Car so that we can take the appropriate action to address this situation. And were getting chilling details about the shooting from a cousin of the pastor killed in the attack. A survivor tells her the suspect asked who the pastor was, sat next to him, but it wasnt until about an hour into the meeting that the suspect began firing. She said that he had loaded reloaded five different times. And her son was trying to talk him out of doing that act of killing people. And he just said i have to do it. He said you rape our women. And you are taking over our country. And you have to go. Bengie is near the crime scene in charleston joins us with the very latest. Good morning. Good morning, jose. And as you can see from that detail, the mood is quite grim. People are starting to really grapple with the details of what happened, which were very slow to come out after the initial incident. There were very few interviews with any witnesses. Families have mostly been holed up at a nearby hotel, waiting for information, presumably comforting each other. I spoke with one pastor. He said everyone is giving them their space. Not pressing them for too much detail. What we do no is horrifying. A lot of people were taken aback by the news at a press conference with the police chief that said that the shooter sat for an hour with these people in a normal bible study session before opening fire. Then you heard the chilling details we heard there about him reloading multiple times, saying he had to do it for what sounded like deranged hateful, perhaps brutally racist reasons. Its doing to be a while before we comprehend truly the full horror of the attack. Especially because we only know who one of the victims was. The pastor of the church Clementa Pinckney. Theres still no information on the other eight People Killed who their names were their ages. All we know is their gender. Six women killed three men. But thats all we know for now, jose. And meanwhile, authorities have began this search. They are looking everywhere. Tell me a little bit about how that part is going. Now, this isnt like the boston bomber manhunt where everyone was confined to their houses, where it felt like there were tanks rolling down the street. Things are proceeding even a block away from the church as normal. Theres traffic rumbling through, buses. You would not think its some crazed manhunt situation, but were being told that people are on the case and its now a regional search. There are people concerned since they dont know the immediate location of this shooter, good he could have gotten to somewhere else another city another state. So authorities reassured earlier that first, theyre working with the fbi and also people from other police departments, state police departments, to look from everywhere to charleston to savannah to columbia. The entire region no stone is being left unturned. Everyone is on high alert until they can apprehend the suspect. Thank you very much. I want to go back to this picture that i want you to see. This is the picture theyre looking for as a suspect. A white male 59. Slender build, in his early 20s, driving a black fourdoor sedan. You see the tip line if you know anything, if you think you recognize this person call this tip line. This is an important search that is going on as bengy was saying, not only in that city but throughout the region. Let me bring in clint van zandt. Theres a massive manhunt in charleston, but its bigger than just charleston. Its bigger than charleston. Its bigger than the state. The fbi, atf, the Marshal Service are contributing men, women, and resources anywhere from the forensic to the investigative side to identify this individual. And then as quick as they can, get him into custody. And clint, in this case where we have a picture of him, and its a pretty clear picture of him. There are more than one pictures, but when you look at it hes got a very specific hairstyle. Its pretty clear in the photo that, you know theres some recognizing features to him. This should be should be relatively easy to be to identify this person. And i think it will be too. The authorities may already have a pretty good idea who this is. Somebody this young, jose you and i know that hes going to likely have a presence on social media. Hes young enough he would have just got out of school. People are going to know who he is, and theyre going to know the rhetoric he expounds. Even just the sweatshirt hes wearing has a patch on the left part of his chest. I mean that may be something people recognize. The fact that its a very kind of different hairstyle he has, right, clint . These are all issues the type of clothes hes wearing here. These are all issues that can help identify him. Friends, family neighbors, people are going to know this guy. Im sure there are tips coming in by the hundreds right now. As i say, they may well know who he is. They have to find out where he is. When i was on the today show this morning, we were talking about the license plate on the car. Its not like a tom clancy novel, necessarily, where you can look from outer space and look at that license plate. You have to have something fairly decent to work with. But they may well be able to either identify it by the plate or by the type of car and the registration within that state. You know hypothetically, whatever the make of the car might be how many cars of that make model, and color are registered in that local area. So theres a lot being done but jose, you know weve got to realize, this guy came loaded to bear. When you hear the witnesses talk about this guy reloading five different times, i was at Virginia Tech when the shooting took place. I was there for five days on that story. And that same type of attitude that cho, the shooter at Virginia Tech, he had two different handguns and loaded and reloaded. That type of thinking that anger, that rage it appears to be expressed here and again, this is somebody who not only brought a gun but a lot of ammunition, so he planned on doing a lot of damage. Yeah, and i mean going back to the picture of him entering the church. He is carrying what looks to be a fanny pack which may very well be a holster for a large weapon. Then we could be looking at the photo in the right arm, he may have a sling, but you see right there, that pouch looks very similar to one of those holsters that people that have handguns have. So he came in. Also a survivor says this guy asked who the pastor was and then sat down next to him. But didnt begin shooting until about an hour into the meeting. What do you take away from that . This was a madman on a mission. You know maybe he needed to satisfy himself that this crazy idea that he had, this racial hatred, that he wanted to sit there and he wanted to hear what people say. He wanted to get close. He wanted to satisfy himself in his own challenged way, that these were people that he had to act out against. And again, jose like we see in places of worship, again, last year, i quoted the statistic i found on the internet that suggested that there were 176 acts of violence that took place in places of worship around the country in the u. S. Last year. 74 that resulted in death. So the places you and i used to think of places that were safe are home our schools, our churches, all of those are being violated by individuals who simply see them as targetrich environments. And clint, just the thought process that goes on and im thinking, for example, of the aurora theater shooting where this person enters a theater, its dark pitch black. He doesnt have any relationship to use a term with the people he is attacking. In other words theyre kind of anonymous people sitting in a theater. But this guy actually walks in, and he has a relationship for up to an hour with people. He listens to them. He talks to them. He knows ss theyre in a house of god. He knows these are people who are there to nourish their soul. Im just thinking there is a different mindset than going into a place and randomly shooting at people who you have no idea who they are and what their reason to be there at the moment is. This is different, clint. Well it tells you how challenged his mind is and again, in his crazy thinking he makes a statement suggesting that one of the reasons for committing mass murder is because people are raping women. Well, three of his victims were men. Nine or six were women. That doesnt even you know what were doing, jose you and i are trying to find order in chaos. Were trying to say, okay, what type of label, what type of understanding can we give . When you get someone who is this bent on destruction, its so hard outside of the realm of you and me and your listeners to understand that level of hatred. And probably that level of potential selfdestruction, that exists within him, too. And clint, someone who does this, when youre now searching for this person is there a probability that the same way that he methodically went in and sat for an hour and listened to the people that would become his victims 60 minutes later, that he would have thought of a plan of escape that would be detailed enough to be able to avoid being detected or caught for a while . Likely not. Likely not. This is the type of individual with, i believe, the mental challenges, the hatred that he has. This is someone who would have identified this church as a potential target where he knew people that represented those he was angry against would be. But so many times, jose we see these individuals. Theyll think this part out. Theyll bring the gun, the ammunition. Theyll identify the targetrich environment, but afterwards they just flee. They have no plan. But does he continue to be a threat to the community, to the police, and to himself . The answer is absolutely yes. Absolutely. And i want to get back to that picture, clint. I just want to let people know and maybe you could help with this. I want to show full frame the picture of this guy. Clint, what is it that we can ask folks who are watching that may know this person . What is it to look for . What is it you can say, look i hadnt seen that. Thats something that i know maybe someone carries. What are you looking at that we need to say, folks, help . If you know this person call in. Im looking at distinctive hairstyle of the individual, im looking at his build. Im looking at the emblem on the left upper side of the shirt, im looking at the boots that he wears, that he seemed comfortable in and the vehicle hes driving. That combination of five things you put that together and there are people watching your show right now, jose who absolutely know who this is. And thats the time they pick up the phone and they call the fbi tip line. There are men and women in Law Enforcement scouring that whole city that whole state, trying to find this guy. He may be on the run. We know that sheshes got upwards of a 12hour headstart if hes on the run, if he didnt hunker down and if he didnt already commit some type of act against himself. It happened in charleston and authorities are asking if you know anything, if you think you recognize, identify this person to call the tip line. We continue to learn more about the gunman in the shooting and the Images Police released of him a short time ago. Im joined by amen yman mohyeldin in our studios in new york. Right now, the focus for Law Enforcement continues to be on these surveillance pictures taken at the church. This is the suspected gunman. These pictures are so important, so critical that police made an earlier announcement hours before their official briefing this morning so they could get this picture out to the public and to the media. Police describe the suspect as this, a cleanshaven white man about 21 to 25 years old, with sandy blond hair and wearing a gray sweatshirt blue jeans, and boots. You can see a white undershirt there. Police also released pictures of a possible getaway vehicle. Investigators cannot offer a make and model on the fourdoor dark colored sedan, but theres an h on the grill. It appears to be a hyundai. This is appearing to be a hate crime. What has bothered witnessed and police alike is the gunman sat in church for a long time before he opened fire. The individual was actually in the church attending a meeting that was going on there and stayed there almost an hour with the group for the actual event. Now comes the important part the actual search. Again, were showing you these pictures because police need as many people as possible to see it. This shooting happened more than 12 hours ago, and there are questions about where the gunman could be by now. Were getting phone calls in. I hope that were getting good tips. I know the phone calls are coming in. As soon as a phone call comes in, if its legitimate were sending out teams of investigators. Were asking the media to get this out as broadly as possible and were extending this to all of our Law Enforcement partners up and down the east coast and throughout the United States because we dont know where this individual is right now. So Everybody Needs to be vigilant. Everybody needs to be aware of their surroundings. If they see anything at all that is suspicious, they need to call 911 and let Law Enforcement out and address that situation. The officers are theyre energized, theyre tired, theyre energized though because they take this personal. They take somebody coming into our city going into a church sitting down with people who are praying and exercising their religious beliefs, and murdering them were going to get through it. And were going to keep pushing. Now, police have not said what kind of gun was used in the shooting. They are tracking the suspect with police dogs. The mayor of charleston said the city is offering a reward for information leading to the gunmans arrest. Jose. Thank you very much. Dave wagner joins me live. Whats the very latest . Yeah good morning, jose. The search is on now for the man responsible for this. And you have seen the picture of him, described as between 21 and 25 years old. A young man, and a pretty clear surveillance picture that they have. They also have a picture of his car as well. Theyre asking people in this community and people outside this community to keep an eye out for him. What is perhaps most troubling, jose, is that they say he spent about an hour with these Bible Study Group last night, talking to them before he opened fire on them. The pastor of the church the Senior Pastor who is also a prominent state senator in South Carolina, was among those killed. Some of the Family Members are frustrated because they have not gotten word about possible other victims. They dont know whether or not their Family Members were inside there. Some have told me that they have tried to Contact Police and the Coroners Office and have gotten no definitive word back from them. So it is a tough time for them as they wait for word about Family Members who said they were going to be in church and never returned home. They just dont know what happened to them. And dave talk to me about the manhunt, which already, were 12 hours plus into this. How widespread is it and i think its so important that officials are requiring and requesting people to help to send in their tips. Someone knows who this guy is. Yeah well the picture itself is not a bad picture. I have seen better and i have seen worse surveillance video. We know its a young man, according to the picture. We know hes white. Appears to be in his early 20s, and we have an idea of the car he was driving at some point. Police have been very careful about tipping their hand on this giving us very limited information, which we understand, about this suspect. So theyre passing along the information they want but not a whole lot of other information. But theyre hoping someone out there, and we dont know youre right, jose a lot of time has passed, and we dont know where this person might be but obviously, there are a lot of surveillance cameras in charleston like in a lot of cities, and they were able to at least capture an image of him, which will hopefully help. We anticipate we will get at least a paper statement from president obama at some point this morning. All of this comes as the Justice Department announced just moments ago it was open up an investigation, a hate Crimes Investigation into the shooting in South Carolina. Just to give you a little bit of an update on the investigation, jose federal Officials Say that they have identified a number of subjects who they are pursuing who could be possible suspects in this case. They are getting that information from surveillance video, from tips that have been pouring in. We know that there are experts who are trying to enhance the surveillance video. The fbi, federal Officials Say that the suspect sat in church last night for at least an hour before opening fire. So there are a number of witnesses who are helping them with this investigation. Now, state officials have the lead in this investigation. Federal officials are assisting. But again, at this hour they are pursuing a number of subjects whom they believe could be possible suspects in this case. This is a very active investigation. Again, the white house continues to monitor it quite closely. This administration, no stranger to these types of tragedies. There have been more than 20 Mass Shootings since president obama first took office. Of course, the turning point, you recall back in 2012 the sandy hook massacre which claimed the lives of 20 20 6yearolds. President obama gave the emotional address. He called for stiffer gun laws. That never came to pass. This is something that president obama cares deeply about. It touches him emotionally, not only as commander in chief, but also as a husband and father. The white house monitoring the situation closely, and we expect to get some type of reaction in the coming hours. Kristen welker, thank you very much. One tragedy after another after another after another. I want to go back now to South Carolina and a moment late last night that our own cameras captured among the tragic scene in charleston South Carolina. A man taken into custody, arrested as the manhunt was under way for an alleged killer. A white male we now know is not this man, you see on the screen in handcuffs. That man, who was released from custody before midnight it turns out, is charleston based photographer austin rich. He was on the scene interviewing people for a photo project called 1,000 days of talking with strangers. And since his release, he has posted a message to facebook that has become an unexpected piece of the project. It reads in part, i want to assure everyone i am safe and innocent. I was interviewing strangers at the scene when i was mistaken for the shooter because of my gray tshirt, black pants and tan shoes. I laid on my stomach, gently placing my camera on the ground. The officers rushed over to me and handcuffed me. He continued, i gave them the details of who i was and who i was with. They asked questions, cleared my record and told me i was cleared to go. I am thankful for the officers on duty and have a tremendous amount of respect for them as well. Our coverage continues after a short break. The fbi is being brought in to help with what is an allout manhunt for this man. Described as a white male in his early 20s. Police say he shot and killed nine people last night in the Emanuel Ame Church in charleston. The individual was actually in the church attending a meeting that was going on there and stayed there almost an hour with the group for the actual event. Eight of the victims pronounced dead on the scene, the ninth died after being taken to a nearby hospital. Chris jansing is there. Good morning. Good morning to you. And we are waiting to hear more about the search for this mass murderer. Obviously, this is a city not just in mourning but a city on edge. And the Police Officials and city officials made it clear today that they are putting every ounce of energy they have behind this. They have been flooding this city and this region with resources. Local, state, and federal. And you heard them almost immediately after this crime happened talking about it as a hate crime. That allows more federal resources to come into the region, and theyre already getting tips. By 6 00 this morning eastern time, they had released some stills from the surveillance video, and then a few hours later, we saw a picture of the car, of the suspect walking in. You can look at these and see that theyre very clear. Community leaders have been out asking people to reach out if anyone knows anything. So those tips are coming in. And they are also making an appeal for calm. And there is going to be another Prayer Service at noon today. It is almost hard to imagine what went on inside the church that is just about a block behind me. That there was and every wednesday night, they had a bible study led by the pastor who was also a state representative. We dont know how many people were in the room but we know that this young man came in when i talked to Church Members overnight, they all said to me everyone was welcome in our church. It would not have necessarily been unusual for might not have been a regular member of the church to come in and sit. He came and sat for an hour before he stood up and opened fire. And i can also tell you that our local nbc affiliate talked to a Family Member who said that one of the survivors of the shooting last night may well have been a little girl who decided to act as though she had died and that may have well saved her life. Jose. What a horrible scene. And chris, were talking about 12, 13 hours in. The investigation clearly, as you were saying its state, local, and federal. And theres got to be someone, there has to be someone who can identify this person. These pictures are pretty clear. He has kind of a different style of hairstyle. Hes got a patch on this sweatshirt. We now know that you know that automobile that you described, the fourdoor dark automobile someone needs to know someone knows this person. And im just wondering, authorities are having to deal with, im sure a lot of tips coming in. They are, and they said that theyre following up on anything that seems like it might be substantive. Thats why its important that theyre getting these Additional Resources that have been coming in. Forensic resources and also in terms of the tips. Investigative resources. And i think one of the key things thats going to be important for them is that this community remain calm. And last night, again, i was, for hours, outside of the hotel where Family Members were brought to gather. You can imagine the excruseating way people who thought or knew on a regular basis their Family Members went to this bible study but waiting for some sort of confirmation about who might have been in there, who survived and who did not. I found it striking that the handful of people i spoke with felt very strongly that they didnt want to answer violence with violence. That has been a recurring theme. And i think it was probably 3 00 in the morning before pastors who came from throughout this region who came into the area and were talking to people asking them number one, stay calm. Number two, if theres anything you can do to help please help. That call has gone out to the community, who is this person . Where might he be right now . And how quickly can we get him into custody . Chris jansing, thank you very much. If there is ever a description of a hate crime, youre seeing it right there. We have another guest joining me now. By telephone. Pastor Steve Singleton of grace heritage ministries. He was pastor at mother emanuel there from 2006 to 2010. Pastor, thank you for being with us all, and offer you first, our condolences. What was your reaction when you heard about this . Well it was shock. Caught me completely off guard. As you all just stated several tourists come through mother emanuel all the time from all over the world, so there would have been no reason to suspect anything. And to hear news like this and of course, the first call i got was about a shooting very sketchy details. Every call i got afterwards got worse and worse. And this is this is absolutely evil. It certainly is pastor. And you know you talked a little bit about that church and about the historic nature of it and why it is a place where you can expect on just an average day, people from all over the world, really coming in to see it, to be a part of it to sense the history, the beauty its a special place, pastor. Right. Right. Its a church that was built right after slavery was abolished. And when the former slaves built that church they wanted to make a statement that people of color could build a majestic sanctuary, that they could be proud of. They have the pipe organ that still works today. It was imported from europe. Its the third oldest ame church in the world. A lot of pride, a lot of heritage. A lot of history. And now, this is going to be a mark in the history of that congregation. And pastor were watching people outside praying together holding hands, clasping each others arms. You know i keep thinking these are folks that are attending bible study. In a place, the house of god. Yes. And Chris Jansing was talking about the folks she was talking to, the folks that are on our screen right now, that are saying its so important to not answer violence with violence. But talk to me a little bit, paer, about how one deals with Something Like this you know. Well i would believe, i believe that people of faith are driven closer to god when things like this happen. Having faith does not immune us from trouble. But when trouble comes, we have god to embrace, to pull closer to and thats where healing begins. And if we dont heal it just leads to more violence to more hatred, and the world has enough of that already. So i would encourage everybody who is a person of faith to get closer to god and let god facilitate the healing because thats really all we can do. We dont want things to get worse. What you may not have known about last nights shooting it took place, and we were just talking about this with the pastor, in the oldest africanamerican Methodist Episcopal Church in the south. Here is charleston mayor joseph riley just over an hour ago. What we will do and what this community has always done is were going to put our arms around that church and that church family. This is a Historic Church ame church and the africanamerican churches are very important of religious as well as social pieces of a fabric of society here for a few hundred years. Angie, herself a native South Carolinaen joins us. Tell us about this so important church. Charleston is known as the holy city as we have been reporting all morning long and known for that with good reason. It is home to dozens of Historic Churches, but topping them all, mother emanuel, a beloved sanctuary with a difficult past even before last nights shootings. Emanuel ame dates all the way back to 17 none. 91. Thats when a group of slaves and free blacks began praying together. Reverend singleton touched on that. 1822 the church officially organized and it was investigated for his role in a planned slave revolt and burned to the ground. 35 people were executed including one of the churchs founders. But that didnt stop the congregation which kept meeting even after allblack churches were outlawed in 1834. Worshiper met in secret for 34 years until the civil war ended and the church was formally reorganized. In the last century, emanuel has become a leader in civil rights. Booker t. Washington spoke there, and reverend Martin Luther king jr. In the middle in 1962. And then later, his wife Coretta Scott king led a labor march for black workers starting right on emanuels front steps zs right there. The churchs pastor was arrested that day along with 900 other people. A true storied past in this holy city. And youre from South Carolina, angie . I am from South Carolina. My family is still there. I spent many years there. In fact i was just in charleston downtown in charleston in this area in april. This city, i will tell you, is in shock. I have been following the story, in fact overnight. I have been talking with friends who grew up in who are still in the area. Theyre in complete disbelief. Downtown charleston, anyone who has been there, knows this is such a jewel. Rich in culture, history, hospitality. Thats the time that the person hunkers down or makes a run as far away as he can get. So thats why its important for Law Enforcement to not only identify the individual obviously, but the vehicle, too, so they can get that vehicle description out to the surrounding states. When youve got this much attention, and obviously, there should be we need to use these Law Enforcement resources to throw as wide a net as we can to try to get this individual into custody. And clint, as a criminal profiler, talk to me about the difference between a coldblooded killer that goes into a place and just indiscriminately shoots doesnt have any thoughts or even relationship to the people he is killing, and then this person who walked into this extraordinarily beautiful place, a house of god, speaks sits down asks who the pastor is sits there for an hour and then kills these people. Is there a difference in the mindset, and as a profiler what do you see in that kind of motes apper occupierandi . My background is also as a hostage negotiator, and one of the things we try to do if somebody is Holding Hostages we try to get a verbal exchange between the hostage taker and the hostages. We would try to get the hostintaker to identify the hostages as human just like him or just like her. Somebody who had the same right they did to live. This guy had an hour to do that and it appears that all he did was sit there and somehow in his challenged tragic mind convince himself that this terrible mission he had set himself up on with a gun, multiple ammunition to identify this group. And jose one of the things i have heard today is literally, everyone in this prayer meeting with the exception of a woman that he left alive to tell the story, and a little girl who played dead everyone else turned out to be a victim. So he sat there in this room for one hour looking at people that he knew within that hour not only would he victimize, but he would murder and he was able to do that. I mean a mind can be a terrible place, but this mind is a death trap. And men, women, and children. And clint, very quickly, in these pictures there is someone who knows this guy. This is not a photo that you can say, oh, it looks like no you can see this. Look at the hair. Look at the shirt. What else should we look at clint . This is somebody who was in High School Three or four years ago. This is someone who listened to terribly violent, probably racially oriented rhetoric. This is somebody who had a job in the neighborhood. This is someone who borrowed his parents car at times to go out. Somebody knows this guy, just like you say, and all theyve got to do is dial the fbi tip line and well get the guy off the street before he hurts somebody again. Thank you so much. The state Law Enforcement division has committed a significant number of resources both their crime scene, investigative agents. And we are not leaving anything any stone unturned. Just in the past hour the Justice Department announced it is hoping a hate crime investigation. And chilling details about the shooting from a cousin of the pastor killed in the attack a survivor tells her the suspect asked who the pastor was, sat next to him. But it wasnt until about an hour into the meeting that the suspect began firing. He just said, i have to do it. He said, you rainpe our women and youve taken over our country and you have to go. Msnbcbenji join us with the latest. What is the latest . Reporter the latest news is indeed the manhunt. For the first time this morning, the Police Released actual photos of the suspected shooter showing he was saying he looked young, 20 to 25 years old, white male clean shaven, slender build. Anyone is waiting for any news for any lead. Theyre asking everyone to distribute photos as far and wide as possible. They are expanding their search to the whole region. Theyre working with federal law officials and coordinating with others around the state and in neighboring states to see if he turns up anywhere else in the region. Theres definitely a sense of un unease while they try to find any scrap to go on to eventually track this person down. Until they get some kind of break through there, theres going to be a lot of unease here in charleston. Lets talk a little bit about the vehicle that they have identified that the shooter used to get to this Historic Church. It is a fourdoor dark color vehicle. Its a sedan. They wont tell us the make and model. Theyre not quite sure. They dont want to set off a panic. But they say its a dark fourdoor sedan. Thats being distributed. Theyve been urging everyone to post and repost messages on social media whether on twitter or facebook just to get the information out. So right now the biggest weapon the police have in this case is just the residents themselves of South Carolina of georgia, wherever its possible this person has gone. Theyre hoping if you see something, you will say something. But theyre urging if you see someone who resembling the suspect, do not approach them. Police warn its extremely dangerous. To call the police and have them deal with it. They dont want any more violence today or any time in the future related to this terrible case. Benjy, thank you very much. One of the victims of last nights shooting was state senator Clementa Pinckney a South Carolina native who won his senate seat in 2000. At the time he was just 27 years old, making him the youngest africanamerican elected to the senate. He was also the pastor of the church in charleston. Here he is in february speaking to his congregation. Could we not argue that america is about freedom, whether we live it out or not, but its about freedom, equality and the pursuit of happiness. And thats what church is all about. Freedom to worship and freedom from sin, freedom to be what god intends us to be and to have equality in the sight of god. Senator pinckney and i served together for the last 15 years. We were the young ones in the senate. His voice hes got that deep voice that when he speaks, you listen to him. And im a conservative republican. And hes a democrat. And we disagree on some issues. But we get together on issues that weve got agreement on. We find we work to find Common Ground many times. Hes one of these guys thats more interested in effective policy instead of effective rhetoric. He was my colleague. He was my friend. And above all, he was my brother in christ. And i will miss him. His message of prayer and the blessings that god has given to us needs to be heard, it needs to be listened to. All eyes are upon charleston right now. And i would hope that we would come together and recognize that there is a god and theres a god of love. He spent his life as a minister of the good news of the gospel of jesus christ and we need prayer. And if we cant agree on anything as americans, we certainly need to be able to agree on prayer and recognition of god for our blessings. Senator, talk to me to be a Public Servant and to be in politics and at the same time to be a man of god and someone who leads extraordinarily beautiful and Historic Church its an interesting dichotomy. But at the same time its someone who really takes their responsibility on this earth very seriously, to be a man of god and to be a Public Servant and to be a member of the legislature at the same time. Well senator pinckney devoted his life to serving others. Serving others through his service to our lord and savior jesus christ and serving others as a legislator working for the common good understanding that his constituents mean a lot to him, the people of South Carolina mean a lot to him. And elevating them every way he could. Thats what senator pink any did. And him going to miss him. And hearing him speak before i came on, it brought a tear. Im traveling to the senate right now and ill be visiting with some of my colleagues. But he leaves a legacy. He leaves an important legacy. And my thoughts and prayers are with his family with his beloved wife, his two little girls. Hes going to be missed. Senator grooms this person who about 8 00 last night went into the ame church there and sat with the senator, with the pastor for an hour there were men and women and children in bible study and sat through that and heard how theyre talking about the word of god and then decided to just open fire against women and men and children. How do you even fathom, how do you process that . We often are reminded that there is evil in this world. And sometimes we see it in a movie theater. Sometimes we see it senator grooms is in the senate. Senator, i have to apologize, i am losing the communication with your cell phone. I cant thank you enough for taking the time to speak with us this morning. And im sorry we lost that cell phone communication. Senator grooms, thank you for being with me. And i want to bring in civil rights attorney and former prosecutor, seema, talk to me about what this investigation means for this case. Its a civil rights criminal investigation which will run parallel to the state criminal investigation. And as you know hate crime on a federal level is very hard to prove. However, in this case, its pretty much a slam dunk because it happened in a church. It happened in a black church and with a hate crime, whether its state or whether its federal, its not only that the defendant targeted a group of people or a person based on their race and or religion et cetera, but also that that group felt victimized because of their race and or religion. So it seems that both of these investigations will run together and they both will be successful. Yeah talk to me about what is it that legally a hate crime means and how is that any different from any other crime, legally . Excellent question. The first hurdle is what is the crime, whether its an assault. In this case its murder. And there are other various crimes in this particular case in terms of criminal possession of a weapon. So thats the first hurdle. The second hurdle is that the defendant, the perpetrator, he had in his mind that he was committing the crime because of and were going to say race in this instance because of the race of the person he is committing a crime against. So even if hes wrong, even if he kills someone who he thinks its because theyre black and theyre really white, it doesnt matter. He thinks in his mind hes committing this crime because of that persons race. Another component, jose in some states, in some jurisdictions is that the victim also knows or feels that theyre being victimized because of their race. I hope that was clear. Yeah, it does. Seema, when you see this occur in a church where this man walks in and sits with the people that he is about to victimize for over an hour and listens to them and hears what they are all about, in bible study, i dont even know how you deal with Something Like this. Jose i really think that another part of this conversation has to be that we dont know what his mental condition is. We dont know his psychological component involved in this. We dont know his health. We dont know much about him at this point. So we dont know does it matter . I hate to ask that question, but does it matter . Yes, it does. Ill tell you why, because intent is an element. And intent there can be a question of intent whether the person has an inability to differentiate between right and wrong, whether they were insane at the time of the incident. And i know its a terrible time right now and im not saying okay, no ones to blame, lets just throw it all on mental illness. Im just saying as part of the investigation, there has to be some looking into this persons health, like similar to james holmes, right . That was a very similar situation. Seema, im looking at folks that are writing us on twitter and in on our Facebook Page and theyre saying, this is terrorism. Is there a legal definition. Thats a great question. Theres this issue of whether this is domestic terrorism. And domestic terrorism, its a little more difficult to prove because and thats federal. That would be under the federal law because there has to be this act of warfare, such as with the boston bombing situation, because of the instrument they used, the bomb and the way they elicits this whole crime and also because of their intent because they had this intent to act as terrorisms and to wipe out america. Its not off the table and its a legitimate conversation that people are having in this country on whether this could be an act of domestic terrorism. Seema, thank you very much for being with me. I want to bring it back to the fact that there are nine people dead women and children and that there was allegedly a little girl inside the church who witnessed this and played dead in order to survive. I want to head back to charleston and nbcs Chris Jansing. Whats the very latest . Reporter three survivors and you mentioned that little girl who according to our nbc affiliate here may have essentially played dead and that may have saved her life. You have a gunman who goes into a place of worship in the middle of bible study. He sits there for an hour and then he gets up and opens fire. I cant even describe what the scene was. People said it was chaos last night. But i was really focused very much on the hotel where the Family Members were being brought, where they had to wait. Folks who knew that their Family Member their loved ones regularly go to this bible study and had to wait to find out whether or not they may or may not have been there. But the focus today and we heard this from the police chief and from the mayor getting this guy behind bars. They have really flooded the area with resources, federal, state, local, resources continuing to come in. They have forensics working on that part of the investigation which will be important when hes kaugcaught and when this goes to trial but the main focus obviously is finding him. The second part of this really is a community effort. And what struck me last night talking to Family Members and the clergy who came to try to keep the situation calm is that they are determined that this will not be violence answering violence. Take a listen to one member of the clergy i spoke to who is the pastor at what is the Sister Church to the one behind me. One person can ignite this whole community and this whole state. And, again, one person can bring about healing. So we choose to bring about healing. Reporter and thats what they say. This is a choice. And the second part of that choice is that everyone knows someone and maybe someones multiple people have looked at that picture, have looked at that car. They know who it is. Maybe theyve already called in tips, police have told us that they are very quickly going through the tips looking at whats legitimate and following up on them. They think those surveillance photos, about four hours and 15 minutes, have been critical to this. But they say somebody needs to make a phone call. Potentially somebody knows where he is. Authorities are very close to confirming the identity of the gunman. That is very close to that. And its all about being able to confirm things. Meanwhile, as we await more information on the possible identity of this person you see on your screen, i want to bring in msnbc contributor and former fbi criminal profiler clint van zant. Clint, the things that have to be key on finding this guy are people who know him, who can help identify him. And then once officials do get the identification confirms, whats the next step for them . Well theyre going to try to get this individuals background. They want to find out where he lives and move in on him very quickly. When you have a situation like this, a shooting like this its doubtful that anyone else actually contributed to this terrible act. But there may be others who have known. Jose, its like violence in workplace cases, school shootings, we always find out in 20 20 hindsight afterwards that there were other people who had suspicions. They knew the individual was talking, was saying crazy things, was threatening. They may have known he had a gun. But nobody actually sat down and put it all together. The authorities will be trying to do that. But of course theyre first saying in their mind is to find out where hes at and get their hands on him before he can hurt somebody else or as we see in many of these cases before he takes action against himself. If hes inside a house, an apartment or something, he could be sitting there watching tv right now. And if he is our message to you is that we dont know why you did this and youre the only one that can explain it. Give the fbi, give the police a chance to understand. We need to talk to you. Thats the message Law Enforcement wants to send and i think thats our message to the shooter if he happens to be watching us right now. Clint, lets talk about that because there is a very real possibility that this person is watching and they have committed a horrendous act. They got away with it. So far were 12 hours plus since he committed this horrendous act. What is it that he needs to know, he needs to hear . Well we know theres always order in chaos somehow. Theres a reason people commit actions. We know the shooter allegedly made statements to some of the victims inside to at least one of the survivors to suggest why he was doing this. That message may not have been conveyed in the most proper way in the fullest content. So we need this shooter, we need this individual to be able to share, to be able to say, i did this act for the following reasons. Otherwise, you have committed a terrible act and no one will even understand. Theyre going to write you off as just some crazy person. And if you have a reason for doing what you did, this is the time to tell the authorities, help us understand help us help you and help us help other people who may have similar thoughts. That is a message to the killer. And i think its important that we phrase it and put it in that context. He very well may be watching news reports. There are a lot of people who no doubt know this guy. And he may not be where he normally is. But a lot of people who know him probably know where he hangs out, who his best friends are. Where their best friends live. And that information may be crucial, critical right now. Very much so. Usually in Mass Shootings like this, usually the individual has come up with a reason in his or her mind why theyre committing the act. But theres not necessarily an elaborate escape plan. They may go back to their apartment or someplace they hang out. There are going to be members of the community who know this young guy. Hes only in his early 20s. There are going to be people who went to high school with him, maybe went to Junior College with him who worked with him, who lived down the hall in an apartment or lived next door in a house. Theres going to be people in the community who know this guy, who recognize the car. As you and i talked earlier, the haircut, the patch on the sweatshirt, the boots, these are all very distinctive parts of this individuals character. Its part of his identity. And people are going to know that patch that youre showing right now. Theyre going to know the haircut. Theyre going to recognize the vehicle. If youre out there, folks, and youre watching this dont assume that somebody else is going to know and make the call. Pick up the callphone, call the tip line and help get this individual in custody. We can all say to do Something Like this you have to be crazy. We dont know the exact reason but we know this is an individual who needs help and we need to do something before he hurts other people hurts a Police Officer or hurts himself. Clint, thank you. I spoke with a man just a few moments ago who said that he knows his sister was going to that church last night and was expected to be a part of that. Reporter Officials Say they were onto him pretty quickly based on a number of factors, the surveillance pictures the fact that he made no attempt to disguise himself. The car which had a distinctive logo or decal. That state does not have drivers licenses in both the front and back of the car. It wasnt visible on the surveillance camera but distinctive enough there were some suspicions. They could compare that view with perhaps other images on social media to see if there was a match. They also got a huge number of tips not only from members of the public but also from Family Members. And when they put all that together they were able to narrow down their list of subjects quite quickly. Now the question is, of course, where is he . Theres no clear answer to that right at the moment. And what we do know hes 21 years old and he does have a rap sheet. Thats why we have that mug shot of him. But there has to be no doubt a close coordination between federal, state and local authorities as they try to find him.
