And this is Morning Edition Good Friday morning everyone and Kelli Steele Delaware's Department of Safety and Homeland Security has contracted a Massachusetts company called Rave mobile safety to bring its safety app to 1st state schools the rate of panic but Knapp notifies 1st responders with the exact building where an emergency had occurred while it calls 911 the app simultaneously sends out a notification to staff members alerting them to an emergency such as fire medical and police New Castle County schools are already using the app county government paid to launch it there in 2015 now state funding is bringing it to Kent and Sussex counties one Sussex district Sussex tech rolled it out early district spokesman Dan short Ridge says staff there are already using the app in partnership with the Sussex County Emergency Operation Center the goal is to decrease response time so alert responders to a specific location on campus and notify our staff members on site in the event that we do have an emergency Shortridge says the app is very simple to taps and you can notify 1st responders I've got it open i Phone right now and it's one taps open and then 5 buttons and that's a simple as it gets short Ridge points out state legislators recognized the importance of these kinds of tools and made funding available to add the app in Canton Sussex Kelli Steele Delaware public media the 100th annual Delaware State Fair taking off in Harrington yesterday new attractions this year include a parade featuring the Budweiser Clydesdales and a $9500.00 square foot outdoor truck display as well the fair is also bringing back the livestock parade of champions dollars Department of Natural Resources and Environmental Control is putting on a duck and goose calling competition a bird box construction demonstration and a public education booth featuring different den rectum visions Here's Dan Rex secretary Shaun Garvin we give them an opportunity for a day to come in and kind of educate folks on the stuff that we have going on today it is that invasive species commission that they're educating folks at. News I'm Steve Inskeep and I'm Noel King good morning President Trump spent a good part of his time this week attacking 4 Democratic congresswoman his attacks both verbal and on social media have made these lawmakers Representatives Alexandria Ocasio Cortez Ilhan Omar and Presley and Rashida clay but the most visible Democrats in the country more visible in fact than the 20 plus Democrats who are running for president Democratic analyst Amol Simmons is with us now he's worked as an advisor for several Democratic candidates he also hosts a show on Hill t.v. It's called Why you should care Good morning Jamal good morning to well all right let's revisit some of what has happened this week because it has been a busy week the president held a rally in North Carolina on Wednesday and the crowd started chanting about Congresswoman Omar This is what they were saying. I they're shouting send her back Omar is a u.s. Citizen but she was born in Somalia Democratic leaders and some Republicans condemned that chant but g.o.p. Strategist Scott Jennings was on the show yesterday and he told us that he doesn't like this message because she's an American but that message is working to destabilise Democrats I think he is unifying his party and he is helping to fracture the Democratic Party and so if you're thinking of it purely tactically Yeah I think fractured Democrats help President Trump get reelected in 2020 you think he's right I don't think it's destabilizing the Democratic Party what it we're doing here is. Why the president is going after Democrats he is also energizing Democrats so that Democrats are really coming together around this idea of standing up against in a phobia you know what we've seen from the Chinese Exclusion Act to the ship that was turned around the St Louis when the ship of Jewish refugees showed up the United States to. What we saw in Charlottesville just in 2017 the president's actions are along in a long line of xenophobic reaction this country has had to immigrants and to people who are diverse and so Democrats recognize that and what you saw the 235 member vote in the house tell you Democrats are fractured in fact all Democrats in the House of Representatives voted against the president's words to defend the 4 women that the president attacked they voted to condemn his remarks is racist Yeah let me ask you something about Democratic unity or disunity this all started because last week Speaker of the House Nancy Pelosi got into kind of spat with these congress women they opposed her approach to a border funding bill and then she criticized them in the New York Times do you think that rift is really over. Present progressive Democrats are trying to do something which is very different that I think what Nancy Pelosi is up to NICMOS is concerned about passing bills right and so when she says they only have 4 votes because Nancy Pelosi has rolled that's what matters in the world of Aiyana presently and Ocasio Cortez and the other women what they're doing is laying out something as a different course for Democrats that this may be a little more long term it appeals to people out in the country and I think a lot of people in the country may be postponing to that because for you can like it or you could not like it you can think it's real or not real but the Green New Deal is now something that people recognize that the Democrats have a climate change policy and people can decide how much of their climate change policy they want to be for or against That's something that Democrats across the country have been hungering for which is to have some have big bold ideas and big plans that were passed this year but may be something Democrats could achieve in the long term that's interesting because moderate Democrats will say look this kind of progressive ideas will not win over Trump voters you think they might be missing something well the question is which trump voters are you going after and I'm not exactly sure Trump all Trump voters are equal parent. If you talk to somebody like Stephanie triac over at EMILY's List who runs that organization focused on electing women she would say you think of the lunch but the guy sitting at the counter with a lunch pail in Pennsylvania or Ohio but maybe you should think about the guy if you think about the woman who serving in the coffee at that lunch counter right when Democrats won in 2018 they won because they had a huge turnout from base Democrats and then they were able to sway a bunch of women to come over and vote particularly non-college educated white women who were willing to go along with the broader Democratic agenda that is that's the target population for Democrats in the election and of course the party will try to appeal it was many people as possible but the party should not let up on things. Like being pro immigration worried about police brutality worried about some of the more progressive issues that are on the docket in order to try to woo some voters who just just may not be that many of these guys who would ever vote for a Democrat under any circumstance you've advised many Democratic campaigns and I wonder if you were in that position today what would you tell one of the people who are running for president because that person is supposed to be the voice of the Democratic Party but these Congresswoman because of the president's attention are taking up that space what should a White House hopeful do well let me tell you something the person voted for President will not have to worry about any individual member of Congress so much money and attention focused on them that they will dwarf any other voice and become the standard bearer for the party even if the president keeps on talking about these Congresswoman because he's the one giving them the attention in the present going to say what the present president say what the president's going to say what Democrats have to do is offer a clear compelling and concise vision for the future an alternative to what Alex I was going to say we can't be in a position of only reacting to Donald Trump Jamal Simmons is a Democratic strategist and he also hosts a show on Hill t.v. News I'm Steve Inskeep and I'm Noel King after months of negotiation former special counsel Robert Mueller is finally scheduled to appear before Congress next week we're learning more about how those hearings will go on Wednesday before the House Judiciary and Intelligence Committees with us now is N.P.R.'s congressional reporter to makea Tim Hey there so Tim Robert Mueller has said that his $448.00 page report would be his testimony that is the end of the story are members of Congress going to agree to that well probably not but it depends on the committee we've got a preview from some of these committee staff about how they're preparing for Muller the Judiciary Committee says it will mostly stick to what the special counsel wrote in volume 2 that's about alleged obstruction of justice the Intelligence Committee wants to expand beyond the conclusions that Muller reached in volume one and what volume one says about Russian interference in the 2016 election they really want to ask about the evidence and hell Miller came to its conclusions so it was tricky for these committees because everybody wants to ask Robert Mueller a question right that was one of the reasons for the delay some Congress people said we're not going to have time has that problem been solved so you're right that they had to postpone these She hearings by a week after complaints by both Democrats and Republicans lawmakers on both sides of the aisle were saying we just don't have enough time to ask meaningful questions so what we've heard now is that they're going to operate based on regular order and in the house what that means is that there will be 5 minutes for every member to ask questions like any normal hearing but Muller's not going to be able to stay all day he's doing 3 hours with the Judiciary Committee in 2 hours with the Intelligence Committee the trick for members and their staff is going to be to figure out how to use that time effectively aides told us for example that they've been watching videos of old hearings at which mall or appeared before Congress is kind of like a coach studying film her and. Upcoming game one aide told us that Muller never uses 10 word answers when a one word answer will do and they really expect him to give a lot of simple yes or no answers a lot of lightning round type questioning if that's what they're expecting Why do members of Congress even want to do this hearing with him so as usual Democrats and Republicans see the world in different ways and and why they want to get Muller before Congress many people including quite a number of members of Congress haven't actually read them or port it's well over 400 pages so the Judiciary Committee chairman Jerry Nadler of New York has said look all he basically wants is for people to see and hear him all are on television saying what he's already written because that will break through for more people the Republicans on these committees has spent many months attacking Miller saying that the f.b.i. The Justice Department the special counsel's office have been biased that they'll be able to press smaller on questions they know will require him to repeat embarrassing facts about the bureau for example about the former special agent Peter struck in the former f.b.i. Lawyer Lisa Paige All right you're the expert here do you think we're going to learn anything new from these hearings in never know but the things that Muller is legendary for being tight lipped he's expressed himself he says I don't want to be on Capitol Hill for these hearings he didn't speak a word through the entire course of the investigation even though it was the biggest political story in the world Democrats are trying to tamp down expectations for a big new revelation they say they just want to connect the dots but we'll be carrying the hearings live gavel to gavel here at n.p.r. And it's when we hear from Story Corps 50 years ago Apollo 11 was on its way to the moon carrying Neil Armstrong Buzz Aldrin and Michael Collins back on Earth. 10 year old Greg force was dreaming of going to space him self Greg's father Charles worked on the Apollo missions and his family lived on qual home to a massive antenna that connected the astronauts to Mission Control Greg is now 60 years old and came to Story Corps with his daughter Abby to remember the little known role that he played in the success of that historic mission. I can remember where I was when Neil Armstrong stepped on the moon I was 10 years old we were going to the grocery store and we were about to get the car so we sat there and listened to it I remember looking up and thinking that there are actually people up there on the Right now what do you think about pop up where he had NASA I loved and I looked up to him huge amount not only was it a prestigious job but he was very good at it in my dad's office out of the charging station he had a little boxes sat on the desk always playing. Lead court and won all 4 of us boys we got there and sit and listen like like about that 17 And it was the live communications between astronauts and mission control. News and this is Morning Edition Good Friday morning everyone I'm Kelly steal the Odyssey charter school is no on probation and it must comply with multiple conditions to keep its charter we get the details from Delaware public media Sarah Mueller the Delaware State Board of Education unanimously approved education secretary Susan Bunting stiffish and Thursday to put odyssey on probation Odyssey was under formal review for complaints of misuse of state funds conflicts of interest and self dealing. The probation runs through June 30th of next year among the conditions placed on the school is a requirement that the majority of school board members not be members of the American hélène a progressive Educational Association I have or related groups I does the school board president just. Says the school board will see what a compliance committee recommends but State Board of Education vice president Adri Noble says they'll be closely watching its compliance as the school's charter is up for renewal this fall they're probably going to have to stay on probation regardless of whether the Chargers renewed or not they're going to stay on the probation until they meet met all the conditions but we're hoping is that these conditions are going to be met before that end date of their conditions include Odyssey paying for investigatory odd it and repaying about $93000.00 that should have gone toward school expenses Sara Mueller Delaware public media state officials announcing a program Thursday that lets Delawareans earn wages for a single day of work in the fact that it's expanding statewide The announcement follows a 4 month pilot of the workaday earn a paper Ogram in the city of Wilmington officials say the pilot has employed more than 40 individuals to clean up literal on the I 95 corridor goodwill of Delaware is a partner on the program c.e.o. News I'm Noel King and I'm Steve Inskeep a significant trumpet ministration change for asylum seekers may not be as big as advertised the u.s. Made what seemed like a dramatic move days ago it was said to apply to people fleeing Central America or other troubled places the new rules said that before coming to the u.s. Border asylum seekers need to seek shelter somewhere else 1st or they wouldn't be considered now the new acting commissioner of Customs and Border Protection says that policy is starting out in a far more limited way than it seemed this is significant isn't it comes from N.P.R.'s John Burnett who spoke with Mark Morgan yesterday Hey there John when was the Ok so what was the rule and what it seemed to be and what does it really write well the new asylum rule it's a big deal it was announced with great fanfare earlier this week is a major change in asylum law it would empower u.s. Officials effectively to deny most asylum seekers if they don't 1st apply for protection in a country they pass through on their way to America which is highly unlikely and it sounded like it was going to be an earthquake an asylum law all the pro immigrant groups denounced it tons of stories in the media but Mark Morgan told me yesterday it's actually just a small pilot project at the moment very limited although the new federal regulation allows us to apply that all 2000 miles along the southwest border we're not going to do that sort of really pilot in just one location he said though it applies to most asylum seekers there road testing at just 2 stations in the busy Reed Grande Valley if it works out they'd like to expand it along the entire southern border but immigration lawyers have already filed 2 federal lawsuits to block it Morgan told me they expect a federal judge to issue an injunction any day now to block the new regs which would leave them dead in the water for this as a dramatic change John and it seems to fit the pattern of some other Trump administration announcements like the travel ban where it starts out as something really big it gets narrowed a narrowed and in this case you've actually got an official saying realistically this isn't going to happen at all for now the judge is going to block whatever we do so we're not going to do very much. That's the takeaway Ok And it's not the only thing that Mark Morgan is facing we should mention he's new in the job just been there a couple of weeks which means he arrived right around the time that news was emerging of a private Facebook group for a current and former agents of the Border Patrol in which some of the posts mocked migrants as well as Democrats in Congress so we know c.b.p. Internal affairs is investigating at least $62.00 current border patrol agents who were members this Facebook page as we recall poke fun at dead migrants and made sexist jokes about Latina Congress women critical of the agency and the commissioner seemed to be waiting for that question some of that the images were out there absolutely horrendous wrong and not consistent with the way the c.b.p. Or specifically Border Patrol conducts themselves period I mean we're actually looking at potential criminal charges that has been talked about just to show how serious we're talking that I asked him to clarify what kind of criminal charges and he said he couldn't talk about an ongoing investigation he did say several agents have already been suspended from the force and there may be more what if anything did Mark Morgan tell you John about the massively overcrowded conditions for migrants who are being detained by Customs and Border Protection these are conditions that can no longer be denied we've seen the photos right and as you recall the government watchdog released 2 recent reports calling out c.b.p. For these dreadful conditions in the holding cells you know so crowded for adults some had to stand on toilets to breathe kids went without access to showers or hot food sometimes for weeks and Morgan acknowledged the agency couldn't handle the crush of migrants but he claimed they've always gotten the basic necessities they're getting medical care they're getting hot food they're getting showers they're getting close the whole 9 yards the inspector general reports seem to suggest a little less than 9 yards.
