I work in the Mission District and provide housing for seniors in the areas and the rest of San Francisco. I believe that my experience, i have been working at the center for the last 8 years and i have been dealing directly with our senior population in the mission. So i believe that my experience and exposure to the aging community in the Mission District will be very beneficial to the Advisory Council because with our residents, they come up to us and they have whats happening at the mission and in San Francisco and they are also very active in the community. They were very vocal about the recent changes happening in the district regarding the muni bus stop relocation. They fought hard but unfortunately the changes were implemented and while they are not very happy about it. But, i believe my involvement with the commission will be beneficial for our residents of the center and the rest of the Mission District population. Supervisor katy tang great. It looks like from your application that you have quite a bit of experience in housing. So, i guess im wondering if you can shed light on what are some of those things we can improve upon for Senior Citizens in housing . Our goal to provide as much Affordable Housing to seniors in the mission area and also the rest of San Francisco. In order to do that, we are trying to improve our building. We are going to be going through remodeling for the next 3 years in order to remodel our units and also we are going to be building a brand new building in our facility and dedicate it specifically to arts and wellness. Our organization has a division that is in charge of that. Its called ricks table. And so the goal is to have this building to attract the surrounding neighbors in the Mission District to participate in well being classes with us. Right now we are only focused on our own residents, but the goal is to expand to the rest of the Mission District, especially the seniors. Thank you, supervisor mar . Supervisor eric mar i just want to add that like picasso, that everybody is an artist whether you are the tiniest toddler to roots in your life and there are efforts to raise awareness to infuse not just through curriculum and the schools, but also through life and thats great on housing. I know that dos plays an even more Important Role and the senior boomers. That seniors have more than doubled the population and possibly 50 . The role that you have to ensure there are streams and funding to go to aging and programs and housing. We did a study on Senior Housing needs and we identified that the boom in seniors will lead to a huge low income and housing cost. I think what you do is so critical not j u. S. I have been living in richmond for 25 years. I wandered around town and im still there. Im also a paralegal. I have ridden my bike all around to San Francisco state, the mission and every beach in town and Golden Gate Parks and twin peaks and the bridge and the opera house. So, i am one of those cyclist that ride a bike and im happy to see that we have bicycle lanes. I thank you for that. Also, as a paralegal i have had the opportunity to witness many adversarial processes and settlement. I consider this an asset. Maybe im a little bit of a nerd. Im kind of fascinated by that. As you may also know i organize the San Francisco contingent of the right of silence. Im sure you all saw the flyer that i placed in your offices a few weeks ago. This is my fourth year working on the San Francisco contingent of right of silence. Its an international event. Started a few years ago to memorialize someone who was killed by a passing bus. Here in San Francisco, we have many fatalities to memorialize. Although cyclist do not, we organize as i should say do not and specifically intend to have a protest. It is a memorial. We do object being hit by cars, of course. I invite you all to come may 18. We are rolling out at 6 30 p. M. Thank you. The last 2 years we have had a roll out with motorcycles. They gave an amazing display of courtesy to bicycles. I have some come out to me and say this is the nicest the police have been to us. Show up. We are there to demonstrate humanity. I have been in touch with petra linky, her son was killed on the corner of masonic, about 5 years ago. He was just a couple years before his 21st birthday. Im sure his family was overjoyed when he was able to study here in San Francisco and then he got killed. Im interested in finding out. I believe it was gandhi to have change in the world. I would like to see kids working in land and glove. I dont see any reason why their interest should not be aligned and i seek Common Ground with all the other constituency groups. There is this different effort that evenings like this is important for this policy and looking at a familyfriendly experience and also people as use to say, making it safe for people from 880 is really critical as we change policy. Good morning, my name is josh wolf. I served on the sunshine ordinance for 2 years. Its been a pleasure to have an opportunity to weigh in on these important government issues. My background as a journalist and i work as a freelance journalist which is part of the seat which im applying. I think thats all im inclined to say, but if you have any questions, im happy to address them. Supervisor katy tang supervisor cohen . Supervisor malia cohen im excited that you are excited to serve. The Sunshine Task force has a reputation for sometimes being onerous and not fun. Im glad we have people before us that are excited to serving. How long have you been on the task force . 2 years. In the two 2 years that you have been on, maybe show me some highlights of the things that you have accomplished . Sure. I didnt necessarily prepare for what types of questions would be asked so im just going to be free associating that. I dont have preconceived questions that came to me. Thats our rule committee. All right. Proceed. So, one of the things that i found really interesting is the process of working with departments because we have the same custodian of record and the coaching process as we come closer to compliance with the ordinance. In addition to that, and i definitely appreciated working through that learning process. In addition to that, im excited to see developments of future sunshine ordinances because we certainly identified areas that the technology has changed from when the ordinance was first written. As i understand if there is going to be a ballot measure implemented in november to revise sunshine ordinance. I hope that passes for being one of the First Responders for addressing how these new ordinances will ensure that we have the most Government Transparency and open access to information. What is your opinion of our transparent, our local government . I think we have opportunities to grow. Compared to other cities, we are doing great. Compared to other states that dont have the states open records law and the same as california and other cities in california that dont have our sunshine ordinance. However there are still things we struggle with and issues that come up from time to time where records are hid from the public and that is unlawful and we as a sunshine ordinance we object and ensure those ordinances are followed. You think the departments that are discovered hiding things. Is it a department or a person and property. Im not asking for any names, just trying to understand everything. There is a common thing going on. There is advisement from the City Attorneys Office that may not square with the law Sunshine Task force that it has and when departments are using that guidance from the City Attorney to the task force, there can be a break down there that has to be sort of get massaged in a rather slow process because the City Attorneys advice to each department is obviously protected under the attorneyclient privilege and the city doesnt participate in the task force that way. This is the way we feel if the department goes somewhere else and confers to the City Attorney and if its not to the need of San Francisco, they file another request and we go to this sort of slow carving out the process. I think it would be much better if the City Attorney were to take an active role in working with the Sunshine Task force working with the guide and other positions the City Attorney can take to be on one page and make these advances more directly. The City Attorney assigned to the task force now has that been the same person in the last 2 years that you have served . Mostly its been the same. We have had reed come over. I understand hes gone back. Thank you, no further questions. Supervisor katy tang thank you, mr. Mar . Supervisor eric mar thank you, i would like to move this forward. I think your watch dog, is great. I think you served in jail for the antirights . Was that right . Yes. Thank you for the hyper bole. There was some kind of violence. The d. A. Did not try to pursue my work product for prosecution, however the fbi stepped in and made a literal case out of it. I invoked whats called the reporters privilege which should protect me from having to testify before the grand jury in the way it does in california and 48 other states. But we dont have those protections in the federal court. I tried to fight it and wasnt successful and found myself in contempt of court. Its a good addition for the media to really represent media and being a watch dogon power, powerful corporate interest that protect people from having that right to democratic process and that to me was really impressive. I will support your work. I know we have other media justice activist that are looking for a seat on 8, 9 and 12, and having this democracy is great and supportive. I have to leave at noon. Thank you for nominating me for the San Francisco member on the Sunshine Ordinance Task force for your consideration today. I regret not being able to attend. I previously scheduled work travel in los angeles that could not be moved at short notice. Im a member of the Womens League board of San Francisco and served for 2 years. When the seat number 5, wash Allyson Washburn was stepping down i was asked to step in her seat. I have learned about the Task Force Meeting and worked beyond the task force and worked with the Fire DepartmentNeighborhood Emergency Response Team in district 5. California law Academy High SchoolMentorship Program and the San Francisco bicycle coalition. I know shes going to be racing in a weeks time. It has also prepared me to work on the task force and as an attorney i work with California PublicUtilities Commission and meet law are part of my practice. I work in the records act and brown act and work on initiatives to bring effective transparency protocol technologies to the mission. My advisory preparing to be a skilled Task Force Member prepared for meetings by reading and researching packet materials and with robert rules and procedure to explain before the task force. I hope to use this expertise to help the task force more efficiently and enforce the sunshine ordinance kindly. Supervisor katy tang thank you for that statement. Next is dave maass. Public speaker good morning members of the committee. Thank you for allowing me to present my application with the Sunshine Task force. My name the dave maass. We advocate for free speech and transparency at the crossroads of technology and the law. I would like to start telling you about one of my primary motivations. I worked for a decade in local news and publications in san antonio, san diego and each of those roles i developed close ties to the community and had an impact on city of San Francisco local government. I have been advocating in congress and around the country. Today i find i can do more to the city thats welcome to me and now i call home. Public service can take many forms. A lawyer may offer pro bono, a doctor to a clinic, my tasks are somewhat unique. I can sit through long meetings. I revel in the opportunity to sit through long documents and listen to people who have grievances with the government but not able to navigate the task. Much of my work has evolved around public transparency. I manage projects in arizona and california, i have worked on legislation including 2014s prop 42 and sb. Recently i have made the effort to follow the california justice open meetings law and hearings on California Law enforcement and telecommunication system. I also understand there is an enthusiasm of city council to enhance Government Transparency. The fact that San Francisco created this task force is evidence of that. I feel im well suited to this position because of my role with working technology and transparency. I would appreciate any questions you may have of me. Supervisor katy tang thank you very much. Questions from colleagues . No. Okay. Well move to david pilpel. Thank you, good morning. My name is david pilpel. In general the committee needs the time that people can invest. I have worked on letters, research, trainings and other information for best practices and you have my submissions for my appointment. You will hear more about that. It seems im a bit of a lightning rod for appointment. I think you know my deep commitment in understanding the ordinance and the task force and the strengths and challenges. The ordinance is well in intended but can be somewhat an annoying and difficult and the same could be said for me. I maintained relationships in City Government for the years and plan to use it for open public participation. I think i can always be better than that. As you make difficult choices everyday, not everyone is going to be happy about it. This isnt a popularity contest. Im happy to take any questions that you may have, on my past services and the ordinance. Supervisor katy tang thank you very much, supervisor cohen . Supervisor malia cohen mr. Pilpel, i believe you said you were a lightning rod. Why do you believe that . Because i have been active and particularly some complaints dont feel that im always on their side. That people feel i side with the city too often. I dont think thats true. I call it as i see it. I have found violations and many times i have found no violations. It depends on the circumstances. We have found in the last number of years a number of difficulties even with your office that was wide and volumous and just some people dont like me. Fair enough. Some people dont like me either. Any other questions . How long have you served . 20 years. The Task Force Has been in place for 22 years. You are asking for two more years . 12 years. We can hear you all the way here. Serving 12 years is a long time. Do you feel you maybe occupying a seat that someone else could be occupying. Youve done your service and time for you to move on. Im certainly occupying a seat that others could occupy. I feel i have a lot invested in government is and the language requires a lot of interpretation and questions about best practices. I feel that i bring that and try to work through things carefully. So, you know, yes, you could certainly replace me with someone else. I feel like i bring experience that is useful. Many people have said that i do a lot of work and try to think through things carefully. Thank you. I have no questions. Supervisor katy tang thank you. Supervisor mar . Supervisor eric mar we worked together for several years on many other issues. I really appreciated your special attention to detail on everything that you do. You do have some critical concerns raised by a number of people from communities. Im wondering if you can talk about as supervisor cohen mentioned the lightning rod or at times when bringing people together might be the best way versus kind of divisiveness and other issues that might have come up in other committees that you have been involved in the past and how you will move forward in a constructive way with the task force. I think the issue is we have an adversarial relationship with complaints. If a complainant is not happy with the officer and they believe they are correct and the city screwed up and didnt get the documents and we have to work through that. It sort of necessarily involves either finding for them or against them. What we tried to do more recently in some cases is not necessarily find a violation, but send a letter and try to improve the practice and hopefully well do more of that. It shouldnt be enough in question and i think trying to find the middle ground and finding the best Practice Forward is a good approach. I think there is some people who dont like either stands that i have taken in other venues and transplant those concerns to the task force and i think i spoke earlier about how people think of me. I dont think everyone dislikes me. What im trying to get at, david, is there a different approach you would take or would you continue with your same really efforts to have the strong policies as possible or would you change your approach to the committee in anyway . I certainly am sensitive to that and i can and will attempt to be different in my approach. Not just me, but the task force also needs to be more collaborative. Sometimes sides have been taken and in the past, not the last two or 4 years but in the task forces history there have been separate camps. I dont think thats helpful. We have come together more when there is an issue. I will try to be more collaborative. Thank you. Anymore comments . Thank you very much for your presentation. Well move on to chris hyland. Good morning. Chair tang and supervisors cohen and mar. I have served two terms in the task force. That was one of the things i was going to talk about was about the fact when we had a new task force 4 years ago, there was only handful of us for the 4 years. What i was going to talk to you was Institutional Knowledge of the task force, ordinance, parliamentarian procedures and it would be a shame to lose those that have served in the last 4 years and excited and eager to continue serving because we have that knowledge to bring up to speed the people that you have appointed in the task force. I think thats an important consideration. I also want to thank our outgoing chair for her service. Shes fantastic. I have enjoyed working with her. Im the current vicechair of the task force. When i first joined 4 years ago, i was asked to be chair, but i didnt feel i had the experience and certainly the parliamentary experience so i declined. 2 years ago i was asked again to be the chair. And i felt someone else was the best choice. I deferred it to her. If i was asked to be chair again, i would give it consideration. I also want to discuss my background. I come from mixed race. I speak in several languages. I promise not to speak in tongues this time. I think chair last time i addressed the rules committee in four different languages. I think people thought i lost my marbles at the time but seemed to be effective that i came from an international background. My dad was an ambassador in the united states, i grew up in turkey, and england and im pretty in tune with a lot of diverse applicants and complainants that come before us and i think that helps in the communication and interacting with them. I have an Information Technology background and background as paralegal. I think those are pretty important in this task force given where things are going ab the media and the different forms of media that we are having to tackle is twitter admissible and as an appropriate for that background. I would be happy to serve again if elected. I would like to keep the Institutional Capital that we worked so hard to attain at this point. I would be happy to take any questions. One of the things i put forward a few years ago was to hold extra meetings to tackle what we had 2 years ago. Weve made great leaps and bounds in getting that work load under control. If you looked at the amount of sunshine cases, its increased. That will still be an issue for us. I was asked to chair the meetings in allisons absent. Its to focus the plaintiffs on the procedure and how that works and keeping everyone on point. Its also a question of keeping our discussions concise. I think we failed in that area sometimes. The next applicant is Frank Cannata. Good morning, supervisors. My name is Frank Cannata. I have been a consumer advocate since 2006 because of the dramatic rise in crime in my neighborhood. I have served the board for 10 years. During those past 10 years i have word with district supervisors and many departments and offices and many other Neighborhood Groups, including the police department, district Attorneys Office, the department of public works, sf mta, the Homeless Outreach team, the Planning Department and planning commission, the Mayors Office in workforce development. Cathedral Neighborhood Association, pacific avenue Neighborhood Association, russian Hill Community association, the coalition of San Francisco neighborhoods and local merchants and merchant grooufs to abate crime in our neighborhood, addressing the homeless, clean up our neighbor and ensure the neighborhood has market rate rentals, and meet the areas needs of the residents, and the corridor maintain small local businesses that well serve the residents of the area. The Neighborhood Association holds monthly Public Meetings with speakers from the department. These meetings allow residents in the area to hear what is going on in the city and have their elected appointed government represented to hear the issues that affect their lives. These meetings get involved in the process of having a say of what goes on in the city. I believe that open and transparent government and citizen participation in government makes for a better government. I have used the fair and balanced approach working on Community Issues considering all sides of the issue at hand. If appointed, i will bring the same issues to the shooen task force and i commit to all Task Force Meetings knowing there has been an issue of quorum at the task force. There was a letter that came in strong support of you and resident participation in government. And from the supervisor of district 3, peskin and others who wrote on your behalf. Even from others in the community, i think you would help to bring the task force together with that kind of concis, and thank you for applying as well. Supervisor katy tang thank you, i certainly heard a lot about your involvement and leadership there and why you would want to serve on the Sunshine Task force . I think its important when residents get involved in government they can be assured that the office of government is open and transparent to them. They need to have the understanding that the process is out there for them to see and that nothing goes on that they are not aware of. I think i can bring that community of activism spirit to the task force and take a reasoned approach. All right. Thank you very much. Okay. Seeing no other questions or comments. Evans and the person there i dont know. John gibner. I am reapplying for my third term on the Sunshine Ordinance Task force. And, its interesting that mr. Wolf said he was excited. I feel compelled by duty at this point. I have done it for 4 years, i think im getting pretty good at it. I would like to give it one more go. People come to the sunshine ordinance because they feel wronged. They are upset and angry and there is a lot of yelling and back and forth. But thats what we are here for. We have to be able to accept that. We have to take it. This is what we signed up for. So, i like to help people and thats why i like to do this. Anybody thats come to a lot of my meetings have heard me ask the same questions over and over. I look at the complainant and ask, did you get what you asked for . If not, lets find out what they are. And then i go to the City Department and say, did you give them everything . Are you Holding Anything back . Those are the questions i ask. My record is pretty public but balanced. It can go both ways, but it has balance. As we move forward, this ordinance is like 20 years old. Thats the one you have to tell me to be quiet. This is why we are discussing. How old is this . We need to upgrade it and things that happened in 94 and 95. 2000 is different in many ways. We have to look to make some changes. And in terms of the meetings and the efficiency of the meetings. I keep coming back to this quote by the comic strip hero, pogo. We met this meeting. We need to be more efficient when it comes to questions in the task force, we need to move quicker. I was vicechair which means i was interim chair. We need to say, hey, keep your question to 2 minutes. One bite of the apple. Make it a good one. Dont repeat the questions that others of repeated. Chair tang, im going to answer the question you maybe asking. For the past 2 years i was the chair on the subcommittee, ironically rules committee which was also the Complaint Committee. I served as the Complaint Committee chair. We tried to divide it up but since the other committees were busy, we took it on more often. That is a triage. We have a very good clerk, victor young who has been running for a long time. He picked out cases that would be better served in a subcommittee. It doesnt mean that is it when you are done. In some cases they follow what the subcommittee said, in some cases they dont. In certain cases its so complex that it gets readjudicated all over again. As i said. I would like to serve another 2 years and i hope i can count on your support. Thank you. Supervisor cohen . Maybe you can explain some of your ideas on how we can make the meetings more efficient . Again, i think its easier to point the finger back at you the, at the task force. And anyone who has been at many meetings, if the complainant gets 5 minutes and the respond end 5 minutes and the task force, its too long, its redundant, republican repetitive. It drags on. We need to keep that quicker. As far as the complainant, this is their task force. This is the person that has no other means. I dont want to make any changes. I like the idea of the Complaint Committee. They are very good about picking cases. We try to weed some of those out there. How can we do a better job of recruiting a little bit more of a diverse body . Thats a great qu when im talking about diversity, im talking about in the fullest content, sexual orientation, gender, status, how do we begin to . We as a city have failed in terms of recruiting a diverse body. This is not a critical commentary of those that are sitting, but one that is obvious as a woman of color looking at this body, i would love to see more diversity. As a member of the rules committee, it is our job to find talented plate applicants to apply. I would love to do better. I really dont, other than, wow, this is a really tough one. My colleagues and i on the committee, we try to recruit and we reach out to people. Sorry to put this back as a question, but how do you recruit for other commissions and task forces . To answer the question, we dont. It all depends too on the level of understanding the general public has of the body. So people know the police commission. So people are very intrigued and interested when an appointment becomes available, they motivate themselves and they will apply. Planning commission and airports, some of the more larger ones their interested. The Sunshine Task force which is also important but when it comes to a desire, its not considered to be the most desirable commission appointment. I think that is where we are falling short. Now, cate grant served. I personally recruited her but there was a certain level of dysfunction that turned her off. Thats why im concerned because Sunshine Task force is connected and putting that out there to other members that are listening that there is a piece that i feel we are missing. I will stop there. I have an answer to that. I cant believe im volunteering to doing more work. There are groups, Neighborhood Groups. Even a Small Newspaper Group of San Francisco and maybe some of us should go to one or two of those meetings once or twice a year and give a presentation on the sunshine ofrns ordinance and this is why its important. Im out all the time anyhow. That might help. Everybody in the city have a Neighborhood Group that we can probably hit some of those. Supervisor katy tang thank you, supervisor mar . Supervisor eric mar i want to thank her for being so open and willing to discuss it. To me, its not so much about diversity but the ability to come together and with money and influence, you need the grass routines roots and those challenging diversity and people they recommend to us. Devon warner came up with one and to really think about who would be the best people and also challenge ourselves on that diversity. She comes from the bottom up. With the media life which tracy runs and not just about putting forth the mainstream candidates and even the most passionate people and supporting people of color and under represented groups to say we are going to watch your backs as we join the body to have more representatives. Its a challenge for fundraising and for politicians and how we appoint people based on that and we have to challenge that. If this is not specifically for the Sunshine Task force but for the Committee Groups and who are they pushing for and we need to challenge ourselves to think about the most diversity and representation on these bodies. Supervisor katy tang i want to thank her for an excellent point that she raised because it is something that we need to look out for because we may end up with any level of Committee Without any diversity. Thank you for hearing me on the appointment for the Sunshine Ordinance Task force. I have served on the task force for a number of years. I have taken some time off. But not cted from it. Im interested in coming back, not for my own personal interest, but others in the community have expressed a need for more consistency and professionalism that they have seen lacking from some of the previous members who have now have left and i have the time now to be able to do that and would like to lend whatever service i can back to the city and to the task force in this area. I have experience with it and confident with the law and understanding it especially around open government. Its been something of my hobby for a number of years. I also have a particular interest because now technology has moved from hard copy into the technology world. I do a lot of work for a number of entities around the city, nonprofits, personal friends, around the areas of technology with regards to Data Base Management or managing security and transparency and what is transparent. I held a workshop for the task force on technology with regards to searchable pdfs. At the time we were just scanning p dfs an a picture and not searchable and understanding the law and which is necessary. Nowadays everything is far more intense and complicated. I studied this. There is lots of really Great Software out there and just work flow on how to move information through technology and possibly help the task force keep track of things like past an easily Searchable Data base of passed orders. Often someone doesnt know about a case in the past. You have precedent like in case law. Its a lot easier to understand what is in the past. This is something that is missing. Something i have seen the rent board with their complaint file has been online with these really old mac in tosh a few years ago and everybody in the commission does that much as you have the ledge star application that does that for you. I will stop there and i have sent you my thought or interest. Supervisor katy tang new comments . Supervisor mar . Supervisor eric mar your service was amazing on the task force and how technology is changing and how politicians could hide communication make you really valuable for this body. Im not sure what my colleagues think, but i hope we would reappoint bruce wolf. How long did you serve . I was appointed once. Our last applicant Tracy Rosenberg. Good morning, supervisors. Its wonderful to have this opportunity to speak with you. Im applying for one of the consumer advocate positions 810. Its really an honor in some ways to do that because i think the terms consumer advocate define in words to describe the work that i do. I think 89, 10 are at large and 6 and 7 are consumer advocates. Yes, its on the agenda. 8, 9, 10 are a member of the public who are interested or have an interest in local government. All right then. But continuing on, in terms of my work as an activist and as an advocate i have appeared at city Council StateAgency Regulatory organizations all across Northern California and the state. Learned to talk about consumers, to talk about citizens and what needs to be done by Government Agencies in order to protect the rights and deliver needed services. This year, thats focused a tremendous amount on in fact transparency in government where we have been working on surveillance equipment, Law Enforcement and other Government Agencies where issues of disclosure of whats happening, why its happening and what the rules and regulations are has been really crucial to protecting basic civil rights and civil liberties. When we are talking about sunshine, we are basically talking about government and citizens. In any situation where you want to be talking that the system is fair. There is no fair participation without the Playing Field as fair. When we are talking about the sunshine, we are talking about the problem solving when that isnt appearing to be or in fact isnt operating in a fair and straight forward manner. I appreciate what the seated commissioner said earlier regarding problem solving. I think that is essentially what we are looking at here and there can be problems in terms of the way the government procedures are going forward. Things may not be going the way they need to be going and there could be perceptional problems where things are getting tried but for various reasons, are not working. In terms of my occupation, i come from a journalist background and my advocacy has focused on information and relative to the work of the commission. I have served on several boards and cognizant of several board and procedures. I would also add that looking out for the interest of those who come to the commission trying to engage in City Government that is not going well, that is essentially the priority that i would bring to the table. There are problems that have to be solved because if we dont have it, we dont have a robust process. The its very important if we want to have a robust and vital City Government that we address that problem and make it possible for participation to be real and meaningful. I do need to add that i was a resident in San Francisco for 22 years in supervisor mars district but did unfortunately become a part to the diaspora to the east bay. My rent control, but i do run a legacy founded in San Francisco nonprofit for over 30 years and has recently moved back to San Francisco. With that, i will cop included conclude my presentation. You recently moved back to San Francisco . My nonprofit. Myself remains in the east bay. Whats the name of your nonprofit . The name of the organization is Media Alliance. We were founded in 1976. I serve on the board of the sunset organization i also served on the grand jury ethics i come here not to speak for a particular candidate. I heard the debate tuesday at the board of supervisors meeting about appointments and reappointments. A colleague of mine was up for reappointment. I want to comment on the debate which was supervisor breed who said no one is entitled to a seat at the table its time for otherwise. I ask you to consider new appointment. I would ask you to appoint or reappoint particularly women, people of color, members of the Lgbt Community and as a final note i will echo the well being. Its time for new blood. Thank you. Thank you very much. Next speaker, please . Public speaker good afternoon, supervisors, eric, working on issues in San Francisco. As a person who grew up in the sierra mountains. I find myself in the pleasant position advocating for wolves to be returned to an ecosystem. In this case, the San Francisco political ecosystem. And im not just saying that to be cute. Wolves serve eco systems in an incredible value in keeping the order and biological democratic system working properly. In both of the cases, i cant think of two more sharp eyed guardians of the political ecosystem in San Francisco than those two. Bruce wolf i have known for 12 years. I cannot think of anyone when it comes to light in general to making sure that the government process is open and transparent and no shenanigans are going on. Recently with josh wolf was involved with helping and starting a grass roots organizations. I never saw anybody so nitpicky and that democracy was founded in that organization and no way for that organization to act in ways that were not democratic. He was so meticulous about that as to be extremely frustrating at times and i think thats the person you want on the task force that someone who is so meticulous about democracy that he will not anything fly. Even though she a wolf in her name, i have watched Tracy Rosenberg and do incredible work to be a watch dog for the public and make sure the public is fully versed in whats going on and has full access. Once again, i would like you to return the wolves to the california San Francisco political ecosystem by reappointing both josh and bruce wolf and recommend Tracy Rosenberg for all the same reasons. Supervisor katy tang thank you very much. Next speaker, please. Public speaker i met david on the bus coming back from a speak meeting at sunset park education and action committee. On that ride, one of many, he talked me into the last time i spoke in front of a group into saving that bus route because it was in danger. I was able to talk him into joining speak. So, i have known him then for at least a decade. He is just very active in the community. Hes tireless. You see him out anytime im out in the neighborhood. He gathers information easily because he has many contacts and he has a remarkable memory so he can put that information together with information in the past come up with plans. He sees the whole picture. His big fault is that he holds himself as accountable as he holds the other people. Thats why i would encourage you to reappoint him. Supervisor katy tang next speaker, please. Public speaker thank you, chair tang, supervisor. I strongly support the reappointment of bruce wolf. I oppose the reappointment of david pilpel. He is behavior with elected officials should not be rewarded to any city policy body especially not to the task force. Despite his claims that he has served on the cap and Redistricting Task force, he was not appointed in 2009 reportly due to disruptive behavior and badgering of mta staff and cac members. Similarly he was not reappointed to the puc seat largely for the same reasons. Supervisor tang is aware of that report. Hes been extremely disruptive when he served on the redistrict task force. Pilpels participation in these body, are rules. His claims are shams. Hes trying to provide testimony as well as a Task Force Member. Leopards rarely change their spots. Its time to get rid of him as too disruptive. Supervisor katy tang thank you. I want to say for the record in my reappointment of that particular individual to cac, i have only expressed that to the individual orally. To presume why i did appoint or did not someone, i dont think that you would know that. I want to clarify that for the record. Next speaker, please. One of four members of the steering committee, a group that i was part of has received the for journalism and i have written a great deal about variety and primarily open government issues in local and other publications including the sf bayview, the new york chronicle and times and so on. The task force is at a Tipping Point following the purge that supervisor wiener made a few years ago. Because its considering some devastating changes to the rules by which people will or will not be able even to get a hearing in front of the task force. I have written an article for that and sent a letter to the task force in january. I wont go into detail sense i have 2 minutes. I know that mr. Hyland has come to the field but has some capricious habit of combining more items and not going along with a new procedure that had been approved. Im give you more information. Mr. David pilpel for always opposed complainants. Supervisor katy tang next speaker, please. Public speaker good afternoon, im happy to be my first indication occasion to testify before the board. Some of you may know me as former assistant to the mayor, secretary of the Public Library commission and secretary of the Public Utilities commission. Im here to speak strongly in favor of the reappointment of david pilpel. I dont know anybody probably that i have known in my 40 years in San Francisco that is more knowledgeable about City Government and more passionately committed to fairness and integrity. Sometimes that leads some activist to frankly are so focused on their concerns about how some City Departments operate that they slip into vendettas. I believe with his deep knowledge and integrity as someone who has devoted most of his life since high school which was when i first met him. I think he deserves the appointment. The Sunshine Task force is a very important body. I cant think of anyone better to ensure that fairness and balance is maintained in that role than david pilpel. I wanted to say that i think we need watch dogs like bruce wolf back on the Sunshine Ordinance Task force, not just for technology and open government expertise, but i think also he knows where all the bodies are buried politically in the city an thats very valuable to have on a task force like this. I also wanted to advocate for chris hyland, the vicechair for the continuity and really, i think a great approach that hes laid out in his track record. I also feel that though she may need a residency waiver, Tracy Rosenberg is aware of many media democracy on a regional level. Having another watch dog like her, but also representing a Democratic Media representation, Media Alliance is important on the task force as well. Im wondering if i left anyone else out. Im not going to be supportive of david pilpel. I think, david, you are brilliant in many context and irreplaceable for many movements. But for this task force, we need people that can work with other diverse views and in a constructive way so that policy can be made efficiently and effectively. My hope is that you stay involved, but in some other setting. So im going to be not supporting david pilpel on this task force. Supervisor katy tang thank you for shedding some light on your appointments. Supervisor cohen . Supervisor malia cohen supervisor mar, you said you are not supporting david pilpel, but you are supporting Frank Cannata and chris hyland. And tracy. So i will say that i think we have a lot of qualified people that live in San Francisco and my personal policy has always been to appoint people that live in San Francisco. I do understand that ms. Rosenberg was due to circumstances out of her control was forced out of the city. But in this particular case i think we have enough folks to make a decision or to evaluate that live in San Francisco that we should evaluate. Im not going to be supporting ms. Rosenberg at this time. I am happy to consider supporting Frank Cannata today for seat no. 8. I can make a motion if you would like to move this forward with a positive recommendation for seat no. 8 for mr. Cannata. Supervisor katy tang i would support that as well and supervisor mar. So mr. I think he understand the local and federal policy in ways that many others dont and he works with different constituencies from many different communities and hes willing and passionate and that kind of watch dog that gives a balance on the members. I would move that we consider bruce wolf. Have you had that trouble, avalos . Supervisor john avalos everyday. For a lack of better words, im uncomfortable moving bruce wolf forward. I cannot articulate the reasons why. Thats probably not helpful to you but im being very honest with you. Supervisor katy tang i appreciate that. I will say that i think both candidates, they bring different qualities to the Sunshine Task force that i can see. Personally i have worked with mr. David pilpel more. I was saddened to hear that he has been disruptive to meetings but i believe he has been fair on either side of the people that have to appear before the task force. I would be supportive of reappointing him to seat 6. I do find more experience working with mr. David pilpel. I was surprised about hearing about this behavior. I will be checking into this matter with staff. I will support him. Supervisor katy tang my support of mr. David pilpel will be based on his work with the Collaborative Task force. Im going to turn item 5 to supervisor avalos. Supervisor john avalos thank you for joining us. I want to thank my supervisor colleague cohen on this and i would like to thank you for moving this ordinance forward. This ordinance came out of a recent chronicle journalist whose car was towed. We had a hearing recently in the Public Safety committee on fines and fees and drivers license suspension. There was a great deal of work that was done in the community from the Lawyers Committee for civil rights and the people who worked for the Community HousingPartnership Including jim tracy and noticing that a lot of people, clients present to the Lawyers Committee who had been caught in the cycle of mooup fines that left them without drivers licenses and in debt and people in such a state that found it very difficult to move forward for seeking employment and removing that debt. We were working on the fiance programs and how the Fines Program was keeping people in that poverty. That reducing these fines and fees that are placed on low income people in San Francisco is a key part of addressing this inequality in the city. There is a report from the meeting and what we intend from the initial report for the statewide traffic ticket amnesty program. The Program Includes representatives from six departments. The office of economic and workforce development, Human Services district Attorneys Office and the San Francisco superior court. It also includes three seats for members of the public. The board will appoint members with experience, related to providing assistance to low income people, regarding court order debt, suspension of drivers licenses or payment of municipal fines and fees. I would like to request that the committee today adds an amendment, a seat for the Tax Collector and from the Treasurers Office that are part of this task force. I agree her advising my office to bring the Treasurers Office in. There will be a seat for the Treasurers Office and we want to make the Treasurers Office to provide opinions to the task force and which also makes plenty of sense of that Government Agency bringing in revenue from fees or taxes and they have that role and expertise. Well also be adding a fourth public seat to maintain an odd number of members if we are adding to the Treasurers Office and we want to keep the number when we are breaking any ties when we have full quorum. Because of the statewide traffic ticket amnesty program, we would like to establish this task force and seated appoint ees as soon as possible. I have a couple folks here to speak as well on the legislation. Lopez as well as amanda freed from the office. Perhaps ms. Lopez can come to talk about the role your office has played and want to thank you for your work to bring this forward. This has done a lot of work in the community and this will show that this has been a real issue and removing these barriers and allows people to be moved from the cycle of poverty and something we should engage in as a city. Thank you, supervisor. I want to thank sf for doing a lot of who, in the community and one of the reasons for the founding of this task force concerns around equity and implementation. Thank you supervisor avalos for leading this and for offering this. I think this is an extremely important task force. I think we are all familiar with the program on ferguson. In reading the Committee Report for civil rights a few weeks ago, i think we pride ourselves in doing better and doing things that dont impact people and force them to lose their jobs and impacts of in intended consequences and make sure that we arent ferguson. I want to read this from the lawyers for civil rights. That while African Americans make less than 16 of the population, pay more than half in fines and fees. And the collective process of participating in this process of how we can do better. Thank you. Supervisor john avalos thank you very much. Next i would like to call amanda freed. Good afternoon, supervisors, amanda freed from the office of the treasurer. Thank you, supervisor avalos for coming up with this amendment. We are pleased with this task force. I would like to thank the office of Workers Development to bring partners to look at the issue of drivers license suspension in her work of over the last merely a year which has impacted our office and look at the impact on these fees and fines for social justice in our city. Thank you very much to ruth and all of our partners on the task force. Our office is the charter mandated collection for the experience. Its not always everybodys favorite side of City Government but it is important to our revenue. At the same time treasurer cisneros created the empowerment over a year ago and important effort in our office. In San Francisco, over 13 live at or at the Poverty Level and homeless survive in less than 15,000 a year. People are struggling citywide as you know. As we know working with Supportive Housing residents that municipal fines and fees are creating a severe obstacle for not only San Francisco residents but also middle income residents as well. The inability to pay a fine or fee fuels the cycle of poverty. We need to enable all to live in San Francisco. This task force will support the efforts already happening with the department to determine how to best serve the working class and people with municipal debt with longterm solutions. The collaboration with the department and Community Groups most importantly and the leadership with the Treasurers Office is inclusive to ensure the task force is effective. The city urges this committee to send positive recommendations to the full board. Thank you. Supervisor john avalos thank you. Next speaker, please. Public speaker good afternoon supervisors, and especially supervisor avalos for sponsoring this task force. My name is scott nelson, speaking on homelessness. I would like to say that many people that come in with unpaid tickets. There is not much they can do. They couldnt even afford to pay a fare. The ticket comes at 120. There is nothing by which they can try to take care of it through their Community Service office. It cost 47 to take care of a 12 ticket. We want to hope that this task force will help us come to solutions for low income people that they can easily move forward in society and not have these fines and fees over their heads. One other thing, i think your task force will be a compliment to the National Task force which is just established to have one on fines, fees, our director of the Council Martin is on that task force. We hope it can be shared with the National Task force. Thank you. Public speaker good afternoon, supervisors. Im brittany, with prisoners and children. As you heard the problem of debt is not just present in ferguson or the deep south, its also something that is very much alive in california and San Francisco. The report that came out a couple weeks ago by back on the Road Coalition has already been referenced but showed there was a Significant Impact for Court Ordered debt and in california and particularly people of color, latino and African American that were similarly across the board to be given a Court Ordered debt and fines for appearing on Traffic Court when they are driving to get to school and to the doctors. And people are more likely to be arrested for bench warrants for failing to appear. San francisco was among the worst of the counties that we looked at. Black people were at times more likely to be arrested for failures to pay or appear than whites in San Francisco. Aside from the cycle of poverty that this traps people in is also a pathway to incarceration. We strongly ask you to support this task force. Public speaker good afternoon, executive director of Library Users association. I have been talking to the supervisors at some time about a fine free system and a way for people to payoff their Library Fines or fees even if fines are retained. We support the measure and just have a few questions and concerns. First of all the 1 year term seems a little short. I have served on the library citizens advisory committee. We had i believe 2 years and possible 3year terms. So it seems so much worth and a very worthwhile goal of extending the term of this body. Especially chair tang with your work on Human Trafficking. Its very much appreciated. Speaking from former survivors from Domestic Violence and Sexual Assault. I want to bring to your attention certain statistics. One in four women, especially women in college will be a victim of Sexual Assault or completed rape during their life times, during their experience on campus. There are so many new opportunities and adventurous our young women and men should experience as part of their College Experience and Sexual Assault should not be one of them. There are so many federal laws and state laws and policies that have been promulgated over the last few years that it is really an amaze of world and regulations that our institutions are trying to comply with. Our hope is to ensure the city does everything it can to impose policies and procedures to give the Higher Education they need that they are doing their best by students and faculty on campus. I think that most of you are probably already aware of some of the horrific stories on campus violence that is still taking place even after president barack obama established his on rape and Sexual Violence. 1 story was about a rape that happened off campus. Another one was that two women that reported rape on campus dishonored the code in school for having sex and drinking alcohol. There is a Sexual Assault reported at sf state and we have been working on this legislation as well as a lot of our Community Based partners work with u sf and Community Organizations on the ground working with these survivors everyday. We have kate who has direct experience helping survivors. There are several amendments that supervisor kim is requesting today. My apologies for not getting you these, but they are in writing. What we would like to do after speaking to a number of our partners to add seats to this Collaborative Task force to have the best minds in the room with direct experience on the ground, not just policy makers who have studied this issue but people who have actually practiced and provided this service. We would like to extend the duration of the task force for 12 months. Its currently set to 6 months because we wanted to get the information out as soon as possible. But the department on the status of women were very kind to tell us that its too expedited and asked us to extend the duration. And we would like to add a seat for the director or her proxy. We would also like to at a seat to the task force for the department of Public Health so they have a representative since they do engage in response after a Sexual Violence is reported. And another seat for the task force. I thank you. Supervisor katy tang i think you read my mind because i was going to ask if i can add another seat for institution of Higher Education and that is important to have students live safe on campus. I agree with all the other additional seats and of course adding or extending the duration for 12 months. I think well need a little bit more time on that. I fully support the amendments. I had a question because i know that sfusd has had quite a few sexual harassments from a few schools. Will there be any involvement from the high school to even middle school level because thats where the culture of the violence against women and girls begins and how that plays into the the new task force. The members of the task force are residents and survivors themselves. Without getting into the schools territory, we want them to be able to provide education at the middle school level. Its really sad, but this is not something thats reserved for Higher Education. As a father of a 16yearold who will potentially be entering college in a couple years, i thank you for the effort on this and supervisor kim as well. Thank you, supervisor cohen. We have an existing Sexual AssaultResponse Team through the department of Public Health but they dont have the resources to take a look at the context and resources and reform of. That is needed. There was a law that was passed last year, ab 1475 that does require counties that implement Sexual AssaultResponse Teams to meet some mandates. We are not currently doing that in San Francisco. So, we would hope that at some point we could have a fully funded Sexual AssaultResponse Team that could be like our Family Violence council and on Human Trafficking that looks at the whole issue of Sexual Assault than just assault on campus. Our only caveat about this proposal is that while the department of status of women would very much love to have a seat, we dont currently have the resources in our small department. That is our own concern about the current configuration is that we would need to have resources in order to be able to staff it. Im happy to answer any questions. I want to second the comment made by supervisor kims office that this is not just an issue for Higher Education. Most recently or office obtained a case about an individual who just barely turned 18 years old. She experienced a blend of Sexual Assault of Domestic Violence and Cyber Bullying throughout her High School Years and now using the civil restraining order system to convict her of something. Hes somebody who is now able to hide behind screens and hash tags using twitter and the internet to making threats against her. As we see this happening in middle school and high school, as my outreach, as we try to provide these services, we work to provide these procedures at the local colleges. These providers that are not meant for blaming are to seek justice and prevent harm to fellow peers and move forward in their own life is going to be a dramatic shift in change. Thank you very much.
