the nonprofit and business sectors as well to expand on this wholistic approach and bring additional resources to many neighborhoods across philadelphia. agencies like the united states department of justice, the white house, hud, the city governments across america, stonily foundation and many, many more. it's addressing the contributing factors to crime, education, lack of opportunity, unemployment and recidivism. we're making progress but as you know we're not done yet. of course, the police cannot have a positive impact if they are not trusted in the community. they recognize the need to examine the department's policies and procedures, increased transparency and enhanced training. in the wake of increased police-involved shootings, 394 between 2007 and 2014, about an average 506 a yea a year, commi ramsey commissioned a report and asked the department of justice and the cops office to come to philadelphia. look at these issues. we received a report this year and subsequently established an independent oversight board to review that report and develop a timeline for implementation. the philadelphia police department posts on its web site incident summaries and comp helmsive crime stats and we've released part one and two crimes data as a part of the city's overall open data policy. we've increased standards for recruits to join the force and revised in-service training for veteran officers. police commissioner ramsey have demonstrated through words and more importantly through his actions that police misconduct and corruption will not be tolerated at all. the citizens of philadelphia deserve the highest level of protection, professionalism and respect from their police department. we all know about the very real dangers our brave men and women face on a daily basis when they put on their uniforms and head out their front doors and we were jarringly reminded of that danger, tragically, once again this year with the death of officer robert wilson, iii, is the eighth police officer to died in the line of duty under police commissioner ramsey's and our watch. is we have a responsibility to act with honesty, transparency. it begins with us, the people who swore an oath to serve this city. there's so much to cover in a short amount of time but i think i can sum it up in one thought -- philadelphia is, was, and will be very, very lucky to have benefited from the talent and dedication of police commissioner charles ramsey. he's nationally and internationally recognized among his law enforcement peers, having served president barack obama. he served as president of the major city chiefs association and the international chiefs of police executive committee, pirf, at the same time. no one, no police officer in the united states of america served as president of the major city chiefs and the police executive research forum as president at the same time. no one in the united states of america ever did that -- except police commissioner charles ramsey. he sits on the homeland security council and was picked directly by president obama to serve as a co-chair of the president's task force on 21st century policing. he's received numerous awards and accolades, including recognition from the fbi's national executive institute, the police executive research forum and harvard's john f. kennedy school of government. commissioner -- police commissioner ramsey -- thank you for saying yes -- thank you for coming to philadelphia. and thank you for making my city a safer city. the children and adults of our city owe you a tremendous debt of gratitude. there are young people alive today who ten years ago may not have lived in our city but because of your work you've been a friend, supporter, and advisor not just on policing. every person in our city government has benefited from your service. seems like a short period of time but in eight years, as a life long philadelphian, knowing where we've been and seeing where we are today, in eight years you have changed the culture of policing in our great city. you've created a very strong and sturdy foundation for the future. you and i both know that change is not easy. but change has come and it's our duty and responsibility to make sure that those changes stay in police and based on the strong foundation that you've created that more work certainly still needs to be done. you've also created a team that has well become the task of changing the culture of policing in philadelphia. the police department based on service to the public, honesty and respect for the citizens that they serve and for themselves. we're fortunate to have in philadelphia the best police commissioner in the united states of america. police commissioner charles ramsey.
