Is the white house concerned about a talk about terminology taking up to much of the oxygen surrounding the summit . They are concerned about it jose. Its made for awkward moments in the White House Press Briefing Room and the fact that president obama addressed it yesterday signifies the fact hes concerned about it and again the argument here is that by using the term islamic extremist, it only fuels the argument by terrorist theres is some western war against islam. Of course, critics argue this is president obama failing to look the problem squarely in the eye and address it directly. In terms of what happened yesterday here at the summit in addition to defending his use of the term violent extremism president obama also highlighted pilot programs in various cities across the country, minneapolis, los angeles and boston which really try to target some of these communities that might be at risk for joining Fringe Groups or a terrorist group like isis. Targeting young people. So afterschool programs mentoring programs job fairs. Now, the president mapped out the fact that there are also a number of challenges to steering young people away from Fringe Groups. We have a look at those challenges. They include discrediting the ideology, strong ideologist pushed through social media. Isis has been very effective at that. Addressing economic and political grievances and, of course encouraging communities and family members to speak out. Now, whereas yesterday was really focused on what Law Enforcement officials, Community Leaders can do at the community level, today is really going to have more of an international focus. President obama is going to speak at the state department in just over an hour from now. He will be addressing foreign leaders and his message is the importance of building an International Coalition to fight isis in iraq syria and wherever that group may be. Jose . And, jim, meanwhile, were learning this morning about 15 more air strikes against isis targets in iraq and syria. Is this any shift in u. S. Military strategy . No jose. Im afraid you wont see any significant shift or any real changes or progress on the battlefield there in both iraq and syria. Until such time that in iraq, the Iraqi Military services are in a position to be able to take over, take charge of the battle there on the ground inside iraq against isis. We know that the Peshmerga Kurdish forces are some of the fiercest fighters. Theyve been making progress but the Iraqi Military still has a long way to go. And youre not going to see significant progress either until there are american boots on the ground as forward air controllers, to be able to call in air strikes with more deadly accuracy and, in fact until you see American Special forces on the ground to actually go into some of these urban areas where the isis leadership has embedded itself knowing full well that if theyre in an urban area surrounded by civilian the u. S. Military is not going to bomb it. Now, president obama has said he would consider putting some Ground Forces not masses of combat troops but forward air controllers, and also special operations forces. So at least that is in the works, but in terms of the progress any kind of progress, in terms of the Iraqi Military to be able to take over the fight, thats anybodys guess, and its not going to happen anytime soon jose. And kristen, i want to ask you about reports from pakistan that the u. S. Will be holding peace talks with the afghan taliban. What does the administration say about this . Flatly denying those reports. Ill read a statement from nsc spokesperson a moment ago. The United States currently has no meetings with the taliban scheduled in doha and remain supportive of ap afghanled reconciliation process of course, the taliban has to be a part of that process. Is worth noting that there is new leadership in afghanistan, and president obama has a better relationship with this new president than he had with president karzai. There is some measured optimism that that country could move towards stability, but obviously still a long way to go. Jose . Kristen welker and jim miklaszewski, thank you for being with me. Appreciate your time. And john kerry is addressing the challenges of keeping isis from spreading. Our goal today is to take this chance to think broadly about how to prevent violent ideologists from taking hold and how to prevent terrorist networks, sump as isil or boko haram or any group of other names, from linking up with aggrieved groups elsewhere and how to prevent them from there it by expanding their influence. The terrorist gruchs is pushing deeper into north africa trying to exploit unrest in libya, tunisia and algeria. I bring in ambassador ginsburg and sophia jones, a middle east correspondent for the world post who joins me by phone. Ambassador, start with you. Good morning. Let me ask you about these areas. Why is it that these areas in north africa seem so ripe for isis recruiters . Jose when we overthrew gadhafi, we had ourselves on the back and left libya to its own devices. It has been a country that has been ripe with extremism, and what happened during the last few months jose is that isis sent emissaries to team up with al qaeda in the maghreb, and basically convinced them to join forces there. The same thing happened in the sinai, and so egypt and libya, or at least egyptian sinai and libya, had descended into chaos, and isis has taken advantage of it. When i listen to the presentation you just made of secretary kerry, its already happened, mr. Kerry. Libya is already in chaos. Preventing isis from reaching into libya is now past the stage of it happening. Its already happened. What do you do then ambassador . The fact of the matter is that these countries also have a responsibility to deal with these very serious issues that are affecting them directly first before they affect anybody else . Exactly, jose. This gets back to the fundamental problem involving this white house conference. If the American People were going to ask someone what do you do practically about this . Two problems. The white house is focused on the west where lone wolves indeed are cropping up. But the real more fundamental problem is the fight that must take place in the arab world. Theres no adequate american emissary spending time there to convince these countries to spend more time Gathering Forces putting together a strategy that doesnt always have to involve asking what the americans are going to do first. Secretary kerrys in washington. There should be someone high level in the administration in saudi arabia in the emirates in jordan in iraq in libya, algeria and morocco galvanizing the same type of forces necessary to militarily stop this onslaught from taking place. Sophia go with you. You actually met with some of the families of these 21 egyptian christians that were killed by isis in libya. Tell me what you found. Well many of these men were workingclass heroes for family em poverrished laborers who went to libya for a better life for themselves and family members. People lives six to one room. Incredibly impoverished. They didnt find a better life. They were destroyed because they were egyptian and christian. Sophia an Interesting Development in all this is that isis is now threatening italy, and italy is now scrambling to beef up its security . Yes. According to the government, they are ramping up security and theyre going to add an additional 1,800 Security Forces to the streets. One of the main concerns among people in italy is the fact there are thousands of people using this as a gateway to italy specifically. People that are desperately seeking a better life in europe but people are saying look we have thousands taking boats, what if some of those people will move to italy and they want to stop search and rescue missions, aid groups saying if you stop search and rescue missions you are destined to people who are all right seeking war and chaos. Ambassador its only 323 miles from tripoli into italy. Is this a real threat . No it really isnt a threat per se. Of course, the biggest problem is the fact that italy itself is a country where theres a significant muslim dissatisfied and disaffected muslim population. But also jose libya was the colonial power in libya, and it has a significant influence in libya, and we really need tone courage italy to take more responsibility for trying to at least pacify what is taking place and restore a Central Government in triply that could be able to in effect attack the extremists outposts in eastern libya. I think there will definitely be an appeal that the white house and the department of justice are evaluating in terms of the most expeditious way to move forward. We want to make sure that they take the next step that will allow them to move quickly and also to be in the best position to carry the to overturn the decision of the Federal District court judge, and i think that there is solid, legal footing, and we are very disappointed with the Federal District court judges ruling. Were not surprised. This was not unexpected. We had hoped it could come the other way but knew that there was a strategic effort by the detractors of these very common sense programs the daca and dopa programs, to undermine these programs, and really to pick a fight with the president as they were doing so but i want to be clear that this detractors of these programs are not just picking a fight with the president. They are making dismantling these programs that in a way is an attack on american families, and for us how so . How so . Well, every one of these individuals is connected to a u. S. Citizen spouse or to a u. S. Citizen child, and its the separation of these families and the pain and suffering that has cautioned when we havent had a focused strategy around our immigration enforcement. The president made this announcement around the executive order, and we hailed it as a victory for common sense, because it allows us to be able to judiciously apply the law so that its felons who are the subject of this scrutiny not families and its criminals who are the ones who are at the top of the list to be deported. Not children. And that is so janet a very important common sense executive order the president has put forward and efforts to undermine this are seen as attacks on american families. Certainly by latino voters. And janet, in terms of reaction among the Latino Community, let me play for you something illinois congressman told me yesterday getting a lot of attention today. The Republican Party is making a critical mistake. The militancy that will be activated throughout the immigrant community in terms of voting registration voter participation, voter anger at the Republican Party as a party in the United States i think youre going to see it in an unprecedented manner. Militancy is the word i guess a lot of people have picked up on. But regardless of the semantics of the word there are a lot of people who will say, well maybe a lot of folks are going to be militancy are going to feel the need to support the side that says that the president overstepped his authority . Well look ultimately this is going to be an issue that resolved on a legal basis, and thats going to be the most important step forward, but i think the congressman is tapping into a sentiment of frustration by many in the Latino Community who see these efforts to dismantle these programs as not attacks on the president , but as attacks on american families. And i think we have a lot of tools that we can use, and advocacy would be lun of them and making sure that we continue to use this delay, this temporary setback, as an opportunity to prepare folks for ultimately applying for these programs, but also other tools are Voter Education and engagement so that ultimately we can determine which politicians stood on the side of the law and of history and with our community, and which ones did not. And i think that there will be an unprecedented effort to get out the vote as we see the president ial elections looming large in 2016. Latino voters continue to be the Fastest Growing block of voters and i think that it is very clear that this issue will be front and center as we look at candidates who are emerging in the 2016 elections not just for the president ial race but for statewide, congressional and local races as well. This issue is of great importance to us as a community and as latino voters and it will be one of the top issues in which we use as a lens to determine our vote. So i do think that there will be considerable engagement by the Latino Community, and i think that Civic Engagement is really in the full consistency with our democratic participation. Right. Janet so us we want to make sure we are doing everything we can and determined to move forward and determined to do. So jandet murguia, thaushl thank you for being with us. Thank you, jose thank you. And the debate tied to the immigration fight. Congress returns to work next week but whether anything will be accomplished remains to be seen. Lawmakers have four working days to try to cobble together an agreement. House Speaker John Boehner says a dhs shut sdoun possible and senators are looking at the calendar getting anxious. Here republican senators ted cruz and marco rubio yesterday. Theres no reason whatsoever for Senate Democrats to jeopardize Homeland Security. Given that this program has been declared illegal it is my hope when we return monday the very first vote monday evening is a vote to take up funding for the department of Homeland Security. Look, im in favor of any measure that has a chance of succeeding that could stop the new order, but truth of the mat sir the president s not going to sign that and we dont have the votes to pass it in the senate. We cant let Homeland Security shut down. Here with me to debate James Peterson of Lehigh University and gop strategies former spokeswoman for president bush. Thank you both for being with us. You heard senators cruz and rubio, whats going to prevail here . I think the Senate Republicans are in a very difficult position. Obviously the Senate Democrats are holding a very strong line. They are not going to you know go and vote with the Senate Republicans on this dhs measure. So i believe that the republicans are in a really tough position and with that being said you look at senator mitch mcconnell. He made very clear theyre going to govern responsibly. This is like the hot potato. Trying to throw it over to the house, but i dont think theres going to be a very easy resolution and i believe theyre not going to go and shut down dhs. Its a very unpopular way to do it. As we know the republicans would be blamed for this sort of shutdown, although ted cruz believes that the Senate Democrats would be whenny look at the polls its clear the republicans would be impacted by this. James some saying the federal court ruling gives republicans an out here. Your take on that . I dont know if it give es them an out. My take on this jose is that this situation is completely indicative of why our entire system is broken. Basically, we couldnt get comprehensive Immigration Reform prior to the most recent midterms so the president puts together an executive order to try to address a very very Important National need to get Better National immigration policy in place and now democrats playing obstructionist, the role republicans played prior to the midterms because they dont want the republicans to play line item politic, Fund Everything in the dhs except this measure supporting the president s attempt to implement Immigration Reform that really should be done through compromise and collective work across the branches of government. Its indicative of whats wrong with politics right now jose. Unfortunately i dont think there are outs for anyone here. It looks bad for the american government, period. Certainly the ball is in republicans court. Think about all of the ineptitude and lack of compromise and absence of any ability to get things done this is what leads us to these it kinds of situations. And your thought on Janet Murguias comments. What dopaaca would do keep families together. Politically a difficult situation. Im wondering how you see this could be solved . A very difficult situation but she made an interesting comment. Standing by the law. This president of the United States is not standing by the law. Clearly, this federal judges decision is very important. Its a bit of a saving grace for republicans, but more importantly, he put out this 123page ruling saying this is a massive change in our immigration practices. So, also it really backs up with the 26 states are basically saying. The president shouldnt take this unilateral action. The president himself said 22 times. Basically, for the president james, quick. It only makes sense for the im sorry, jose. Go ahead. It only makes sense if this president hadnt been responsible for the deportation of more undocumented folks than any other president in recent memory. Put it in the context where we are fop act as if hes not trying to uphold the law doesnt make sense here. And ive got to go guys but in all of this discussion we talk about 2016 and the effects on the house and james, you were saying the system not really working in many ways. Thats right. All of this happens while people are being affected on a daily basis. Thats right. And urgentcy for reform. And u. S. Born children and that is something we have to always consider because its affecting people on a daily basis. Thats right. And there is that urgency for Immigration Reform. Exactly right. Republican Governor Asa Hutchinson is not going to sign it or veto it. Without doing anything the bill becomes law on its own. This bill reminds me of having 1060 in arizona where we saw businesses apple, chase, airlines say theyre not going to go do business there if your state makes these kinds of laws. Is there any similarity here . You know we havent seen business groups saying that yet. You know part of the argument that sponsors had made for sb202 here in arkansas is they had argued that not having this uniformity of discrimination ordinances across the state would be a deterrent to businesses moving here. One of the problems with that though the sponsor hasnt really named any specific businesses that have not moved to arkansas because of the lack of uniformity in these ordinances. What do they whats it intended to do . What it will effectively do is bar any city from adding any protections for, for the lesbian, gay or bisexual community, because it bans them from going beyond what is spelled out in state law. State law does not offer protections based on Sexual Orientation or gender identity and this is really in response to, there was a city last year fayetteville in northwest arkansas, had passed and ordinance extending those protections to Sexual Orientation gender dent tyidentity. The comic book genre is such a part of American Mythology and americana, and it also comes from the 1930s, and if you look back then, thats why all of the characters are white so if youre going to create comic book characters or cartoon characters for people to look up to in the 21st century they have to reflect the so tight that we live in and that means more representation for people of color, more representation for women, more representation for lgbt characters so i think thats its heartening that they are finally embracing that. John kerry wading a little bit over some of the controversy over what you do about it. Lets take a listen. Theres been a silly debate in the media the last days about what you have to do. You have to do everything. You have to take the people off the battlefield who are there today, but youre kind of stupid if all you do is do that and you dont prevent more people from going to the battlefield. You know its kind of an echo of what we heard from the president back in september when he first started to gather together this coalition to fight the Islamic State, and, of course so much has happened since then but were going to hear a lot more today as the president tries to keep not only those who are part of this coalition on board but get them to expand their involvement in this fight which everyone says is going to be a long term jose. Chris what does the white house realistically hope to come away with after the summit . Reporter look, it really started back then backup postu. N. Meeting and a lot has changed since then. A lot of what has happened in the last month has been a result of the horrorses of what weve seen isis doing and so youve seen a number of countries stepping up their involvement. Obviously the United States is a leader of this coalition and would like to continue it. Youre also starting to hear a lot about social media, and there is really a new focus on that. Theres a new department thats sort of coming together under the state department thats going to be headed by former time managing editor rick stengal. I thought it was interesting when the president spoke late in the day that he made a joke about how, you know young people are being recruited but also that the old people who are trying to counter it on the part of the western world are old, and they just dont get it so one of the things that they will real very to do is step up their countermeasures because their recruitment has been successful not just across the western europe but also here in the United States, jose. Developing now in texas the defense is beginning day three of its case in the american sniper trial. Attorneys for eddie routh have been calling family and friends of the former marine to bolster their insanity defense. Routh is charged with capital murder in the fatal shootings of chris kyle and his friend chad littlefield in 2013. Yesterday rouths former girlfriend described events before the shootings, telling the jury he threatened her with a ninja sword and called her a demon. Later rouths sister testified telling the jury he drove to her house after the shootings saying, quote, the person who came to my house was not who i know as my brother. And before he drove away she told him, quote, i love you, but i hate your demons. Joining me now is the defense Attorney Rebecca rose woodland. What a pleasure to see you. Nice to see you, too. Thanks. The sister also told her routh said quote, he killed two guys and sold his soul for a pickup. How crucial is this testimony for the defense . This is the most important testimony the defense can have. Jose, what were looking at here is a defense thats desperately trying to prove that this man was insaning legally insane. Were not talking about clinical insanity, legally insane that he did something and he didnt know it was right or wrong at the time he did it so they need to prove that his state of mind was not that of a normal healthy, mentally Healthy Human being, so what they are doing is bringing on testimony from witnesses who saw him up to hours before the shooting and testified as to what his state of mind was and that they didnt even recognize him as him in terms of his personality. Thats crucial. Yeah, theres no doubt that if you say that youre selling your soul for a pickup truck, that youre not the average person and the person and thinking patterns. Is that enough to prove insanity legally . No not yet. What they are doing is developing the defense. They also have to put on experts that will testify that with this sort of behavior and these statements from these witnesses combined with his incarceration and his well we dont want to call incarceration. He was kept and detained in a Mental Health facility against his will so were going to call it that prior to the shooting. That, coupled with an expert testimony, coupled with the doctors from the v. A. Hospital hospital that kept him there. That will bolster the defense that he was mentally not capable of knowing right from wrong. Rebecca rose thanks so much for being with me. Nbc justice correspondent Pete Williams is following developments. Defense lawyers havent had any luck with the judge trying the case. Do you think they have a better chance in the federal Appeals Court . Only slightly. This is the third time they have asked for a change of venue. This is the furthest they have gotten actually. They will actually give oral argument to somebody in this case. It only takes one judge out of that panel to agree to hear oral argument and so they will hear it. The lawyers say, the defense lawyers for Dzhokhar Tsarnaev say there was such widespread and saturated coverage the original screening, the responses are the majority think hes guilty and cant set aside their views to make an honest and unbiased assessment as jurors. The government responds saying the coverage wasnt that saturated, that the screening process is weeding out those people who say they cant set their prejudices aside and this is not a case that calls for a change of venue. The same judge, threejudge panel, jose turned down a request from the defense lawyers to give more Public Accounting reveal a lot more of what the jurors were saying in the screening. They turned down a lot of other requests by the defense so the signs are certainly not that they are favorably disposed for this, but nonetheless, this is the furthest they have gotten and well see what happens. Immigration politics with the president s executive action now on hold after the federal Court Decision this week what happens next . It will be key for whoever runs to fill the president s shoes, key especially to jeb bush who did not address the lawsuit directly yesterday in chicago and focused on Immigration Reform and how demographics are key. Immigration reform for our country is so hugely important, because we we dont have you know, race is not a national identifyner this country. Were 34 flavors, you know. We are as diverse as diverse can get and that is a huge strength looking over the horizon right now where multiculturalism kind of creates pockets of des peres in europe and many cases. The United States has this potential of being young and dynamic again. Let me bring someone who understands jeb bushs stance on immigration, and thats the coauthor of his book immigration wars. Clint, good to see you. Thanks for having me. Lets talk about the argument and where it fits into governor bushs run for president. How can he fit those 34 flavors he was talking about into the republican field of candidates . Well he is either going to win or lose with a mandate on immigration. He believes in this with his absolute heart and soul. He also thinks that the current immigration system is an absolute disaster. It focuses on family reunification rather than the jobs and skills that we need and so hes not going to shift his position on this. I think that most republicans when they hear his immigration position, they are going to like it. All right. Lets talk about name gracious position. Maybe outline it for us. Basically he would shift the focus of our immigration system from family reunification to jobs and skills which account right now for only 13 of legal immigration. As a result were exporting jobs. Were not getting the highskilled people who would rejuvenate our economy nor the lowskilled agricultural workers, were shipping those jobs to china and latin america. He would vigorously enforce the border and for those who are here illegally, who are contributing to the community, he would allow a path to legal status but not to citizenship. There have to be consequences for coming to this country illegal i when you say no path to legal citizenship, does that mean no path period . You are blocked from it or there is no special path but maybe if you are here and undocumented and you have a history here can you try to fit within the existing pathways . Oh, sure absolutely but no automatic path to citizenship. If you if you pay a fine if youre current on your taxes and all of that you can get a path to permanent legal residency and in terms of citizenship youd have to wait in line with everybody else. No special preferences. Why do you think this is so toxic . Why is it so difficult, and at the beginning of our conversation you said hes either going to live or die on this issue among others. Why is this such a passionate issue when both sides agree that the immigration system is broken. Thats probably the only thing that you can get democrats and republicans, left and right, to agree on. Jose i think the big secret is that this is not toxic, that the vast majority of americans, both republicans and democrats, believe the system needs to be fixed. They yearn for leadership on this issue, and that also includes hispanics, asians as well as conservatives. Sorry to interrupt you. If you dont think this is toxic, ask mitt romney why president obama got 72 of the latino vote last time around. Thats exactly right. Its toxic if you lurch to the right on this issue. It really was the focal point was showing the three pilot projects that the federal government has teamed up the Muslim American community in minneapolis, los angeles and boston, and they are working together to counter radicalization in a way that deals with trust between the communities. Its not engagement like whole scale surveillance of the Muslim Community that we saw like here in new york which caused us to have an adversarial relationship with the police, this one is much more mutually beneficial. Speakers like congressman ellison and franken from minneapolis, minnesota, minneapolis with the somali community, so that was a big part of it. Also to be frank i learned a great deal with countering violent extremism and radicalization, things that i never even thought of before. Like what . Well i think a few things. One is this is a big point. People on the point is saying why dont you use terms like Islamic Radical to describe isis or why cant we call it islam or war on religion between islam and the west. That feeds the narrative that isis and al qaeda wants. In the isis magazine that i wrote about they frame it as a war between the west and islam. That helps them raise funds and get recruits because they can position themselves as defenders of islam against the west. Theres also a second subtle reason that we dont talk about much here and i talked to a jordanian counterterrorist at the event and the president Keith Ellison inferred that al qaeda and isis want to do horrible events and hope for a backlash against muslims in the u. S. Demonize us hate crimes and it marginalizes us and makes us ripe for picking by the al qaeda and isis recruiters out there because they know marginalization equals radicalization. Ill ask you to stand by. Secretary kerry is speaking about this. President obama from the day he became commander in chief, a very few months after he took office he spoke at the university of cairo and stated clearly that on his watch the United States would, quote, relentlessly confront violent extremists who pose a grave threat to our security because we reject the same thing that people of all faiths reject, the killing of innocent men, women and children. He continued. It is my first duty as president to protect the American People. In the years since president obama has proven that he understands the best way to do that is to protect not only the American People but also innocent people everywhere and to Work Together as a Global Community to fight back against the violent extremism that attacks all of us. Thats why he has literally spent the full measure of his six years as president rebuilding americas relationship with the rest of the world, and thats why hes put a premium on personal diplomacy and consistently sought to act not as the worlds policeman but as the worlds partner. It is why in the face of isils rise he decided to mobilized a Global Coalition to confront the network of murderers and thugs, a coalition that today includes more than 60 countries working along multiple lines of effort to degrade and destroy isil and it is why understanding that the scourge of violent extremism extends beyond any one group he has convened so many partners here from so many sectors and so many countries for this international summit. He understands that we have to do a lot more to eliminate this threat, and he knows that we must do it together. Ladies and gentlemen, the president of the United States, barack obama. Thank you very much. Thank you, john. Good morning, everyone. I want to thank john kerry not only for his introduction but for the outstanding leadership of american diplomacy. John is tireless. If he has not visited your country yet, he will soon and i want to thank you and everybody here at the state department for organizing and hosting this ministerial here today. Mr. Secretarygeneral, distinguished guests we are joined by representatives from governments because we all have a responsibility to ensure the security, the prosperity and the human rights of our citizens. Were joined by leaders of Civil Society, including many faith leaders because Civil Society reflecting the views and voices of citizens is vital to the success of any country. I thank all of you, and i welcome all of you. We come together from more than 60 countries from every continent. We speak different languages, born of different races and ethnic groups and belong to different religions. We are here today because we are united against the scourge of violent extremism and terrorism. As we speak, isil is terrorizing the people of syria and iraq and engaging in unspeakable cruelty. The wanton murder of children the enslavement and rape of women, threatening religious minorities with genocide beheading hostages. Isillinked terrorists murdered egyptians in the sinai peninsula, and their slaughter of libyan christians has shocked the world. Weve seen deadly attacks in ottawa paris and now copenhagen. Elsewhere israelis have endured the tragedy of terrorism for decades. Pakistans taliban has mounted a Long Campaign of violence against the pakistani people and now tragically includes the massacre of more than 100 schoolchildren and their teach ers ers. From somalia al shabab terrorists have launched terrorists across east africa. In nigeria and neighboring countries boko haram kills and kidnaps men, women and children. The United Nations in september, i called on the International Community to come together and eradicate violent extremism, and i challenged countries to come to the General Assembly this fall with concrete steps that we can take together. And im grateful for all of you answering this call. Yesterday at the white house we welcomed Community Groups from the United States and some from your countries to focus on how we can empower communities to protect their families and friends and neighbors from violent ideologies and recruitment, and over the coming months many of your countries will host summits to build on the work here and to prepare for the General Assembly. Today i want to suggest some areas where i believe we can focus on as governments. First, we must remain unwavering in our fight against terrorist organizations, and in afghanistan our coalition is focused on training and assisting afghan forces. Well continue to conduct Counterterrorism Missions against the remnants of al qaeda in the tribal regions. When necessary, the United States will continue to take action against al qaeda affiliates in places like yemen and somalia. We will continue to work with partners to help them build up their Security Forces so that they can prevent ungoverned spaces where terrorists find safe haven, and so they can push back against groups like al shabab and boko haram. In iraq and syria, our coalition of some 60 nations, including arab nations, will not relent in our mission to degrade and ultimately destroy isil. And as a result of a separate ministerial here today many of our governments will be deepening our cooperation against foreign terrorist fighters by sharing more information and making it harder for fighters to travel to and from syria and iraq. Related to this andation said at the United Nations last fall nations need to break the cycles of conflict especially sectarian conflict that have become magnets for violent extremism. In syria assads war against his own people and deliberate stoking of sectarian tensions helped to fuel the rise of isil and in iraqed with the failure of the previous government to govern in an inclusive manner helped to pave the way for isils gains there. The Syrian Civil War will only end when there is an inclusive political transition and a government that serves syrians of all ethnicities and religions, and across the region the terror campaigns between sunnis and shia will only end when major powers address their differences through die mog and not through proxy wars. So countering violent extremism begins with political, civic and religious leaders rejecting sectarian strife. Second, we have to confront the warped ideologies espoused by terrorists like al qaeda and isil especially their attempt to use islam to justify their violence. I discussed this at length yesterday. These terrorists are desperate for legitimacy and all of us have a responsibility to refute the notion that groups like isil somehow represent islam because that is a falsehood that embraces the terrorist narrative. At the same time we must acknowledge that groups like al qaeda and isil are deliberately targeting their propaganda to muslim communities, particularly muslim youth. Muslim communities including scholars and clerics, therefore, have a responsibility to push back, not just on twisted interpretations of islam but also on the lie that we are somehow engaged in a clash of civilizations, that america and the west are somehow at war with islam or seek to suppress muslims or that we are the cause of every ill in the middle east. That narrative sometimes extends far beyond terrorist organization s organizations. That narrative becomes the Foundation Upon which terrorists build their ideology and by which they try to justify their violence and that hurts all of us including islam and especially muslims. Who are the ones most likely to be killed. Obviously there is a complicated history between the middle east the west and none of us i think, should be immune from criticism in terms of specific policies but the notion that the west is at war with islam is an ugly lie, and all of us regardless of our faith, have a responsibility to reject it. At the same time former extremists have the opportunity to speak out, speak the truth about terrorist groups and oftentimes they can be powerful messengers in debunking these terrorist ideologies. One said this wasnt what we came for, to kill other muslims. Those voices have to be amplified. And governments have a role to play, at minimum as a basic first step countries have a responsibility to cut off funding that fuels hatred and corrupts young minds and endangers us all. We need to do more to help lift up voices of tolerance and peace, especially online. And thats why the United States is joining, for example with the uae to create a new Digital Communications hub to work with religious and Civic Society and Community Leaders to Counter Terrorist propaganda. Within the u. S. Government our efforts will be led by our new coordinator of Counterterrorism Communications can, and im grateful that my envoy to the organization of islamic cooperation, rashad hussein, has agreed to serve in this new role, so the United States will do more to help counter hateful ideologies, and today i urge your nations to join us in this urgent work. Third, we must address the grievances that terrorists exploit, including economic grievances. As i said yesterday, poverty alone does not cause a person to become a terrorist any more than poverty alone causes someone to become a criminal. There are millions billions of people who are poor and are lawabiding and peaceful and tolerant and are trying to advance their lives and the opportunities for their families but when people especially young people, feel entirely trapped in impoverished communities, where there is no order and no path for advancement, where there are no educational opportunities, where there are no ways to support families and knows cape from injustice and the humiliations of corruption that feeds instability and dis orderorder and makes those communities ripe for extremist recruitment, and weve seen that across the middle east and weve seen it across north africa. So if were serious about countering violent extremism, we have to get serious about confronting these economic grievances. Here at this summit the United States will make new commitments to help young people including in muslim communities, to forge new collaborations and entrepreneurship and science and technology. All our nations can reaffirm our commitment to broadbased development that creates growth and jobs not just for the few at the top but for the many. We can step up our efforts against corruption so a person can go about their day, and an entrepreneur can start a business without having to pay a bribe, and as we go forward lets commit to expanding education including for girls, expanding opportunity including for women. Nations will not truly succeed without the contributions of their women. This requires by the way, wealthier countries to do more but it also requires countries that are emerging and developing to create structures of governance and transparency so that any assistance provided actually works and reaches people. Its a twoway street. Fourth, we have to address the political grievances that terrorists exploit. Again, there is not a single perfect causal link but the link is undeniable. When people are oppressed and human rights are denied particularly along sectarian lines or ethnic lines, when dissent is silenced it feeds violent extremism. It creates an environment that is ripe for terrorists to exploit. When peaceful Democratic Change is impossible it feeds into the terrorist propaganda that violence is the only answer available. And so we must recognize that lasting stability and Real Security require democracy. That means free elections where people can choose their own future and independent judiciaries that uphold the rule of law and police and Security Forces that respect human rights and free speech and freedom for Civil Society groups and it means freedom of religion because when people are free to practice their faith as they choose, it helps hold diverse societies together and finally will we have to ensure that our diverse societies truly welcome and respect people of all faiths and backgrounds and leaders set the tone on this issue. Groups like al qaeda and isil peddle the lie that our countries are hostile to muslims. Meanwhile meanwhile, weve also seen most recently in europe the rise of inexcuse able acts of antisemitism or in some cases antimuslim sentiment or antiimmigrant sentiment. When people spew hatred towards others because of their faith or because they are immigrants, it feeds into terrorist narratives. If entire communities feel they can never become a full part of the society in which they reside, it feeds a cycle of fear and resentment and a sense of injustice upon which extremists prey. We cant allow cycles of suspicions to tear at the fabric of our countries. So we all recognize the need for more dialogs across countries and cultures. Those efforts are indeed important, but whats most needed today perhaps are more dialogs within countries, not just across faiths but also within faiths. Violent extremists and terrorists thrive when people of different religions or sects pull away from each other and are able to isolate each other and label them as they as opposed to us, something separate and apart. So we need to build and bolster bridges of communication and trust. Terrorist traffic and lies about stereotypes about us about other religions, other ethnic groups so lets share the truths of our faith with each other. Terrorists prey upon young impressionable minds so lets bring our youth together to promote understanding and cooperation, and thats what the United States will do with our Virtual Exchange Program Named after ambassador Chris Stephens to connect 1 million young people from america and the middle east and north africa for dialogue. Young people are taught to hate. It doesnt come naturally to them. We adults teach them. Id like to close by speaking very directly to a painful truth thats part of the challenge that brings us here today and some of our countries including the United States muslim communities are still small and relative to the entire population and as a result many people in our countries dont always know personally somebody who is muslim so the image they get of muslims or islam is in the news and given the existing news cycle that can give a very distorted impression. A lot of the bad, like terrorists who claim to speak for islam, thats absorbed by the general population not enough of the good the more than 1 billion people around the world who do represent islam and are doctors and lawyers and teachers and neighbors and friends friends, so we have to remember these muslim men and women, the Young Palestinian working to build understanding and trust with israelis but also trying to give voice to her peoples aspirations, the muslim clerics working for peace with christian pastors and priests in nigeria and the Central African republic to put an end to the cycle of hate Civil Society leaders in indonesia, one of the Worlds Largest democracies, parliamentarians in tunisia working to build one of the worlds newest democracies, Business Leaders in india with one of the Worlds Largest muslim populations, entrepreneurs unleashing new innovations in places like malaysia, Health Workers fighting to save lives from polio and from ebola in west africa and volunteers who go to disaster zones after a tsunami or after an earthquake to ease suffering and help families rebuild. Muslims who have risked their lives as human shields to protect coptic churches in egypt and to protect christians attending mass in pakistan and who have tried to protect synagogues in syria. The world hears a lot about the terrorists who attack Charlie Hebdo in paris, but the word has to also remember the paris police officer, a muslim who died trying to stop them. The world knows about the attack on the jews of the kosher supermarket in paris. We need to recall the worker at that market, a muslim who hid jewish customers and saved their lives, and when he was asked why he did it, he said we are brothers. Its not a question of jews or christians or muslims. Were all in the same boat and we have to help each other to get out of this crisis. Distinguished guests ladies and gentlemen, i thank you for being here today. We come from Different Countries and different cultures and different faiths but it is useful for us to take our wisdom from that humble worker who engaged in heroic acts under the most severe of circumstances. We know how successful isis and other terrorist groups have been online. The first one is an expansion of a very small but existing program at the state department the Strategic Center for counterterrorism. They are going to do a lot more there. They already have people on staff who are very fluent in arabic and erdo and punjabi, and they will be working now with the United Arab Emirates because they know that many of the people in their target audience are suspicious of the United States so they will be looking for voices who come from outside this country. In addition, you heard about the Virtual Exchange program which is really just connecting young people from around the world. Critics of these kinds of programs say, look theres no proof that they are going to work. They are underfunded, and that they are really long term.
