Getting the homeless to come in off the streets. It seems keeping warm is easier said than done. Most of us, though, had somewhere to call home and get out of this cold. For those who dont, there is help. David holloman with the office of Supportive Housing tells me his outreach teams will be fanning out across the city during this snap of frigid weather, encouraging the homeless to come into the shelters. What they usually do, they have a Good Relationship with the majority of people on the street, so they are double checking the folks. Outreach program come out here and talk to me. They came out last night actually. Reporter near the entrance to the ben franklin bridge youll find ivan perkins, who lives in a tent. He tells me hed rather be here than in a shelter, too much relocating and he cant bring all of his things. He picks up odd jobs in the neighborhood, sweeping the sidewalks, and relies on the kindness of strangers. What will you do tonight when the temperatures really drop . Ill be out here. Reporter perkins has been here since the summer. So far hes managed, but then again winter didnt really arrive until recently. Cold freezing temperatures starting to happen. Thats when things get rocky a little bit. Reporter you going to make it through the winter . Im pretty sure i will. Some new jersey counties do not have code blue programs, but a push is under way in the state legislature to change that. And it is finally cold enough to start making snow here at Camelback Mountain in the poconos. Back in this country a federal judge says bill cosbys wife has to testify this week in a civil lawsuit filed against her husband. Camille cosby will testify in a defamation suit on wednesday in springfield, massachusetts. The lawsuit was filed by seven women who say bill cosby sexually assaulted them, alleging the median allowed his representatives to paint them as liars. Cosby is countersuing, accusing the women of making false allegations for financial gain. Cosby and his representatives have repeatedly denied all allegations of sexual assault. But cosby faces a preliminary hearing for a sex assault here in Montgomery County next week. Cosbys lawyer says the criminal case is unjustified and politically motivated. And today the prosecutor at the center of the case took his oath of office in Montgomery County. In his first public appearance as district attorney, kevin steele talked about the case ahead of him. Deanna durante is live now in norristown, where the countys new leadership is moving in. Reporter many in the leadership not yet assigned offices or moved in. For kevin steele the move will be simple, moving from one office to another, however, the case load if he takes office is getting bigger. I, kevin steele, do solemnly swear. The prosecution of attorney general kathleen kane, a democrat facing perjury and other charges after accused of leaking grand jury information to a reporter. Steele has presided over two preliminary hearings in which kanes charges were acceptability sent to a higher court for prosecution. Ive made a statement the other day about what we did in this case. And it was following the evidence where it leads us, whenever, wherever, it led us. Reporter criminal charges against cosby, the defense lawyer went on the attack, saying the case was only brought on for political reasons. We made a determination of charges needed to be brought and it was the right thing to do and thats what this is about. Thats simply what this job is, about doing justice. Reporter hasnt announced who his staff is, but its expected steele will be at the prosecutors table when cosby arrives here for a preliminary hearing next week. Theres no full budget deal just yet, but the state tells us Financial Relief will begin arriving tomorrow for some. The state is sending out more than 3 billion to school districts, county governments, and social service providers. Its the result of a partial budget signed by Governor Wolf last week. Lawmakers are back in work in harrisburg today hoping to end the sevenmonth stalemate. For the first time in eight years, philadelphia has a new mayor, jim kenney taking the oelt of office today. He brings new leadership to a city enjoying a development boom, but also still struggling with poverty in many neighborhoods. A mans Death Outside a bucks county Grocery Store has investigators asking questions this afternoon. Sky force 10 was also over bensalem around noon today. Police found the mans body on the ground at the entrance of the supermarket. His face was injured, but its not clear yet if he died from a fall or something else. A trip to the casino lands a new jersey couple behind bars. The two are facing child endangerment charges, accused of leaving their three children ages 1, 3, and 8 inside their car while they gambled inside parx casino last week. The kids were left alone for an hour and 38 minutes. The kids were checked out, released to other family members. Today were getting a first look at the rookie firefighter whos charged with arson for several fires in berks county. Cody widener was arrested yesterday after suspicious fires started popping up in his departments coverage area. The Fleetwood Fire Department says that this is one of many suspicious fires under investigation right now. These fires began in august and theyve kept the department busy almost weekly. Widener has been suspended from the department. President obama is starting 2016 with a renewed effort to tighten the nations gun laws. He had a meeting with attorney general Loretta Lynch and other top Law Enforcement officials, he extended his plans to tighten the nations gun control restrictions without going through congress. He said the recommendations hell announce fall within his Legal Authority and uphold the constitutional right to own a gun. But there are also ones that the overwhelming majority of the american people, including gun owners, support and believe in. The president did not specify what actions he plans to take, but the steps are expected to include expanding background checks on gun sales by forcing more sellers to register as federally licensed gun dealers. A new isis video is raising questions about whether theres a replacement for the british man known as jihadi john. Security officials are studying the new video, this is a still image from it, it features a masked Man Threatening more action against the uk. He speaks with a british accent before shooting a purported spy in the head. He had figured prominently in earlier isis videos before being killed in a drone strike in november. The body of missing Country Singer Craig Strickland was found in oklahoma this morning. Strickland and a friend disappeared while duck hunting last week. He was the lead singer in a country rock band. The oklahoma Highway Patrol says it found strickland near an area called bear creek cove. The 29 year old and his friend both vanished during a winter storm. His friends body was found last week. It is the third day of a tense situation in oregon. Armed protesters continue to occupy buildings on a federal wildlife refuge. The debate, who has control over federal land. We have two nights of arctic air here, but thats it. Its not going to be a long lasting cold spell, but we do have a wind chill near zero tonight in at least parts of the area. We will be warming up toward the end of the week, and temperatures will actually go back above average. We have bright blue skies out there, but the wind is flowing pretty hard, not only bringing in colder air, it makes it feel colder. Its 30 degrees right now with a sustained wind at 22 miles an hour, making it feel like 17. And its 16 degrees colder than it was at this time yesterday. Its only 11 in mount pocono. 23 in allentown, 25 in pottstown, 26 in trenton, 28 glassboro. The warm spot, dover, at 32 degrees. Remember just right around christmas we were up to 70. Heres the wind coming out of the northwest, its gusting up over 30 miles an hour in parts of the area. Northeast philly gusting to 32. Mount pocono gusting to 36 miles an hour now. Tonight the temperature goes down near zero in mount pocono. This is a temperature, not just the wind chill, the way its going to feel. We have arctic air on top of us right now, weve been telling you about it, warning you about it for a week or two, but also i want to let you know its not staying. At least not this week. Its going to ease up, and by the time we get to the weekend when a storm comes in, its just going to be rain. But the arctic air will return next week. We got another round, and thats going to be more permanent. So we definitely have quite a night tonight. The animal landed in the living room of an idaho home after falling through a window well. The elk doesnt seem camera shy, in fact, looks ready for a game of pool. The home owner snapped off several shots, while dealing with the initial shock. To see, you know, a fullsized elk standing in your downstairs living room when you get down there is something you would never expect. The elk caused more damage as it pushed its way out of the house but made it safely back to the wilderness. 2016 brings something new to the pennsylvania turnpike. Cashless tolling, of course. In his inaugural address he emphasized improving services in the city. He also brought up relations between police and the public and talked about making a strong effort to end poverty. Crews rescued an elderly couple from a house fire in gloucester county. The call for fire came in around 1 30 this morning. Crews battled heavy fire conditions. You can see the damage it left behind. Fortunately, everyone is okay, the cause still under information. A truck driver hit and killed a man this morning. Police say the 25 year old was walking on the northbound side of the highway in Hamilton Township when he was hit by a white box truck. The truck driver remained at the scene and is not expected to be charged. A bus rammed into a tree this morning on the pike, police say new Jersey Transit bus driver rear ended a street sweeper causing the crash. Three passengers were onboard. No one seriously hurt. The driver cited for reckless driving. Out west a pizza delivery man is behind bars after a dispute with a customer, accused of stabbing a 20yearold man mad about his pizza taking too long to be delivered. A college Football Players autopsy will help doctors identify brain problems in other players before they die. Michael suffered at least ten concussions in his short 25 years, all while playing tackle football. He stopped playing after getting debilitating headaches and having memory problems. After he died his wife had his brain sent to boston university, where they found widespread chronic traumatic ctp. Doctors are using his brain to better understand trauma and football. New rules for women who use pelvic mesh implants. Makers will have to demonstrate the new rules in response to thousands of injuries reported after when the devices were used. Many doctors are not pushing for their preteen patients to get the hpv vaccine. Thats according to a survey released today. It found many pediatricians put off discussing the vaccine because they believe their patients arent sexually active or the parents would object. Experts say the vaccine works best if kids get it early. 60 of girls and 42 of boys have received at least one dose of the vaccine. Three are recommended. The jet stream has changed, the cold air coming down from canada, and now its with us. But only temporarily. Were going to switch back a little bit to a warmer pattern, at least for a few days. Right now its 11 in mount pocono, 19 degrees in quakertown, 24 in coatesville, 23 in doylestown, 26 in trenton, 27 in washington township, 28 in whitestown. These are the lowest temperatures weve seen in a long time. 35 in lewes, delaware, a warm spot. They are making snow, this is Blue Mountain and i showed this camera last week and it was totally green. There was not one bit of snow on there. So they are catching up quickly in the poconos. The wind gusts up over 30 miles an hour parts of the area northeast philly and also mount pocono gusting over 30 miles an hour, and the feels like temperature already down to Single Digits in allentown at 9, mount pocono 7 below, mount holly 17, and as the wind continues, of course, and the temperature goes down, that wind chill is really going to go. Tonights low is about 7 in allentown, 9 degrees in reading and in doylestown, 10 in norristown, 11 in trenton, 15 in mount holly, 14 degrees in Atlantic City and 12 in cape may. You can see even wilmington, westchester at 13. That arctic air on top of us now is with us for two days and out of here. Its just cold. Seasonably cold, maybe even above normal temperatures for a while. Later on during the week and the weekend, then next week we get a longer shot at that.
