Youll recall last week we told you about central bucks west suspending the rest of its football season over hazing allegations there. We spoke to the bucks County District attorney a little while ago. He says he met with the cb west football parents behind closed doors last night. He does not believe theyre going to be any charges connected to the hazing incident but he is asking parents in this program, right now, to report anything that they believe amounts to hazing. I want to make sure that were not missing any conduct that would be worthy of criminal prosecution. The bucks County District Attorney Says even the most disturbing of the hazing incidents on the central bucks west Football Team dont rise to the level of a crime. The superintendent canceled the rest of the teams season after learning seniors forced rookie players to touch the private parts of others while clothed and there was a shower incident. For instance, the socalled waterboarding involved children having towels or wash cloths put over their faces and then being taken under the shower. If you do that long enough, if you hold the kids head right under the shower and they start aspirating water, that could be very serious. Doesnt appear from the investigation that has been done so far, that that degree of conduct occurred. Reporter but if parents believe their childs physical health or safety was involved or there was inappropriate mental stress or embarrassment, the District Attorney wants it to be reported. Meanwhile, in cheltenham township today, School Officials released a statement saying they investigated a hazing incident on september 23rd involving the Boys Soccer Team. The investigation revealed a practice of players using a hazing technique known as ripping. Which is forceful pulling and tearing of the victims underwear to the point where it rips and allows the victim to be dangled by their underwear. The Cheltenham School district says it thoroughly investigated the incident. They reported it to police. They say they already had taken appropriate action and they are retraining students and staff. Meanwhile, the meeting here at cb west at 7 00 starts after 7 00, the superintendent is expected to outline everything that happened in the hazing incident and the action taken. More than a dozen dogs are being treated right now at an Animal Shelter after officers seized them from a suspected dogfighting ring in south philadelphia. Philadelphia police and the pennsylvania spca raided a home on mifflin street early this morning. Inside they found 13 dogs, pitbulls and mixed breeds. Five were full grown, eight were puppies. Some of the animals were injured and bloodied. One was missing an eye. Investigators cant say for sure that fights happened there but theyre confident that dogs were bred and train for that. The way these animals were chained in almost every room in the house, some were chained to radiators on short, heavy chains these dogs couldnt get away. They were constantly wagging their tails into the wall and radiators. That was causing a lot of the blood splatter we saw. Police are continuing to investigate. So far they havent arrested anyone. Skyforce 10 over a wet mess thats still causing problems in northeast philadelphia. This car took the brunt of a water main break along southampton road at roosevelt boulevard. The Water Department has been working on the problem for three hours now. No one there without water but southampton road is still closed. The nbc 10 investigators looked into it and found a water main burst at this same intersection just over two years ago. Today we are getting our first real look at the suspect accused in a deadly shooting at a Wellness Center in july at a Delaware County hospital complex. Christine madella live this afternoon what happened when richard plats appeared before a judge there . He waived his right to a preliminary hearing in court. I talked to his public defender. That was all platss decision to do so. I asked him a few questions when he was walking in and out of the courthouse. When he was walking out, he responded. Why did you shoot your caseworker, richard . She knows the answer. What did you do when Lee Silverman pulled out his gun . Anything you want to say to teresas family . When i asked why he shot his caseworker, he said, ask Lee Silverman. He knows why. Dr. Lee silverman is his psychiatrist. A bullet grazed dr. Silverman on the head and thumb when he says plats opened fire. The caseworker, teresa hunt was killed. What caused you to snap, mr. Plats . You hear he did not have an answer to that question. Richard plats is charged with criminal homicide, first degree murder and attempted first degree murder as well as seven other charges. A maryland man is charged, aaron downs of elkton is charged with manslaughter for the friday attack. Police say he punched the victim Tyler Stanley in the head and upper body. Tell us what you learned about the police cuts and what it will mean for the community. When you talk to the police union, they say the outlook is very bleak. Come saturday they say the School Resources officer will be cut and at times there could only be one officer on patrol responsible for the entire township. Come saturday its a very different franconia township. Its going to be less safe. Reporter Richard Paulson represents the police union of franconia township. He says safety will be a huge issue with the planned reduction of Police Forces set to start saturday. Thats why he says he is urging township officials to reconsider laying off six Police Officers. I dont know what to tell parents of kids who go to school in franconia township other than that there will be less Police Protection and that the kids will be less safe come monday. Did they give you any indication theyre going to postpone the layoffs . We asked them to delay the layoffs through the end of the year. They said they would take that into consideration. Reporter according to paulson, the cuts will mean a fulltime School Resource officer who served five schools in franconia will be cut. He says with the elimination of staff, two patrol officers would be on duty. It could mean in the event of an illness, one officer is working in the township. That would make me a little nervous, especially with the different shootings that have been going on throughout the country. Reporter other parents say sbhool police at elementary level. The judge signed the order after his current doctor informed the court of an unspecified conflict. He is being charged as an adult. A new jersey woman is toing her own mother to court over ownership of a chihuahua. Jackie biddle schuler from Monmouth County flew her mother, isabelle and the dog from puerto rico back in june. Her mom initially agreed to give her the chihuahua named bobby and then broke her promise. The daughter says she has spent 700 on vet fees and the dog n continues to live with her. The mother changed her mind and wants to return to puerto rico. This case will be heard in ocean township. Nbc 10 goes to the philadelphia superintendent to ask, what should families do next . Penn states trustees have voted down a plan to revisit the controversial freeh report which looked into how the Jerry Sandusky molestation scandal was handled. At a special meeting today, the board voted 179 against a resolution to go through the report and seek answers from freeh. The report became the basis for unprecedented sanctions from the ncaa which included 60 million in fines and loss of football scholarships. The board did okay a resolution that said it would monitor ongoing Legal Proceedings related to the case. Its been almost three years now since sandusky was charged with a string of sexual assaults against young boys. The former assistant coach is currently serving a 30 to 60year prison sentence. The freeh report said joe paterno and other highranking administrators concealed facts about sanduskys abuse of children to avoid bad publicity. Police shot the dog when they couldnt get the dog. I collapsed when i saw her. Theres nothing compared to seeing your child unconscious in that condition. Reporter doctors attached emilys arm, eight more surgeries and 30 plus days later shes now about to head back home. Shes a tough cookie. Reporter doctors hope she will eventually regain the use of her right arm. Its going to be a long fight but at least she survived. When you go dont know if shes going to live, now shell be walking out of here. Its a scary thing as a father, as a parent, scarier than you can possibly imagine.
