We will go ahead and pass to the Deputy Director and believe weville a few guests speak before Public Comment hello everyone, Hello Commissioners rchlt our first [inaudible] is for a major amendment to sf armory place of Entertainment Permit. The applicant is requesting a amendment to the current place of entertainment this commission issued may 2, 2013. This is a order to bring the permit into accord wns the Planning Department approval of night Time Entertainment as a permitted use in the [inaudible] zoning district. Under the previous arts use permit is rks f armory was only allowed to host 1 public event per month per the temporary use authorization given by the Planning Department. Sf armory applied for the amendment february 9, 2015. The owners asked for a continuous to that hearing date in response to a large amount of neighborhood complaints. For visor david compose office helped organize a second meeting on march 28 to hear the grievances. The commission should consider sf armory hosted 3 unpermitted events in february outside of the one applied for and approved one night event permit. One of these event held at the end of february caused a laurj disturbance. There are several grieve nsss filed by the neighbors up to march 15 and as the last eventive held. Sf armory presented their own condition tooz the major amendment. You will see these attached along with conditions from the Police Department. Here to tell more about sf armory and operations is mark meagher and mark [inaudible] can you please come up to the podium . Hi. Good evening. If you can bear with us for one moment here. My name is mark loper a attorney at [inaudible] and here to speak on behalf the armory. Joining me today to answer any questions you may have is peter acworth, he is the ceo of the armory, peter is over there. Mark meagher will run the slides. He is the ceoo. Eric moorey from charles and Salter Associates which is a sound Consulting Firm which did the sound study thatd was part the Environmental Review is also here to speak and ask Andrew Wolfram from [inaudible] to talk about the sound improvement techniques. If you would like start by showing a short video about the armory. Thank you. [music playing] so, the drill court of the armory is the only event space of its kind in San Francisco. It is below 40,000 square feet and one of the largest incluzed spaces in San Francisco. It is all most completely square and has no support column squz clear site lines everywhere. The armory has operating under limited use Entertainment Permit and hosted 50 Community Events since 2012. These included pride at the armory, [inaudible] life cycle, the San Francisco film society, a new year eves event and [inaudible] to name a few as well as concerts. The owner of the armory is passionate about making the drill court available to the community. These inincludes building bridges for the homeless. 3 strikes justice and the an arkest book fair to name a few. In order to keep the armory maintained to finance needed upgrades and continue opening the venue for the community and not for profit events the armory needs a full Entertainment Permit. The armory has done Extensive Community outreach on this permit holding two communities meet jgz sending mailings to everyone within 600 feet of their building february 9. As you heard, the armory worked with supervisor david compose office to make sure there is a spanish translation. They also visited non profit within 600 feet of the armory. [inaudible] one on the second and another about a muckt later. The second meeting was facilitated by hillary roanen from supervisor camposs office and [inaudible] raise concerns and ask any question they had of armory representatives. During the discussions with neighbors, the armory was informed some of its neighbors along lieuered street were trying to find way tooz protect the status of their homesism the armory is excited to support the neighbors to get a new Historic District formed around wood ward. The armory paid the application fee to get the land marking process started and will continue to help out in the future as the process makes its way through the city. One of inprimary concerns raised invalve sound leakage from electron recollect event hell in february. The armories goal is and has always been to be the neighbors should not be able to hear or feel the music during any event no matter what time of day. In work wg salter and tef design the armory developed a comprehensive plan which we think will fully address sounds concerns and ill run through them. If wu have question later we can go through any of them in detail. The first is construct a sound proof indust vestibule for all the doors along 14th street phasing wood wrbd. The architect plans to have thesethe architect plans have been completed and will be submitting to the Building Department shortly. Construction will be completed before any other live amplifyed music event is held at the armory. The second issue that we are going to kpraess is adding a live music rider to all contracts. A music rider is basically a add on to a contract and this writer will prohibit base signals under 40 hertz and require decimal readings outside the venue to make sure there are no decibel readings in excess of 8 decibels. 3, install a limiter on sound amplifyer. The limiter will be set to not allow hertz or decibel levels to exceed what i just discussed. Also, it allows the armory to make adjustments to sound levels during a show if needed. That is in the middle of the show. Four, the armory will purchase sound insulator shock absorbs. This will avoid the sound traveling through the floor to find a exist path. Five, purchase a sound system. Event will be asked to use the armory sound system set up in accordance with the allowable sound levels i discussed in the second point and 2 will give them further ability to make adjustments to sound levels of events as needed. Six, as needed, the armory will also install a second layer of glass on the inside of all existing windows. Finally, the armory will continue to work to identify other measures and improvements in the future that can contain sound within the drill court. The second primary concern that was raised at the town Hall Meetings is some of the events in february were held without a permit and you heard about that. Two events at the end of february didnt have a proper permit. Unfortunately the armory anticipated having the permit in place long brf this event was brought. The permit was not received in time and the armory was forced to make a decision between consling the event at a significant loss that could have exceeded 3 hun thousand dollars or continuing with the evonet as planned. Another concern raised for large Public Events involves vandalism and dropping of garbage that travel along woodward street before and after events. I will run through a few things that are dern currently and a few things that will be done in the future. Currently for all event the armory has one Security Guard for every 100 patrons. The scrurt team is license in california and every security person carries a gaurd card. All personnel receive training including crowd control and disescalation training thmpt gaurds help with organized dispersement moving towards the commercial streets ooch mission and valencia. Also the armory agreed to post a Security Guard at woodward street after all large Public Events to insure patrons are not wandering down woodward street thmpt armory also installed safety lights around the perimeter of the building which you can see in this image. Finally, in keeping with the good nairn policy, the armory has supporters who clean up side walks after events. The morning after the events facilities personnel does a sweep the sidewalks picking up debris. Also, the sidewalks are power washed before every event and monthly. Kiping mission, 14th street, julian street clean and debris free is a constant challenge given the large number of homeless encampments. The armory will continue work wg the city and neighbors how they can to find Workable Solutions to this issue. This is the slide of the proposed condition rchlt the armory also shared these conditions with the neighbors at the march 28 town hall meeting. My client feels this conditions show good faith of their intentions to operate events in the manner that respects the neighbors and neighborhood. For at least the next year are those conditions printed somewhere besides the slide . Are they in the packet . The second to last page. Sorry. For at least the next year the armory doesnt intend to have a Liquor License and will contract with best beverage. By taking this approach the armory can have event open to all age groups. Not everyone who supports this amendment to the Entertainment Permit could be here tonight including supervisor scott wiener, Mission Merchants association and [inaudible] which is a not for profit which is a neighbor of the armory and [inaudible] businesses to name a few. You have written letters of support which should have been provided in your package. The San Francisco armory employs 150 individuals which spike to 200 during large event. Some of these employees who are also Mission Residence are here today and you will hear from them sortly. These employees support local business. Event pateerages also support local business. Any local restaurants exploring shops and attending bars. The armory is a great asset for the community. As you have seen the arm resupported diversity of events over the years. San francisco is home to a diverse and [inaudible] the armory recognizes and embraces this and plans hosting a large variety of event that can peal to all corners of San Franciscos population. The armory is open to neighbors on event. The armory is committed to making sure neighbors are aware of events and improvements and making themselves available at all times via a neighborhood hot line phone line. In closing, i want to thank you the Entertainment Commission for allowing us the opportunity to bepresent before you today. The armory wants to express the thanks and gratitude to supervisor david compose office for facilitating a conversation with our neighbors. The armory values their community and wants to thank you for all the neighbors for their in involvement. North dakota to complete the capital impruchments and support the community in not for profit events we ask you to approve the amendment to the Entertainment Permit with the commissions they proposed. Just one final thing, i want to ask the saund sound engineer to come up and briefly talk about the sound atinuation measures that will take place so everyone has a frame of reference and the architect will talk about how they will implement that. Got a good summary of what we are doing and just want to give background of how we got to that point. When we were first brought on by the armory to address the noise issues we noticed the biggest problem is have single sets of doors along the facade that you can see light through so we looked at the couple stups for that. One is, to gasket the doors along the street so sound doesnt leak through. That will give a significant improvement it isnt all it could be so what they will implement is creating a vestibule on the inside so we have sth sealed doors on the outside and vestibule on the inside and second set of sealed doors. What we consider the second phase is address the windows on the facade. We expected the door and vestibule system would be done first and the windows second. I think based what was on the screen they may do all as one phase so those were the two primary noise paths we addressed. The armory is historic . Yes so, youre sound proofing could effect the facade, you understand that . The answer is any Building Permit will have to be routed through the plning departments chhas a Historic Team that will take a look at that have and applied for that already . And think the permit is being applied for shortly. I know the plans are done, not sure if they are filed with dbi. Thanks. On that note, Andrew Wolfram, the architect my name is Andrew Wolfram we are architects working with the armory. To proposal for the exterior doors on 14th street is keeping the existing doors that are there and adding gasigateing around the doors so we are not making changes to the exterior. The changes are only on the inside. What we are proposing to do, there are three pairs of doors along 14th street and at each well add seals aroun all the doors and we are building inside underneath the mesnene a ves boule that has another set of doors with sound seals so a sound like done from the inside so there is no effect on the histtoric elevation of the building. These drawings are ready to be submit today the Building Department. We anticipate because all the work done on the inside it a over the counter review so it is relatively straight forward approval process what is being done to the windows . I think a lot of the complaint were about rattling windows . Thateric recollect , you want to speak to that . That also i think will be done from the inside as well. What they have now are single pain windows and what gets done now for light purposes is put black cellophane over it. There is a method having light when they need to and not when they dont want it. We looicing at solid black out panels over it. Now they may add interior windows to act as a [inaudible] storm window system which will improve acoustics all the time. You are saying you are adding panelling we recommended paneling because it is something that is removable and block the light but i thipg what will be done is a secondary anterior window pain it isnt like a vestibule for windows . Correct. Okay. That concludes our presentation. We are here it squr any questions you may have. I think we have several of them. Commissioner, any questions . Is your head of security here . No, but our coo can talk all the security measures if you like. I think a lot of this has to do with security and it is nice if your head of security was here in front of us. Obviously there are questions with the neighborhood and knowing the size and i see your security plan is very good and you have it well covered on the inside but i want to ask questions about when the lines outside getting in, how many people for one person to handle a large line. Same when they are leaving as well. Absolutely, let me call up the chief operating officer. This is mark meagher. Well call up one of the folks involved in the day to day basis on the armory event and this is alisa and she will speak to that. Hi. Sure. So every time we have a event we not only have guards on the interior of the building but we also have about 6 guards on the exterior of the building and every time we have a event we order 10 b, so that means we have two cops that are literally circling around the perimeter the building to insure that the lines are managed correctly and well and safely for the public. So my question is, if you become a real poe and dont know this may be a question can staff, night clubs are not allowed to have 10 b and so i dont know if this is a special event space or considered a regular poe if that applies and guess we can ask the police when they come up but im letting you know if you dont have the 10 b what is your resource if you have 6 guards outside we will increase the amount of Security Guards we have. That is very important concern and we want to maintain the safety so well increase that number. Say there are a thousand people coming to the concert and get oneguard for every 100. That is a lot. Does that mean you have one for every hundred outside and avenue everyone comes in and goes out. We absolutely can accommodate that Going Forward. So, what we have done in the past is we increased the number of guards we have per event especially for concert squz [inaudible] shows, so we put a extra 5 guards outside. Is the same Security Company each time . So, we have internal Security Team, however, that team is about 6 people so whut we do is hire die hard security. Unfortunately joe who is sth president of the company couldnt make it tonight but we have been working with them for the last several events in conjunction with our internal Security Team my concern if this is important thingim sure and are not outside at 2 a. M. I am. I am the floor manager so im there before the event begin squz a hour after the event ends all most two hour after the events ends. Im floating around 24 7 managing and talking to the teams all the time in the Good Neighborhood policy you are the one the neighbors would call . Because there is a phone number and it has to be accessible to the manager that is correct you are response to any of the neighbors . Absolutely. Since you are up here and talked about security, the plan is have one Security Guard posted along woordward, is that the case in the previous event . Is the case we had a garbd outside . Yes no this was response that came out of our meeting, neighborhood meeting. So, we heard our neighbors and heard they were having trouble when folks left the venue, they had trouble around the neighborhood so we grud we would provide a guard on woodward to help manage that and make it a better safeer place what type of notice or announcements have you made to the patrons telling about being nice to the neighbor jz this is a residential neighborhood . Many. We do have [inaudible] stating that as well. And it sounds like a lot of the complaints have come about because of several specific parties and i know you had other parties besides that, can you speak to how what the difference is for the ones that people complain about versus the ones no one say as peep about . It sound like part is noise but has there been a management issue or different promoter . Peter acworth who owns and rents the armory would like to answer that question if you dont mind. Thank you. I would like to address that. There is no question the two event that happened fwack to back on a friday and saturday night in february and those event were too loud. We apologized for those. The event director was in hospital that weekend but we learned from the event and that will never happen again and you have my commitment to that. Until the sound plan is put in place we are not hosting anymore concerts. I want to say im committed to be a Good Neighbor. If you look at the track record of the armory you wont find complaint there and [inaudible] i would like to point out there are 50 event ovthe last 3 years. It was only these events that were a problem what went wrong, is it your events director was in the hospital or someone turned up the volume . They refused to turn the volume down who is they . The promoters. Are you plan toog work with these promoters again . Not if i have anything to do with it and i do so no we are not. Other questions from commissioners . I have a few more. I wanted to ask about the process for the 3 events that occurred in february. Were the neighbors able to contact the Contact Person during the night of or it sound like you had like a neighborhood dialogue in the month of march but during the month of february and those events occurred were the neighbors able to talk to a representative . Yeah, i believe that in february there was only one number to call and both of the Community Meetings neighbors said they were unable to get through so now there are two dedicated numbers to make sure one line isnt over run with complaint. I also know there were calls directed to the local station chief so im sure in the police talk you can ask them about that as well. Thank you. Thank you. Commissioners other question snz s . Besides the sound would you be open to using other modes of communication like email or text . Absolutely. One thing i glossed over is the armory is geing to start having a regular news letter that goes out to all the neighbors that lets them know what event are coming up, what improvements will be taking place, who they can talk to if they want to host a neighborhood meeting or who they can talk to if they want to raise concerns about a past event or Something Like that. What is your policy for responding to neighborhood complaints about noise issues . Yeah, the armory does a fantastic job of trying to touch base with each and every person that they are told makes a complaint whether that comes through 311 or whether it comes directly to the armory. Even if someone shows up at the front door they usually try to do what they can to talk to them. If it is phone call the [inaudible] respond within hours, 24 hours or what is the policy . Im not sure if they have a policy of 24 hour policy but ifthality is something the Commission Wants to consider just asking what you have been doing . The policy is something we will begin to develop but i will tell you right now i have my cell phone on my 24 7 so if i get a phone call i pick it up immediately and if i cant pick it up at that time then ill call the phone number back and insure that neighbor is communicated with. How are you publicizing the phone number email and possibly a mailing. I need to discuss that. On the website as well. Thank you. Follow up questions. Come people come in the front door or contact you with concerns, does that get routed to a single staff person or you respond to it or who ever is at the front door . There is a single point of contact so there are two phones, one is for the floor manager, myself and the other is at the front death at security. And who ever is at the desk at that time is the lead on that. I assume you guys had people complain those night of the concert so what did you do those nights we did and i was there and met with some of our lovely neighbors and had a discussion with them and i worked very very hard to insure that sound wasnt bleeding through the windows but it became difficult, socan you restate your question . I assume neighbors complained is that correct . Yes that is correct. We had a cup lt complaunt what i here moving forward you will respond and have your phone on you 24 7 and that is great but you had opportunities to prove yourself through the previous permit so curious what you did as a response when neighbors complained what we did as a response is held a town hall meeting to discuss what occurred . Was there a way to limit the sound our immediately deal with the situation rather than have a town hall meeting after the fact . During the event . Yes no, im unsure of this time. I cant say, but i can say Going Forward is that we will definitely be communicating with the neighbors. The problem with this particular event and we are talking about two event, we had a difficult promoter and we talked about the windows and doors but it wouldnt have fixed the issue. The problem is we didvent control over the final volume switch and that is what i committed to putting on. Not only the volume but cut out the frequency and those are the buttons we need to have so when we get a call from the neighbor we can turn it down and failed to do that and want to geon record and apologize for that what you are saying if you go to the promoter and refusing to turn it down you can go into a separate room and control that volume . Yes, that is my understanding. Without that power all we can do is threaten to switch off the entire system which is a very big resource. You are saying that you will invest in a whole self enclosed sound system so if a recording artist wants to come in and they usually travel with their own stuff you will say my understanding is there a piece of equipment that sits between their equipment and the amplifyer and the speaker squzs and we can control that. That is providing they pipe into you but do they have monitors that are loud because they play and those are a lot oof stuff has to go through the house system so how much are you willing to invest to make sure you have full control . Well, a lot. This permit im able to borrow the fund to invest in our own sound system and equipment so the commitment is we will by whatever means have our fingers on that volume control what is the timeline for these improvements . Is it the next 6 months or a year, what is your timeframe . The doors we already applied for the permit are applying within days. We are committed not to concerts until that is done and can make a commitment to not have concerts until it cuts out the base. Do you have a date in mind . I shouldyou wont notice the construction. Doia have a date . We should be done 3 months. So, june, july. Around that time. July. We are committing to not having concerts in that timeframe. No advanced bookings, no shows coming up in september . There is a chance through planning and preservation i believe we have plans for pride party which is not a concert. You are using amplifyed sound. You can get a one day permit i believe, but i dont know what the process now if you apply for regular poe can they can get one day. I mean i do a lot of these kind of things and planning and dbi are backed up and so i dont want to hear that you are backed up and want to cancel 300,000 group because you skewed up on your timeframe. We dont want to hear there is no exkoos, i dont know the penalty but for me as a industry rep we follow the same rules no matter what, so again, it is up to the commission what well do about that but that is a separate topic. I just want to let you know this is a very extensive sound proofing job, you are a historical building, 3 months is optimistic. Commissioners other questions . In your application talks about on page 7 it talks about doing pat down and check bags. If people dont allow that they are not allowed entry but when you go through the security plan and the entry door procedures by your Security Company doesnt say anything about doing pat downs. Well, we can make sure that Going Forward that is part of any security procedure at all events there is a pat down. It sounds like you made a business decision to go against the policies of the Entertainment Commission and because you would have lost a lot of money, i think you said 300,000, are you planning giving a discount to any non profit groups that want to go into your event or is there a way to give back tothe Community Since you decided to go against the policy by making a business decision . Um,do you want to i was going to mention can you come up to the microphone we hosted many non profit events including aids life cycle and [inaudible] hair tip society. Film society and we have donated the space to these non profits and given back to the community. I am sorry i need to conform the obvious which is they are willing to do what they can to help non profits have events at discounted rates, open the space so people can come in on the week nights have to a imprompue gathers. That sounds well and good. I think that is difficult to enforce. We can try to enforce is issue around sound and whether you have a permit and whether you abide by the rules and it is difficult for me to 100 percent back this knowing you violated something that you know you needed which is a Entertainment Permit for those two nights. Also i want to talk about the permit conditions. This situationill ask the police to come up. The situation reminds me of the Masonic Center which had opposition fwraum the residence and limited the number of day squz number of types of performances they can have a year, is thati dont see anything about that besides the extended hours but for regular entertainment have you considered limiting the number of days or number of times a month you would be willing to kind of negotiate down from having a full permit . Yeah, sure. That is a really good question. We dont want to self impose conditions. We are here for a full permit and so we leave it to the discrugz discretion of the commission. I think we may have more questions. When you plan big events in the future what preparation do you do for parking and traffic in the neighborhood . Part of along with the sound studywould have a Significant Impact on the neighborhood. The result of the Planning Department and the consultant said is no, it wouldnt and that there are a few things they can continue to do to mitigate any impacts. The first one, which we are actually volunteering to do is there will be Security Guard that will prevent a lot of the flow along woodward after events. The parking lot, there is a Public Parking lot available kiddie corner that event patrons can use. We are also going to be installing a cross walk that goes along Mission Street and needed another opportunity for neighbors to come back and you to take into account whether or not the conditions were working however, we learned fortunately from a cc x d article last time it is unclear member gallo yet started out the presentation assessing 3 unpermitted events and others two it is not clear how many events were unpermitted and exactly what happened and it really changed supervisor campos opinion despite the owners the facility not the Management Experience and skills to properly run this large Entertainment Commission venue the community and unable to support the permit and so since a following up letter in your packet with support ill be happy to answer any questions you may have. M. Music that was placing with these were rattling couldnt go to sleep and go to work the next day on one of the occasions it is hatred to trust they will for the purpose through with 3 shows with no permit so of the residents are are not here but at the march meeting they were not able to drive their vehicles down julian streets there will be provisions for people that live the area so they can emigrate to their homes he look at the traffic study provided last time it seemed like significant congestion issues so the parking lot that the attorney was talking about had the hundred spaces some were used write residents and less than one hundred and other smaller lots up to a maximum of one and 74 spaces the study showed that the agree vehicles were 200 plus new vehicles and navigation an estimate of 5 hundred taxis and vehicles that come when it was bigger events thats a huge unanimous of traffic i experienced that on the night at the show it took me a a long time to get home opened a can of worms it is smoothed im appreciate you consider those issues thank you. Hi my name is a tim, i live down towards on wood ward first, i want to say im not fundamentally opposed generally, however, i have concerns not necessarily about the sound that is an issue for the folks on the end but when those kids leave the events i see kids were talking about all ages you ask what kind of events the raves theal ages and the electronic events run satisfactorily steward, however, those kids when they pour down the Block Mission and valencia are exposed theyll hang out literally all night and scream their heads off and i vail themselves to cars the street to do their business i can tell the diversities of an occasion in this this was an uptick in graffiti and someone on the 14th street side but hopefully, a patrol or walk down wood ward to clear the block and the duo by those boss side is fairly dark and people commissioner kwon congregate there i suppose those kids with waiting for a bus and waiting until 5 00 a. M. Im in support of permit and want to to be successful hope in order to with all the events it will be the a kills hell and put more effort into keeping up the area after the events. M. And halloween the idea they can host 4 thousand person events on the weekends i i cant understand how this is doable ill asking for 10 00 p. M. Or 11 00 p. M. And asking for events until 2 00 a. M. The weekend their take into account nonprofit and Corporate Events and take into account Good Neighbor community those dont go to 2 00 a. M. Sorry good evening president tan im the executive director of the Free Speech Coalition as a registered nonprofit we look for organizations and corporate sponsors that are willing to support our work as well as the work of other communitybased organizations in a variety of ways the San Francisco armory has been an invariable partner and as you may know the true Nonprofit Organizations that nutrient and support our communities are the ones with the tight it budget the armory has not once turned down a request by other National Community partners whether cash donations and often the fees are not lowered but completely waved in other words, to enable organizations to par take anything else have i found a unique venue who supports those and quite frankly i heard for profits no business what survive without fees keep in mind San Francisco is a renowned for creativity and those qualities are what the armory embodied i think it is sad what we did not see what the armory used to look like peter put thousands of dollars but it is important we should learn from mistakes and 3 wrongdoing obviously the plans shown the armory is fixing the issues and not above 8 decimals of sound with that well hold them accountability im in support for the diversity of the city thank you. clapping. all right. Good evening, commissioners im mike executive director of San Francisco heritage were a nonprofit found in 1971 to enhance the citys automatic or architecture and cultural this was built in 1914 and listed the National Register it is easy to forget for many decades the armory sat vacant and a serious demolition threat that promoted the registration at that point before being purchased it was really by Armory Studios it was the citys White Elephant building from a restoration we feel an exemplar steward as mentioned theyve invested millions of dollars with the upkeep and improvement we believe as a fundamental principle that the best way to safeguard the building so insure an active use in a relevant ground use for the community we feel this permit application will endure a stabilize future thats why we support this application were proud to be planning our annual bengal la at the armory through a generous donation from peter that made this Space Available at a highly reduced rate and peter and the armory are supporter of San Francisco heritage throughout many years not through just this one event. Hello Commission Im scott i work with nonprofits in San Francisco i came out to support the folks in front of city hall we need a chuckle and act on the unit of arts and entertainment the lifeblood of San Francisco theyve been generous to the nonprofit as the armory was reactivated i recall to be an Entertainment Court new i understand noise concerns and the company has invested quite a bit in the building and will invest more to address this noise it is refreshing for the first time that is a the Senior Housing their approaching to get a solution that was groundbreaking to hear that i hope you move forward with a couple of conditions promise the Entertainment Commission and the local neighbors i used to live in that neighborhood and around the mission it is infinitely improved as far as the traffic and noise concerns those are things that will be problematic for an entertainment venue but we need a transportation served areas it is an ideal location at that scale weve lost venues we desperately need additional space, and, secondly, theyll not as fond we need more pdrs space preserved but as far as the Entertainment Permitted we support their plans thank you. Im going to say that he entitled me were seeing who is most effective if this go forward im a mother how many kids are living around that space were we as adults can handle noise imagine the children that have to go to school the next day 50 or whatever permits per year they meet once a week thats a lot and if their allowed to do it every day 4 thousand people will be noise everyday our kids will be affected it will be so crazy i dont think that is funny we have bunny areas the children are the ones that are important and i dont think they mean any harm but i g, see theyre not understanding when it comes to management but if they want to make an impact more jobs in the community 0 hire people and have this kind of business necessary need to meet with the community and as mentioned to save the mission if they want changes they need to meet with the people that have been working together i work for provide i remember at that point, we wanted to talk to them this is an invitation they want to meet with me it would be nice to have a conversation and maybe come to an agreement thank you. Tvpt and commissioners gone lieutenant dave if the San FranciscoPolice Department the good and the bad the good news were recommending conditions the bad it is a little bit con assume id like to back up i think this process i think we have to make a distinction between the violation and whats happening tonight there is a due process for the violation he encourage the commission we have documented events that were not allowable that the commission go out and cite themly lets it run the course with that said, that is the practice of the city family to bring businesses into compliance and thats what tonight is about moving forward and bringing it into compliance the other part i want to speak briefly to theres a lot of chart about the number of events that occurred i can speak to the Police Department records i am or time to be specific most of my records are specifically with alcohol components thats the easiest to track not exclusive but giving a sampling of what is going our records show from the first event with an alcohol component july of 2012 and the most recent february 6, 201624 7 that span there were 16 events of the 16 events based on the interpretation by the commission 12 of those didnt need an Entertainment Permit two needed an Entertainment Permit and they got them and two needed treatment permits and didnt get them im not saying that is all inclusive but gives a sense the other thing i want to point out i am sympathetic have not community but have to look at the total body of work here everyone seems to be speaking specifically about the events in february and i want to be candid ive been at this for over 15 years to have an operator fall on a knife and is we made a bad choices it is not seen they didnt get up here im giving a prospective my experience we get a litany of skews and not get the reason they did what at the accident i like that the Police Department we are familiar with those mucky waters spent a lot of time for the nature of the work we need a working relationship i heard a group we can work what im confident in that so with that said, i think i wrote down a couple of quotes from public speeches resonated with the vast majority of people Something Like that like this is what im hearing none want this place not to succeed the objective to allow the armory without disturbing the neighboring neighbors i think the second one is a great goal but ive got to tell you managing events it is daunting not to impact the neighborhood i dont ever want to say the Police Department is saying it wouldnt impact the neighborhoods those are the desert if we do our Due Diligence we work, work each time and make it better the next week time if there is genuine coordination between the police and commission and the community and, of course, the operators with that said, i do want to speak to the conditions ear recommending tonight i want to mention thats one thing i heard people are not opposed there are people but most are saying not not a condition a blank check before i get is that the public understands the role of the Police Department were here tonight to lend our expertise to the process but a recommendation to the commission the Authority Rest with all of you so in the end your determination but were hoping to help guide you and bring some sounds like voice to the process my first thing i want to brings you think the armory has agreed to 9 sequences im not sure their read into the record has that been done. Can i run over them real quick so everyone understands those are the conditions the armory is volunteering obviously the Good Neighbor policy and condition two no extended hours except for pride and halloween for calendar year 2016 and condition 39 security cameras outside the building 2 across the street on another Building Owner and operated by the armory 5 them in main a lot about and available to Police Department twentyfour hours i want to speak to that that was brought the armory has made video available to the Police Department and that would be helpful in our ongoing investigations and condition four power washer sidewalks greater than 5 hundred persons and loot monthly and 5 emt open site including transport for 7 or more persons and 6 redundant phone calls for one for the manager and another directly to our security desk and number 7 notify the commissioners 2 weeks prior to the events and 8 keep the neighbors awe brisz with a quarterly news letter and the last condition have a Security Guard posted on the corner of wood ward and providing security after Public Events greater than nine hundred person excuse me thirty minutes after the event end i repeat those are from the armory not from the Police Department. So this is the Police Departments recommendation and youll have to bear with me the Police Department is not opposing the application with the following conditions condition number one is we request to amend the armories condition number two to the extend hours the Police Department agreed the premise is allowed nor more than three extended event per calendar year and events information shall be provided instead of identifying the events by name they ask for 3 events were recommending the 3 approved with that language. Can i ask our staff do we currently have an stent hours permit are replanning on amending that. No. Purely treatment entertainment. They can apply if a Public Safety and brought from the Community Opposition what happens after 2016. Okay. Let me clarify with the staff can we condition a mraepgs to talk about the policies thats weird. Were a city thats weird. That seems like not kosher.
