Commonwealth and how it plays into the work that is being done here at dow chemical. We have enhanced an enhanced fire code in massachusetts that has a chapter that deals specifically with chemical process safety. So our office will arrive here tomorrow and initiate that investigation. We expect that investigation to take a considerable period of time as it involves extensive review of records, of inspections and a relationship to the code itself. The newest information i have is in the last few minutes, due to the last entry of the hazmat team, there is ongoing discussions that mays reduce the level of activity in the overnight hours here. The hazmat teams believe that the situation is stable in the building at this time. That while there is additional entries that need to be made for collection of chemicals theres believe that again stability has come to that laboratory. So possibly the scene will be decreased in activity in the overnight hours and it will be reassessed and most likely additional hazmat teams will arrive here in the morning to continue their work. The reason for this is to provide a Better Safety consideration for the hazmat teams and for the other personnel working on site to continue our work in Daylight Hours. At this time, our investigators are saying the early stages of the investigation that there is nothing that appears to drive us to believe this is a suspicious incident, that there was any type of activity by an to its most likely an industrial accident. Thats all i have right now. Its extensive in the immediate where are where the incident occurred, where the explosion occurred. It is a laboratory where its fair to say that utilities such as hpac systems and other aspects of the lab itself, ceiling panels, lighting, those type of things have been substantially damaged in the investigation in the explosion. There are windows blown out in a small area of the building. But overall, the building is stable. Th structurally stable. The building will clearly be able to be reoccupied once our investigation is over and once our hazmat teams finish their work. [ inaudible ] was there some sort of mechanical malfunction . No, they were handling it in the sense in the manner that these within the mechanisms of the lab itself to provide a safety net for them to safely hands these yes, they were actively engaged in that. What we know is if i can just finish, what we know is that the chemical that we speak of here is highly reactive to water and the the air. So thats why the investigation is leading itself in that direction. The workers, are they scientists . Gee, i do not know. Engineers, technicians . All of the above. All of the above. The workers will not be in the building tomorrow, at least thats our assessment now. As we say, if we downsize our activity on the overnight hours, it will be ramped up again in the morning most likely. We will still have an active scene here tomorrow. Its a different chemical to review, at least on a preliminary basis, our investigative reports from the 2013 incident. It is much different than what occurred here today. In that case, it was a difficult chemical and it was, as a result of the chemical being dropped by a technician that was carrying it. Again, without getting too specific be obviously, they are burn injurieses and a result of shrapnel. Is it too early to pose human error . Oh, much too early. Much too early. I dont know that yet. We havent had the opportunity to devil that much into the detail of the actual operation at the time but know that there itself and a fifth one very nearby. Yeah, we spoke to a neighbor tonight that said she looked up, she felt it, it was 2 23 in the afternoon and just to recap a little bit what the state fire marshal said. They said they still have not made it to the lab where the explosion took place. The explosion today was sudden and violent. It critically injured four people inside. The investigators say it was a Chemical Reaction today, and you heard the fire marshal say just how that happened. From above the scene is jam packed with rescue workers. Reporter kayla felt the explosion, it was 2 23. We heard very loud boom and the house shook. An explosion inside the dow Chemical Plant behind her home. Caused by a Chemical Reaction. This chemical reacted with water, which resulted in the explosion. Reporter the chemical called trimethol aluminum is used to make electronics, things like Circuit Boards and l. E. D. Lights. Same chemical that exploded in 2013 killing a dow worker at the same plant but what caused is unclear. At this time were focused exclusively on the mitigation and stabilization. Fire officials in North Andover say the town works closely with dow and after an to help. One of the technicians will meet us at the door and give us guidance on what were doing and what were dealing with. Still four employees received critical burns in shrapnel like rooms. Investigators want locals to know however they are at no risk. No person outside of that facility are in any danger at this time tonight well a hear from the fire mark who tells us hazmat crews will be leaving tonight and back in the morning so they can work in daylight. Breaking news weve been following since 10 00. At least two suspects are iraqi refugees, arrests were made in texas, california, and wisconsin. The suspect arrested in houston is accused of attempting to provide material to support isis. The sacramento suspect is accused of making a false statement about International Terrorism and according to multiple reports, the milwaukee arrest is not related to terrorism, just the investigation. In other news right now, police in braintree are on the hunt for a driver possibly involved in a violent road rage case. That case allegedly led to a stabbing before the suspect took off. Fox 25s Kristine Mccarthy talked to witnesses tonight. Those two witnesses tell me and they going to buy a book for school when they heard a promotion in the parking lot. They made their way through the parking lot to take a look at what was going on and investigate those noises. Thats when they came over here and saw on the grass on the side of granite street that a man who police just minutes ago identified 30yearold randolph bleeding and moaning on the side of the road. We actually just pulled into this spot. Reporter witnesses in shock, never expecting to find themselves at a crime scene here on granite street and braintree minutes after a stabbing. He was laying on the ground. Reporter dan sheeny recorded this video as the victim lay injured on the grown. He was laying down on the grass with his shirt half up and had blood on his stomach. Reporter police say the man was stabbed in what appears to be a roadrage incident. The car he was in parked on the side of the road. He was like can you tell it was moaning. [ sirens ] reporter but when officers arrived, the suspect had already sped away. Two of them like ran straight over to the guy and then after that, more and more just kept coming in and there was like three ambulances here. Reporter Police Closed two lanes of traffic and spent hours combing the scene. The Investigation Continues as Police Search for the suspect. Pretty crazy seeing that it can happen like right here. Pretty scary. And back here in braintree, you a lanes of traffic have since been opened as you are able to see there. Mass state police tell us that they are also searching for this suspect and that suspects vehicle. A man armed with a replica handgun leading state police on a slowspeed chase from dennis to middleboro. Troopers making the arrest. Ground video shows the truck involved was driving on three wheels. City Officials Say the lawyer was presenting to the Planning Board on tuesday when he referred to an africanamerican official as a, quote, slave. Shocked and stunned, they tell me that of the Seven Members on that Planning Board, the majority of the members are africanamerican, and they cant believe that that attorney would be so careless with his words. So well be watching that wind direction off of the water, but look out through the middle part of the country, this is actually our next big weathermaker, i should say, by the second half of the weekend. So its gonna be traveling eastward and bring us heavy rain by sunday. Also i wanted to point out, take a look at area of low pressure. Sure enough it did bring in some high, thin clouds today but the National Hurricane center is actually looking at this for the potential of a tropical system. We havent had a subtropical system in the atlantic in something to keep an eye on. For us, were talking about the starting tomorrow through the weekend with the highest chances coming our way sound. But the icy spots, mainly for the interior. Thats where we have the best shot of temperatures of subfreezing in many spots. And thats why when you wake up tomorrow, well be talking about some of the 20 and teens, we will see temperatures get up into the upper 30s to near it just comes with the cloud cover. And those clouds drifting on, becoming thick. There could be areas of drizzle at times. Very spotty, though. I have to point out that, and by the time we wake up on saturday, could see a bit steadier precipitation but it will be hit or miss. I think its gonna be really strong. In 98 out here well the similar magnitude el nino, the snow pack in the Higher Elevations was still growing at end of june. So it can really snow heavily here and in a sustained wind. So youre saying were not gonna get any snow in new england, is that what youre telling me . Well, i dont know. I hope hes wrong. Yeah. Classic controversy making national headlines. A school board in auburn maine has voted to allow students to be administered medical marijuana on school grounds. Marijuana laws are maturing. Maine has had a medical Marijuana Law on the books since 1999. Massachusetts adopted one in 2013. Experts here think its still a little too soon for us to see medical marijuana in schools but do say we are already moving in that has direction. Were having positive responses across the state. I think theyre making this step and its going to help massachusetts, i think. Massachusetts is still working on the comprehensive medical Marijuana Law and that right now, the statute does not allow for medical marijuana use on school grounds. More fruits and vegetables, less sugar and salt, the headlines today after the government released its latest dietary guidelines. For the first time, the government put a limit on sugar suing it should make up only 10 of your daily calories. It talks about package labels, School Lunches to doctors advice.
