Protesters from the black lives Matter Movement were making noise and confronting police in the middle of the mummers parade. Mitch blacher live, mitch, tense moments. Reporter yeah, most of that protest it was completely peaceful, but just a couple of blocks from where were Standing Police arrested at least two of those protesters when they tried to jump the fence on to the parade route. Protesters promised a disruption, sky force 10 captured the scene. Small pockets of protesters and groups of about a dozen held signs in the street and were seen being detained from the sky. The mummers parade has a history of being racist, using black face. Reporter several protesters said they targeted the mummers for this reason. Last year there was black face in the mummers parade itself, and generally a white institution. Reporter they were also protesting Police Brutality for raising the minimum wage, and for immigrant equality, but for some here to watch the mummers the message was lost. It rubbed me the wrong way, quite actually. I think that theres a time and a place for things like that. Reporter the protesters claim Police Across the u. S. Have murdered at least 1,000 people in recent years. In philly the Police Presence was strong and noticeable. Police stats show there have been fewer policeinvolved shootings every year in philadelphia since 2012. Still, these protesters want Police Shootings eradicated and want those here celebrating to demand it. Its not okay to party when all these people are getting killed. For justice, to start off the new year, not just to have a good time and forget the things going on in the world. Still no word on how it started. It was day two, speaking of fires, for crews in dubai who were continuing to battle a massive skyscraper fire that broke out on new years eve. It all happened just as people gathered for a spectacular fireworks display to mark the start of a new year. Skyscraper that was engulfed in flames yesterday just hours before dubai was set to bring in the new year. This skyscraper being very close to the worlds tallest building that was the center point of the fireworks display in dubai. Authorities there say 14 people suffering minor injuries, one person they describe as being moderately injured and one person they say did suffer a heart attack. We have a dry stretch of weather thats going to last for several days, go ahead and wash the car, and a brief arctic blast coming in early next week. A lot of people will be really upset by that because weve been so spoiled. You can see in the western sky a bit of clearing. Seeing a lot of clouds around, not just today, but days and days and days, and it was a wet month of december, as well as a warm month. 41 degrees right now. Wind is 15 miles an hour, and we have not seen wind chills like that for quite a while. We have a huge wind chill for quite a while, so we were 52 the last couple of days, 43 today, right around that over the next couple of days, which is close to average for this time of the year, but the nights have not been as cold as the average temperatures. But here comes winter. We have a little bit of a taste of it today, and much more of a taste by monday as the arctic blast comes in and the arctic air really goes down through new england. They are going to get socked with this. But its only temporary, because its going to lift right back up into canada, and were going to ease up on that cold as we head toward the end of next week and then things go back to being cold. So were in winter now, so sometimes a little milder, sometimes its colder. And eventually well get some snow. But not yet. Is often spoofed to appear to be from a Government Agency or police, but you have to remember the irs will never call you to collect taxes. The second most popular scam involves phoney debt collectors, somebody calls claiming you have some unpaid debt, the scammer threatens consumers with lawsuits, maybe even some jail time if you dont pay right away. Number three, youre told you won a prize in the sweepstakes. The scammer asks you to send money to cover a Fee Associated with processing delivery. The prize is fake, and you should never pay money to claim a prize. And the fourth top scam of 2015, tech support. I need to get inside your computer to find out whats going on. A person who impersonated somebody at microsoft told her she had a problem with her computer. Protesters arrested and led away by police, but thats what happened today when protesters associated with the black lives Matter Movement rallied along the parade route. Police did make two arrests. While the protests did cause tense moments, most of the parade went off without a hitch and this year the mummers mixed in a few changes to this new years tradition. Reporter yeah, performances by fancy brigades happening right now inside the Convention Center and, of course, if its new years, it comes with the mummers parade. Hikes were held at state parks up and down delaware. This one started at the blue bell barn in the state park in wilmington. We want to talk about this, though, glenn, chilly day for a hike, no rain in sight, but is that snow, glenn . Snow flurries in the poconos in january, oh, what a concept. So rare. And we have had snow flurries, they are also making snow. It could be a combination of both in Blue Mountain right now. And its certainly cold enough to make snow. They are going to be making snow all weekend up in the poconos, they are going to be able to make snow all week next week, and were finally getting into at least average kind of winter weather. Its 27 degrees in mount pocono now, 35 in pottstown, 36 in allentown, reading, lancaster, 39 in wilmington. We still have wind on top of that, making it feel like its in the 20s across much of the area north and west of philadelphia and right around the freezing mark in the i95 area. We have a few little flurries on the radar, but not quite as heavy as what appeared to be on that camera. We do have more significant flurries in central pennsylvania, and that is going to continue, as long as the cold air comes over the warm lakes. The temperature gradual going down as we head through the night. 34 degrees, we clear out, and then we really get cold early next week. Ill have those low temperatures with the seven day in a few minutes. The new year comes with a new vision for the delaware water front. This week mayor Michael Nutter announced the plans to bury interstate 95 and create a new connection to penns landing. Nbc 10s George Spencer has been digging into the plans all day. George, wheels are turning, but this will take a while. It will, keith. Mayor nutter admitted the project is now in the hands of the city council, the feds, and his successor jim kenney. For decades the only way for pedestrians to get from old city on this side over to the water front on that side has been overpasses like this, above the interstate, but they are now set for a total overhaul. Scenes from overhead interstate 95 looks every bit the classic american super highway, but that convenience has come at a cost. Disconnecting City Residents from the water front so central to city history. I think you definitely feel it, especially since its a dividing line of a highway, thats a big busy area you dont want to cross over. Weve had to walk over the bridges where all the cars go and, you know, you kind of wonder there has to be a better way to get over to that area. Reporter with that disconnect, the city admits one of its greatest Natural Resources is left underutilized. We have some exciting news. Reporter in his final news conference, mayor nutter announced funding is in place for the first step, a full study of this plan to put i95 and columbus boulevard underground and transform the space between chestnut and walnut streets into a greenway with direct access to the Delaware River. From this spot you really get the best view of the dividing line that these roadways have become, separating the residential and commercial areas on that side from the water front areas on this side with the distinctly different look and feel. Just this little area right here, its not bad, but reporter theres a disconnect. Yeah, definitely a disconnect. Reporter we checked the data and found 117,000 drivers use this stretch of i95 each day, and many already endure unrelated construction farther north on the interstate. But for supporters, the promise of federal funding to pay for this project seems like a winwin. It would also put philly in the company of other east coast cities reconnecting to their water fronts. You go to cities like baltimore and go to the inner harbor, they have the whole water front area that we dont really have here in philly. Reporter as you might imagine, the Delaware River water front corporation was encouraged by yesterdays announcement, saying the changes are really a critical part of their overall vision for this area. Its supposed to feel like this occasionally. Those are normal temperatures that we have out there. Just feels colder because weve been spoiled. We have a dry stretch, a lot of sunshine over the next week. We could use some of that. Its been cloudy and wet in december, too. And a brief arctic blast. Yeah, its going to get really cold for a couple of days, but that is just temporary. Visibilitys excellent right now. This is a fairly average wind chill for this time of the day, this time of the year 20s north and west, low to mid 30s elsewhere. So the last couple of days we were 52 degrees. Today 43, right around that number over the weekend, but then it gets a lot colder, at least briefly. Heres the cold in there, the arctic air, which has been way up in canada, for weeks starts to come down. On monday, and youre going to feel this. Monday, tuesday, and into wednesday morning. Get the heavy winter coats ready, because youre probably going to need them. Especially because weve been so spoiled with all this warmth. By thursday and friday next week were easing up on the cold, but then getting into a stormier weather pattern and over the next couple weeks were probably going to be talking about at least a chance of some snow. You can see some of the clouds, generally high clouds moving out and breaks in the clouds back to the west, but its been dry, couple of flurries in the poconos and especially in central pennsylvania. Overall, its a fairly dry pattern. Obviously, need to dry out in the middle of the country, where the Mississippi River continues to have record flooding in parts of the area. They are asking people who live on allentowns east side to check their backyards and sheds for the boy. Nbc 10s Randy Gyllenhaal joins us live from allentown with an update on the search. Randy, what do we know right now . Reporter well, we did just get an update from the police chief here in allentown who tells us the search is absolutely going to continue into the night. They are not going anywhere. However, it is getting very dark, its getting much colder out here, and this boy was last seen not wearing a coat, shoes, or socks.
