Commissioner johnck commissioner johns. Were about to have the second group of legacy businesses that come before us i understand from mr. Friday the Small Business commission is about to take this up for the first time so what id like to in are month 1, 2, 3 weve gotten enough experience with those things i think it is a good idea for us to get staffs comments and for us to see where question are on these whether were developing a appropriate standards and whether or not this is the best way for those to be handled. Maybe we should explore content calendar or Something Else i wanted to make sure that in light of particularly of the attention were getting that we evaluate things as we go along if he could do that. Good idea any other questioning a question about the september 7th hearing we only have an agenda. One agenda item i permanent will not be here then we want to continue to hold that one open or cancel or send out notices at the likely any items to be added only one item. Everybody is on hold depend on your theres one tim Frye Department staff one potential rc item to the september 17th calendar. Do we have two on the calendar. We have two items on your review committee, however, there is a fairly light regular calendar so maybe it will not pose a problem. Or if it is a light calendar put it after so if we go longer than well not impact the regular meeting. Anything about september 7th commissioners keep it on or cancel now. Do we have something scheduled for the 7. Not at this time. Ii move we cancel that hearing and rearrange our business in a convenient way. I second. Very good on that motion to cancel the september 7th hearing for looking forward commissioner johnck commissioner Johns Commissioner matsuda commissioner pearlman commissioner hyland and commissioner wolfram thank you that that motion carries unanimously 6 to zero. No further questions i needed i dont know if i told you ill be out on the 19 of october for the hearing ill not be here. Commissioner matsuda. Ill not be here. Just for the 19. Yes. As far as i know. We still we have quorum. Very good commissioners that places under items proposed for continuance item 6 valencia street is proposed for continuance to october 19, 2016. Yes. We take Public Comment right. We do any Public Comment . To the continuance of this item seeing and hearing none Public Comment is closed. Do i have a motion to continue. Motion. Second i had a question but i can second it my question supervisor fry mr. Fry talk about the issues as i recall we were looking to the proposed developer to come up with architectural solution to our actual. Our Historic Resource so. I can jump in the only item whether we should change the code on this item or not i know there is Public Comment about things that are related to the this property that is not what were considering we are considering whether this prop is the a Historic Resource or not and accurate assessment. Thats correct i understand. All sides agree to meet and discuss the eligibility. Thats fine. Do we have a motion to continue. We do there is a motion that has been seconded on that motion to continue to october 19th commissioner johnck commissioner Johns Commissioner matsuda commissioner pearlman commissioner hyland and commissioner wolfram so moved, commissioners, that motion passes unanimously 6 to zero and place us in our regular calendar on item 7 mcallister street kotz. Speaking on behalf of the colleague the item before you is a request for a certificate of appropriateness a building constructed in 1904 and 2rsh9d to the alamo square to make the window and door alterations stone the ground floor to create a in any dwelling unit the work is along the mcallister street new window and restoration of the corner window in the torrid portion of structure along the scott street the elevation is enlarging the dwelling unit door and restoring a window along that elevation and installing a door the department reviewed the project in conform with the secretary of interior standard and appendix c of the article 10 and found it in general inclines as well as the policies and guidelines outlined by this commission as you can see our recommendation with approval with no recommendations as proposed the project meets the requirement i believe that someone or the representative of the project is here and im not sure if they have any comments or a brief presentation but that concludes mine im available to answer any questions. Thank you. The project sponsor was to make a presentation. Sure. Come forward. Hi, my name is jerry write harris the representative of the architects that couldnt be here today, the only difference there is a reduction in scope moving forward the owner does not no longer wants to add a unit and neither the windows but still wants to move forward to get approval to do the doors only a future permitted thats the only comment and Everything Else is still in line thank you very much. Thank you mr. Fry can you come back. Yes. So the drawers we have are not what were going to be approving or approving the drawings with the scope of the drawings. Thats my understanding the scope of work as currently articulated by the project sponsor will be just for the door portion, however, it does appear that the owner will in the future add a dwelling unit as a certificate of appropriateness is good for 3 years. Our advise to the project sponsor was to go ahead and seek approval it meets our guidelines and theyre free to pull the permits for the work within the next 3 years as they see fit, however, the commission felt that you only wanted to approve the work that will be happening immediately you could either rise your motion and adhere to the workrelated to the doors or continue it as ask us to come back with another packet to show the drawings to articulate that. Any questions for mr. Fry. Go ahead. Whats driving the door with the endearment of 34 to 36 didnt appear to be net. Im sorry along which elevation. The balancing stare street side closure to the front the 3 foot wide is on 4 north and a 0. Zero two actually a score point zero 2. I believe on the corner yeah on that im clear as to the reason behind that do you have that sheet. Thats the door right here. Must be the one on the right. The reasoning between the changes indoors one the utility door on the bottom part of elevation that one needs compliant code egress for the utilities and pg e and storage and right now it is technically not the code and we would like to make it has a width that the Fire Department and different utilities can assess it and no problem the second door count height is two short it is under 6 foot 8 the minimum code regulation we want to make that both the width and height to abnormal standard door with a threshold that will be in line with the streets it we want to fix that thats the only reasons were changing it. Commissioner pearlman. Yeah. I wanted to agree that having been in the position before that we should go ahead with this you know get this approved and allow the owner 0 come back at a latter time we shouldnt change the pathway at that time. Any Public Comment on this item . My name is silvia johnson. And this item has you know not very make adjustments on the doors in the district has a code name numbers looks in view with the code numbers on mcallister street and how soon you want this project really you know when the measurements that is done in a special way of zone even years of you know training cutting is one of the secrets about you know putting doors on and making it level you know because there are certain ways to do this sawing and drilling as to measure precise you know on the doors and i would you know like to proceed so i this is has been totally bizarre you know wouldnt even matters you know for women that do construction and do procedurally. Is there any additional Public Comment . To this item seeing and hearing none bring it back to the commission do i have a motion. I move to approve the certificate of appropriateness second. No further comment there is a motion that has been seconded to approve the c of a commissioner johnck commissioner Johns Commissioner matsuda commissioner pearlman commissioner hyland and commissioner wolfram so moved, commissioners, that motion passes unanimously 6 do zero and places us under the legacy business portion of rental unit for items 8 abc d e f g h i and j for case numbers lbr for buchanan street lbr on Mission Street 2016 l. Thank you dont anyone else in the public wish to speak to the items 8 a through j new. Hello, my name is silvia johnson. Im 8, k do you want to you know because i had houses and they got sold new because i did something that i shouldnt have done and learned a lesson from it and that note ive learned already in this act of yet didnt even concern the Building Construction and us theres a secret to that. Im not exactly what it is so that is where well start in a lot of the areas that we stressed in the basis training strain announce the planning code, of course, and in the Neighborhood Health centers and community Health Centers and this really mark one of the things we are very you know were really in things that need and he will you know share that family thank you. Thank you any Public Comment on this item please come forward. Seeing and hearing none Public Comment is closed. Bring it back to the commission. Commissioner matsuda thank you i wanted to thank all the businesses who came out to share their information with us i just had some general comments i mentioned this in the last set when we were reviewing the last set of businesses that came before us to possibly create a template to use to highlight some of the very important things that was fwlaend from the packet just for example there was a one the rockcy included a or a schedule of what happened in so 79 and then the Mission Neighborhood Health Center talked about the candy store before them i dont know if it makes us commissioners no, sir. I didnt i dont know how this is gleaned from the blanket template but some you kinds of pointers over and over examples of what can highlight the features of each business that would be helpful many of us are knowledgeable about many of the applications that come before us but one of the purposes of the legacy businesses so to engage the general puc public to go to the businesses and take pride you know theyve been around for a while 23 we start to been that and commissioner johns mentioned about possibly reviewing the packet we receive to review and i think initially we were thinking ofing the mraktsdz come before the Culture Heritage assets and then we decided against the first round with the general hpc so maybe rereview and have the plant come from the Culture Heritage assets and spend a lot of time with each applicant and get to know the applicant to help further define what may be the highlights for each business and then one last comment i remember reading about rudys studio before was that that was an, an example looking at what the applications will look like as an example oar great, thank you. Commissioner johnck. I was listening to the testimony last time 83 and this time thought about the value and the process for the cross pollination with the Culture Heritage aspect and i wonder about the category the Public Health department the Culture Heritage for the city i think that im trying to remember i attended one or two economy meetings i heard did you hear the Public Health Department Community not specifically i thought. The Culture Centers. For the Culture Centers thats right. This one is one. Exactly one so this is just taudz taudz so out and leads its way into the committee commissioner matsuda you were mentioned something along those lines thats a suggestion im happy to contribute to more if we go forward so commissioner hyland. A few things im in complete concurrence with commissioner matsuda maybe if we came before the Culture Heritage Committee Help to identify and further the scripers the significance of each business it would be good to know from other commissioners to make that commission easier i mean sums on the content agenda and probably may have more than 10 thats a lot of reading so we dont want to delay the process and burden everyone that was one comment and others can jump in after im done i wanted to point out the rockcy theatre is one business i immediately thought of that was significant to me and lastly a question on pier 23 thats a port property how does port property in the city businesses how had over laptops. Commissioners tim frye mark is working with the City Attorneys Office to confirm that question we dont have an answer yet but brought up. Commissioner pearlman. I agree with everything this is said so far and thank you to the community all the businesses ive been to many of them and ive gotten gas at the top of the hill and been to the rocky theatre and i wouldnt want this to be removed at the beginning i that is true maybe on the consent calendar say yes, but i hear about each story this is part of fun of being who we are on the commission this is the you know the charm and the story of San Francisco and the whole reason this exists because of all of you who came forward one of things commissioner matsuda said they come down and glean Something Else the text of what comes to us is much more concise and coming in planning easy in format but a cover letter that puts together the real spirit that have that and maybe it isnt removed from here again from the full commission because again you know our hearing is not long we certainly could have spent more time talking about this and other things so thats my 0. 02 about thank you. Any other comments ill add this is very exciting partially because of the variety of types of businesses were seeing today and so it is very inspiring so see a swath of san franciscans and hope had liens registry helps you stay in business and thats the point of this process to give you tools to make businesses youve had to also known as long were hopefully that passes and i think id like commissioner Johns Commission come in a couple of months and revisit the sort of process how we are progressing this with the discussion with the Small Business commission as well so i think i move to approve. Thank you commissioner hyland. This is the first legacy business registry in the country so this is a first for our country. Yeah. There was some examples from abroad we saw other places we know so were definitely entering let the cat out of the bag. Yeah. I think i heard a motion. I did laughter very good then that was collectively for all of us very good commissioners on that motion then to adopt the recommendations for approval for items 8 a through j commissioner johnck commissioner Johns Commissioner matsuda commissioner pearlman and commissioner hyland and commissioner wolfram so moved, commissioners, that motion passes unanimously 6 to zero. I think that concludes our hearings is that the last item. The hearing is adjourneds to vote for candidates or party and it is a significant way to have our voice heard. Exactly 100 years ago, women were given the vote in california. The battle for womens suffrage was not an easy one. It took more than 70 years. A woman could run for president in new york. Organizing this conference, basically it modeled itself on a declaration of independence for women. It marked the beginning of the womens Equality Movement in the united states. At that time, women were banned from Holding Property and voting in elections. Susan b. Anthony dedicated her life to reform. Suffrage in the middle of the 19th century accomplished one goal, it was diametrically opposed to this idea. Many feared it would be corrupted by politics. Women in the 19th century had to convince male voters that having the vote would not change anything. That woman would still be devoted to the home, the family, that they would remain pure and innocent, that having the vote would not corrupt them. Support gradually grew in state and local campaigns. Leaders like ellen clark sgt come repeatedly stopping these meetings , repeatedly stopping these meetings as a politically active figure. Doing everything they could to ground the campaign in domesticity. Despite their efforts, the link made it tough whenever voters were in the big city. A specialist in francisco. The problem with San Francisco is that womens suffrage as an idea was associated. Susan b. Anthony joined the provision party. A deadly idea in San Francisco. Liquor was the foundation of the economy. And anything that touched on the possibility of prohibition was greatly and popular. The First Campaign was a great effort, but not a success. The war was not over. Less than one decade later, a graphic protests brought new life to the movement. Womens suffrage, the Republican Convention in oakland, this time it was the private sector response. 300 marched down the streets of the convention center. Women were entitled to be here. Joining together for another campaign. Women opened a club in San Francisco. It was called the votes for women club. If she could get the shopkeepers to have lunch, she could get them to be heard literature. The lunch room was a tremendous success. It was the way that people thought about women willing to fight for a successful campaign. What happened was, the social transformation increase the boundary of what was possible, out word. There were parades and rallies, door to door candidacies, reaching every voter in the state. The eyes of the nation were on califnia in 1911, when we all voted. It was the sixth and largest state in the nation to approve this. One decade later, we have full Voting Rights in the united states. Helping newly enfranchised women, a new Political Movement was founded. Starting in the 1920s, it was a movement created by the suffragettes moving forward to getting the right to vote. All of the suffragettes were interested in educating the new voters. Nonpartisan, not endorsing candidates endorsing candidates, getting the right to vote and one they have their voice heard. The 100th anniversary of womens suffrage is taking place throughout the state. Bancroft library is having an exhibit that highlights the womens suffrage movement, chronicling what happened in california, bringing women the right to vote. How long does this mean going on . The week of the 20th. People do not realize that women were allowed to vote as early as the 1920s. In the Library Collection we have a manuscript from the end of december, possibly longer. In commemoration of 100 years of voting in california. 100 years ago this year, we won the right to vote. Around 1911, this is how it would have addressed. And here we are, dressed the same. [chanting] we have the right to vote. Whether you are marching for a cause or voting in the next election, make your voice heard. Thank you for watching.
