Appointees with three board of supervisors appointees still allows the mayor to ensure systemic kind of overall approach to support mr. Risk and and the staff leadership. I think by having three board of supervisors appointees it also addresses a lot of the concerns that doctors come to supervisor yees office but our office and others. Its a good way to having checks and balances that its a reasonable effort to move forward so that its a shared response organizers from the Mayors Office in our mta director and his staff, but also the board of supervisors supporting that Broader Vision for the city is. One supporter supportive of supervisor yees advocate under weaver bunch of other things that could potentially placed the charter measures and other measures on the ballot and michael is looking all these Different Things as they move forward as well but am supportive of trent supervisor yees leadership honest thank you. I dont know. If director peskin wants to say anything, if you did i want to argue that opportunity . Thank you chairman tang. Members of the committee, supervisor yee, ed w and director of cancer did. I came and partly for item 8 good i know you had a long day already today. But i guess i wouldve given the opportunity just make a few observations. The first, just purely the putting the substance and the merits aside for a minute, item 8 which will be hearing next week on in another Charter Amendment that would impact the Transportation System has been developed as a consensus measure. I hope it will be moving to the full board and to the ballot as a consensus measure. Whereas, this one based on what i understand, based on the voters previous rejection of a measure that i think was less farreaching done this in 2005 but along the same lines, by nearly a two thirds margin suggests that this should not move to the ballot would be somewhat of a divisive measure. My biggest fear, the merits of this aside, is the presence of this on what looks to be a very crowded ballot alongside what i hope will be a consensus measure on Transportation Funding will compromise the likelihood of the latter succeeding. So, purely from a timing and process standpoint i would urge you to consider that as you deliberate on this measure. In terms of the substance of the measure, what i would say is for my standpoint first of all we already have split appointments and that the board nominates but the mayor nominates and the board confirms and nobody can get to the mta board without being confirmed by the board of supervisors never leave those confirmations come through this very committee. With regard to the impact when the influence of the board of supervisors on the mta board and the decisions of the mta, i would say first of all, i dont believe that ive ever heard in my nearly fiveyear tenure of the time when an mta board member was not responsive to a member of the board of supervisors were actions of the board of supervisors as a whole regardless of who nominated them to sit on the mta board. I dont think that i have brought to my board for a decision any major project that has been opposed by a member of the board of supervisors in his district that project resided. Its been a principal of mine that us members of the board of supervisors are the elected representatives the people in your district and it would be not responsible of me to bring something to my board for their consideration that you oppose. So we worked very hard to work with your offices, even on objects that are very controversial and about that what i will say is that as we are striving to implement yourthis bodies transit first policy, this bodies Climate Change policy and other policies of the city were to come from the board of supervisors, it will require change in the way we design and manage and operate our Transportation System. Some and that change will bring controversy regardless of who appoints people to the mta board. In terms of fiduciary responsibility i think we been extraordinarily responsible. I believe that our reserves are higher than the cities. Unlike the city general fund, we dont use them for ongoing expenses when we have excess reserves only for one time uses so i think in terms of fiscal responsibility, which i am a big the border of, and i think it is important response ability, i think we do that. With regard to the fix going from seven votes to an objective six and i think is the chair said, that was something that think was very deliberately done by the voters so that in times like these, as we often have, where we have a board of supervisors is split 65 on many issues, it takes working across the board of supervisors to actually reject it budget, which is a pretty significant step. I think the voters intended for the mta budget to be very much treated differently than the other city budgets. I think it was good reason for that and i think a lot of what we been able to accomplish in the last five years if not before has been reflective of that. So, i certainly respect the concerns of supervisor yee indicate. I know that mta issues like tree issues and some others in your district are very prominent issues. Just our schools. Was the board of supervisors doesnt control, but still, the people who live in your districts and i live in your district, are very much concerned about all these issues whether regardless of whether who appoints whom. Thats all to say regardless of what the board decides will continue to work with the board in the way i always have. I believe my board will do the same but back to the process come i would strongly urge your consideration about the timing and potential impact of placing this measure on the same ballot when we might be asking voters to make a pretty big step with regard to the next item we will be discussed to appreciate the opportunity to address you. So what do we do to change the dynamics may change the results. Im always searching for answers. Maybe this is not for me. This is one way to change it. But certainly not the only way to more than happy to sit down with the director or any mr. Ruskin or any of the board of directors to continue that discussion. For me, im just looking at this issue, well, if its working for our budget process for the other departments it should work for this department. Just trying to keep it consistent you know were understand why was it put at seven like a higher threshold . I dont because the dynamics didnt need. [inaudible] discussions people were wanted to make this a apolitical body of some sort. To be truthful, theres no such thing as an apolitical body in the city. Either way you do it its going to be political. We have to minimize it, of course and i think seven was, again, not knowing what actually was the discussion at the timei was not herewas to make it more difficult for a this body to have influence on it. Perhaps, there is some insight that you might be able to offer as to why open the legislation was originally written it was seven votes as opposed to when six is what we are consistent employee . I was availability to over hes been very good about responding when i do ask for a meeting. I agree. Director ruskin is incredibly responsive and so was dylan on his staff. One more question about the sfmta is budget. The way it stands right now, we dont have the board of supervisors doesnt have the authority to reject certain line items of the mtas budget, correct . Is just another down vote right. I actually had considered be changing that and my thought processi would keep this as simple as possible, to complicate things. Im just going after two things, which is believed to change theto have a split appointment process and that we keep the budget vote consistent with the other departments. Certainly, i can understand that and respect that. I know theres certainly been moments when i reviewed the mta budget whether certain things i believe should not be in there or should be reevaluated content and ruskin i do know hes in the air but there some change could i wish we did have that authority. Perhaps it is better so that we are not meddling and so, thank you. I think it was for me to have some semblance of what the voters had desired when they voted on it and so this is this gives us not to the complete of 40 out would like to see, but if there are line items in there that many of us, six of us would not like that we vote the budget down and explained thats what it is and then come back with the new budget they would have to change it or explain why theyre doing it the way they are doing it. Okay. I would just say that this is a general comment along the lines of some of the other measures we have seen today in this committee. Just wondering kind of what is this more of a rhetorical question, but what is the problem that were seeking to address with some of these changes. Opening remarks. Lets go great. Thank you very much mdm. Chairman can i know the was a presentation last week and amendment were made and here we are again today could thank you for again i seen this critically important measure were to measures that will allow us to help fund our chance rotation needs and our needs are on homelessness. Two of the most significant issues facing our city. As our city grows our roads have become more congested, our Transit System have become more packed and have aged and deteriorated. Our streets have become more congested. We see more deaths and injuries on our streets. But the two bicyclists who been killed in the last several weeks. We have honestly, allowed our Transportation System to slide back. We did amazing visionary things in the 1970s by creating the art system and market st. , subway and then fastforward was 40 years as our city has grown by 200,000 people as the region has grown by several Million People and in San Francisco is not open up one additional subway capacity weve not only not expanded our transit capacity in this region, if allowed to atrophy. Barts challenges are the most visible sign of that. So, we are finally as a city and the region getting it together to understand that as we grow we need more transit capacity. We need safer streets. We need better roads. We can have another million cars on the roads of the bay area. Yet thats exactly where we are heading but as we go by 2 Million People five years if we dont get it together. So, the mayor convened his transportation working group. The 2030 working group and we plotted out a gro past budgets additionally we passed a bond a year and a half ago. Now, we are going to pass a sales tax. In addition to funding transportation its really important that we address the crisis that we see on her streets in terms of homelessness. We have worked so hard in the city. We try to house people and get people off the streets but weve not done enough and we need to do more. Creating the department of homelessness and Supportive Services under the leadership of Jeff Kaczynski was an incredibly important step now if to put our money where our mouth is. This measure will help us to do that so we can methodically get people off the streets, stable, shelter and ultimately into housing and services and allow people to be stable and healthy and safe and make our streets a better. So, this measure will help us to do this. Do that. This went through an extensive and collaborative process. It is a wonderful measure. It will help provide funding to support muni. It will provide funding to increment vision zero. It will provide regional funding to support but and caltrain and the city weve not done what we needed to do for parts in particular for many years and part is part of a lifeblood of our region and im thrilled were able to support bart in its quest to expand its vehicle fleet through this measure. This measure will create dedicated funding for roads to make sure that we are continued to do what we done for the last few years and that is to rehabilitate our streets and to safe and usable street whether for cars per cyclist for pedestrians or for buses. So colleagues, we do have amendment jeb and distributed. These are in general, amendment that try to create conformity and consistency is one of the significant amendment is just providing clarifying language that the Transportation Authority can engage in bonding around the portion of the funds that goes to the Transportation Authority. This is a well vetted and overdue measure colleagues, and ask for yo support. Today at the conclusion of Public Comment committee adopt the minutes and adopted to the next will committee thank you very much. I believe we want to go to our department to speak on this. Thank you supervisor. I have a Powerpoint Presentation which will put up on the screen that handed out hard copies as well. As you know, theres currently six he 700 people expensive homelessness in San Francisco. Proximally 3500 of those are currently living on the streets. However, we have done good extraordinary job i would argue of housing over 22,000 people since 2004 providing them exits two things that permanent Supportive Housing, Public HousingAffordable Housing rent subsidies, rapid we hasnt been a homeward bound program. The new sales tax revenue and expenditure measure would provide dedicated funding to expand the Successful Services and give the new department the Financial Support necessary to create and expand on some of the programs which we believe will be key towards addressing homelessness. Some of the outreach and interventions will be focused on the various populations of Homeless People in San Francisco including veterans, single adults, transition use and families. As you can as you can see on this slide during the fiscal year 1617, the new revenue we generate 12. 1 million this oh sex generate 12. 1 million in fiscal year 1718 50 million and growing after that, talk little bit about how some of this funding will be used. Under the sales tax expenditure plan will be baselining existing services and backfilling federal cuts i should point out many of these battles are baselining of services our request that came from the Homeless Emergency ServicesProvider Association oras well as request from individual organizations the financial concerns which we were trying to address it would also Fund Programs that were limited during the hud mckinney application process. We have prioritized and have proposed to backfill boston funding that would protect existing housing programs only. As well as employment programs for individuals who are homeless or living living in Supportive Housing. Without the sales tax measure we would be unable to backfill these hud cuts as well as some of the baselining of the has the requested i should also add some of this funding will be used to finance the existing to excessive existing Navigation Centers. A significant portion of the fund was used to expand successful programs including new Navigation Centers including the new centers that will be opened up in accordance the legislation that was proposed by supervisor campos as well as 300 new Supportive Housing units in the pipeline and expanding our family need a Subsidy Program towards our goal of ending family homelessness by 2020. However, the most significant amount of money will be used to create new Services Including applying the Navigation Centers system model to the entire shelter system. I think the Navigation Centers is the most important thing they done in addition to serving so many Homeless Individuals is show us the way towards improving our filter system and sales tax would allow us to have the funding to be able to make over the shoulders act like Navigation Centers. We also will use this funding primarily to expand housing exits. Without additional housing exits in the system we will be unable to make really significant progress when he to make towards addressing homelessness. Currently, were approximately 6000 Supportive Housing units in the system. The turnover rates of those units is less than 5 a year. By giving us the capacity we need to fully house highpriority individuals were currently on our streets. In addition, we plan to use this funding to address growing problem of homeless next is between homelessness and Mental Health we see plane its about honor streets every day as well as significant investments to finally end family homelessness in the city of San Francisco. Good afternoon. Philly Chain Executive director of the San Francisco county Transportation Authority. Ib copresenting with ed w and director of transportation with it San Francisco municipal transportation agency. So supervisor weiner said it would participation sector has been unfortunately in decline and we we really need to step up and muster our voter support once again to help bolster our infrastructure and services oh critical to the city both for all the existing use the neighborhoods use basic and new and emerging growth we are seeing here in San Francisco and at the regional level. Of course, half of our commute workforce ashley comes in from other parts of the city so we very much function as part of this regional bay area network. The needs for transportation are in the billions of dollars as supervisor weiner mention the mayor convene stakeholders and the general public process was quite robust two years ago to identify ways to address a 10 billion need for all transportation components through 2030 and are countywide Transportation Plan which was completed in that same time, we identified 19 billion if you look up to 2040. This encompasses our basic need for state of repair investment in roads, as wells Transit System locally and regionally can as well, we are seeing more and more folks record folks on transit. So we see the rise of severe crowding and parts on caltrans and muni. More and more folks as well are walking and bicycling in our streets and so we see the need for that it did dedicated facilities provision zero initiative ashley passed after the bond measure passed in 2014. So, we want to redouble our commitment there and provide resources. We are not the only committee facing the need Revenue Sources at the local level. The federal and state shares the interceptor funding Transportation Funding having him to climb. First i didnt believe for decades. The lesson we raise the federal gas tax bill clinton was in office. The state we just had to cancel hundreds of projects because state gas tax receipts are so low and so we do struggle along with other communities. Like other communities, weve been fortunate to be supported by voters in the past. We currently manage a half cent sales tax of the Transportation Authority. 25 years. We been doing this ensuring a successful record of project delivery as has the city when we bonded for punishers of streets bond as was the transportation bond proposition went off in 2014 and proposition b also in 2014 to keep Committee Funding levels proportionate publishing growth. In this ideal see Somebody Just a few of the handful of Major Projects and initiatives the completion and opening of doyle tried last your central subway is also well underway. Ontime and on budget. Weve seen the entire replacement of beauty sleep. Call the vehicle and hybrid vehicles and the like all happening the first order of light rail vehicles is also being built right now. We are seeing hundreds of miles of street resurfacing and that benefits everyone. Motorists, pedestrians, cyclists, as much other as voters because everyone uses the streets we do have a Coordination Program called followed paving that ensures all the different modes and needs are in considered when we repaid our streets. But its not enough. So, i would just note here again, we have billions of dollars in need and what of the biggest advantages of having local funds is that we can prepare our projects to further idealism to plan with the community to put them forward for funding opportunities at the state and federal level they do come along. Along with providing matching funds for those projects and in that way we make a projects more competitive. So, together with other counties are bay area region including contra costa and santa clara, alameda already passed another have sent in 2014. We are seeking support from the voters for additional have sent as part of the larger three quarter cent sales tax measure that as a separate item on the ballot with the proposed Charter Amendment and alternate over to edit the skin to describe the expenditures proposed for this investment. Thanks tillie. I do want to emphasize the point that we have got to this point with this measure and this expenditure plan as a result of a collaborative effort. Thanks to tillies leadership at the Transportation Authority, working with the mayors budget office, the mta, supervisors weiner and avalos and their offices and numerous stakeholders and in part of the discussion to get to this what i hope will be a consensus measure. There was a lot of work that was done of two introduction and the number is up on the screen. They represent the percentages that were agreed upon at the time of introduction. There have been some changes that of, since i just want to walk through some of those for you. To kind of dimensions of the change to one is that the Controllers Office has revised the revenue forecast up by 7. 5 million on an annualized basis. Without additional funding and then subsequent discussions with some of the stakeholders that were involved in this process there was a discussion about allocating those to two of the categories, allocating essentially the excess over what was previously understood to two of the categories and the affordability and the complete streets. So, that is created a cascade of adjustment. Just to walk through the substantive changes, the amounts the fundamental amounts that would be in the first two fiscal years have gone up for Homeless Services from 11. 5 and 12. 5 in the first year and from 47. 7 5 million to 50 million in the second. On the transportation side, from 23 million to 25. 4 million and 95. 52 101. 6 the second fiscal year. The dollars were allocated roughly the same proportion two thirds, one third. Supervisor weiner already mentioned another change the ticket i just as mr. Risk and to read two of those numbers of changes a little bit more slowly once you just want to sure. I thought folks have these in front of you could i apologize. So the 11 million goes to the advent 11. 5 million in the first year for homeless goes to 12. 5 million. The 47. 75 million in the second year, Homeless Services goes to 50 million. Then, on the transportation side, what was 23 million in the first year goes to 25. 4 million. What was 95. 5 in the second year goes to 101 . 6 million. Those are the numbers as i nursed and him based on the comptrollers change in reallocating around the same to 21 split. Supervisor weiner mention it authorizes the board and the ta to issue bonds against these funds to it can capitalize to advance the funding to current needs. Then, the expenditure categories within the transportation part, there are at least six categories of funds and different from how it was introduced, theres a little bit more definitions, expanded definitions of what i read in those categories and a few things i will highlight beyond just the fleshing out of the example. So the Transit Service in affordability is really meant to ensure the continuation of the free muni and other low income discount programs. Ensure the funding of any equity strategy recommendations, but what was that it also was to supplement, to be used to supplement my agencies reserve to protect against service cuts in future years. The percentage allocation for that category changed as a result of the new revenues in reallocating from 10 to 12. 4 . The second category essentially got an extended definition, but it includes paratransit vehicles, notably into the fleet facilities and infrastructure. It also theres been a clause added that in a year where we might otherwise be required to reduce service because of budgetary considerations, that we can flex up to 25 of the dollars in this category to the first category in other words, to preserve the low income programs with the free programs among the funding of equity strategy recommendations did so, it provides some flexibility to move from these primarily Capital Needs to operating needs and difficult budget times and that category adjusts from 20 to 18. 8 , and i guess i shouldve said at the outset, the dollar amounts set for the first two years, the transportation part would be allocated by these percentages. However the board and of finalizing them. Then, all the dollar amounts are adjusted each year by the controller comptroller based on corresponding to discretionary revenue of the city. The third category is transit optimize nation and expansion. This could be for muni. It could be for other service providers. So the administered by the Transportation Authority and his percentage changes from 10 to 9. 4 . The fourth category is for Regional Transit and regional system management. They could bring for highway system as well. Its from this pot that we would be able to meet our desire to fund the part will cart extension of supervisor weiner mention. On the order of 300 million, which is what bart is seeking from each of the parts counties. It would also provide for funding potentially for caltrain and other regional uses. That percentage is introduced was 50 now been close for members to 14. 1 . Then, the final category is vision zero and complete streets. That category i think is fairly cervix premature. That would be proposed to the amended from 10 to 12. 4 and sorry, the final final category street resurfacing which would be modified from 35 to 32. 9 . There is a another change thats been incorporated to provide flex ability, is that should the voters adopt increase of vehicle license fee is the mayors Transportation Task force also recommended in addition to a sales tax, then rather than continuing to fund paving programs from this source, because we got would have a vehicle license fee would you be a natural source upon the paving program that portion of this expenditure plan would be be allocated proportionally to the other categories. It also has a provision hear that beginning 15 years out the board of supervisors by ordinance with a two thirds vote and approval of american change the percentages. That are included here. I mentioned already the revenue Bond Authority could i guess the last thing i would just engine is thati do know anyone from the Mayors Office would want to speak to it, but the mayors proposed budget did assume these revenues both transportation and housing in some cases these are would be brandnew revenues but in other cases these are pulling things out of the general fund such as 35 million were the street resurfacing that had been freed up to address other needs in the budget and i think theres some of that on the Homeless Services side as well. So, thats a summary of this legislation which is just a Charter Amendment to allocate this owes taxes on a separate legislative track and wed all be happy to answer any questions any of you have thank you. First, we have to look at the big picture. 9. 6 billion project. In 20102011 budget has increased 41 . You are going to be running a deficit this year. You are about to suffer the hangover of proposition b. Many people now realize what happened. Remember, this was for children. They are realizing on the 50 fund bondim sorrytax, this was a mistake. That this money was not dedicated. What we are seeing here now is anything that [inaudible] is now going to have a very hard time as is no longer thought to be dedicated to the purpose of local neighborhoods. So, i think youre going you taken on way too much. As jim lazarus said, you have over 400 million that youre seeking in this budget. You can even balance your budget without taxing us further. So, i think you are headed for a big problem here as voters try to fall off because theyre paying too much and being asked to pay too much. Your causes are worthy. Theres no problem with them. Its just youre asking for too much and you ask for too much in proposition b and you just keep piling and piling it on and its too much. Thank you thank you. Next speaker, please. I been broken. This is a resident district for resident to combine Homeless Housing and Transportation Funding in the same Charter Amendment makes absolutely no sense. The two are different issues. While constituents might support funding for Homeless Housing the mighty adamantly opposed funding mta and projects such as new being for. Combining these two setasides under similar Charter Amendment could have a negative outcome. I would urge the sponsors to sever the two issues into two separate Charter Amendment. Also, at the Small BusinessCommission Commissioner riley asked why so long. That is, it was 21st. 25 years not 24. The jeopardy chief of staff the mayor responded was part of the negotiation process. The city was willing to consider another timeframe. I would urge the sponsors to amend the timeframe from 24 years to 10. As has been stated, there was a 2014 bond approval. So we were a mutiny on the we would be mutinys most heavily used line. Since ive been on the board bart ridership has doubled. The real growth in ridership in the region has been on regional road. Spambots and caltrain. The city support and the Regional Support for capacity and four state of good repair means bart and caltrain has not. In fact its not exhibit we are now closing on investments that the people made in the 1970s. The original fleet of railcars the original part infrastructure. Without those investments with seymour what we see today which of the overcrowding on bart, the delays, the breakdowns in service and all that. So, this regional funding is very very important to us. We will help us match analog and i will go to the next increment of real cock here we paid for the first computer we actually do more than any of the Transit Agency taking money out of the fair about it we will replace all the existing cars in the part of fleet did however, we need more cars. It going to serve growth in San Francisco and elsewhere in the region. So, this will match the money in this measure will match funds will be provided by alameda and Contra Costa County so you be leveraging for every dollar that you put out be leveraging another to at least from the other counties. In allows to buy that new and commensal rilke did it so critical to serving the growth were forecasting in San Francisco. The growth to and from the east bay with a bridge hazards automobile capacity on the trips and have to, transit also the growth were seen between San Francisco and the peninsula. Sobieski not make this smaller. But that you keep intact if we go much lower than this but and caltrans needs we will be able to make these matches the funding diminished further. Honesty today to the transportation side of this joint measure specifically could of easily, we have a lot of interest in Homeless Services and Homeless Housing site as well. For the last two or more years, our organization is been part of what we call transportation Justice Coalition working with the Bike Coalition, walk San Francisco, Human Services network as a rising alliance, chinatown cc, cu disability transit riders union, and we been very focused on trying to make sure transportation investments are seen to an equity loans. It led to among other Things Community equity study which was just adopted very enthusiastically by the mta board just a couple of months ago. We been in a series of conversations about this particular measure. We do have a couple of additional if you will propose amendment were strengthening to this. We have to continue to work with the Mayors Office, the mta, and the Board Leadership on this. What we had been initially talking about is a larger share of the funds if you will for baseline funding for Transit Services which is how folks actually get around, and for their affordability and for socalled active transportation which is bike and pedestrian. Was baseline funding allocations are there but the quite modest. So instead we start moving towards a couple of triggers which are points in time of which of funds can be reallocated from one category to another. Theres two triggers in there but we feel they need to be strengthened to ensure either on annual basis to avoid Service Reductions on ongoing basis to shift money from say street to services and active transportation. Its very clear if and when and under what circumstances that shall happen. We think its close we like to see more work on it roughly those numbers can be considered at the next meeting. Welcome to our parks director thank you very much art director. Im here to speak in support of this measure. I want to thank supervisor weiner avalos, the rest of the board of the Mayors Office did the cta, the mta. I think from a regional perspective from barts perspective, we are collaborating so much better the city that i think we have in a very long time. We also love it a bond measure which is been a be on the ballot in november which has significant investments in our infrastructure in San Francisco. Specifically, in station escalators as well as other stations and is also making significant upgrades to allow Better Service in San Francisco and higher capacity into San Francisco. We are incredibly heartened by the having of three and 75 million part in this measure going to be zero priorities. On the point of view with director padula which talked about but additional real cards are incredibly important for us. Every dollar invested in San Francisco frogs will unlock three dollars invested from the other counties in the region. We are such capacity that every single nuclear car is worried to be full. Can be the difference between having eight car trains at peak hour and 10 car trains at peak hour. I also want to speak on the equity side of things because thats incredibly important to all of us. Especially, parts. Theres a misconception that but doesnt cater to the whole region. In fact, part writers are disproportionately low income compared to the population of the region and more likely to come from disadvantaged communities and communities of color. So investments in speed but are not just critical for a reason economy but their investments in e transit. So thank you very much and look for to supporting this measure. Thank you very much. Friends of caltrain is a nonprofit with over 5000 participants on the pendant sword corridor from San Francisco through san jose including a good number here. In San Francisco. We support Stable Funding and successful modernization for caltrain is part of a well integrated and equitable Transit System in the region and you are familiar with the caltrain electrification. I also want to talk a little bit about a project that you may have been following this closely. As you know, caltrain is the has had the fastest when ridership while the Regional Transit agencies has been having real capacity problems. Caltrain electrification will provide some extra capacity going from five to six trains per hour and there is a follow one project to lengthen the platforms and allow longer trains that will deliver more capacity and more speed increase than basic electrification insult. This process project for the longer platforms and trains the San Francisco county bta has put it share that project i is about measure in november and like our cars will require contribution from three counties in order to be delivered good so, we are glad to hear this being mentioned as an eligible project for this ballot measure and look forward to supporting the caltrain and bart and muni and active transportation and also speaking as an individual who will be bicycling on the streets today and on other days thank you for the awesome transportation investments thank you very. I also want to say im pleased about the bart vehicle part of the Regional Transit regional portion of the six pockets and lastly, i think that as this moves forward theres still a concern about the connecting of transportation with Homeless Services that i have and i know that i totally support Jeff Kaczynskis and the new office of homeless support because i think it addresses root causes in really holistic way look at Mental Health and the exits out of shelters and into real homes. I have some concerns about other ballot measures that may create more of a crackdown approach that i think its counter to i think the approach our office of homelessness is taking. So im a little bit of a concern that we are connecting a half cent transportation Charter Amendment with a quarter cent homelessness one with all the competing other things on about. Im just expensing out loud my concerns. I know a supervisor weiner mentioned, as the region as a city gasoline need to move forward united on transportation and transportation justice and equity approaches second br but still have some questions about the homelessness part of this. My hope is that in the next week as we have out the triggers in the equity issue that also is a little more clarity on our citys approach to homelessness thats based on the causes and supporting people and not cracking down on him for example. You know, one of the great people that in a city that is increasingly become very expensive for people is our own streets. If our streets can be paid everybody can use them whether you are a senior, whether you are a young person, whether a bicycle rider. When you take a ride share with you guide drive your own vehicle back and forth, everyone uses our streets. Thats a great equalizer and when we fix it up than every single neighborhood of the city benefits from this. This is sometimes what we were for to as shared prosperity of the city. In years past, when we did not have the resources in our Capital Program suffered, then our parks and our streets suffered first. I want to say that we just concluded next two years our Capital Program over four lap 411 million from our Capital Planning and a member the bac i will be proposing a resolution to you so we can come up with guidelines for the future. It is great to hear today and see the visibility into the projects being worked on. In terms of reaching the goal by 2024, im curious how tragedy like the one this past wednesday factor into the realty of meeting this goal. Im wondering when Something Like this happens you sit back and think that yeah, things are going fine, we are making progress and we are on track, or if Something Like this happens and you think, we need to work harder or maybe push the date back. Maybe 2026, 2028 smj Something Like that. Im asking if this date of 2024 is realty or something that it is floated around . Curious about that. And also, just wanted to bring up the topic of empathy. I guess i feel like this word is thrown around a lot and hear about it and you can see a lot of the people here effected by these things and i can tell you when you witness a crash like this it really changes you. Just think about that when people talk about the changes and making safety improvements. On many sides it is about making it safer and not about making the roads go faster. Thank you very much. Vision zero is goal of endsing road deaths. Our goal isened road deaths and take the measures to do this even if it makes it slower to drive or more difficult to park. I want to bring this up now because i think this is where your leadership as supervisors is so so important. I know that this is politically difficult to make the trade offs, but im here to ask you as supervisors who have been leaders on the Vision Zero Campaign to be willing to make those trade offs. To be willing to say to citizens and your constituents, i know you want more Parking Spaces and you want to drive conveniently but we as a city have decided safety is more important. I worked on political campaigns and know it is really hard to do that so if we are not going to achieve our goals nlsh unless we are able to do that so here to ask for your continued leadership and be willing to make the tough tough trade offs and say we are willing to make the changes and take space away from driving and car parking if that is what we need it do to make our streets safer. Im Margaret Mccarthy and drether of interroom director of Bike Coalition. All our hearts were broken last wednesday to hear of these terrible and preventable crashs that result in the death of heather [inaudible] and kate. 1 thousand people have written emails to the mayor of San Francisco demanding urgent action for safe streets. This past tuesday a block away from the crash, over 200 people stopped in just about 90 minutes to write post cards to the mayor demanding safer streets. The cry is being heard across our city. We came here today to demand real change and real leadership from our city leaders most especially the mayor. What do we find . I appreciate the presentation of the 57 projects mentioned, however the press release from the Mayors Office detail thg projects presents them as new. This is not correct. These are urgent projects we support and greatly needed in San Francisco but the mayor should not present existing work as new work as if in response to the fatal collisions. We are shocked by the seeming attempt to mislead the press, city leaders and people of San Francisco. This is not the urgent action and visary leadership our city needs to deliver safer street for every person in San Francisco. We demand real action from the Mayors Office and demand it now. I know we talked about and want to cover all streets and make them safe but it roles down to stats and numbers. I have 5 points. I think we should concentrate the effort on the well used bike routes rather than a bread scope of changes. On vulinsia street rather than folsom or 7th rather than 5th. We should expand efforts whether to maintain a level of effort to keep the streets safe for bicyclists rather than add more. On evans avenue there are [inaudible] okay to bike here but i think it is dangerous. The pot holes and crevices are ridiculous mps they indicate it is okay to bike but doesnt seem it is such. Number 3, there is low hanging fruit. On my bike ride up here, how about there is a turn lane in the middle of valencia that is useful. That is 10 feet of space. Why not eliminate the turning lane in the middle and actually put two cars then put parallel parking then you use the 10 feet for protected parallel [inaudible] put the bike lanes close toor the street. That is a well used path by a lot of bicyclist and think it is something that is something someone needs to do. 4, consider speed humps that are narrow enough for vehicles with a wide wheel base such as a bus, ambulance or fire truck. It will slow cars down but not have effect on the emergency vehicles. Lastly, enforce utility and repair crews to meet the safe biking zone. Just last week i lost control of my bike in a paul hole left by a repair crew 20 feet from a bike medallion on presidio avenue. Thank you. My name is mark sullivan. I would like to talk about hard things and soft things. We need more hard enforcement of rules and need more hard infrastructure and need engineering at work. Over the past few years we have gotten many more bike lanes on the streets and they are graitd accept we cant use them because the cars park there, the taxi and trucks park in there and when a individual asks a driver to please move out of the way into the open parking spot to your right very often that is met with indifference or threats of violence. This is not a solution that can be policed by normal citizens. We need authoritative officers here. We need engineering. Others have talked about that. I wont add more. Automatted speed cameras, i think that will help and like more of that. We also would like the softer side in that we Vulnerable PeopleWalking Around on foot and bicycle without 3 thousand pounds of steel around us are the Vulnerable People and as we interact with the people that are incased in steel, we are vulnerable. As we ask Police Officers to step up and say, please would you ask that car that is blocking the bike lane to move out of the way so i dont need to merge into other traffic. Sometimes the police officer, no, i have other stuff to do. When i was at the Bicycle Advisory Committee two days ago, i asked the officers there to please protect us. Please product the Vulnerable People. I asked that of the police and ask that of these commissioners. Thank you. Thank you. Next. Hello everyone my name is [inaudible] i live in the pan handle and speak on behalf of some people who cant be here today because they are at work. One of the big points i want to make is this starts with enforcement. We saw day in and day out you will see valencia street a parking lot and Golden Gate Park a street track and there seems to be a sense where people are giving up. I see other communities like new york city when you look at central park, everything about 72 is [inaudible] the city tookit brought bikes back in, people went back to the park. You look at Golden Gate Park before cars were so big there were more people in the park. The communities were healthier. For the two women murdered last week, female cystalist say it is big fear. They dont feel as empowered to get in the main lane as you said commissioner kim. Affordable housing is the cheaper way to get around the city to ride a bike so this is one of the ways where we can put the policy changes into effect. We understand the police are stretched and cant always do all the Traffic Enforcement, but there are studies done time and again that shows removing cars in certain thorough fairs and opening up to people commuting on bikes we have less drug use. We have less petty crime. We can free up police to actually do Traffic Enforcement and focus on other things. These are a couple things that i felt from friends that couldnt be here and want to feel safe in the city they live and pay taxes to. Thank you. Thank you. Next. Good afternoon supervisors. My name is lisa u and im a Chinatown CommunityDevelopment Center and part of Campaign Academy that is working on Pedestrian Safety for the past year. So far a lot of the people that mentioned in the Public Comments saying that has been the initiative of putting things into action and it is sad to hear that. That is morei live in chinatown and the past collision this year that happened on powell and broadway and also just recently the one on columbus and stockton is close to my home. Two blocks away and three blocks from my house. Another recent case the two cyclist killed, we know that cyclist safety is just as important as pedestrian so hope new improvements will benefit or be safe for cyclist and pedestrian. [inaudible] we have been working on different presentations and also [inaudible] we give our [inaudible] and presentations in chinese and english so they can learn how to be safe in the streets. That is one thing we take part in educating the community so as supervisors and like to see more enforcement and also more engineering to make everyone safer for pedestrians and also cyclist. Im also a youth at Chinatown CommunityDevelopment Center and such a massive effort in the vision zeeree project it is devastating these two incident happened at these highspeed corridors. For this year atcome pain academy we have worked on Pedestrian Safety along kearny street and not too long ago there was the right angle scramble implementation at clay and kearny. One of the recent projects is taking senior resident in chinatown and doing workshops and walk audits with them and of course there are chinatown seniors so something they want is scramble systems. It makes the streets slower and less hectic and everyone goes when it is their time to go. They were concerned for Pedestrian Safety and seniors in chinatown cared that pedestrians are safe and dont get injured. When we see a passion of the seniors in chinatown it gives me hope that Something Like vision zero is possible as long as the right engineering is done and good enforcement is done for the engineering. [inaudible] one thing about the accident [inaudible] supervisor peskin talk about [inaudible] my own experience in the city in the night time a [inaudible] speeding [inaudible] good afternoon. My name is randle and live in the lower haight. Im here to talk about soma is my job is a bike messenger and my assigned area is south of market area. After the tragedy on wednesday, i road howard from embarcadero to division street and surprised to find there was only 4, 25 mile hour speed limit signs and also 3 of those are obstructed by trees and not visible to drivers. I dont think anybody knows that the streets in the soma are 25 miles a hour. I think a lot of people assume they are probably 35 or maybe 45 mile hour streets and we need to do something about making sure that the existing signs are visible and clear to drivers. The other point i like to make today is im a new resident to San Francisco and chose to move here because it is i think one the best cities for bicycleing in the country if not the world and but i chose to move here over chicago but one thing i like about chicago is they have a program called Safe Route Program and [inaudible] there are some programs that are administered by the city and Non Profit Group jz their outreach organizations on the streets to talk to people about safe bicycleing and also just create awareness on streets that bicyclists are here and do that by setting up tents and having events and passing out fliers and havent seen anything like that as far as that type of event. I think that type of funding should be sought out and those type of programs should be implemented as part of our vision zero program. Thank you. Any other Public Comment on this item . Sorry, like a lot of us im dealing with 5 Different Things happening concurrently. I was glad to be able to get in here and speak. Look, this is mad lan [inaudible] started [inaudible] 3 and a half years ago and realized [inaudible] most to the people in the room behind me talking to them, you are not the people really who need to be addressed. We know that with like the signing the pen, one signature things could change over night. I make a plea to put it on the record. You heard all the stories of tragedy and everything. We all know about this. This is all most a crazy scenario we are living 3 repeatedly and getting worse and will be more so. I like to come from the point of view the cost. 3 years ago i did a good cost analysis it is at least 23 million a year the city spends not included administrative and legal cost on what this is doing t. Is not only outreach but the Fire Department call outs and police call outs. We will get updated figures on that but have to Pay Attention to the fact that we have one arena our budget is hemorrhaging and there are many other things the city can doing rather than sweeping up disaster. What i really want to point out is im helping with a young crew of urban tacticians putting down their own cones on golden gate avenue. They do not want to be killed and they also by the way are protecting all the people in the tenderloin who are benefited by having some traffic calming that the cones provide. One has already been assaulted trying to maintain the new bike lane there. He was assaulted. He is Getting Press coverage so the city will have to deal with that as well. There are young people gathering to help with this effort. Helping to pay for new traffic cones and place them and collect them. This has to be addressed immediately. Thank you and im sorry i couldnt have been here for the whole hearing or all of the items today. I know that the city has been making effort on engineering enforcement education. Im so still very alarmed that we still continue to see the same level of high we have similar fatalities and severe injuries that continue to stay at high levels and dont seem to go down. I have been concerned about the education effort not being as robust as it can be. We did put money in the budget last year to augment what was available for education, but to me if i dont see there is Education Program happening, then perhaps it isnt happening as well as it could and im not saying it is a visible thing. The Education Program to me is something that gets inside the consciousness of people whether they look for it or not and we havent gotten to the level of saturation yet. I have been concerned about the type of enforcement going on and we are not focused on the highest injury corridors. Laest year i looked at doing legislation that would prioritize where the Police Enforcement does efforts not just looking at people who are not completely stopping at stop signs but doing the work of insureing there is enforcement at the highest injury corridors for cyclist. I havent seen the type of crack down we saw last summer. Im still living with that sense there isnt a great deal of movement to do that focus on protecting cyclist that is really essential. Im a rider in San Francisco, i dont ride every day but at least once a week i ride to and from about 5 miles. There are a lot of cars parked in the middle of the bike lanes and it is very very frustrating to figure out what side the car i decide to go on, both sides are dangerous and dont think there is a lot of attention put in place on enforcement side to protect cyclist the way they could. That is just one example. So, i know that the city has taken this very seriously, but im still very alarmed where we are at. The last two fatalities last week are beyond tragic. It is devastating to see two can happen in a single day because we are not committed as much as we should be as a city. I know tom maguire from mta is here and he has been a champion but think we need to see overall coordination and cooperations with all departments overseeing the process of vision zero and im not convinced yet that is happening. Thank you everyone for being here i wish we had this level of attention we had this week on this issue. It seems like we have a lot better track record than what we are seeing in San Francisco. So, i want to thank the public coming out and expressing their frustration. I think all 3 of us share the same type of frustration. I know we are trying very hard to push policies that will get us to our goals. All 3 of us basically are thipging about new policies that continue to strengthen our efforts, so if you have ideas, let us know because none of us are shy about pursuing them. I too want to say that the education piece of this presentation was very short and that hopefully at our next meeting we could have a much more robust discussion about what is really going on with the education. What are our timelines to do things, how are we measuring whether we will be successful with our messaging or not and talk about how we do outreach to the community especially those that dont speak english. What are we doing about that . I hear a lot more at our next meeting. Thank you anyway staff for the presentation. Okay,commissioner kim thank you chair yee. I asked a lot of questions at the beginning but to reiterate some things woo are hoping to achieve before the next hearing which will be heard probably at a Board Committee is getting a sense of what the next steps will be to actually move forward on protective bike lanes in San Francisco. As i said, i appreciate sfmtas swiftness putting bike lanes on the ground and know they are faster to implement the protected bike lanes rchlt we are thrilled about the temporary activations, in the long term we just want to see the protected bike lanes actually happen. You know, knroe there are a lot of questions about the outcome versus the cost and whether protected bike lanes will have the impact that we would like to see, but i think frankly, if we get more people out on bikes whether you will see increased safety results or not, i think you will see more cyclists on the road if they feel they are truly protected when they bike in the city. Being a policy maker being a very timed cyclist, i get off at every red light to make sure cars are not making a right turn on me and i think it is a lot to ask of our citizens to consider alternate modes of transportation when cars clearly have a very big advantage on the roads here in San Francisco. I think commissioner wiener said it earlier, but we are tired of going to memorials and funerals and meeting friends and family members of amazing residents of lives lost that we know are 100 percent preventable. On twitter and facebook Everyone Wants more enforcement. I think we have to have a more concerted ert effort to give out warnings and notices and tickets to change behavior. Finally, please tul us what you need for resources and get the projects on the ground. The issue that the Bike Coalition brought up at Public Comment about the 57 projects the mayor announced all being projects already in the pipeline is disappointed because exactly a year ago we sat the Vision Zero Committee and commissioner yee and i looked at the list of 24 projects and questioned how many the projects had not been in place before we called for vision zero and to hear that we recycle projects as new initiatives i think is disengine ws to the public and need to actually put forward wenew projects to implement to say we are putting greater investment in vision zero in San Francisco. It is nice to be joined by commissioner avalos and yee as we worked on the issue together and work with colleagues impacted by vision zero. Thank you to all the members of the pub lic who cake. It is important to post on social media the things you see. One of the saddest things i learn is cyclist are buying go procameras so they can document what is happening in the bike lanes and seeing the videos on street blogs and fights and tension and conflicts because we dont engineer the streets better is upsetting to watch and upset toog see cars uses bike lanes so many fought to have. I think it is important to post those so we are aware what is happening and continue to distribute enforcement as citizens document them. Okay, i guess the item is closed. My name is megan wier, the director of the program on help equity and sustainability at San Francisco department of Public Health and cochair of vision zero taskforce. We are also truly devastated by the recent fatalities and moved by the strong response today here during Public Comment. I think it is a reminder to allf ous how much more work we need it do as no death on the streets is acceptable. We recently launched the state of vision zero 2015 report that provides a update of the progress we have made towards the cities commitments toward reaching vision zeery zero and want to share a overview of that report is the entire report is included in your packet. Briefly, by the numbers, highlights overall increasetotal citations issued for the focus on the 5 violations as well as over 40,000 citations issued on the street each year. Over 34 miles of safety improvements were made on the streets and tragically we are still seeing 31 People Killed last year and we had 220 severe injury collisions. This is the trend chart of severe injury collisions as well as fatalities on the streets. As we have talked about today, we are not seeing the declines we want to see in deaths on the streets, however, what we do know is where they are happening and what the causes are and we know that the deaths are continuing to happen on the High Injury Network where we target. Leading causes are factors we know we have solutions for that we are working to implement included speed accounting for a quarter of fatalities on the streets and automated Speed Enforcement being vision zeros top policy priority. With respect to education, highlights are the large Vehicle Safety training was completed and large vehicles targeted because we know when a large vehicle hits someone they are more likely to die. Also the education strategy was developed and being implemented and know john [inaudible] looked forward providing a detailed update at the next meeting. There are mini grants administered to in in[inaudible] with respect to evaluation efforts we have a web base system to post fatalities and monitoring. It is a effort by mta, pda and department of Public Health. We are loorking to [inaudible] insure vision zero is data drirfben i using the most timely data to inform initiatives and make sure what we are doing works. Our comprehensive Surveillance System will be launched later this year that links police data with Hospital Data to better understand and capture injuries including the cyclist that are missed in police data. Good afternoon, mari hunter from mta. Ill go through the last few slides quickly. As mentioned, we had the 24 projects in 24 months we were able to complete 30. We reached the target over 13 miles of treatments on the high injury corridors. We have the level of coordination we are working to make that more robust but we have established meetings with agency tooz insure we are most Cost Effective with our investments. Finally, working to improve that awareness and as you knowledge of the type of treatments we are doing, again so People Better understand the trade offs. With key treatments that might take away space for parking or driving we want to make sure all the treatments are well known by the public. With respect to enforcement, focus on the 5 advancing. We made the Police Department made improvements, they are up to about 34 or 35 percent on the target to 50 percent. Per the videos that were a joint werft advocates with walk sf Bike Coalition, the Police Officers are viewing those to improve training and better enforcement on the streets. We have been able to initiate the e Citations Program so with full deployment and implementation at the end of 2017. Unforch tunately we were unable for enforce oment manslaurt unit about the da is working hard to make sure consequences are met. Finally, for policy, we talked about automated Speed Enforcement quite bit today. The team is working to advance that policy and secure sponsor by the nds of the year. We a partnering with local and Regional State agency tooz advance vision zero. The goal of zero making sure to have a consistitant experience not only in San Francisco about around the region and state. We continue to work with policy makers to address issues like speed and finally, we were unable to complete in the sense that it is ready to go, but data processes with [inaudible] with the work of department of Public Health we have been able to improve our local Data Collection and evaluation process. Finally, this is the report for 2015 to your Action Strategy which will end the end of this year and starting now to the end of the year we will be preparing to release a new strategy in january 2017 so we will work internally with stakeholders this summer and fall with that release at the beginning of next year. Complete in the sense that t is fully adopted by the Police Department to commit to 50 percent and focus on the 5 and that is increasing i guess you can make comments. This wont be a dialogue. We were happy to read the 2015 Progress Report but we stumbleed upon it on a blag post so were surpriseed it wasnt release today the vision zero community. Another thing about the report and we shared with city staff, we all know we are not making report but the report there wasnt a sense of urgency in the report. The language of the report seemed problematic. There was language that, getting to vision zero will not be quick. We know it has to be quick. It has to be now. There is other languagewe are just two years into a very long term commitment. 10 years isnt that long term. We need to be quick if we are going to save lives in the city so we know city staff is dedicated to reaching vision zero but for some reason the report seems like a malaise or a just accepting, this is the long haul r and will get there eventually and to me that isnt the attitude advocates or public want to see especially in light of the fatalities. The report contained language that seems like lack of credibility. Getting to zero deaths require us all to get serious about Traffic Safety. Well, that all most suggests the city hasnt been serious up to now so we dont need to get serious now, we had to have been serious all this time. I hope that the staff will take it also asi dont doubt in my mind the staff is passionate about this and i think it isi think we need to reflect that in the language that we use hopefully in the future we will start doing thality. That. Thank you very much. Commissioner kim. Thank you. I know this is there [inaudible] vision zero presentation about strategy and there are questions how the education component is going. We had conversations about education and know john oxwhite is here who has done educational campaigns and other arenas and curious if we have updates on what works. There is conversations about different messages and didnt seem to encourage driver tooz change behavior. Where we are on that. The last Vision Zero Committee meeting in march we had begin the large vehicle Training Program and if we can get a update on that as well. Sure. So, i came to this meeting from our Berkeley Media studies group on the research they are doing about media and Public Discourse in San Francisco. Im not prepared because i had to leave that meeting early enough to get here. The researchwe have conducted a significant survey in the way people think about speed and look at speed and their perception of speed in San Francisco. I have done focus groups on messaging around speed and Street Safety and the studies research and analysis is we will have a report probably about 6 weeks before we are done. Today was the result of the english language research. They are in the middle of the Spanish Language research and about to kick off the Chinese Media level research. All that is a way to say that we are hoping in two weeks to havethere was a image in the first presentation of one of the three Campaign Messages we are looking to go out with. We are looking to move forward when we come back in september hopefully you will have seen some of it but will have images that continues to highlight safety in San Francisco streets is a problem, something we all need to rally behind to fix. That will be focus on i think what most the speakers today were speaking about as well, actual fatalities and people from the community and lives we are missing due to losing lives on San Francisco streets. The second part is work ing on the social norming. The research is showing we need to work on changing perception that a certain number of people dying on the streets is the cost of doing business. That is what we have it do is move away from the idea we live in a big city and what not. I think theresearch we are doing is helping do that. Lastly we have radio spots that we will be trying to address people in cars as they are driving on the idea vision zero isnt just a pipe dream t is places like sweden have seen significant changes in the safety of their roads. On top of that, we are work [inaudible] multilingual each firm doing outreach in [inaudible] and soma talking to people about the streets and Street Safety and trying to help bring people to the realization again help bring people to the visualization of what safe streets look like and additionally, we will run in july 10 [inaudible] training to bring somewhere between 90 and 150 Community Leaders into the vision zero conversation and really prepare them to go out to the Community Groups and talk to the Community Groups about vision zero. We have been successful receiving a grant from Traffic Safety that will start in october for Motorcycle Safety campaign, the first in San Francisco. Motorcycle fatalities on the streets are higher than bikes and motorist and second to pedestrians. As a part of the vision zero strategy we presented a year ago that was a key education campaigns. Additionally, it wasnt talked about and ill say hopefully tomorrow the sfmtas budget will be finalized but the sfmta made a significant commitment to safety education. There is a million a year for the next 2 years that is specifically coming from sfmtas budget so it is on top of the grant and what not. That money will be funding continued campaigns, will be funding Additional Community outreach on top of the outreach that is done with the add back money that the board of supervisorsi have to pretend you are two different organizationsprovided last year and will be leveraging all the money that we received from you and the mayor over the course of this year which is developing the campaign, well use that money to get the campaigns up. It is expected you will be hearing radio adds in august for vision zero. [inaudible] and will see vision zero and antispeed campaigns throughout the fall. With the elections we dont want to try to compete with the election campaign. It gets a little noisy in october and november so well domore [inaudible] we expect to have a Different Campaign running every other month between now and next of june while we plan additional campaigns. I hope that isnt too muchsafety work we are finalizing our training of the trainers. I think there is one final department, Safety Department in the city that hasnt been trained by walk San Francisco and San FranciscoBike Coalition who are doing the training. We have a curriculum on line. All of the drivers of large vehicles in the city have been provided with a link to the video and followingi know this isnt your question but we have work would City Administrators Office and will take the video that created for the passengers vehicle and include that in the upcoming defensive driving program the city administrateers office [inaudible] viewed by all City Employees. At the next meeting if we can get a update on the percentage of drivers that actually took the training via the link yousent out if there is a way to track that. The only way to track itill see what i can do. I can tell how many viewed the video. At public works they sat 50 people in a room and played the video. In that case we know 50 people were watching. There isnt a specific monitoring of each individual one. [inaudible] supervisor yees legislation on monitoring devices on all city vehicles is implemented which thankful to his office for leading. Make a comment about the training. Part of what i see is a flaw without knowing all the details of that type afftraining where you sit 50 people in a room and put a video there and i fall asleep and okay, i was there. If i take other trainings whether it is ethics or harassment is interactive with what you are watching, they ask questions and figure if you are really engaged with the training or not. It seems like what im hearing, you really cant monitor it. You dont know if anybody is listening to the training, so is there a way to include that . Um, i will answer that two ways. All City Employees will take the city administrateers defensive driving program which includes the video but will be like the ethics training, one that monitors how quickly you pace you way through so you caen be done in 15 minute and claim you saw the whole thing and it will be interactive. You will be asked questions which is similar to the training sfmta already offers to employees, spaiskly on the Driver Training when i say public worksi dont want to over state this but public works they Center Training meetings and this was something shown specifically at that, i dont think there is a way to sit someone in front of a 18 minute video and guarantee some have not zoned out a little bit but we work would walk San Francisco and San FranciscoBike Coalition and develop a curriculum that includes a worksheet that asks them to recall some of the things that they saw in the video and it breaks the video up actually into 4 segments so that there is a question and answer rkts interactive lessons as well and parts of the video. Next item, please. Item 4, update on leading pedestrian intervals. This is information item. My name is james shahamiri with sustainability Streets Division with sfmta. Im here to talk about lpis. This is signal timing feature where we delay the green traveling to the cross walk. The walking end comes up and light turns green at the same time. We have the pulestrens cross first and gets them ahead of the vehicles and establish their legal right of way in the cross walk. San francisco started rolling out lpi in 1999 at 3rd and howard and reserve them with problematic intersections. As part the vision zero commitment and walk [inaudible] we are rolling out lpis to more intersections city wide. Now we focus on high injury corridors such as market street, mission, geary, 19th avenue and potrero. We are rolling out to more and more signals city wide. We are trining to balance effectiveness of the lpi with incuring delay to muni. As we evaluate each intersection we take a look at safety, delay and lpi is only effective if the first vehicle at the intersection makes a turn and somebody is waiting to cross. For a particular approach if there is a low turning volume or Pedestrian Volume with High Community volume we may opt to not do lpi for that approach. We start from the viewpoint to do lbis unless there is a compelling reason not to do so. I actually have a question that is not quite part of your presentation, but because more recently a woman in a walker stopping on the street and was pointing out that she is trying to get across putola and she never gets across before it changes. It has nothing to do with the delay or anything. The way she gets across is signal changes and she is waving something half way across to stop cars to keep walking. Im just wondering this is something for maybe the future, but do we have technology where if somehow you can press a button or activate the street light to actually give a longer time for those on walkers . You press the button and get more seconds. Im sure there is technology to block that. What ii understand not everybody is on walkers so dont need it all the time, but for those fewactually it isnt few, that are still trying to live a life and go across the streets it is very difficult for them. It is a openeneded question. Yeah, there has been a option to do Something Like that and im not sure if it is still a option available but our preference is to get feedback from people when they dont have enough time to cross at a intersection and prerf to retime the intersection so it always has additional time so people dont have to press a button. We rather it just has more Time Available every cycle so encourage folk tooz contact us and we can evaluate the intersection to see if we can provide additional time. Im contacting you. Please do. I want to talk about the leading pedestrian interval guidance we are excited james and city staff include a policy to include [inaudible] research has shone the signal timing tools reduce crashs. Again t another tool we have our disposal to implement to help save lives so exsiteded to see that. The one thing we want to see in the final guidance for leading pedestrian intervals, muni has been inserting a lot of right turn pockets in the muni forward. Along mission there are forced right turns. The idea is get cars off the main street. We are concerned the right turns will create conflicts with pedestrians. When we talk with muni we say if you will force right turns please put leading pedestrian intervals at the crossings and they say we will do that but it is great if there is standard across the city when there is a right turn pocket or forced right turn a leading pedestrian interval should be required. And colleagues, first on behalf of the Transportation Authority, i want to start our meeting by conveying our deepist condolences to the family and friends of Heather Miller and cate to v our Community Members who were hit in two separate crashes last week, investigations are ongoing, but we know that both women are riding legally on streets, identified as the injury has high injury corridors, if you drive on golden state park, and on 30th avenue and the other intersection of 7th and howard both crashes involve, the drivers which are speeding and continues to be the number one cause of severe injuries and traffic, fatalities in our city. I know that the vision, zero committee will meet this thursday, and that all of us are determined to address the deep engineering needs that we have across the city and so, our deepest condolences. And i know that driving cultural change and supporting the significant injuring and enforcement needs, that we have, to achieve safer and complete streets are the central component of our proposed fall revenue measure, for transportation. And we will hear more about the proposed Charter Amendment, as well as and homelessness, later during todays meeting. The meeting will also serve as a public hearing for our back up revenue, measure that one half, and transportation sales tax, and similar to the one that is currently administered by the Transportation Authority. I want to thank the mayor lee, and the commissioners avalos, ferrill and kim who have worked to craft these measure and to our staff who are working together and conducting out reach, as we have been discussing for this time, we are pursuing a transportation revenue measure, in keeping in the 2013, county wide, Transportation Plan and the mayors 2030, plan, led by the mayor himself in 2013, and the huge needs that are locally and regionally, in terms of transportation, and in parallel, the directors who worked to approve a 3. 5, general obligation, bond for the november, balance lot. Ten percent going to efforts such as the need to explore a second, transbay, two. And one item is a bond that cannot fund due to the initiate state elbility laws, and it is not fund the Rolling Stock and so in our local transportation measure, we are including the funding for the bart vehicles because the three counties that form the bart need to Work Together to support the system and the revenue measure, also includes, caltrain, closer to meeting the environmental liveability and Transportation Safety goals. And specific to the bar bond, i want to personally thank, bart for moving forward with a bond, of 3. 5 billion that will actually come close to meeting in the systems needs or the discussions early on of a much smaller bond, that would have been, i think, a ban dad, and i think that bart bond, and combination with our local revenue measure and what other counties are doing, allows us to see, a positive future for transportation in our region, and so i am optimistic. Thank you, chair weiner, and good morning, commissions, executive director, this month the report begins with the summy, together with our partners across the city and the region. And the state has an active Transportation Program to fupd the bicycle and pedestrian projects at the state level and the sfmta and public works, and sf public works has submitted five applications, and including the projects on gene va and jefferson, street and union square and several projects that will encourage safer driving at intersections and create a program for the play streets and stow we will wish them well and hear how San Francisco did in october. And stay tuned for that news. We were not successful for the grant and this was the challenge grant for the u. S. Department of transportation, which we congratulate columbus, ohio for winning s program, and however as one of the finalists for the challenge, we are in the good position to compete, for the funding including the advanced transportation, and Management Program and submitted along with sfmta and we will hear from that, program, in the fall and another program has begun to take shape as the commissioners, weiner and campos will know, from serving on the mtc this has been a topic of discussion over the last few months and we are learning that the obag two, as it is known is most likely going to direct the majority of the funding including in 72 million from the federal fast transportation act to a set of programs including the bay bridge, and transbail, corridor and the con jekz, program called the bay bridge forward and a Housing Incentives Program and this is something that again, not just the mtc commissioners but all of the abag are pushing for ward to continue, to incentivize the Affordable Housing in the region and the third piece of the program will be the county share and programs of the Regional Program including, 4. 2 Million Dollars to San Francisco, to help to bring the county totals program, up to 48 million, and these are funds that currently are programmed for the projects such as mamason avenue, and Second Street, and mansele and the other avenues around downtown and so they are important and the Funding Sources at the regional level and we appreciate them for take the input, and some will be used in the initiative and will benefit the transit capitol programs as well across the bay area. The regional funding podz and programs are quite important in the grant applications reflect the past and planning and pry ortation efforts and so it was a welcome opportunity for us to host the planned bay area open house in San Francisco, and i wanted to thank, commissioner mar for attending that along with many of you all in the public and the agencies from the staff, from the Partner Agencies and including cal trans and cal train, and bart and sfmta and the Planning Department and 62 people took part to understand the land use and the transportation scenarios that are under consideration for the up date. As we head into the fall, the preferred alternative will start to be negotiated across the bay area and we will be working with the leadership on the abag and the mtc boards to represent and to carry our priorities forward to the final preferred alternative. Locally, we note that the sfmta is taking applications for the traffic calming project and programs. These are the requested that are considereded by the board but are first prioritized by the sfmta based on applications, residents, and the 20, residents on the street by august, first, to the sfmta, and the applications, will be and most of the devices, have been installed from the 15 save 16, program except for the cases that will be completed by the end of this year and so we hope to bring the up date to the plans and programs, shortly. And on treasure island, i just wanted to note the out reach, that will continue on the draft, final report, for the program and the policy recommendations and these have been revised in response over the past six months and bringing that forward to the treasure island, development authority, Infrastructure Committee and board, on june, 28th and in addition, it will be having those hearings at the tima and our own treasure island, meet gz next month the additional public calls for suggestions we have issued with sfmta including the hub study and this is the study that is looking at potential options and alternatives to the network that is managed over seen by sfmta as part of the study, sfmta is getting suggestions from the public for hub locations and the folks can contact our staff or sfmta and looking online, and i think that it says that the website. And sfmta. Com and suggestions are being taken from july four and this for more information, we have the staff contacts at the sfmta nooel and rachechlt l. The goo good news that i am sharing with you today, is the i80, westbound on the offramp is on schedule for delivery for this fall. And we are looking at september. Or october. And then in addition, we are further coordinating with cal transand mtc and our local, sfmta and Public Works Agency to deliver a set of temporary improvements at the ybi touch down called this to point. This is the idea of bringing back the bicycle and pedestrian paths, and which extends from the east bay to ybi and touching it down on to the island. And as well, we will be tracking through that work some of the other pieces of programming, and project deliveries and that is going to help us to advance our vision zero and the goals in the neighborhood transportation improvement program, and the program, for instance, we have worked and nearing in completing of the district ten, in the hair ball, in district six and finishing up the eastbound, biking, on golden gate afternoon and in district two, we are looking at improving in the street and in the western edition, and Transportation Plan in district five and there is an emphasis on safety as well in the number of streets and at the interchange studying in district nine so i am pleased to see all of the collaboration among the various agencies and the public to identify and develop specific projects for the planning work and the capitol work. And top k, funded neighborhood, transportation, improvement program. Another one of these that has been make progress agrees, is the china town, and the complete, street programs and those, i believe are breaking ground in july and so thank you all to the community and in china town and commissioner peskin and your agencies as well for the work at the broad way tunnel and in addition to the slope boulevard, i wanted also to recognize the work on the ever glade and 23rd avenue and the leadership of commissioner, tang and this is the area on the float boulevard that has been in the location of several previous collisions and tragic fatalities and so we are grateful for sf public works and agencies including mta and call transfor bringing those projects in, including becon and several, pedestrian, improvements and out in the medians. And that the agreement will be executed in the fall and so we want to thank commissioner cohen for her assistant and staed fast to the effort and supporting cal tran ourselves and the cities and it has really turned into the agency Wide Organization assessment, to review the five year, envision and goals and the work program road map in how to work internally and externally with the partners and again, to develop, our place of work, and as an excellent place of work for all of our staff, and so i look forward to briefing the board on this work in the fall. And colleagues i just want to comment on one of the items within item eleven, and that is specifically funding that we will be providing to implement the gator pass program in San Francisco state we know that bart due to the way that it is funded or unlike muni it does not have the weight of a major city general fund behind it, it has very few ways to raise our revenue, and so unfortunately one of those ways is raising fares and bart is just too expensive. And just particularly for, college students, and we know that many sf state students do not live in San Francisco. And because they simply cannot afford to live here and so the students are commute and freed to rely on bart and bart is too expensive for these students. And so, last year, San Francisco state approached me to help to facilitate the conversations with bart. And also with the metropolitan transportation commission. And to come up with this solution, and for the discounted passes for San Francisco state. And students. And i am going to thank, bart for participating in those discussions, and also, the mtc which played a Critical Role in helping us to get to a solution for a discounted pass, and i was a little more complicated than it first seemed. And i also want to thank the students, at sf state, who really helped to drive the creation of the gator pass, and also, nick, on the bart board of directors and congress, woman, spear and lee for really putting their weight, and guidance behind this so that we could all make this a reality and of course, to thank the students at sf state for voting in a referendum to adopt the gator pass and so that the students will now receive their muni pass, and sf state will purchase and it will pay this student fees, and makes all of the sense in the world and it is going to help our students, get to school, and in a more affordable way. And to be able to stress out less about how they are going to afford their transportation costs and so thank you for everyone involved. And i hope that you will support this allocation, today. Without objection that will be the order. Item 13. Development of the potential local, and transportation revenue measure. Plan. And we will open the public hearing to item 13. Thank you. And keep this brief as if given a similar presentation at plans and programs that two of our citizens at vicery, and diddist at the last board member. During his programs, we are still keeping two vehicles to get a transportation measure on the ballot, and the per fered one is the Charter Amendment that will create the budget for the general funds for transportation and hopelessness and the back up measure for the dedicated sales tax, and much like prop k. And as they go through the presentation, i will do it quickly, and emphasize that the core of them and what gets funded is very, very, similar and that has been the intent in working to try to get consensus on one measure, but keeping both pathways open, and there are differences in administration. And how they get approved and one of those is as chair weiner mentioned, to be dedicated transportation, sales tax under the state, public you till utilities code, to hold it before the mtc can adopt our plan. And that is what we are doing today. Right now, mtc is prepared to take an action at their planning Committee Meeting on july the 8th. And then, act on july, 27th on the expenditure plan, and that pathway stays open. And that is very briefly i will talk about why we need the new revenue and what will fund and how the plan will be administered and the up coming engagement opportunities and i will keep this brief, but what i will do is mention some of the feedback that we have received, as out reach has been happening and the changes that are under consideration for the Charter Amendment and that will be in the transportation sales tax and i want to thank, chair weiner and the commissioner, avalos and the staff as well as the mayor office, that have been helping with the out reach, conversations that have been going on, the big question, of course, is why we are considering the new revenue for the transportation, and again, the three main points are need for transportation, exceed the fund and this is not unique to San Francisco or to the bay area or sadly to most of the states in the union. And simply, that the state and the federal government cant bail us out. If you are going to hope that that happens, you are going to sit there and watch your Transportation System deter ate while we wait for the fed government to get us new revenue and so like many otherwise around the bay area, the state and even other parts of the country, we are looking to the locally controlled measures so that we can control what the Transportation System looks like and it also has the side benefit of a few, pots of discretionary money that are around, the San Francisco projects will be competitive and because they are advanced to compete for those funds and when the money does materialize, there will be fixes at the state and federal level and we will have the matching funds to make the local tax dollars stretch father. And so, both this is not new, as i said before, both our county wide, transportation in 2013, and the mayors 2030, report, identified the need for the new funding and both pointed to local revenue measures and what we are doing is continuing the information, and we are successful in getting the first 500 million general Obligation Bond approved by the voters and this is the next step, looking at the sales tax increase. As i mentioned, there are two pathways, under consideration, only, one measure is going to make the 2016, ballot, which will be a very crowded ballot so we know that it is more is not the merrier in this case, but it actually makes things hard tore get things passed. So both measures of this that i have at their heart, six programs or buckets of types of things that can get funded and i will talk about what they are and they both are 25 measures. Roughly, 100 million a year, 0. 5, increase in the sales tax. And highlight some of the differences with the distribution of revenues as you have seen before. And what is in the buckets and highlight briefly and feel free to ask any questions. Sustain the affordability and life line type of programs such as light Night Bus Service and the sfmta has in place, the second category is a state of good repair. The third and fourth are a broader ray. And but first one, is focused on the combination of smaller, type of enhancements and red carpet, and type. And but also, allowing the planning and early Budget Development work on our next generation of bus Rapid Transit or the subway projects or cross over tracks that might allow bart to provide more service, in the sense in the bay area, and the fourth category, is a combination of the Regional Transit and improvements but with a heavy focus on the bart exexpansion vehicles that weiner mentioned in his remarks and that is because we are not able to cover those and they cannot cover those, on the measure in november and it also, sets aside the money to fully electrify the fleet. And right now, the current project only electrifies about 35 percent of the fleet and so it will be running diesel and electric trains for a while. And lastly, the category four allows for our system engine and the ways to use the infrastructure and even better and so looking at things like car pooling from santa clara all the way to San Francisco, and this will pay for the San Francisco portion of that and also, the San Francisco demand and the people to encourage to bike share. And the last two, number five is for the very important vision zero, safety for all modes and focus on the bikes and pedestrians. And lastly street, surface and so this is a compromised measure and as i said we have more needs than we have funding even in this measure and so there are a couple of triggers that are under consideration and that sort of reflects the path that this is a compromise and not everybody is happy and there are more needs and so the first trigger that actually is in the charter, and it is dedicate td sales tax is the event of a bad, economic down turn where the mta might have to make the service cuts, there is the ability for flex, 25 percent of the funds in the second bucket. On the screen, towards the operations. And another trigger that is under consideration, is a trigger that would go into effect in the city proves that you have to have a license fee for street resurfacing. And given the type of fee that that is, it is fairly commonly understood that you need to fund a lot of street resurfaces or a vehicle license fee in order for that to pass, in all of those new revenues get dedicated to the streets we are considering an amendment that will allow the new revenues to be free from the street resurfaces to the other categories up here on the screen. It terms in administration, you can see up here that the righthand column so you through the sharter. And this will run similar to prop k, with the five year process involving the Public Private sponsors and the plans and Program Committee and board. And under the transportation sales tax, the difference there is this body will administer the entire measure, and similar to the charter the way that it is written, is the first second and sixth categories that will be treated similar to the charter and it is the annual lump sum, allocations and again, it will note and, with the exception of the category one and six, and all of them will go through the very public process of figuring out every five years, which projects should get funded in which order and are this he ready and are they the highest priorities for the use of the funds . And we have had meetings on this special meetings on this item, specifical specifically and for your information, i was one of 55 individuals who wrote prop b, back in 1989. That put you where you are sitting now. Also, on the Advisory Committee, and since 97. And i also worked on prop k. And as far as the sales tax, and the sales tax package this concern, i am totally against it for the simple reason, that we have already been taxed, we have already passed two sales tax packages. For the voters. And they keep raising it on the muni service and they keep raising fres and everything, but muni has got a budget and there is work like i said before, they should work with what they have got and as far as prop k is concerned, i know that it is a multi year project, the servicing but the thing is that they should finish out the projects in prop k, before they think of the other sales tax package. As it was, we had to go before in orders, and in order to get the prop k passed halfway before, halfway before, the third prop b and so we could finish the projects that were in prop b and we will send the prop k, and finish the projects in prop k before you do anything else. The people in the city do not know or want another tax hike, they have been taxed enough. Thank you. Thank you, next speaker. And before they give you, give you, get, put out this final report, and tell you what they want to do, i feel that you should look into to see what is going on to make sure that the people that can get home safely rather than having to depend on tech bus to take them home from Fishermans Wharf to get them home after, because the buses are not running, and you should, and you should get the other 9 to 5, and get some of the feedback from the other 9 to 5, and get a presentation on the other 9 to 5, issue before you, and before you let them take any action. And put anything in service. Because that will as it is, they have got you, like h you, and before, and you have got the, and this is the bond issues that were passed by the voters last, and in the last election. The maus coney Center Project is transformation of the Convention Center and it is not only addition and increased space but also a transformation of the urban neighbor around it in a positive way. 25th largest Convention Center in the country but the conventions are getting bigger so with this extension it is 13 largest we have been under construction a year and a half and set to complete the construction in 2018. It generated over 9 billion in San Francisco 35 percent of viz 2rs coming to San Francisco are coming to maus coney. 2500 jobs will be created. If we didnt do the expansion we would luce 200 million in taxes a year. The conventions they are talking about going other cities with ample [inaudible] and exhibit space and not come to San Francisco. There is a lot of [inaudible] we are at a point now where our [inaudible] two halve oz the mos connie and think what we desire is one space. We are adding space about 200,000 space. We are connecting the two existing north and south exhibition halls that excavate under Howard Street to increase the largest exhibition space to 1 contig ws space over 500,000 square feet. The spot im standing in will be inside the lobby. The building will be pushed out to Howard Street and connected north and south above and under ground. When you go on the north our south side you enter into a hall that is divided into major ways this is Public Private partnership. The Hotel Industry [inaudible] splitting it up of the building. Since we have a north and south Howard Street it [inaudible] to make [inaudible] improving the bridges to make them more accessible so go over Howard Street [inaudible] developed to look at several different proposals for a light [inaudible] to work with that bridge and the selection of the [inaudible] he is on what i think is a beautiful piece that is very animated. You will be able to see it as [inaudible] cross the bridge and can see it as a resident of San Francisco looking up. There is a second bridge and this bridge replacing an existing bridge over Howard Street that links yerba buena gardens to a childrens playground. Make a much larger public space as well as aplaza space that brings you up to that in a visible way. We worked on the playground to make it safe and invited and added more open space the area will be connected with the neighborhood. [inaudible] much better space for everyone. Why is such a fundamental part [inaudible] could be thought of as columns and beams [inaudible] the areas that you walk to check in prior to [inaudible] all those activiti [inaudible] opposed to [inaudible] we thought of ways to bring light into these occupied spaces including skylights and [inaudible] highest level of [inaudible] recycled steel. The concrete is [inaudible] we will be harvesting all the rain water and storm water and reusing it. In [inaudible] they extend down into the aquifer level of the water level which means water is being pumped out to remove the pressure and there are over 15 million gallons of water per year that maus coney center pumps out so the water is wasted. Our idea is disconnect the ground water system from the [inaudible] and reuse the water and save and preserve and use it for [inaudible] and use it for other irrigation uses. We have excess water to fill up [inaudible] there will be limited traffic impact during construction there is a 8 month period where we have to take a lane of traffic out from Howard Street so we can expand the tunnel. We anticipate the construction to be minimal. [inaudible] make the center statef the art and much more competitive. [inaudible] having the space. [inaudible] underneath howard. Having [inaudible] this is a [inaudible] worked with the residential, the merchants in the neighborhood, the non profits to make sure this is a vibrant area. Even if you dont come to the convention and enjoy the public space, it is something that helps revitalize the neighborhood and bring energy to the neighborhood and more people to the neighborhood and shops and retail and shocase San Francisco around the world
