going to change pretty rapidly while you're asleep tonight. that rain changing to snow and in many cases heavy snow. it is going to be snowing for the morning rush across much of the area. and possibly heavy snow during that period, leading to the biggest snowfall of the season. most likely 4.8 inches is the biggest in philadelphia so far and we have a very good chance of exceeding that. there is a winter storm warning for virtually the entire area except for the lehigh valley and poconos, which actually is going to get less snow than just about any other part of the area. there is the path now. just patchy light rain and there isn't a whole lot more coming. so it is not going to be a real wet few hours here. but look what is back to the west. not only heavier rain but this is the snow area. that's going to arrive right along that and come in tonight. we're up to 39 degrees at philadelphia, hasn't been that warm in a while. we're at 37 allentown, reading. above freezing everywhere. even in the poconos, so no other icing today, no icing during the evening, almost 50 in georgetown. so we're in the 40s further to the south. but here's what's going to happen. there is that patchy light rain. there is the heavier rain coming in. by 2:00 get a little bit more 4:00, not a whole lot. but by 6:00 more and more rain. by this evening, it is getting more widespread. it is getting heavier. 9:00 it is still just rain. but there is midnight and here comes the changeover. once we get the changeover, it can go from heavy rain to heavy snow like that. and then start to accumulate. there is 2:00 in the morning, 5:00 in the morning, the snow is widespread. you notice not much up to the north and there is 7:00 a.m. the changeover from rain to snow, midnight to 2:00 a.m. north and west 2:00 a.m. to 4:00 a.m. in and around the philadelphia zone. 4:00 a.m. to 6:00 a.m. little further to the south. and 6:00 to 8:00 a.m. far south. it is going to take longer to change far south, but those areas are going to end up with a lot of snow too. we have an update snow total map, more on the timing of this snow with the seven day in a few minutes. >> we'll see you hall was evacuated because of a fire alarm. but we learned that that evacuation is now over. the alarm went off around 10:00 this morning. you see in this video, everyone including mayor michael nutter there, forced outside. fire people checked the building out and everyone was able to return. this all happened right before the start of the city council hearing that was set to begin on minimum wage. four members of a philadelphia family drowned while on vacation in the dominican republic. authorities say the family got caught in strong currents while swimming near punta cana. they're identified as kush and kajal patel of northeast philadelphia, who just got married in november. the other victims are jay and ken patel. in montgomery county investigators are looking into the cause of an early morning house fire. they believe the blaze started in the home's garage about 4:00 this morning. this was the scene on manor road in lower moreland. you can see smoke rising from the house through the morning. and we're told five people and two dogs did make it out safely of the home. the woman accused of burning down the home of a limerick police detective is being formally arraigned today. donna krupp is accused of setting fire to her next door neighbor's house back in december. investigators say she blamed him for her son's arrest. a cat died in the fire. and we have new video this morning in of a burglary in north philadelphia. police say this man broke into an apartment on north 7th street on february 24th. the thief took a mac book pro and its charger. the homeowner discovered the theft when she returned home at the end of the day. if you happen to have any information or recognize this man, philadelphia police want to hear from you. and delaware state police are trying to locate this man who went missing yesterday afternoon. pedro figueroa was last seen at a home in dover. police say the 35-year-old could be in that area or near wilmington. they say there is a real concern for his safety and his welfare. and this morning, philadelphia business leaders are talking about what the next mayor should do to attract new companies and jobs. nbc 10's monique braxton is live at the university of pennsylvania in university city for us this morning with the latest road map for growth wrapped up a short time ago. what can you tell us? >> reporter: the goal this morning was to allow those who want to be mayor to ask the experts how to best grow philadelphia how to attract businesses and encourage those who come here to college to see this city as a world class destination as well as their new hometown. during the 1 1/2 hour panel discussion, we listened as candidates jim kenny questioned the panel on attracting jobs while lynne abraham wanted to know the strategy for getting businesses to improve education. nelson diaz asked about the next big entrepreneur idea for philadelphia. and douglas oliver asked when should those marketing the city start reaching out to give students incentives to stay in philadelphia? now, my colleague jim rosenfield moderated the panel discussion. in the next month, we're going to assemble the mayoral former delaware county congressman joe sestak is formally announcing he'll run for the u.s. senate in 2016. the 63-year-old retired navy vice admiral hopes to unseat pat toomey. toomey nairrrowly beat sestak in 2010. he's been making appearances across state in preparation for the rematch. the trial for a philadelphia woman accused of giving a deadly butt injection has been delayed for at least one more day. the suspect, padge victoria winslow is hospitalized with chest pains. the d.a.'s office says the trial is pushed back until tomorrow at the earliest. winslow is charged with third degree murder in the death of a british woman who flew to philadelphia for a butt enhancement in 2011. once the case resumes, both sides will present closing arguments. today, the u.s. attorney's office will make its case to keep former chester county priest mark haynes behind bars. he's already facing child pornography charges. but according to the daily local, three people have come forward claiming haynes molested them when they were minerors. this information comes after hayne was arrested last october. all images were traced back to the rectory at saint simon and jude in west town township. this morning a social worker is recovering from a gunshot wound to the head after a robber attacked her near a train station. this all happened monday night on sixth street in chester. police say a woman was walking to catch the train when a man put a gun to the woman's side and wrapped his arm around her. she tried to get away. he shot her. the bullet pierced her neck and lodged behind her ear. a neighbor told us she was shocked but not surprised by the violence. >> that's the way the city is. and they probably been scoping her and watching her. >> the 31-year-old woman is in the hospital no word on her condition this morning. but she's a supervisor for the delaware county children and youth services. happening today in atlantic city casino crisis we expect to learn if the bankrupt revel hotel can sell to a florida developer. a federal bankruptcy judge will hold a hearing today, but now los angeles developers in the game makeing a last minute $80 million bid for the revel. the bid would allow businesses inside the revel to stay. the fate of those businesses has been a key issue in two previous sale offers for revel that fell through. so long, shady. eagles fans are reacting this morning about the reported trade of running back lesean mccoy to the buffalo bills. comcast sports net reports the birds will swap mccoy for a linebacker kiki alonso. his yardage was down last season after he led the league in rushing in 2013. the trade would mark head coach chip kelly's first big move after owner jeffrey laurie gave him total control of player personnel. >> probably the one of their own. officials say the officer was shot and killed by a suspect. it happened early this morning. the officer was responding to reports of shots fired at a home. as several officers searched the neighborhood for the suspect, gunfire was exchanged. and one of the officers was hit in the head. he later died. the suspect was also hit, he is now in custody at the hospital. the fbi is questioning a person they believe is responsible for shootings along maryland highways including one near the nsa headquarters in ft. mead. both shootings happened yesterday afternoon. in first, someone fired at a truck in prince georges county. one person was hurt by broken glass. later shots damaged an nsa building, no one there was injured. and we're learning more this morning about the e-mail server used by hillary clinton during her time as secretary of state. internet records reviewed by the associated press showed clinton used a private server registered to her new york home. this comes after reports that clinton used her own e-mail address instead of a government issued account. during a gathering of democratic women last night, clinton did not address any questions about her e-mail use. and happening now, the u.s. supreme court is taking a third look at obama care. the justices are hearing a challenge to the health law that claims people who buy insurance from the federal marketplace, health healthcare.gov are not available for tax credits. the subsidies are for insurance purchased in an exchange by the state. 8 million americans could be left uninsured. also happening now, opening statements just wrapped up in the trial of boston marathon bombing suspect dzhokhar tsarnaev. 12 jurors were and six alternates were seated yesterday. he faces 30 charges. his lawyers plan to show his brother tamerlan was the mastermind behind 20913 attack. tamerlan was killed when a manhunt for the two men. if convicted, dzhokhar tsarnaev could be sentenced to life in prison or the death penalty. we'll have the report coming from boston in about 15 minutes at 11:30. search crews meanwhile found a small plane that went missing near norfolk, virginia earlier this morning. the plane was about two miles from norfolk international airport when it lost contact and it is believed four people were on board this plane. there is no word about their whereabouts or conditions. investigators are still trying to determine what led to the crash. and no passengers appeared of serious injuries after plain skidded off the runway in nepal. the jet was landing in dense fog at the international airport in katmandu this morning. you see the plane ended up resting on its nose with the emergency slides deployed. officials say 238 people were on board the plane. they had bumps and bruises after the rough landing. now, your nbc 10 first alert weather with chief meteorologist glenn "hurricane" schwartz. >> well we had a rough month of february and first week of march certainly not very different. got kind of gloomy skies right now and it is going to stay looking like that overall for at least another 24 hours. we have first alert for later tonight and into tomorrow. first alert weather day. that rain changing to snow perhaps heavy rain to heavy snow in a very short period of time. snowy morning rush for much of the area. things are going to be very difficult to get around tomorrow morning. and possibly the biggest snowfall of the winter season in philadelphia our highest numbers so far is 4.8. and we have a good chance of being higher than that. we're higher in the temperature department than we have been lately. look at that 45 in dover and wildwood. even 37 in allentown. 39 in philly. so it is not nearly as cold as it has been. a winter storm warning, though for most of the area except for lehigh valley and poconos because of what is coming overnight tonight and into tomorrow. we have patchy areas of mostly light rain now moving from west to east across the area. so it is just wet. some of that snow melting. but it is what is happening back to our west. there is extremely cold air to the north. and so you see a little bit of a changeover in ohio way bigger changeover back to the west near st. louis. this area is where the storm -- that's going to arrive right along the cold air and that's what's going to help change this from rain to snow. so we have different computer models. i'll show you a couple as we go through the hour here. this is one of them. you can see the patchy areas of rain through 5:00. the rain gets heavier this evening. and then melting more snow. and then we see that changeover to snow. that's heavy snow. darker blue. middle of the night, so you may go to bed, and it is raining, and it is above freezing and you think, not much of a storm. and then you wake up in the morning, like where did all that white stuff come from? and it is coming down from the sky too. there it is. morning rush. now, it is possible it could already be over in the lehigh valley and poconos. so be a morning rush that is not too bad up there. but the philadelphia area close northern western suburbs and through delaware and south jersey, that's a snowy morning rush. then again this model is ending the snow by early afternoon. but other models keep it a little long and therefore higher snow totals. but it is certainly gone by tomorrow evening. now, in general, we have got the bull's eye and i think it is going to be perhaps just south of philadelphia itself. that means northern delaware and a lot of south jersey gets the most. lower amounts as you head to the north. so just how much? 3 to 5 inches from the lehigh valley berks county which is not a huge storm for that area. and, again, it is going to be the first place to see it end. 4 to 7 inches from philadelphia up towards central bucks and upper montgomery doylestown norristown westchester, all of chester county in that 4 to 7 zone. trenton in the 4 to 7 zone. 6 to 9 in much of new castle county salem, gloucester the southern half of burlington camden county and down toward central delaware near dover, millville in the 6 to 9 category. then 4 to 7, little further south. that's still a pretty significant snowstorm for the southern areas. cape may county. and 3 to 5 inches far south. that is pretty significant too. so it is going to vary according to the area. and, of course we'll update it throughout the day and night. temperatures in the 40s with periods of rain milder rain gets heavier this evening. changes to snow. and it is a snowy day tomorrow with falling temperatures. so even if the snow is not sticking immediately, it will eventually as it gets colder and colder. bitter cold on friday. and into saturday morning, but of that ice that is out there, because you don't want snow on top of the ice. that makes it really extra slippery. we got a first alert for what is going to be coming tonight and into tomorrow. first alert weather day, rain changes to snow perhaps heavy rain changing to heavy snow within an hour. snowy morning rush over much of the area and potential for the biggest snowfall of the season in parts of the region. winter storm warning in effect for just about the entire area even southern delaware. but not for the lehigh valley and poconos because they'll be getting lesser amounts of snow. and they can handle the amount of snow that is going to be coming. you can see patches of mostly light rain on the radar right now. everything is moving from west to east. so let's look back to the west and see what's going on there. that's what's going on snow. the blue indicating heavier snow in the darker colors. there is snow sleet, rain. that is going to be coming right across our area tonight. now, it is kind of mild now 39 degrees, even 43 in northeast philly. way too warm for snow. but start to melt some of the snow and ice, then it gets colder. temperatures fall during the day tomorrow. by tomorrow night, it is brutally cold again. so here we go and there is the rain moving through as we go through the night and into tomorrow. there is the heavier rain. and at 8:00 tonight. at 10:00 tonight. so you're out there this evening and it is just raining, it is mild. what's going on here. here comes the changeover to snow. very quickly. and in a matter of a couple of hours, heavy rain to heavy snow and spreads through the rest of the area. and by tomorrow morning, all of a sudden everybody is getting a good amount of snow. it changes midnight to 2:00 a.m. further north 2:00 to 4:00 a.m. across the area and later further south. that means that it is going to take longer to end further south as well. more of an update on the snow totals and timing with the rest of the seven day in a few minutes. remember this snow sculpture, this ice sculpture we showed you last month. we have an update on this. nbc 10 was there as the philadelphia artist was carving this goddess at martin luther king drive at montgomery drive in fairmount park. we checked on the sculpture this morning and here is what it looks like right now. you see that it is obviously melting. the artist said he created a piece of art just to make people smile. it has been there for about two weeks now. but it might not last too much longer the way it is going. make sure you follow the nbc 10 first alert stories now, investigators are looking into the cause of an early morning house fire in montgomery county. flames started in the home's garage along manor road in lower moreland. the fire spread to the home. five people and two dogs made it out safely. philadelphia police are searching for this man who they say burglarized an apartment in north philadelphia. according to authorities, the thief took a mac book pro and a charger from the home on north 7th street a little over a week ago. and former pennsylvania congressman joe sestak is ready to get a rematch with republican pat toomey. sestak announced he will run for senate in 2016. toomey narrowly beat him for the job back in 2010. and right now, court is in recess after jurors heard opening statements in the trial of boston marathon bombing suspect dzhokhar tsarnaev. during opening statements, his lawyer told the jury he committed the crime. nbc's chris pollone has more from boston. >> reporter: after five weeks of jury selection, ten women and eight men are now hearing opening statements and evidence in the case of the united states versus dzhokhar tsarnaev. legal experts say tsarnaev's lawyers are likely to shift jurors' focus to his older brother tamerlan who died in the police shootout dies before the bombing. >> without a doubt, this whole trial is not about guilt or innocence. the whole trial is does he live or does he die? >> reporter: survivors of the bombing said they have been told to prepare for very graphic evidence pictures and video, which will make real for jurors the scope and extent of four tense days which gripped the region. >> putting all that into evidence as a prosecutor is going to take weeks and weeks and weeks and weeks. >> reporter: some victims will undoubtedly try to avoid trial coverage, survivor karen broussard said she plans to be in court to hear some of the testimony. >> i feel like i need to be there. and i know it is going to be difficult. i know there are going to be a lot of things that are going to be painful. >> reporter: a city which suffered so much after the blast now eager to find justice. >> that was nbc's chris pollone reporting. he says several of tsarnaev's family members and members of the victims' families are inside the packed courtroom this morning. and this morning, the superintendent of the philadelphia school district released a new action plan. >> we no longer are talking about reductions stabilization, but instead investments. and investments in things to provide children with the resources and the programs and the approaches that they need in order to be successful. >> dr. william hite unveiled the strategic vision at the education center in center city. action plan version 3.1 says the district will organize schools by neighborhood and expertise. will offer job development activities and will secure funds that prioritize student needs. all of this works towards the district's goals of getting students ready for college and careers. and improving reading skills. philadelphia city council meeting on the minimum wage was delayed this morning because of an evacuation at city hall. but it is now under way. workers will testify about how low wages impact their families and communities. a group of activists and fast food workers have been pushing to have the minimum wage increased from $7.25 to $15 an hour. freak attack. it is a major security flaw and it may have left your sensitive information in the hands of hackers. researchers say millions of people could have been left vulnerable while surfing the web on their apple or android devices. the problem is being blamed on an old government policy required u.s. software makers to use incontraception programencryption programs that were sold overseas. right now there is no evidence that hackers exploited the weakness. britain's prince william is calling for an end to illegal wildlife trade during his trip to china. the duke of cambridge spoke at a conference today. he said the illegal trade threatens to make entire species extinct. william said he hopes the uk and china can work together to try to fight poaching and illegal trafficking of animal products. >> the depiction of animals such as elephants and rhinos will be an immeasurable loss for all of humanity. the illegal trade is our common enemy. >> prince william visited with four elephants raised back to health after being hurt by poachers' traps. william wanted to raise awareness about the effects of the illegal ivory trade. now, they're known for that last winter. up to 41 degrees now in philadelphia. mild as it has been in a long time. 46 in dover. 37 in allentown. hard to believe that we're about to see snow. but there is a winter storm warning in effect for the entire area, except for the lehigh valley and the poconos, which is going to get much less snow than the philadelphia area for example. we have some patchy areas of mainly light rain now moving from west to east. little more in delaware than elsewhere. but this is the area around st. louis on the cold side of this system going to arrive right along it. there is bitter cold air to the north, very warm air to the south. temperature contrast is extreme for this time of the year. and that's part of the reason that you can get a lot of snow totals. now, we showed you one computer model, half hour ago, this is a different one starting off with the rain this afternoon. this gives you a general area of where the rain and snow and mix is. at 8:00 still raining, but possibly starting to mix up toward berks county lehigh valley and go into snow. around midnight with a bit of mixture all the way into the philadelphia area then. and that changed to snow so by 6:00 a.m. just about everybody is in snow as we have been saying. this model, slows everything down, and then the blues start getting darker to the south in delaware and south jersey. so this is suggesting some pretty heavy snowfall in central delaware, into south jersey and that's where i'm tending to agree with in general as you can see the heaviest snow just south of philadelphia northern delaware northern half of delaware, much of south jersey. still significant amounts in the darker blue. and then lesser amounts as you go farther to the north. so specifically 3 to 5, lehigh valley, possible it could be even less up toward the poconos. 4 to 7 inches across the southern half of bucks county. most of montgomery and chester, delaware county city of philadelphia 4 to 7. and then 6 to 9 inches little farther to the south, northern delaware, extreme south jersey or south jersey extreme part gets 4 to 7. and then a little bit less even farther south than that. so?f we'll continue to update it throughout the afternoon. we have new computer data coming in every three hours basically. periods of rain milder highs in the low to mid-40s. then tonight it changes over to snow. tomorrow, it is snowy. may taper off in the afternoon, but temperatures going down as we go through the day. much colder in the afternoon rush than the morning rush tomorrow. and then bitter cold friday morning, 12 in philadelphia single digits in the suburbs. and then a bitter cold afternoon too. even saturday morning is bitter cold. then we start getting a little bit milder we got dry weather for a weekend for a change. we lose an hour's sleep as we spring forward with the clocks. >> thank you glenn. we have a basketball theme going on here. local teens are putting a charitable twist on march madness with a second year in a row, the montgomery county chapter of jack and jill of america is organizing a charity basketball fund-raiser. here to tell us more are two representatives of the jack and jill organization of montgomery county. dr. celin hodges there to my far right and her niece, the teen organization president, natalie hodges. thank you very much for coming in. natalie, tell me about the event going on saturday. tell me about what is going on. >> so on saturday we're having our second annual montco march madness basketball tournament. at 6:30 the event starts. and all the spectators and players will start to come in. we have 16 teams signed up right now. and it is just going to be a night full of fun and basketball and a little bit of competitive nature but it is going to be a lot of fun. >> awesome. dr. hodges tell us how much money was raised. tell us how many people came last year how many people you expect this year and how much money you'll raise and how the money will be used. >> absolutely. last year we had over 300 people in attendance. and we raised over $10,000. >> wow. >> just one night. >> one night. one night. and the teens come together and decide which charities to contribute to. and this year they decided on three charities. i believe they're the lupus foundation the edward taylor foundation and the more than me foundation. >> that's amazing. this organization is as i understand it it is youth led adult guided. would that be right? >> yes. >> tell me what you learned last year from putting this event together that will help make it a better event this year. >> last year the idea came from the past president, he came in he wanted to do this new creative idea. so with the leadership of the chair last year, nile hodges all the teams got together and we put so much work into it. and after -- i think after we finished, we realized like how much work and how much organization it takes to run an event like this. i don't think any of the teams realized how much work it would take. but i think we were really happy with the way it turned out and it just showed how much success you can have when you really put work into it. >> i know this you'll probably get around to understanding it what you're doing now is going to help you throughout your life. because you're learning organizational skills things that will be terrific when nbc 10 news at 4:00. chief meteorologist glenn "hurricane" schwartz here now with the final check on the afternoon weather. >> looks pretty nasty. yeah. not a real pretty sight. >> gloomy. >> we'll see gloomy conditions into tomorrow too. this is the lightest projection for the snowfall totals. and northern delaware into much of south jersey the -- what we sometimes call the bull's eye, the biggest amounts from the storm, lesser amounts farther north you go. poconos, lehigh valley are not in the winter storm warning that covers the rest of the area. 4 to 7 inches from philadelphia into the northern -- western suburbs, all chester county for example, all of mercer county in that 4 to 7 area and 6 through 9 farther to the south and then we go a little bit lower as we go even farther south than that. that's still a pretty substantial snowfall for extreme southern new jersey and southern delaware. quite a change from today to tomorrow. today's raining and mild. tomorrow snowy and cold. doesn't get much different than that. temperatures fall during the day tomorrow, setting up for some bitter cold weather for friday and into saturday morning. and then we finally start breaking out and get a decent weekend, dry weekend, dry into early next week and i believe it changes weather patterns by the middle of the month. >> we saw a delay at the airport about an hour incoming flights. you expect this will have an effect on the airport. >> the fog, the fog has helped the delay today. and the snow is going to make delays tomorrow morning really serious. >> so be forewarned
