Of the service question people riding in the rush how are you less satisfied it is not surprisingly but we need anymore frequent and spanishus service no surprise but youre customers are telling us first and foremost a couple of questions how do you know you were surveying muni as opposed to nonbe muni did you begin what a muni rider is. The way we sort of screen or qualify riders we ask them if theyve used muni in the past 6 months and if they did they qualify. It is not designed fortune that as bus and trains. If asked the interviews have details and muni e muni includes service cars and we asked about muni and most people know but they have information for this kind of qualifyer works well, sometimes for voters none wants to say i didnt vote but in terms of using muni that works well and i notice that taxi service was not in there im trifled to see we are up to 90 percent and fly wheel hopefully director reiskin you said that bring it on pawar i think taxi service is better than marathon in many ways and screen drivers and a large fleet on fly wheel to two thing just to suggest for consideration one is could we integrate some taxi feedback in our Customer Feedback has part of our agency and helpful to be starting with that i dont know it if were setting baselines but maybe useful to. Maybe it is done separately and the second thing it is interested in the survey what people find annoying about their fellow passersby that was creative on our part it seems to me some of the issues were issues that may simply be certainly issues of common courtesy and some shame if it works but other things that are subject to education i see all of those things when i ride the muni battery people dont wait for people to get off sometimes, people have to remind each other i realize that space on the vehicles is limited but some small amount of customer education in everybodys best interest it makes the bus go feather the loitering and no radios sign i dont know where that went i wander out of the survey see some of the things upsetting customers and maybe engage in a little bit of education to engage those specific ones. I think candice can speak to those issues this survey came out of prop b were required to do every year and john said generally a series of questions were tracking over time of that long it is the duty data but we have other ways we can getting Customer Feedback and not just about muni candice can speak to that and discussions how to get to at some of the socially u. S. Bancorp desirable parts of city as this survey pointed out not just the one thing as john said to address but a range of behaviors that make an experience less enjoyable. Thank you director reiskin just to take each the questions in terms of what else we surveyed for as part of Performance Indicators we had a pulse survey quarterly were tracking and reporting out swnls the Governance Committee an satisfaction level with other aspects of the service i believe that taxi is included in that a question we surveyed to clipper the clipper users that are registered so we have a pool of people that are volunteered to be part of an ongoing pulse survey we survey them quarterly through an online resource a little bit different than a spoon survey a broader range of customers not assessable and utilities both sources to understand the trends in our service muni specifically with this survey and all of our other services with the pulse in terms of this question about etiquette this is one of our strategic items to address the issues of etiquette how do we get at im talking to the customers that are concerting to people we used this scare survey because of the broad nature and the type of tool to try to get at in a kind of clear way what really bothers people and what we thought we could address we were trying to see like what would rise to the toup top so john said nothing rise to the top it makes it harder to address; right . We have a couple of items like boarding before giving people a chance to exit and not giving up the seat for elderly with that said, the benefit of having this information if we can prioritize our information it is hard to boil the ocean into everything weve got specifically not as contrary but the good thing we can track over time for changes and if we are able to go out and educate we intend to do with education on the vehicles and go back. My point would be we have several things we know there is several other not consider what our customers are telling you what is bobt them but what can, effected by education if you have four or five things and a bit of a mesh as you say than okay. What is the communication experts saying the two that are effected by education and start with those thats my point. Anyone else directors. No thank you very much very important survey. Congratulations. Okay ms. Bloomer and mr. Chairman item 14 requests removed from the agenda now item 15 amending the transportation to designate lanes think Mission Street and improving the Mission Rapid corridors im not read all the modifications. Thank you. Director go ahead. Good afternoon. Grand jury directors. Shawn kennedy moving forward with the sfmta and here today to talk about the 14 mission the superintendant guerrero portion from randell a 2 and a half mile stretch and the proposals were here before you will not only exhaustive the transit reliability by address vision zero a high injury corridor but were also thinking that will port the transit collision Reduction Program the program is basically aimed alter reducing the muni accidents and keeping muni in service i highlight that if you look at the portion of Mission Street about 20 percent of our system wide incidents if muni happened on this corridor like 16th street of mission and 16th street the worst intersection for muni recommended accidents and we think those proposals will address those issues and well continue for safety and transit reliability and on time performances so with that, quick refresher moving forward to approve the project to improve transit reinstated on the major transit corridors this board has all right protectiveed 10 miles of the improvement projects 69 trait bulbs and 19 traditional signals and really major things we thank you for all that hard work with that said, sfmta is blessed with some amazing Staff Members two or three here have been working class on the 14 mission and planning phase and outreach and design phase so well have matt come up and go through all the project so good afternoon. Good afternoon. Thank you shawn for the introduction director reiskin and other members of the public im matt with the transit distribution at sfmta im also the project sponsor for the Rapid Mission and with the folks here with our Vision Zero Team here to present a project that will achieve the conditions ton Mission Street if you visited the corridor or traveled along it you know the student is not working as well as it could as a regular rider i know first hand the challenges that confront the street we know we can deliver a far better option on this street by updating the design to prioritize the safeties for people walking Market Street has the heavily used area second to gear and the slowest travel times interesting dichotomy we dont have a reliable or Quick Transit Service specifically muni riders are faced with buses that stop at every block that is a frustrating slow commute with intense congestion and buses that dont show up as reliable as they could one the areas that is connected is the right turn vehicles the accusing of cars blocks north and south of the corridor that results in longer exempted travel times turning now to the Mission Street travel lanes as director reiskin mentioned this is what we faced on fulsome line we currently have 4 travel lines 9 feet wide buses in particular about 10 feet and a half wide this design forced the muni operators to straddle the lanes therefore a poor functioning street this narrow lanes credibility to the highest accreditations through the muni systems between muni and other cars and trucks and requires this for muni drivers cross the double yellow line to face the oncoming traffic shawn mexicos that is one of the vision zero corridors that a small portion of city streets are contributing to the fail fatal collisions we did a Nonprofit Survey talked about with over 12 hundred people to working class walk to their designation or people that were walking or to muni this really helped us to understand how people are assessing the merchants shops and to depict a small portion of questions that we asked to get a representative sample of people on Mission Street this included people that live and work and visit the area so turning to the results of many survey we were very revealing in terms of questions and the responses through it wasnt surprisingly some of the results based on the observations Mission Street is a local street used by nearby residents and potato the people 83 percent are getting there by muni or walking the respondents of survey indicated theyre coming to the street everyday to shop and dine and assess local services with that, the project team began to begin teams with the engage process to better to the proposals to improve Mission Street at four goals are approving Public Safety and the muni restrict and improving the ability for people to assess local shops and services in the area and more importantly we defined the goal to balance the needs of people we see a lot of use it on the corridor some of which includes you 67 thousand muni and plus bart riders before 10 thousand scars traveling or trying to park and merchant and delivery trucks trying to conduct service everyday. The 14 mission is a long route shawn mentioned from 11 street to randell plans to begin the second phase in january of next year to cooperate with planned paving of that stretch the street and starting at the end of the 2016 conduct the outreach on the 14 mission from 11 street to the downtown terminal we we gay the project two primarily design proposals we wanted to get february you see the two options on the top is the original configuration of what we call option a a few highlights the red lane and the southbound direction parking on both sides of the street and converting those 4 lanes to 3 and basically the two northbound lanes converged into 1 wider lane included in the proposal to make that operate effectively from muni forced rtc from Caesar Chavez to street were trying to prevent people from traveling and use side streets and other corridors option b included two transit only lanes this is one that we have removed based on the outreach process weve talked about how that came to be so as i mentioned the outreach was in february of this year and hosted a bunch of in this case weve used forever the corridor outreach this is to make sure we engaging the diversity of people that assess Mission Street a survey to make sure that people are aware of the project mailing of the 25 thousand postcard other methods to engage the stakeholders we held 3 open houses we had about 200 plus attendees that came to talk about the project we also conducted what we call a pop up open house to take the communities meeting formats to the streets at 24th street bart plaza with an open area and a lot of people getting on and off the bus an amazing opportunity not a lot of people come to those open houses that is a good way to understand how those proposals effect those people as theyre trying to get to work. We also met directly with over 40 Community Groups to gather the ideas like the Mission Bernal height and the coordinating and walk sf and many, many other we are grateful their time and attention and Online Survey was open during the project 5 hundred and 44 responses they were very overwhelming positive of the proposed changes another group that doesnt typically attend because of the work and want to you return home to family we went door to door and spoke to every single merchant on the corridor and talked about the proposed changes and talked about the loading needs or deliveries they may be getting and customer needs a short time parking that could help to facilitate their business this is a type of engage time that builds a strong project seem we implement those changes the prong was not without concerns that was expected a immenselyly used corridor and really long corridor some of the examples of concerns we heard focus on parking removal especially on option b about the midway through the outreach process and safety for people walking under existing conditions if so communicated amongst outline groups something we should be changing as a result of those proposals and despite having general points about two blocks on the corridor weve heard mixed reluctance and feedback from the 2 stops at 19th street and 21st for removing the bus stops we definitely heard from the riders that improving the specifically some of the areas of strong support with again stop rollers and consolidation and transit lanes and adding new bulks and restriction buses off of the student based on the Community Feedback and additional Technical Analysis we provided with the legislation before you today which is a motive verse of a ill summarize as a reminder option a is one southbound transit only lane and a shared northbound lane staff feels the combined northbound lane low operate more than a transit only lane this might not be having one lane operating better than two trait bylaw but the northbound transit only lane is required to be curbside any cars waiting to turn right will block the effectiveness of that and not allow the muni vehicles to proceed through the sfwrshgs fortunately, this option a has a significant benefit to riders it preserves 98. 5 percent of parking Salt Lake City and enables the curbside parking the main trade off is, of course, the rtc to that end weve recommend simplifying over and over those at every other subcontractor verse every intersection those 4 turns make that less convenient to travel, however, because of survey we conducted few people respoke too were using Mission Street as a pass through but using van ness and other finally improvements recommend and the important intersection we see people trying to assess schools and due to the stop sign that exists there we decided to delay that because of proximity for santa fe area and a number of pilot projects we thought would behove us to wait until the settlement of the configuration of that intersection with that, i want to give you two vishltz that depict the proposals you have bra today heres a Cross Section that shows you option a we showed earlier important to note a southbound general traffic lane in the southbound no forced rtc just in the northbound and parking on both sides of the street. Switching to a planned view of an example intersection with the forced right turn from Caesar Chavez it chanltz cars into the curbside lane theyll have a lengthy turn pocket long enough for cars to safely cue and muni vehicles have a approach that allows them to proceed through the intersection throb by pga those turns waiting for pedestrians to cross in the southbound a continuous red lane and the general travel lane in the southbound direction and also additional right turn for people to choose to wait and not be blocking that red transit only lane with that, heres a brief summary of calendar item a modified version of opposition a weve provided that based on the continued discussions with the stakeholders throughout this outreach process some other proposed changes not mentioned the position of a parking track in south van ness an important connection for emt e east west this will create a pathway for cyclists and to improve the visibility of pedestrians and 5 stops are recommended to be consolidated and then the project team is working on opportunities to add leaning pedestrians Cerebral Palsy to make sure that pedestrians are more visible shifting to the exposed benefits thank you to the Community Benefits they helped us shape and mold it ultimate this achieves the goal we set at the beginning specifically for people walking this can improve the safety conditions on Market Street in this business area of the city an importantly muni is anymore reliable and travel time reduced to 5 minutes up to each direction on 14 and mission this is 22 to 25 minutes we see can he recall in terms of travel time it means a low lot to some people and other not significant but this is the multiplied by many people this is meaningful times paul m. Mahoney poem can spend time doing other things they value with that, thank you for your time and consideration ill be happy to answer any questions about the legislation. Thank you excellence presentation. Cards. Yes. calling names . Good afternoon good afternoon director nolan and directors aim scathing the Program Manager about walk sf and on behalf of walk sf im here to express our support for the 14 rapid project first, were not surprised to see transit improvements as many people in the city use transit and people that walk were especially excited about the improvements for Pedestrian Safety including lefthand turn restrictions as well as pedestrian bulbs and transit bulbs those are great features at the same time the mythical is a come mice and the result is that from intersection transit and Pedestrian Safety are sort of at odds so in the future walk sf well commit to make sure that the safe it project is before you get to the board we think improvements we wanted to see addressing those conflicts we found the project can support all intersections along Mission Street we would like to see this as part of project especially in part of forced right turns a unbelievable at 14 in place of intersection that is the most dangerous for pedestrians along mission and 14 is a oneway street with twotime lanes that cbo intron mission having the bulb close up the distance third two double left turn lanes to 13 eastbound we would like to see one of those removed this is dangerous for pedestrians all thank you. Thank you. Thank you. Next speaker, please. calling names . All to address you to something that directly effects the taxi drivers regarding the cab stands being proposed right away right now a cab stands near the brt station and 2 on 24th street barts both of them are occupied by private cars 9 percent of time id like to know how youll create a cab stand from the intersection well be able to use it and alone keep it empty so the cab can pull in i want to say we dont need a cab stands one of the members of the staff removed a popper stand in the castro that is used when cars are not parked there and now put a cab stands well not be using at all one in front of the the bus son it on the west side of the mission and the 24th street you canned see the sign it is occupied by a car i told them do put it there that was 43 years ago this didnt make sense youre up to date cabstands in youre not forcing us to use and regarding the plan itself i please ask you to exempt us from not to be able to make that lefthand turn on to twoushth street it a very important street and please exempt us from having to force to be right turns it sound a good plan but unless youve gotten enforcements it didnt work on Market Street how do cars get over into the fields you know thank you. calling names . Good afternoon, directors aim ken a San Francisco taxi driver and a voter and driver of any personal car so reading over the this 15 that jumps out at me item b the lefthand turn from 14 to inclusive of army and other places you put lefthand turn restrictions taxis have been exempted as in the red trait lanes and exempting cabs from some of these lefthand turns would be a really good thing as barry touched on enforcement is 16th street and mission has been post no lefthand turns from any directions except for muni and every afternoon and nights car after car makes that lefthand turn and ive never seen a car respect that so kraets oversee intersections along the mission Mission Street corridors through the mission is there both be enrollment in the slide show we saw there was pointed out that how a car blocked was blocking the traffic flow while that waited to turn r right you see the curb was empty and the driver could have been in the right lane and not phelps anything we see that in private cars i havent figured out how to drive our streets im sure theyll be double parked and waiting for their fares around Mission Street thank you very much. calling names . Im alastair i have a graphic if i could show that okay. This is im coming here in support of project we have one request just change the location of a bus stop this is 11 street and this is mission and the proposal is stakeout those 4 that concludes my remarks to create a hundred foot bus stop from the odds of mission this right here is our driveway for the historic and were concerned with the hundred foot bus stop to two buses bunching will end up blocking the driveway now the report says the buses if you look at the actual data it shows it is patchy sometimes necessary dont bunch but up to 20 percent of time and sometimes more if traffic is running well and sometimes not we care about the times traffic is not running well and the buses are blocking the driveways we ask i move those two bus stops one hundred and 40 feet here the concern if you have this driveway blocked cars thank you for the opportunity in will stack up and inefficient for traffic and in addition cars or trucks coming out of the facility that used the bus zone will have to block traffic coming the other way and the final thing to get this one and 40 feet actually this is not great to get one and 40 feet that driveway is a tiny commuter driveway and it is go the about 20 spots here and it is not an active sort of 12 hundred spots being used attempt so thank you, sir. calling names good afternoon, sir. Hi, im trying to put this thing on. Im the chairman of the funds the big concern about this is there are 12 hundred Storage Units here i dont know how many of you have driven box trucks i have and hit and tree a lot of the box trucks are governed by first time drivers so i truly think this is a matters of life safety weve been there no more 18 years with no accidents right now a bunching of buses and two buses a youll block the entrances with amateur drivers with big box trucks that will block 11 street a cause of some serious problem i cant understand why we cant move muni stop one hundred feet further away you avoid all that problem i strongly advise you think of a big block ill have far more delays then by moving the bus stop one hundred feet. Thank you very much. Thank you. Next speaker, please. calling names. good afternoon want to support 24 plan the other transit positive plan that youve come down with recently have been helpful on Market Street and o1 on alice street i drove any can be last black friday and you know all kinds of traffic was moving freely i shouldnt say freely at a dead stop anyway before you everybody was using powell street the red zones as if they didnt exist but back to the subject supporting the plan but asking that you do allow taxis be right to make lefthand turns Mission Street is facilities our need to help the public and saves people time and money and saves can be drivers times and to allow them to serve the public for efficiently and prevents putting more traffic into the side streets and the parallel streets that going to happen and taxis in general should have the process of transit were all part of transit and the allowances that are made for transit should be maxed for taxis and have questions about the positioning of the taxi stand on 24th street on mission between 24th street and 25, 200 feet down the block doesnt make sense for a taxi stand. Thank you very much. Thank you. Next speaker, please. calling names. good afternoon good afternoon barry with the San Francisco Taxi Alliance i think you absolutely need to allow taxis to make a lefthand turn this is a good idea if you dont do that it will add to the congestion taxis are regulated by the city we pay permits and city taxed unlike all the tmc drivers the second congested city i believe that is a bi cause of all our traffic accidents with the pedestrians getting hit with video of people driving the tmcs most of taxi drivers have been driving professionally 20 years we video to go introduce a Training Course approved we the mta were not out there in our private vehicles so we have to have people taking taxis that carry people around from out of town my main reason for coming here could i is to impress on you, the portions of allowing taxis to turn left off of mission as we are allowed to drive in the red zone and treat taxis as transit like we or so thank you. Thank you, sir. Thank you. Next speaker, please. calling names . Mr. Wiener. Herbert wiener one thing i really want to point out is those blocks on Mission Street are very, very long theyre the equivalent of two city blocks basically and it was difficult for me to get access to my doctors appointment im able bodied but how about for people with disabilities walking those two to four blocks is really not an option it is an inquisition one thing im concerned about is how will this be changes effect Traffic Volume on Mission Street is it more difficult to drive with lessor lanes if this happens cars will have to drive on adjoining streets thats the quiet of neighborhoods will be disturbed more cars jamming the streets and i dont know that is fair to the neighborhood residents the only option if they dont like it move thats not an Opening Statements when you put youre life savings into a house those are my concerns and hopefully, youll take into consideration. Thank you calling names . The last person to turn in a speaker card. Mary maguire for the record. The cab stands always seem to be in a place the potential customers cant see them time after time i dont know why you have to be a position youre facing people coming towards us and the cab stand people are in back of us and flag a cab they cant see us this is point less and what good is any of this if there is no enforcements i understand that the busses i read somewhere that they cant say triple a next to the the bus is taking photos of double parked cars but the pcos take photos i know of Caltrans Caltrans so i dont know why the pcos cant patrol those their expensive to put up and maintain those red zones it is point less those right turns youre zipping along and then the cars are marking the right turns you have to stop i dont know what the answers are maybe not have traffic on some of those streets i dont know i think that though we should be able to make maybe taxis the right turn at the odd number of streets well be in lines we cant go down valencia we use mission to get people to the restaurants on mission also the second most congested city in america youre good the im going home to my city by the bay are creating out of this congestion most of that so i dont know why you cant do this thats the big problem here thank you. Is that the ends of the public speakers. Ask the staff to answer the questions a few about taxis and the lefthand turns and the issues around the Storage Facility can you explain. The lefthand turns what is of the second. The taxi stands. Can we clarify at the outset i think to the point taxis will be allowed use of red lanes the saying same on Market Street theyre there correct. The two issues on taxis the lefthand turns the primary reasons for safety its intersections the lefthand turn collisions on this street the profile we see the most common throughout thats the recommendation as some of the commenters mentioned a number of learning disabilities restrictions part of the reason we see those not operating as efficiently the patchwork of regulations the times are different where they are is different and were trying to make it consistent throughout the corridors of reich twentyfour hour a day so the motivation is safety and so thats why were recommending and recommending it to simplify is so it is more intuitive for people traveling throughout the corridor and they know what their expect and regarding the taxi stands the current doeks location an 24th street is frequently violated we know that everest weve visit the corridors ear recommending to move it and try a different location from the proposed location is not suitable for the people here today happy to work with them and find another location regarding the Storage Facility i want to take alastair for coming here a Constructive Community member and helpful throughout this process so the basic the recommendation to move the current stop on local, state, and Federal Street in the downtown direction to far side is thats the recommendation in general when we have nationalized intersection so it is an older configuration of street and trying to updated that based on the signal and in addition in project is changing the location of rapid bus theyre stopping at 11 street that changes if in proposal is impediment to be at south van ness it will dramatically reduce the number of vehicles stopping at that location the cat alastair showed you was working on the buses we did that analysis and basking an afternoon 4 percent of time bus bunching within 90 seconds of each other that is a generous look at the streets in terms of 90 seconds and sometimes buses are not stopping there for 90 sections the first bus is likely to be gone unless a wheelchair ramp has been used basically this was staff is recommending to stay at the recommended location we feel the hundred feet is long enough given the low percent of buses arriving there at the same time, we also with any change we implement in the city we monitor and we dont want as well a bus stop two buses are arriving at the same location the length of the zone is not sufficient so something we definitely staff are committed to monitoring and making sure that works efficiently this is why we have the left the recommendation before you. I appreciate the recommendation im not sure i agree. Director heinecke. Well start with that one what youre saying the frequency of bunching might block the driveway under the current configuration there will be fewer buses using that stop. The 5 percent a basically looking at the analysis we excluded the rapid bus for the future scenario would look like the 5 percent translators into three or four minutes an hour we talked how much activity at the driveway and basically, we felt that having that bus zone as close as possible to the bus zone will have a smooth route to the 9 and ousted weigh that the truck is trying to be superintendant guerrero where two trucks or buses are there. That will be pulling them right out. I certainly am sympathetic to the Business Owner especially the nature of the business this is something that people need to drive in and out of the storage re theyt casing their storage items and not taking them on muni so i guess i would be willing to go ahead with this but paying attention and keep close contact are the Business Owner and if it turns out this is effecting his business or causing the trucks to bunch up i assume the proposal this will not stop us if it turns out the new configuration didnt affiliate the bunching. No unbelievable only a paint bus zone this could move the recommendation that alastair presents on the screen would be feasible no details engineering analysis to make sure that the busses can get in and out of the location but certainly we can evaluate if we see it is not functioning as well as we want. Thats my preference but a commitment to our valuable Business Community if he thinks is a safety issue come back soon after the configuration and well commitment to work. I think you see my long term thinking southbound on mission is makes the essentially the lefthand turn curb past van ness where will the restrictions begin is it at 11 avenue so the plan is 1 traffic lane 1 transit lane southbound and this begins as early as 11th avenue. No, that begins at division so slightly past division a large lane width with a couplet a red transit proposed no conversion of the existing lanes. The reason for the long term planning on Mission Street right now eastbound traffic on mission is used a lot to get to the boost to get up my concern is especially my concern exists independently today but on Market Street the mission is going to be a more important eastbound corridor to drive an automobile traffic eastbound that wants to use mission to get back to Market Street around the safeway in the middle a my question is this will this proposal in any way prohibit the traffic using mission to get to deboss to back to mark. Theres read transit but no reconfiguration of the lanes no stretch the red transit at the approach of south van ness and that facilitates the 49 buses to get into the brts route that is proposed from that portion north and south van ness. So automobile traffic putting aside automobiles automobiles have one or two lanes to get to the deboss right turn. Correct. Thank you the other issue is the taxis i guess my question how many of the pedestrian accidents that happen because of lefthand turns were with taxicabs. Thats a good question i dont have that data im not sure if we have that data audience my guess is zero look sdroegs is a priority and i understand the benefit of consolidating to no lefthand turns but it is important to recognize our taxi drivers are professional drivers that know the refuges and know how to look for pedestrians and that sort of things but this is pencil anecdotal no lefthand turns except for taxis tend to be focus people get it but i think that we need to been you know look were trying to prompt muni traffic first and foremost but part of it it taxicabs we need to prompt that as viable alternatives so i dont think that make sense to draw amendments at the Board Meeting in the turns but any preference for you to go back and dont outreach with the pedestrians and taxi communities and see if under those a compromise to allow lefthand turns to the Southbound Mission corridors so frankly continue to service that area this is what we want them to do. Director borden. Ill be supportive i want you to say surveys on the pedestrians but if you looked at the storages and the number of times that cars are showing up there during the rush hour i recommend we do some sort of counting along Mission Street with the professed intersections turning left and the pacing our options to see who is utilizing it as much as possible to side realtime counts of patterns on some of those to help inform before we make the changes if indeed a conflict happening we can identify it now and not changing it and changing it again like the taxi cab stands a pilot of whatever locates youre talking about i think that looking at the patterns that would be helpful. I thought you had a fantastic job you obviously did a lot of the outreach i hope you dont take my comments and suggestions a review of our work there is different perspectives i think you did a fantastic job. Thank you. Yeah. I have a couple of questions i couldnt agree more great presentation and the outreach was amazing i am supportive of looking and facility the exemptions for the taxis as far as lefthand turns i support that strongly and im also interested in the one o the public speakers making suggestions to future the pedestrian improvements not as part of this legislation but really like a commitment well followup on that as far as the changing the signals and things like that it didnt you know put youre overall prong at risk peaceful is important to as quickly as possible i dont know what the timing is thats all i have. Director brinkman. Thank you. I agree completely without repeating the bulb outs on 14 and mission i agree we dont say to legislate to today but following up on the integral i think that the compromises proposed by director heinecke and second at the bordering where lefthand turns for taxis make sense i agree with director heinecke the dirs are professional they can make lefthand turns in safe manners didnt have to be at every intersection i dont know if we have that data on the taxi for that 11 level to see what the important streets are the lefthand turns but hopefully, well have the gps stated the 11 and mission bus stop i think are really good requested that take a look at it and certainly not create unsafe situations with the box trucks and tons of compliments that is one of the things we look at this and say this is a long time solution and look at the work and the communities work that needs to be done and realize there is nothing hes about this a good job in bringing something new and different and done a lot of configuration on paper this with everyone this is unique so it is fascinating to see the unique solutions and im confident that as these changes go in this street a obviously not only less attractive for private cars to travel on but anywhere difficult for private cars to travel multi blocks that changes the nature of the street African Americans those issues that are coming up so im really looking forward to supporting this i hear everybody frustration about the enforcement levels i work on Market Street when i see tmc or other i have been known to stand in intersections at grand and block the private cars and make of much to the amazement of my coworkers i think enforcement we have a certainly level of camera enforcement as you may know that took at a time legislative relieve well have to nibble at this is not enough and still not enough we all have to be patient i know that director reiskin and the rest of the Agency Shares that concern we can do all the paints treatments but if the private drivers radio not cable of take advantage of the designs but a great job i look forward to supporting this. Thank you very much i totally agree director heineckes idea with the storage is great im not sure what what we are doing about the lefthand turns. Are you talking about with the taxis. Yeah. I guess you can help us where we are proceedings nothing to stop us from adopting this and coming back and putting in the lefthand turns exemptions as a subsequent action and maybe we should ask youre preference to adopt that with a strong understanding in a month or so and so so as this roles out youll not be painting lanes tomorrow well have feedback and look at the maps and see where the exemptions will be and came back come back to us or i rather than precede if nothing else not to do this proceduresly well come back thats my preference adopt what we have today with the understanding our staff will work with the taxi industry and other effects partying to see where the exception could be or not there and adopt those you substantially. Theres support on the boards for allowing the taxis i guess the question is how many. Thats exactly the question this is why painting traffic signs at the board when we have experts here my view im not sure there is a lefthand turn exception at every intersection. Thats the fundamental question. Where theyre going to be. The first question to go back and say ive gotten board direction that the taxi industry should be accommodated on this southbound direction. Ill be supportive whatever works. I guess we need a motion is there a motion . Motion to approve. Second. Future all in favor, say i. I. Opposed . Excellent excellence work. I think the other understanding with our friend from the storage business to come back and lets us know. Item 167 authorizes the contract for 613 articulated low fully hybrid buses foyer 3200 and 44 million plus and a total nooichld 412 million plus. No change to the term of the contract and no superseded. I want to ask john halley for an overview and ill make is not a full power point but a significant advancement of getting new buses on the street quicker. Thank you good afternoon in listening to some of the other presentations and the speakers who youve heard a lot about changes and public prospective of muni service in particular ill say if youve been on any of the hundred and 60 new buses that have arrived over the last thirty months for assessable to the seating arrangement in the straps that are added to the safety feature wider seats i feel much better laughter . And we have tried to be responsive to other Family Friendly weve widen the aisles and that sort of thing ill say that if youve noticed that none to blame but yourselves over the 3 and a half or four years ago, we had the oldest and the least reliable fleet than any in the country but youre support it heard from some of the previous pregnancy that we have the going through a period where while mechanic details are the single cause of details weve made substantial improvements that the improvements is the highest in the history of the agency the numbers are heading in the right direction but weve got a lot more work to do weve gotten as part of this process weve learned a lot when the first bus 86 hundred in 2012 it took 8 weeks to get the bus into service when this arrived here in San Francisco the busses were accepting and putting on the streets right now weve had some into service the afternoon is 7 days a prosperity learning both with us and the manufactures when vehicles are showing up in vehicles the issues to be addressed are less with that, what are we asking you to do todayer asking you to do continue the momentum and the initiative asking you to expedite or accelerate the delivery of the vehicles by experiencing all of the options in the hybrid buses thats a total of 4 options what this means for example, is in 2016 under our previous schedules we will receive some 60 buses under this accelerated schedule well receive one hundred approximately, one hundred may be one hundred and one in this range this allows us to both meet the theres service demands and continue the improving across the board in the metrics of reliability in performance and meet a boom period in terms of construction and special events this so were asking you to expedite the delivery what this side is right now there is across the country a lot of people buying buses this give us certainty in the production line to plan ahead and give us the best price i tried to show with the process weve gotten better in our manufacturers are better by working on the quality one of the things that you know we want to bureau to do is continue that flow and expert accelerating it to meet the demands the item indicates we have a funding shortfall or some one hundred and 20 million why how can you discuss to take this kind of a financial risk as a matter of fact not a risk in those items because if in a worse Case Scenario if were unable to find the additional one and 20 million we only simply stop buying buses the manufacturers were not able to identify the additional funding and should you this will occur in a worse Case Scenario sometime in 2017 we remain convinced the regional partners are committed to our program we have moves forward quickly ahead of where were to be to meet the dynamic environment were working in we need to allow the time to make the necessary adjustments to with that, i ask certainly our indulgence in continues supported to move forward and certainly ill be happy to answer any questions when you talk about funding partner mtc and ta all those things. Yeah. So there is funding streams particularly from the Transportation Authoritys and the Municipal Transportation Agency that are in the right funding streams for this project we have a timing issue primarily talking to mtc and the Transportation Authority about ways to advance some funds but largely those are in many cases the federal government is a partner well continue to work and look for other sources time to reinforce this is a little bit unusual we have all the money identified with we ask you to approve something but as john said the way the contract is and city law didnt allow us we wont authorize the manufacturer of buses until we so a bunch of the funding in place and an initial funding to be identified well issue additional noticed to proceed if john says at any point we cant advance the funds well not allow them to proceed and losses our place in line. But the point is an issue 2015; is that right. The money that is in we have enough to go through r789d we we secure the additional funldz we will have the transit replied by march of 2018 weve been working with the manufacturer to obsolete that but as i said if not able to put a funding packet together we tell them a few months notice were winding down and in position to starts over again. Okay. Thank you. The reason to do this now the contract requires us to experience that option thats why. Were doing it we want to experience the objection o option to the extents we have the funding lined up we also i guess are confident well workout with our Funding Partners and we want to signal to the manufacturer that were telegraph hi actively working and not have to come back to the process of securing the approvals to more quickly give them the next notice to proceed while the funds in place will allow for the production of buses through r789d we need to continue to have them continue to production line or theyll open up to someone else within the next of months well want to let them know if we have this authorization the sooner to walk down the spot in the production line if we lose it we dont get more buses they will be more expensive and it is a confidence to the manufacturers so it is helpful mr. Chairman ill move the item. Mr. Chairman no members of the public has indicated interest. All in favor, say i. I. Opposed . To whether or not to conduct a closed session and motion to go directors item 18 the mta met and dlusz the case the board settled the case no anticipated litigation the kroshgz will be appoint to disclose or not disclose. Any further discussion emphasize as we adjourn the last meeting of 2015 i wish everyone a good ends of the year. Thank you. Hello, i am with the recreation and parks department. One of the other advisory members appointed to the joint ledge committee will run the meeting. We will give prior notice as long as there are members of the commissioners represented and members of the Advisory Council at the meeting will go forward, should the cochairs cannot both be present. That action item is taken care of. We also filled an Advisory Council vacancy on the committee. Were fully staffed, or fully we also on new business, California Senior Legislature presented their legislative agenda for 2016. Theres a total of 10 bills, five are hold overs from the last session. Three are funding bills. Mr. Schmidt just spoke about one of them and two are new bills. In the interest of time, well give you a report on the details of those bills at the january meeting. Then there will be no joint legislative committee in december. Thats typical for that group. We have the ten bills well report on in january if that works for the commission. Thank you. Any comments or questions . Questions from the public . Thank you very much. Next item is the Long Term Care coordinating council. Sandy. Good morning. President james, commissioners and Deputy Director mcspadden. I want to give you just highlights of our meeting that we had on november 12th. As you know, our council is the Advisory Group to the mayor. We felt that it would be appropriate for us to knit submit a letter to the mayor and chief of staff and the head of hsa our opinions about what kinds of expertise and skills the director of the department should have. We sent a letter indicating our concerns and input. At the meeting, we also had ann hintton give update about the scan grant that we received. Which was about 10,000. The purpose of that grant was to have our staff mentor three other counties to develop their Long Term Care integration plans. Bill haskell who was our former staff person along with ann hintton worked together with three different counties in california. Specifically ventura, stanislaus and yolo counties to put together their Long Term Care integration plan. Theyve done that and now theyre going to be submitting to to the scan foundation. We completed the work that we were given the money to do. In the meantime, our department is submitting another grant with scan and so scan will consider our grant proposal to continue the work. The other item we had on the agenda would highlight the event that we had to commemorate our tenth anniversary of the down sill. That was on october 23rd. Maureen took a lot of photos and presented a slide show. It was a very successful event with about 300 people in attendance. As you recall, the event was called a party with a purpose. Because we felt it was important to highlight the work of the council for the last 10 years. We also had on our agenda a presentation of your transitional care programs that your department actually providing to the public. I know that you had presentations on this, i wont go into a lot of details. That is the program that initially started back in 2008 with San Francisco Senior Center along with other Community Based organizations. And funded by the c ms with a special demonstration project. Now is taken over by your department and is being implemented by your staff. We also had a very comprehensive legislative update by your staff person, rick appleby. Again, once we start the budget process again, the councilmembers will be making our annual report excuse me. To the board oboard of supervisors about the up upcoming budget. I do have a question. Thank you very much. Commissioner ow. Two questions, you expect to what to look for our next the Commission Member may ask to express some opinions. If you make it available to the commissioner, we will follow your guidelines. I will be happy to do that commissioner ow. Can you give us the secretary and the secretary can report to us . The second is that you are requesting for grants. If this grants given to you, do you have the full authority or exercise to extend the money the way that you intended to . The grants that i was referring to is a grant that the department is submitting to the scan foundation. Its your department thats submitting the grant on behalf of the council. We has a council cannot directly get funding directly. It goes through your department. Thats the mechanism for the funding. Thank you for clarifying the question. Youre welcome. Any other comments or questions . Questions from the public . Thank you very much sandy. Next item on the agenda is the tacc report. Finally, k report. Good morning, cochair are not available. I get the honors giving our report. We also have drafted a letter with our interest in terms of the qualifications of the new department head. We will also be submitting that if we havent already. We are also planning to present to you probably in the january meeting, our 20162017 advocacy platform. We looked at the agenda and thought, we wont. We will do it probably in january. In the meantime, were also ending a very an interesting time period. We like to wish all of you a very happy holiday and to join us in our annual case holiday party. That will be on monday the 14th of december from 4 30 to 6 00 at the sugar lounge. I think you were there last time. Really great opportunity to network and to give collegiate support to all of us who are fighting really hard to maintain and expand services to people older adults and people with disabilities. We hope youll join us. There is a flier, but i dont have it. I dont know if my colleagues have it. If you wanted to go to sugar lounge case party on monday december 14th. Any comments or questions . Whats the location . [indiscernible] near gohf. Thank you. Any other comments . No business on the agenda. New business, the Mayors Office of housing and community development. Helen hail. Good morning commissioners. Deputy director. First, my name it helen hail. Im the director of residential and Community Service for the Mayors Office of housing and community development. I would first like to thank the staff for all the assistance theyve given us and pulling together these contracts if our properties. Theyve been super helpful and wonderful resource for us. Its wonderful to do collaborative work. Im here today to go through the presentation that was submitted in your packet to give a little bit more background to the rental assistance demonstration project. Some of you have may have received the mayors notice because we did close the first 14 properties about a week ago. There was some information that has been posted in the paper, there had been numerous articles. The rental assistance demonstration project is a federal program under hud. It allows housing authorities to draw down additional and different types of funding to be able to better support their Public Housing properties. The Housing Authority background includes that theyre housing subsidies for almost 28,000 residents in San Francisco. Currently there are about 5400 Public Housing units and the average income is in the middle of 14,500. The average rent is about 312. The problem in San Francisco is that we have a aging building stock. Its in vast need of repair. Back in 2012, it was determined that we had about 270 million. Theres about 15 million that come in annually. The capital fund that comes only meet about 3. 5 of those needs. They have about 5 million to meet the needs on an annual basis. Doesnt matter whether or not youre really good in math at any time in your life, we will never be able to catch up. Housing stock will be lost in San Francisco. In december of 2012, Housing Authority was deemed troubled, mayor lee introduced a process for Public Housing. This involved numerous organizations, residents, Service Providers, multiple city agencies, the director from the mayors housing was one of the cochairs of that process. Basically, the consequences of doing nothing due to the troubled status would be that the buildings will continue to decline. They would fail inspections from hud and therefore, units will be taken out of service. We will lose our hud subsidy. That would impact end up losing Public Housing in San Francisco. Basically doing nothing was not an option. The central premise between parental assistance demonstration project is to provide a more stable operating subsidy for the housing. Allows folks to take a private Development Partner and leverage those folks so that it is no longer just a federal program. Theres a cap on rad currently at 60,000 units. Some people apply there are many more applications. There has been an effort to try and lift that cap over the years. What i can tell you is that rad is challenging and a high cost area. Where rad rents are well below what the fmr is or any kind of payment standard. San francisco took a very innovative approach. We have very high quality Affordable Housing developers here in San Francisco. Together, with our afrdable housing developers, i didnt touch it. The idea here in San Francisco was to take our model for Affordable Housing where we take tax credits and loans to our Affordable Housing and put together with the rad subsidy. We apply for portfolio of 4584 units and we were approved in january 2014. We were approved for the largest rad portfolio in the country. I want to also say that our mechanisms for how were putting together Affordable Housing developer and the tax credits and the section 18 is very unique nationally. A lot of folks are catching 46 to see whether or not were able to make this work well. In the spring of 2014, we put out an rfq and selected our Developer Team for 29 buildings which are divided into two phases. The reason weve divided it is to convert 29 properties all at once will be more than anyone can do. Converting 14 and 15 is also very labor intensive. But the Positive Side to that is that we have buildings in each of the clusters that we are converting for two different phases. I believe you were given a list of building buildings. In addition, so the combination, theres the rad and theres the section 18. Some of our buildings in San Francisco qualify for section 18. Which means the buildings are in a much more desperate shape. Theyre not in the condition to be torn down. They will allow us to draw in a higher subsidy. Together with the rad voucher and the section 18, were leveraging tax credit equity in the amount of 720 million for tax credit this allows us to pull together an operating budget that allow us to do repair and rehab on all the buildings at a much higher rate. It will allows to keep ahead of the repairs operate a much staff. In addition, the exciting part of rad and part of the reason were here today, there is a Services Component that is required under rad. There is an on Sight Services mod model at all of these buildings. That is not something thats been in place for the Housing Authority. They will occasionally get small grants or theres a city contract or provider that want to do work. There hasnt been an on Sight Services model. The excitement for us around this is the ability to Bring Community building and some leverage Service Connection to link folks to the vast network of services we have in the city. It will allow to reduce the isolation these buildings experienced for a long time. What you need to understand, these buildings will be own and operated by these Affordable Housing developers. Land under the building will continue to have a ground lease to the Housing Authority. This is not a model where the new owners can come in and tear down the buildings and put the tenants out and build their own market rate. These are for current tenants. The entire model is in place for the current tenants to live in better and more Affordable Housing. In addition, tenant protections has been established. Weve listed the different rights. Theres no rescreening, theres no change in the rent calculation. They continue to pay 30 of their income. It is not demolition. Its just rehab and repair. Theres no displacement. Tenants will be temporarily relocated in order to do the repair and rehab. We dont want tenants living in a building where theyre doing any kind of work on it. There are health and safety codes around that. Any kind of eviction protections have been in place have been preserved and moved over under rad. In addition, they reserve the right to have tenant associations. There will be resident voices in these buildings. All of the buildings will have an on sight Resident Council that will be democratically elected. They will have their own operating funds. I gave you a copy of sort of the model in general. I want to be clear, this is not intended as a high Case Management model. It is really meant around community engagement, Community Building and linkage. Its important to do that. Our experience in the past is in Public Housing building folks that need Case Management that are resistent. There are trust issues. Theres a lot of isolation. We really want to create vibrant communities in these buildings and have neighbors start to get to know each other, many of them speak different languages and cultures. We want to create access and create better trust with the owners and with the Service Providers that will be on site. You saw the buckets that we provided. Its housing, house, economic, mobility and Public Safety. None of that will be a surprised. Original model that was in place was one to 100 staffing ratio. The reason we have Services Contracts coming from the city, we are leveraging in the operating budget. There is 81,000 that provides for a full time staff person. What we have done through our collaboration with city departments is to reduce the staffing model to one to 75 ratio. So that your Services Contracts carry with it Program Operating support. Sort of the kinds of fun things you want to have for food or activities and supervision for staff and reduce it down to 175. I gave you some examples of activities. I wont bore you with those things. In closing, what i can say is that, having worked in Public Housing for many years in San Francisco, residents have long lived in conditions that have been extremely poor. The hope was we are placing what was Public Housing on the front end of the Affordable Housing continuum. We are using project found through the federal government with tax credit and debt to operate these buildings so they have a vibrant ownership and we keep up with the repairs, the housing is in good condition. We no longer have a difference for very low income folks in the quality of housing that they have in the city. We value these tenants that are currently in the building. Are there any questions . Thank you very much. Any comments or questions from the commissioner . Commissioner james . Let commissioner ow go ahead. You put the package together and its the National Guideline and lots of other entity the one you model. Give us the details, the component of for San Francisco to successfully get most of these . We plead t applied to the federal government rental assistance demonstration project. There are two aspects of hud for low income. There is the Public Housing wing and then theres the section eight or housing choice voucher side. The Public Housing wing in the federal government under hud has been very poorly funded. Theres been a reduced amount, which is why we have gotten into the trouble weve gotten into. Theres less money to sustain Public Housing. The rental assistance allow us to switch from Public Housing over to the housing choice voucher and to use project based vouchers as the subsidy. Which is a very strong don component of the federal government. That has been increased. They are reducing the amount of money. It also allows us to take the Capital Dollar, rather than it coming in one lurch lump sum it comes to the building itself. They have the subsidy and the Capital Dollar plus they have tacks credit dollars. They are able to apply for those to use those equity. Plus they have debt and loan. They now have a much more vibrant Funding Source to operate these buildings. Which the Housing Authority didnt have access to. Thats the premise behind the rental assistance demonstration program. Its so switch over the way youre financing this, to give a more vibrant budget. You must be able to make repairs to the buildings. Or the buildings are not eligible to apply. Is that
