They have never issued a flash flood emergency for the city of houston. Right now schools and the Mass Transit System shut down. It is our top story this morning. This unprecedented flooding in texas. New downpours overnight and it has created new misery for tens of thousands. Weve got all of this covered from the hardest hit cities to the threat of even more storms today. Well begin with Janet Shamlian. Janet, what can you tell us . Reporter savannah good morning to you. This historic flooding in houston today, Authorities Say it is the worst flooding weve had here in 30 years. Right now hundreds of people are still stranded in their cars. People who tried to get home starting at 9 00 and 10 00 last night. Unable to do so. This morning there are still people in houstons Toyota Center after last nights nba playoff game because they cant get out. And no one can get in. The city is crippled and because it is still dark here, the full extent of whats happened still isnt known. Historic heavy rains in houston. Flooding roads and stranded drivers leaving 80,000 residents without power. Parts of the city almost doubled the alltime record for rainfall in just one day. Excited about their big win over the warriors tonight. However, we are stuck inside for a little bit. Reporter there was so much rain rockets fans were warned to stay inside the Toyota Center after the nba playoff game. Dwight howard staying on the court working to keep up the spirit of the stranded. It sucks all these people cant get home to their loved ones. There are a lot of people without power. Reporter the rain water flooding the parking lot of this shopping center. Residents posting it on social media. There goes our power. Reporter even our nbc station suffered a power outage live on the air. But that never stopped the reporting. We are practically in the dark but happy to at least get you the information you need. Reporter all Public Transportation in houston shut down today. Hundreds of schools are closed. The rain is still coming down. Authorities are telling people to stay home. Some people are not doing that and that this morning, is impeding the rescue. Back to you. The death toll in texas and oklahoma is now up to eight. Today authorities here in hayes county is searching for 12 people who are still missing and there were new water rescues overnight just to our north. This morning austin texas, is drying out after flood waters swamped some of the state capitols busiest downtown streets. More than 4 inches of rain fell in one hour. Nearly every creek overflowing its banks prompting dozens of water rescues. To the east a small dam ruptured. Look at that tornado. Reporter and several tornadoes touched down like this one in lagrange. The wild weather making it hard for forecasters across the state to keep up. In my 25 years, ive never seen anything like this. Tornadoes touching down right and left across the area today and flash flood producing and river flooding going on all simultaneously. Reporter and the death toll is growing. Alyssa ramirez the homecoming queen was on her way back from prom when her car was swept away. She did the right thing. She called 911 and her father but it was too much. Right now 60 Million People are under risk for some advisory watch, or warning. More firing up to the north of houston as we watch that. And as we move into the day, well see more storms firing up tonight into tomorrow morning across dallas. Dries out a bit, but then more of the same again thursday and friday. Locally heavy rain today. Storms developing in the afternoon. Possibility of tornadoes from dallas all the way to woodward. And tomorrow a smaller area but we are going to be looking at the risk of strong storms. Damaging winds, hail and possible supercells. Rainfall amounts generally 2 to 3 inches from atlanta into lafayette, louisiana. 1 to 2 inches really just about done in dallas down into houston. But were going to see more heavy rain developing as we get into thursday and friday. And in fact the Severe Weather moves to the east today and into the northeast tomorrow. He warned that chemical weapons were on board more than a dozen flights. Most of them coming to u. S. Airports from overseas. Passengers on this air France Flight from paris to new yorks Kennedy Airport realized something was wrong when emergency vehicles surrounded their plane the moment it landed. I was scared. You know its pretty clear when the plane isnt allowed to come to the terminal something serious is going on. Reporter two fighter jets like these escorted the flight. Scrambled after a series of anonymous phone calls early monday claiming that airliners were carrying chemical weapons. It was thoroughly searched and nothing was found. They were very efficient. Reporter federal Officials Say the anonymous callers list included nine other fliens to the u. S. From london on dell da. From edding burr and madrid on united. And from paris on delta. They landed as scheduled at the airports. Authorities determined early on that the hoax calls were not credible but passed it to the airlines to be cautious. The caller also mentioned five International Flights outside the u. S. They also arrived with nothing hazardous found. Now the hunt is on for the man who made these hoax calls. Phoning in these threats is a serious crime. One man who tried it recently was sentenced to eight years in priss. No laughing matter. Thank you very much. Reporter less than two weeks after the king of blues died peacefully at his las vegas home, two of his daughters say in identical affidavits i believe my father was poisoned and i believe my father was murdered. The affidavits named b. B. Kings closest aides as the only people who had contact with the blues legend in the weeks leading up to his death. King is also executor of kings estate. The aide declined to comment. The attorney is calling the allegations ridiculous. The king family calls them reasonable. So he did not die in the presence of his children nor were they present for his hospice care. And thats why they have the concern. In colorado last year two kids were hurt when high winds sent this bounce house tumbling. In 2011 13 people were hurt when it happened on long island. And remember this from upstate new york . Two kids seriously injured when wind sent them airborne. They fell out plummeting 20 feet to the ground. Dan suci is the manager of jump and jam. This wall of the bounce house is like a kite or sail. It could take the wind and tip it over. Ill show you now. This is not properly secured. Its easy for wind to get underneath it. Reporter if kids are inside thats dangerous. Yes. Reports that people are still in their cars from 10 00 last night on some of the interstates that have become impassable. They are unable to get home. And as we know some were stuck overnight in houstons Toyota Center following an nba playoff game. Schools have been shut down. All Public Transportation is closed today. And officials are advising people to stay inside if they dont have to go. With first light were just getting a good look at whats happened here and the damage is extensive. Back to you. Weve had 131 high water rescues since midnight. We have about a hundred requests pending. Were working them as fast as we can. Were telling people to be patient. As far as i know there have been been no serious emergency situations to date. The water in some areas is still rising. As documents revealed the assistant who delivered the ransom money to the family home was not honest with investigators. All of this as we learn more about the victims. Reporter moments before pennys colonoscopy, she meets her nurse, her doctor and her anesthesiologist. A computer. It will make you nice and sleepy. A machine will deliver your sedation right . Yes. Reporter yet, shes not nervous. There are people also in the room that are trained. This is just an extra layer of safety. You doing okay penny . I am. Reporter the Medical Center is one of the few hospitals using the machine. Its approved for healthy adults have been colonoscopies and upper endoscopies. She is constantly mon tord by a nurse while the machine tracks her vitals often asking her to squeeze a controller to measure her response time. You just squeeze that when she asks you to. Youre doing great. Reporter if theres a problem, it can shrink the dose or stop delivering the drug altogether. It only gives more if instructed by a nurse or doctor. Youre doing great. You no longer have the situation where is patients feel like theyre inadequately sedated. Reporter it administers propofol that kicks in quickly and goes away quickly. Before this this hospital did not use anesthesiologists for the procedures so doctors used other sedatives that wore off slowly leaving patients in a fog. We would try to tell them what we found during the colonoscopy and a lot of time they wouldnt remember. Reporter the study by virginia mason found that this method reduced patient Recovery Time by nearly 20 . Still anesthesiaologists dont expect to be replaced by this any time soon. Its like thinking about a plane being flown without a pilot. I know. I think thats the natural reaction. Its the natural reaction i had as a doctor and patient that i would want the doctor to administer it. But i think its important for people to remember what this is for. It has a narrow indication. That is for these procedures for a very very select group of patients. Again, for the induction and maintenance of the anesthesia. This is not anesthesia for lengthy procedures. And again the patient selection is important. You need to be over the age of 18 relatively healthy as defined by the american of anesthesiology. What would happen if you dont have one in there. Could they help who are in there . No. There has to be a physicianled team. Theres always a physician in there doing the procedure but the doctor doing it is not the doctor doing the anesthesia. Everybody in the room this is important, has to be trained in terms of the whole process of the anesthesia. Making sure theres airway protection. Making sure theres reversal of narcotics. People have to be trained. And there is either an md or nurse on call should there be a complication so they can respond immediately. These are e the safeguards in place. You think we might see more of this in the future . Yes. Apparently with even more machines that are going to be doing even more than this. More sophisticated than this one. A little earlier we had an accident into new jersey. The accident has cleared but delays have not recovered from. Major delays only one lane getting by into philadelphia. Right now you want to take the bridge to get by to avoid the delays. A half an hour headed westbound. These are cameras. 23 minutes if you are heading into the center city area. The trial of former philadelphia Police Officer accused of forcing children to fight their classmates begins today. She is facing several charges including endangering the welfare of a minor caught on video punching a 14yearold girl that her daughter was fighting. We will have another update. It was it did not occur to me when i thought of the book that i would have to do a ton of homework. But it was enjoyable. You tell a great story about Teddy Roosevelt that displays gumption. Its true. Theres so many Great Stories about number 26 but he was campaigning in milwaukee and he was getting ready to speak and someone tried to assassinate him and they shot him. And the bullet passed through a glasses case and a folded up speech and entered his chest. And he stopped and said he checked out and determined it hadnt entered the lung. And then he said i dont know if you are away but ive just been shot. It takes more than that to kill a bull moose. And then he spoke for 90 minutes while his shirt is soaked with blood. And they later determined it was safer to leave the bullet in him than to pull it out. So he bore that slug the rest of his life. Thats a man. Can you imagine someone on the campaign trail just getting a splinter theyded have to go to the hospital for a week. And end the campaign. Last time we had you on you mentioned the previous book there were canoes involved. You were seated in one. Al roker and i in the other. We were trying to fit in one together. We are in the low 70s right now looking past the ss United States going to see plenty of sunshine through the day and temperatures continue their climb. Forecast calling for readings near 90 this afternoon. 75 in northeast philadelphia. 71 in mt. Pocono. Still in the 60s for cape may. An Early Morning fire destroyed three vacant homes. The fire broke out around 4 00 this morning. The fire commissioner tells us the building was boarded up which forced the firefighters to have to break through and took about an hour to get things under control. The cause is under investigation. Police are looking for the gunman in two separate murders in philadelphia. In both shootings the victim was 19. Police found the first man inside a Rec Center Playground. Investigators say they found the gun and then this is video we took at the second murder scene on 30th street. Investigators say the victim was shot four times. There are no suspects in either case. We have new video of a boarded up Elementary School hours after a car slammed into it. One person went to the hospital following the accident. No word on what caused the driver to lose control. They have for the first time in houston a flash flood emergency. They have never issued one. What does that mean . Flash flood emergency means life threatening conditions exist at that moment. And you see the pictures, you understand why. These are drivers who i guess in the flash flooding they can get through the water. The mantra is turn around, dont drown. At least eight people have died. There are 12 people missing. About 209 fans were stranded at the Toyota Center that had gone to see the rockets take on the golden state warriors. You can see the jumbotron telling people stay in place. Some of those folks are just getting out now. But it is really frightening whats going on there. Some areas picking up 10 inches of rain in several hours. And theres some heart breaking stories out of this. Julie shields was on the phone with her sister laura and she knew something was wrong. And just listen to this. Its heart breaking. We are in a house that is now floating down the river. Call mom and dad. I love you and pray. She is with her babies and she will be with her babies always in heaven. They havent found them. Her husband jonathan managed to escape. He has broken bones and a collapsed lung, but laura and her two children 4 and 6 are still unaccounted for. Another heart breaking story, Alyssa Ramirez was on her way home from prom she was homecoming queen. Flood waters swept the car off the road on sunday near san antonio. She didnt survive. And theres more coming. Well detail that coming up in weather, but the atmosphere is set up theyre going to get a bit of a break after tomorrow. Then the atmosphere will reload thursday and friday and bring more heavy rain. The swath of the state thats affected by this. My familys there. You sent me that note sunday morning saying how is everything there and my mother is in burlington. Her back yard is flooded. But its just this huge mass of texas being impacted by this. And arkansas and oklahoma as well. Its bad. If theres any Silver Lining its the drought has been eliminated. But just now its feast or famine. Well stay on top of this story. Another one we wanted to tell you about, weve seen this several times in recent years. And it happened again in ft. Lauderdale, florida. A water spout lifted a bounce house more than 50 feet in the air with three kids inside. As you can see right here. A water spout when it touches on land becomes a tornado. It was an ef0. But still enough to do that kind of damage. My gosh. Heres what the ft. Lauderdale Police Department said about the incident. That bounce house was occupied by three small juveniles. The juveniles fell out of the bounce house onto the sand. The bounce house continued to travel across the parking lot, through the median, and onto the southbound lanes of a1a. Its amazing these kids survived. Three of them in there. Two of the kids already released from the hospital. One held overnight just for observation but they say that child will be okay. You know, we saw this a couple years ago. Two kids were hurt in colorado last year. In 2011, 13 people were hurt in long island. Jeff rossen did a report in the last hour and talked about needing to get those stakes deeper in. Can you nail it to sand . If you have deep enough spikes. But they have to be way down in there. You can barely get an umbrella to stay steady. We had one of those bounce houses years ago and you see right on the it says death may occur. I mean, when you see that, youre kind of like, do we really want to blow this up . Im not so sure. And another safety tip, if you see trees blowing which indicates winds of 15 to 20 Miles Per Hour, probably best to take it down. So far today we do have the risk of damaging winds and the possibility of tornadoes. Tomorrow much of the same area will see that same possibility of isolated tornadoes.
