Officials say the plane was a single engine munim20 and was headed to Atlantic City International Airport from gaylord, michigan. I called the airport there. A spokesman couldnt provide Additional Details on who might have been on board the plane. An faa official i reached out to so far has not been able to confirm the planes tail number. That type of aircraft is equipped with four seats but we dont yet know how many people were on board, nor the conditions of anyone involved. I will continue reaching out to the state police, the coast guard and the faa and as soon as we get more information, we will bring that to you. Live in Atlantic City, im Ted Greenberg, nbc 10 news. Now to your nbc 10 first alert weather. People trying to dodge heavy rain falling across the region today. Thats right. The problem wasnt just on the sidewalks. Drivers are dealing with flooding on the schuykill expressway and some other major roads tonight. The rain is still coming down, as you can see, on the live nbc 10 radar. Lots of color on the screen. The First Alert Weather Team is standing by with the latest information. We go first to chief meteorologist glenn hurricane schwartz. Which areas are seeing rain right now in i see it all scattered . A lot of places are seeing rain and some places have been seeing rain for hour after hour after hour. Lehigh valley, one of those areas. Allentown has gotten it for several hours. Dover got it earlier. Now theyre getting it again. Philadelphia, we had it, had a big break but now more is coming. In the meantime, what ted reported at 2 45 p. M. , when the plane went down, there was a heavy shower offshore right in that particular area. We will find out more later, obviously.  upper montgomery getting pounded. Berks county, especially eastern portion of the county, still getting pounded. Northern Chester County as well. This is the same view we have been showing you for the last hour. Im not just chasing where the heavy rain is. Its still over the same area. That goes from collegeville up through harleysville, marlboro, douglas, limerick continues to be in that rain. Some of this is one to two inches per hour. So that means with it not moving, some places got one to two inches just in the past hour. Allentown still in some of that heavy rain. You can see in the upper bucks county, richland, highland, that is some really heavy stuff going up toward easton right now. About an inch per hour in that portion of the area. Now, this other area, heavy rain and thunderstorms, fortunately this continues to move through dover because they have had over two inches of rain before and this is one more inch per hour. There is a flood watch for much of the area until 8 00 and flood advisories right now. Meteorologist Sheena Parveen will tell you how much rain has fallen. When we look at the rain totals so far, you can really understand why we are seeing flooding around the area. We have seen several inches of rain in some spots and in the same spots, we still have heavy rain falling. Heres a look at the map of the rainfall so far that we have seen. You can see by the coloring here it will show you where some of the highest amounts are. In Sussex County in delaware, we will start here, just north of lewes, we have seen a couple inches of rain. These are radar estimates but are pretty close. Milford, 2. 3 inches. Into parts of kent county, we have seen quite a bit of rain, right around dover, possibly 3. 5 inches. Again, radar estimates but we have seen a lot of heavy rain in these areas. 2. 3 inches just around the dover area. New castle county, not as much but we have heavy rain moving there right now. Glassboro, around three inches. Near bridgeton, about two inches. Closer to the a. C. Expressway, about 2. 5 inches. In the philadelphia area, over two inches Burlington County has seen quite a bit of rain as well. Through the Lehigh Valley, heavy rain is still falling. We have seen around two inches of rain or more in some spots. Lancaster county, over two inches. This heavy rain will continue. Future weather shows it continuing over the next couple hours but then by 8 00 to 10 00 tonight, i think a lot of this stla will start to lighten up. Overnight we will see improvement, especially through the day tomorrow. I will show you that forecast and we will keep tracking this rain. The rain is falling during the height of rush hour. 5 05 right now. We are keeping an eye on our network of live traffic cameras. Heres a look at 476 at 76. Thats the blue route northbound. Moving from the bottom to the top of the screen. Just look underneath that road. Thats the schuykill eastbound and its moving very slowly. Mayor Michael Nutter announced the citys Bike Sharing Service will be offering rides from friday september 25th to sunday the 27th. Bikes can travel anywhere in center city except in the secure perimeter. The mayor also says deliveries and trash pickup are being arranged for businesses both inside and outside of the perimeter. He warned residents inside the secure perimeter that towing will begin on sunday, september 20th. Nbc 10s Deanna Durante was at this afternoons News Conference with the details. Reporter move those cars or have them towed. Thats the warning from philadelphias mayor. He says starting monday, signs will be posted all over the affected areas of the city, warning residents they better move their cars before the papal visit. Residents are strongly encouraged and i want to ask you personally to please park in any other legal longterm spot in the city. Reporter papal Parking Spaces for those living in the secure areas will be [ inaudible ] by the philadelphia parking authority. For 20, those who live in no Parking Zones can park all weekend long. Free parking is also available on pattison avenue in south philly. For businesses not in the secure areas, the news many have been waiting to hear. Delvin barnes told a federal judge he needed money and kidnapp kidnapped carleesha gaither. Surveillance cameras captured him grabbing the victim, then forcing her into his car. Barnes said today he did it because he needed money to return to his home state of virginia. He claimed he wanted to see his daughter before facing charges there for a separate crime. Todays plea deal will put barnes in prison for 35 years with no chance of parole. Tomorrow marks 14 years since the september 11th attacks. Today a new Visitors Center complex, the flight 93 National Memorial near shanksville opened to the public. The 26 million facility will include an overview of the crash site, new exhibits and a learning center. Flight 93 was the only airliner hijacked by terrorists that didnt reach its target on september 11, 2001. Thats thanks to the efforts of the 40 passengers and crew members on board who died. Governor tom wolf was on hand for todays dedication. He said their bravery will never be forgotten. To a certain extent this center is located at the spot where their story, their personal stories, ended. Pennsylvanias halt on the Death Penalty is the focus of a hearing in philadelphia today. Governor wolf issued a moratorium on executions back in february. He called the system flawed and ordered a study that is due later this year. Philadelphia District Attorney Seth Williams challenged the moratorium. Days later. A state Supreme Court heard arguments from both sides today. Its expected to rule on the case but its not clear when. There were 182 people on death row in pennsylvania. The state has executed only three people since Capital Punishment was made legal in the 1970s. All three had voluntarily given up their appeals. A show of support for embattled Pennsylvania Attorney general kathleen kane. A group rallied in harrisburg to oppose a push to remove kane from office. They are calling for the state Supreme Court to halt efforts to suspend kanes law license as she fights criminal charges. Montgomery county prosecutors have charged kane with leaking grand jury information and lying about it. She says shes innocent. A local Television Shopping company is laying off close to 150 workers next month. Thats according to our partners at the Philadelphia Business journal. Qvc based in west chester says the job cuts will impact employees who work at a Distribution Center. Some workers were offered the opportunity to transfer to a Distribution Center in lancaster county. Qvc employs 17,000 people worldwide. Its encouraging parents to register car seats to find out if theyre part of a massive recall from last year. The Department Found only 42 of parents register their car seats. Last year more than six million were recalled because of safety defects. It was the largest car seat recall in u. S. History but less than half of those car seats received the necessary repair. There are several ways to find out if your car seat has been recalled. Register online with your car seat manufacturer or fill out the registration card that came with your car seat. A salmonella outbreak connected to cucumbers has now killed two people. More than 340 others have gotten sick, including two people in pennsylvania. More than half of the victims are children. The tainted cucumbers were grown in mexico, then distributed to 30 states including new jersey by andrew and williamson fresh produce. All of the limited edition cucumbers that could be affected are now recalled. If you think you have purchased some of these cucumbers, return them to the place you bought them or throw them out. Another township in berks county is under quarantine tonight. The reason . The spotted lantern fly. The invasive insect has long been found. A second township has tested positive for the insect in two weeks. The quarantine means firewood, brush or yard waste cannot be moved. The spotted lantern fly has no known impact to human health. However, it has attacked 25 plant species growing in pennsylvania. Right now at 5 00, the phillies are saying goodbye to their controversial g. M. Incoming president andy mcphaisml watched over him the last two months. He likes the deals ruben made but he feels they need a fresh approach. He says he will hire a new general manager but not certain that that new gm will pick the manager for the future. Management says the feelings of phils fans towards ruben did have a part in this decision. Well, i was certainly aware of them and i was certainly unhappy with them, and i conveyed that directly to ruben. Theyre a factor. At the end of the day, as i said earlier to howards question, there are a lot of factors you have to weigh and consider and thats certainly part of the fan weight that you had to make in this decision. Most of it is still north and west of philadelphia, now entering south jersey and through kent county in delaware approaching the philadelphia area. Because of this, we still have the Flash Flood Watch out until 8 00 this evening for most of the area. We have already seen localized flooding, especially on many streets around the area. The heavy rain is still falling in the same area where we have been seeing the flooding. So around allentown, heavy rain, thats what the yellows and oranges show you. Easton, bethlehem area seeing the heavy rain. Upper bucks county near richland and 476, heavy rain is continuing. Its pretty slowmoving. Precip rates over an inch per hour so we are continuing to see localized flooding in these areas. Much of upper Montgomery County seeing the heavy rain still falling. Phoenixville seeing heavy rain into parts of berks county. Reading is right on the edge. About to get out of the heavy rain soon here. For this entire area, we do have a flood advisory until 6 45. Street and creek flooding occurring now and we expect it to continue with the rain thats still in place. Eigh its not moving very fast. Rainfall rates have been close to two inches in some spots. Lancaster county has been over two and a half inches. Looking through delaware county, closer to philadelphia, heavy rain across 476 in parts of delaware county. Easton as well. This is all moving, approaching the philadelphia International Airport and is moving toward philadelphia at the moment. A live look at center city, the heavy rain isnt here just yet but obviously, you can see overcast, gloomy conditions. Thats going to be more rain on top of what we already saw earlier today. For salem county, there you see the heavy rain. This is all moving in from new castle county. Raining across the i95 corridor there near wilmington. In kent county, more heavy rain. Riverview seeing very heavy rain down to harrington. A couple lightning strikes just south of dover. This area also a flood advisory is out because of the street and creek flooding that we still have in this spot until 6 45. Again, we have seen pretty decent rainfall. Thats been leading to flooded roads, a lot of roads around the area have been closed down because of that. Lewes finally getting rid of some of the rain but that is heading towards cape may now. Sea isle city seeing the rain as well. This whole section south jersey and delaware has seen rain totals anywhere from about one inch to possibly closer to three in those higher amounts. Again, thats what we have seen so far. Thats why we are looking at possible flooding continuing as we go through this evening. Heres future weather. Its still picking up on the heavy rain. Temperatures have really been held down because of it. By 7 00 p. M. , still heavy rain moves through but we will start see clearing from west to east as early as 8 00, continuing through 10 00. Still the chance of some showers. By tomorrow we start to see even more improvement. We will see all this start to move out through the day, developing sunshine but so far looks like the morning commute should be on the drier side. Through the afternoon, nice conditions with temperatures only in about the mid to low 80s. The temperatures right now, only 69 in pottstown, in reading. 76 in philadelphia. Mid 70s millville, dover, wilmington. Thats all because of the rain. It will stay cooler with the rain around tonight and a nicer day tomorrow. Tonight, rain and thunderstorms still in the forecast. Right now, heavy rain is falling across many parts of the region. Some areas could be at risk for flooding. Meteorologist Sheena Parveen is joining us again. This is quite a soaking. We needed it. Its been awhile since we have seen the rain but in many areas, we are actually seeing streets flooded, creeks starting to flood. We have a Flash Flood Warning out for the rest of the evening. Heavy rain is still continuing in many areas where we have seen enough heavy rain. Its all coming down at once very quickly but very slowmoving. Thats why we are seeing flooding issues, especially on the roads. Lehigh valley seeing a lot of heavy rain. Been seeing heavy rain for awhile this afternoon but its not quick moving. Near broomall across 476 near radnor, we still have moderate to heavy rain falling. Phoenixville seeing heavy rain still. Its not moving out quickly and the precip rates are coming in at about an inch and a half per hour so that could be an issue for some local street and creek flooding, especially in lowerlying areas. You can pretty much expect some roadways to start to flood if you havent seen it already. Some more heavy rain up towards richland, bed minister, parts of upper Montgomery County, seeing heavy rain across 476. Near allentown, heavy rain up into the poconos across all major interstates here and into berks county. So reading is kind of on the border now between where we are seeing the very heavy rain and really improving conditions. There you see the back end of the heavy rain moving into berks county, reading finally will start to see a break very soon. That rain starts to lighten up a little bit. Pennsville moving in from wilmington, its very heavy rain across the major interstates here, right across i95, 495 and its sliding into the philadelphia area. Down near riverview, dover, seeing a break from that heavy rain. In riverview, there is still heavy rain here. Thin this is one area with a flood advisory. This continues into south jersey. Cape may now starting to see more rain moving in. Again, the Flash Flood Warning or watch, i should say, continues until 8 00 tonight. The areas i mentioned still seeing the heavy rain with flooding concerns, flood advisories through the Lehigh Valley, upper bucks, upper montgomery, Chester County and kent county. Reporter i can tell you the concern is that puppies who are born, or kittens, who were born in shelters often suffer longlasting health or behavioral issues. Then they are sold to innocent buyers so they often end up clogging the shelters which is why Camden County is about to embark on a zero tolerance policy. Its called normans law. In Camden County, there will be no commercial sale of dogs or cats that come from these atrocious, atrocious facilities. Reporter named after freeholder jeff nashs stray rescue lab mix norman, Camden County teamed with Animal Rescue groups who rallied in the rain today along with shelters and the Humane Society to put a stop to any and all puppy mill sales in Camden County. The new ordinance will shut down any store that cant prove a usda approved breeder on cage cards for the animals within 90 days. If you go to a puppy mill and see that a female dog is being bred three times a year, is kept in a space thats like a chicken wire cage that doesnt have more than six inches on either side reporter it will save pets lives, especially female dogs. He has been called on to save after they have been forced to breed for profit. Pick up this dog, it doesnt breed anymore, we are going to shoot it. You have 24 hours to get here. It will be tied to the curb. Thats not what were all about. It has to be some compassion. Reporter activists allege pats pups doesnt offer disclosure cards on its animals. Are any of the animals here from a puppy mill . No. Reporter the stores part owner called police on protesters today. She wouldnt let us inside but said they can prove the origins of their animals with legitimate paperwork saying they have nine animals inside and if they were buying from a puppy mill breeder they would have many more. So the ordinance to be adopted next week very much will promote pet adoption. Just last month, nbc 10 and telemundo nationwide cleared the Shelters Campaign helped place 20,000 animals in loving homes across the united states. Im cydney long, nbc 10 news. Tens of thousands of dna samples taken after sexual assaults have gone untested across the country. The reason, the cost of the testing kits range between 800 and 1,000. Today, the white house and new york citys District Attorney announced a pledge of 79 million to help clear those backlogs. The money will pay for test kits in 27 states. Pennsylvania is included on that list. Philadelphias Police Department will receive 600 kits which cost close to 420,000. In delaware, police confiscated a stash of guns, drugs and money from a new castle home. 5,000 in cash, nine guns and for pounds of marijuana were found in the home. 22yearold Donovan Hilton is under arrest, facing drugs and weapons charges. He is being held on 130,000 cash bail. 71 days, thats how long the state of pennsylvania has been operating without a budget. State democrats say students will suffer while the state remains without a new budget. Today, senate and House Democrats called on republicans to pass a tax on natural gas drilling. The marcellus shale tax is one of several Sticking Points. The governor vetoed the entire republican backed budget. The state has been operating on reserves ever since then. This is an issue of fairness. This is an issue of equity. This is an issue of making sure that the schools across the commonwealth of pennsylvania get the resources that they deserve to have. House republicans say the tax isnt the only budget Sticking Point and they question the numbers that democrats are using. The governors tax proposal will generate about 100 million and he does not have it designated for education. He has it going to alternative energy. I think its important we do a fact check. The reason why we have a big area of low pressure sitting over us and this low is slow to move which is causing the rain to be slow to move. Future weather does eventually start to clear it out. The move comes after ten current and former rutgers students face charges of robbing and assaulting other students. Mark santilla of our sister station in new york city reports on the changes. We lock the deadbolts, the bottom lock, lock the windows, lock the balcony. Reporter Rutgers University is adding new security measures on and off campus. Thats a good thing. Im glad theyre finally looking after us. Normally feels like were on our own as off campus students. The safety and security of our students and the Rutgers Community is our primary concern. Reporter University Police chief talked to channel 4 stressing that while crime is down, the school is proactive all with one focus, keeping students safe. These are patrols that are out and about and that are instructed to if they see a student walking alone, drive up to that student, ask them if everythings okay. Reporter 15 more officers will soon be added. The school has nearly 3,000 surveillance cameras right now but may add more. Rutgers upgraded its text alert system, and has opened an office of Community Living and partnership. They are all around. Reporter jamie says she has seen added Police Patrols in her neighborhood. This junior has classes during the day and works at night so she appreciates knowing now if she feels unsafe, she can call police for an escort. A plane from michigan has crashed into the ocean as it tried to land at the Atlantic City airport. The u. S. Coast guard spotted some debris in the water. We sent out the breaking news alert on the nbc 10 news app at 3 30 this afternoon. Nbc 10 Jersey Shore Bureau reporter Ted Greenberg was on the scene minutes later. Ted, of course we are talking about a small plane here. Whats the latest on the search . Reporter well, since my last live shot at 5 00, i learned from the coast guard that its believed one man was aboard that small plane that went down in the ocean here about seven miles from where we are along the beach in Atlantic City. That man has not been found and a dive team has been deployed to the crash site to try to find him. There has been a large response to the crash by air and boat, from both the coast guard and new jersey state police. A helicopter and numerous boats sent to the scene. The faa says the small plane went down in the water around 2 45 this afternoon and members of the state Police Marine division discovered debris in the ocean in that general area. Right now, unknown Officials Say the plane was a single engine muni m20, similar to the one you see in a graphic we have here. It was headed to Atlantic City International Airport from gaylord, michigan. The airport there is apparently very small. The faa telling me it doesnt even have its own air Traffic Control tower. So far, there is no confirmation from the faa on the planes tail number. That type of aircraft is equipped with four seats but again, authorities tell me its believed one person, a man, was on board.
