marathons that alfonzo talked about led to him stepping on a lot of people and making them angry and disappointed in his ability to communicate and connect with voters. Look, he said something good. This isnt a talking point. When you say that it has to be. Brand your as authentic, you just arent. Thats the biggest problem. Gentlemen before we get into this more intensely apparently were told there will be two calls this morning. The first with a small group of aides. Say romney decides not to run. Yes. Will this be, who will benefit from this and in the Republican Party . Well absolutely. Governor bush would benefit from this, because i think theyre appealing to a large segment of the same part of our party, in great extent. I actually think he is thinking of running, not a kingmaker. Luis knows this. So much enthusiasm. Governor romney said it. I have been vindicated by the failed policies of the last three, four years. His words, jose. Why theres an enthusiasm and a possibility of a second run. All right. So luis, lets talk about the political 2016 run without romney in the picture. For democrats, it seems much more clear, you know how that would go if Hillary Clinton decides to run. But for the republican field how do you think that would do if romney decides today not to run . I think it doesnt change a lot. I think Jeb Bush Still has the momentum. Already jeb bush deciding he would take this much more seriously created problems for people like marco rubio. Rand paul stands to put up an interesting fight, adds color and brings a different perspective even though he has a small chance of winning will at least keep nim for a pretty long time and Chris Christie i think represents the type of politics people are tired of. The anger. None of those dynamics really changed. And i think we continue to have to wait and see how this evolves. Anyone who tells you they can predict today what the outcome is going to be in the republican side is lying, because its just at this stage of a president ial campaign everything is speculation. That makes it fun. The dynamics dont change a heck of a lot. If mitt decides to stay in it creating problems because it rehashes a very much more ugly dynamic between the Top Republicans at a moment when theyre going to be trying to have a new debate. It will call for increased taxes on wealthy americans to pay for middle class priorities like education, but took a swipe at his former republican challenger mitt romney, of course known for the 47 comments mitt romney has been in recent days talking about the fact that if he were to run, he would focus on helping to aid those who are impoverished. And philip if romney decides not to run in the gop field, theres names that come up and down, and marco rubio has kind of been coming up in recent weeks. Tell me about the Playing Field if romney decides not to run . So if romney bows out, that means a big advantage for jeb bush former florida governor. He is another titan on the establishment side of the party, he is likely to scoop up a lot of donors. Marco rubio could also benefit. Rubio hasnt decided whether he is running for reelection to senate or for president , but he was out at an exclusive retreat in california last weekend with the Koch Brothers and other donors in that network and impressed a lot of people in that crowd. He has a lot of potential as a candidate. The question is would bush and rubio run against each other. And apparently rubio said thats not an issue, if he decides to run, doesnt matter who is running. He says it is not an issue and if he decides to run his family is on board, but he hasnt made that decision yet, and we have to see. Another name getting a lot of attention is scott walker the governor of wisconsin. He would also compete for some of the same donors and supporters as well. And the question when will Hillary Clinton announce one way or another . Nbcs perry bacon is reporting some democrats have their doubts about hillary. What do you think hillary is thinking sitting back watching all the romney talk . I mean in the short term if romney pulls out, it is kind of a wash for her. Positioning herself against either jeb bush or mitt romney isnt that different from her or for any generic democratic message. In the long term there are a lot of democrats who would rather run against romney a second time, have beaten him once say they know how to do that rather than run against jeb bush. So in the long term if youre Hillary Clinton you might prefer that romney stays in and he and jeb bush keep feeding off the same donor and staff base fighting one another, rather than fighting her, and that in the long term theres a better chance that romney is the nominee for the republicans and not jeb. And perry, what have you learned about where democrats stand on Hillary Clinton now . I heard two things. Overwhelmingly, hillary is leading in polls, very likely to be the nominee, a big favorite. Governors, house members all endorsing her. Theres two camps of people that are wary of her. One, folks on the left people like Elizabeth Warren that say theyre not sure hillary will be taking up progressive ideas in a strong way. They would like someone call for breaking up banks like citigroup or call for increase in Social Security benefits. Not sure hillary will do those kind of things. A second group, i talked to david axelrod, and his worry is hillary, it is not clear what is the rationale for her running beyond winning. He was talking about how she needs to come out when she announces, whenever she starts and say here are my two or three things i want to get done. We have a group called ready for hillary weve all been talking about, but what does it mean what are we ready for when people say we are ready for hillary. Everybody is talking about the warren effect but were expecting biden to speak within the hour. Where does he fit into this equation . Biden appears to be positioning himself to potentially be the recovery candidate if Hillary Clinton falls apart, either doesnt announce for president at all, which is a very slim possibility, still a possibility, or becomes a candidate and then isnt a good one. It seems unlikely to me that biden would mount a serious, real primary challenge against hillary. I mean it would be even a bigger version of what youre seeing with jeb and mitt now, which is really looking at exactly the same base of support and thats a very difficult place for the democrats to be now. As many people as perry said have some reservations some qualms about Hillary Clinton, really i dont talk to any democrats that want to see hillary versus joe biden. And thank you for being with me. The jordanians asked for proof of life video, some indication from isis that the jordanian pilot is still alive and ready to trade the other al qaeda prisoner for him. Having not seen proof of life video, a lot of experts noted that you have to assume that perhaps the jordanian pilot could already be killed. It could be that isis is weighing its options, but it is distressing they have not come forward, given that jordan put forth an offer, said theyre ready to make that trade. Isis was public when they brought out the japanese hostage, who the last one was the audio recording we heard saying i have very little time left, and holding a picture of the jordanian pilot. And then silence. Nothing. Absolutely. Sort of makes you wonder. If isis was ready to do this and made such a big deal made their demands so known, why werent they ready to move. It is an interesting moment isis finds itself in a self proclaimed islamic state, wants to be taken seriously as a state. Forced another country to negotiate with it, something they have not achieved up to this point. In a way, talking about peoples lives, first and foremost. Theres a political calculation now that isis has to make. If it could execute the trade and do that publicly could potentially give the group tremendous of leverage with other countries, if that falls through and seen to be not credible making unrealistic demands with no intention of freeing prisoners, i dont think theyll have the opportunity to negotiate in the future. Seems like the governments of japan and jordan are dealing with a no win situation. They are. I am surprised the jordanians came forward quickly to negotiate this way. Of course theyre facing tremendous pressure at home domestically to release this pilot. He comes from a very prominent family in jordan and the war there is extremely unpopular. The japanese have also been caught in the middle of this now. The initial exchange was the pilot for the al qaeda prisoner in jordan now the japanese journalist has been brought into it as well. Isis does hold all the cards here, at this point the ball is in their court. Whether or not they come forward with proof of life video in the next several hours will give the best indication of how this is probably going to resolve itself. If romney were a stock and folks were buying two hours ago, then theyre now selling. We will know at 11 00 a. M. What are you expecting at 11 00 a. M. Scott . Very good analogy. I dont know honestly. I have been somewhat skeptical about this romney hoopla i think the bar is fairly high for him this cycle. He has run twice before. The rationale last time was clear and compelling the economy hadnt recovered quickly enough, job growth was slow unemployment was high he looked at obama after four years, said i can do better than this i am the turnaround guy, it made sense, thats why he was the nominee and got reasonably close. This time i am not sure what the rationale is. That leads me to question whether or not he will do it. At the same time, he thinks he has a lot to contribute and it is quite possible he goes for it. Interesting because the fact is that he has kind of changed his tune recently as far as how he talks about issues. On poverty, for example, middle class, he is looking to rebrand himself . Right. Just like he looked to rebrand in 2008 and 2012 this is a story we have been talking about a long time with mitt romney. He has a gift for reinvention, it served him well also attracted a lot of negative attention. I think it would again. Clearly he has to chart a different course to enter the race this time. You brought up poverty, he has been talking about that and income inequality clearly thats a huge issue in this country, the president has said thats an area they made no or little progress. Is that something that in romneys background you can see in romneys background, meaning that does he have the skill set or experience with that kind of thing . I dont know. It is possible. But theres nothing that jumps out at me that says oh, yeah he worked hard on those issues in the past therefore he would be a great one to champion that. I think thats a big question. The whole fact of his faith, seems to be much more up front with it now, in the last couple of weeks, but i am wondering if he is going to decide not to run, why go through three weeks of having everybody talk about it and say three weeks ago hey, i am up for it. Exactly. I mean i dont see romney as somebody who wants a talk show you know or who is hawking a book. A lot of reasons we see perpetual candidates continue to flirt with running when they really arent going to. So farther sticking to original numbers, three people dead, one of them was a woman who worked as a nurse at the hospital. Two of them are newborn babies. Yesterday they gave a press conference, only confirmed the three deaths. He also said that 73 people were injured, 22 of them were children, were babies some of them and they were all being looked after at seven different hospitals around mexico. These numbers could change. Still now there are people looking after new bodies people that could be alive. And whats the latest authorities are saying about how exactly this happened . Look at that video that we just showed with the moment of the explosion. There was movement, people going on how did this happen . These explosioners often in mexico, theres lack of pipe system to deliver gas to businesses. Apparently this truck was delivering gas to the hospitals kitchen, and at the moment two workers of the gas company noticed that the hose had a leak where the gas was escaping from. They alerted firefighters and people were starting to evacuate the hospital at the moment of the explosion. So far authorities are investigating the two workers. They are badly injured, still are being investigated, and theyre also investigating the gas company because i understand that it has been involved in more incidents like this one. Lets look at the numbers he is seeing that are maybe telling him yeah i should take a shot at this. This is the nbc news the wall street journal poll. Hillary clinton, mitt romney jeb bush. The key is Hillary Clinton is doing better than romney bush both are upside down. What romney sees when he looks at numbers is look everybody is talking about jeb bush being the big kahuna in the Republican Party, meanwhile, mitt romney i am more popular with all voters than jeb bush is. Not like jeb bush is popular or rivals Hillary Clinton. Romney and bush do about the same. Match them head to head again all of the talk about mitt romney is done jeb bush is the future, this is what romney has been hearing. You match them with Hillary Clinton, basically the same thing. Not like jeb bush is beating her and mitt romney being trounced by her. Look at more interesting numbers. This is just among republicans. Positive or negative view of candidates. Look at this. Mitt romney is 15 points more popular than jeb bush. Again, all the talk about romney ace has been. You ask republicans, romney is more popular than bush. Look at this. Tea party republicans. The hardcore base of the Republican Party. This is notable for two reasons. Mitt romney 52 positive 18 negative. Jeb bush 29 20. Barely above water with tea party supporters.
