The report finds just 31 favor letting those refugees come in. When asked how concerned they are that giving thousands of syrians asylum poseas National Security risk to the u. S. , 48 are very concerned, 25 say somewhat, 19 not very, 7 not concerned at all, and 1 not sure. What you may not know is that many Asylum Seekers and refugees are already here. They too were fleeing a vicious civil war this one in somalia. Last year, we visited one american town grappling with the financial and cull ral impact of the unexpected newcomers. [chanting] sharyl these may look like city scenes from africa or the mideast. Where families like this are coming to seek asylum. He was a Government Official in burundi, east africa. Which he says is the devolving under the post arab spring instability that is causing refugees to flee. But why are some ending up in of all places lewiston, maine . They were pointed here after they arrived in boston at the airport, a fellow african noticed they seemed lost. And approached them. And told them the best place now they can go is lewiston. Or maine. And i thought i could get help by the and i can be supported by the community. Sharyl lewiston, maine, is struggling to build a new economy after its once bustling textile mills shut down. Today, its become a magnet for Asylum Seekers catching everyone off guard including mayor robert mcdonald. And i never heard and didnt know what this was. But i went up to the welfare office. And i was up there and telling me, a whole bunch of people. From the congo. And they speak beautiful french. I said thats beautiful. Because i have jobs. Here. Send them here. You cant because theyre Asylum Seekers and cant work. Sharyl unlike refugees who are allowed to work right away, Asylum Seekers are different. While their applications are processed, federal law prohibits them from getting jobs and theyre not eligible for most aid. Thats why they come to maine. Its one of the few places that does give welfare to Asylum Seekers. Administrator. A family might be eligible for a vouch tore pay for rent which on average could be about 500 or 600 a month. Sharyl and its not just rent. They may get help with medicine, food, and utilities. All courtesy of local taxpayers. The immigrants know the benefits at city hall. Explain how youre getting by. How youre getting along. The city hall support me. Sharyl lewiston is now caring for people from at least 30 different countries. We were told we had to take care of these people. Out of our pocket. No federal money. No state money. Just because they showed up here, we were responsible for them. Sharyl town officials know the more aid they provide the more immigrants theyll attract. They know because of their first immigration crisis. We believe that we have record of the first families arriving in february of 2001. Consisted of refugees from somalia, east africa, including syed mohammed. Mohammed and his family were originally placed in atlanta, but he says they encountered a culture clash with somalis worried their kids would imitate bad behavior in poor neighborhoods where refugees settled. Rock music, no, no, thats not what we want here. Sharyl you felt that the environment in maine would be more what you were looking for for your family . Yes. And large families. So they were looking, you know, it is that may not and they know that most of the older men are sharyl you compromise and live with a l a snowy cold state the but you like it . Yes. Sharyl if the somalis have to adjust, so did many residents of lewiston. Who found muslim culture brand new. The only previous muslim visitor most knew of was muhammad ali who won a championship fight in lewiston in 1965. I think a lot of people at that time were surprised. That the fight was scheduled to be here in lewiston. Sharyl in 2001, a few Somali Refugees became 50. By the end of 2002, there were about 1,000 somalis in a town of 36,000. They brought their culture to every downtown street. [chanting] mayor mcdonald says many locals felt the newcomers should adopt american ways. We need the culture to endure. Sharyl what does that mean . We have a certain culture and dont start mixing o and that goes for europeans and asians and anybody else. We have a specific culture here. Look, you got to assimilate. Sharyl fueling resentment was the fact that elderly and disabled americans were on waiting lists for assistance while the somalis swallowed up a third of the well father budget in lewiston. In 2002 mayor Larry Raymond wrote an open letter asking the solis to stop coming. Please pass the word. Our city is maxed out financially, physically, and emotionally. For that, he got accused of bigotry. Mcdonald, the current mayor, sabres the implication still sticks. Says the emple indication still the emple indication sticks. An immigration 49er stated maine is the whitest state in the union. What does it mean . But youre calling us racists. Theres nobody down there at the borders telling people leave. The people, if you were to talk to somalis, youll see that they feel very welcome here. Ok. I have a Good Relationship with them. They are very good people. They welcomed the somalis. Sharyl today the mohammeds own a popular ethnic market. Our family is together here. Sharyl mohammed says three of their children have become a engineer. Mcdonald says the somalis have become good citizens. But he worries how lewiston can manage a new flood of Asylum Seekers. Theyre costing us a fortune. Because and theyre costing the people, not the state of maine, not the federal government, but the city of lewiston is being taxed for that. Sharyl today there are about 5,000 refugees and Asylum Seekers in the lewiston area. 10 of the pop lakes consuming 40 of the welfare. Policymakers have difficult jobs to do. Theres not a lot of resources. And theyre trying to divide a progressively smaller pie every single year. Sharyl the competition for scarce resources poses a dilemma other u. S. Towns are likely to face in greater numbers. Theres an endless population of deserving immigrants. People are welcome as warmly and supported. I fool like ive been here forever. And i feel like ive been home to this i belong to this place. Sharyl taking on these immigrants means difficult choices. Is the town, is the state better off because of this diversity thats happened . No. Im not going to say it is. Because as far as im concerned, i dont care if what we want is people that are going to help us. Move forward. Sharyl after months of debate a. New state law took effect last year. That requires maine taxpayers to share in supporting the cost of Asylum Seekers by paying cities 70 of their expenses. Ahead on full measure a fleet of aircraft that couldnt fly. Sharyl sometimes taxpayer waste is so large and rampant you can stumble across it without even trying. And one of our favorite reports of outrageous Inspector General for Afghanistan Reconstruction literally stumbled upon a fleet of abandoned military planes. His questions took him down the rabbit hole where hundreds of millions of your tax declares were spent on a giant boondoggle that turned out to be worthless. Anyone flying through Kabul International airport in afghanistans capital city the past couple of years might have seen this odd scene. A fleet of abandoned military planes parked off to the side. We actually asked the question, what are those airplanes . Because you would see them right next to the main air terminal in kabul. They were all jumbled together with trees and grass growing between them. Sharyl Inspector General john sapco saw the plapse on his trip to afghanistan in november of 2013. To investigate waste of u. S. Tax dollars. Nobody seemed eager to answer his questions. So he took matters into his own hands. I basically threatened to just walk across the tarmac d me, do it. But im certain it will be front page new york times. So my staff and i went over there and then they briefed us on us and told us the story. Sharyl the story wasnt pretty. John michael, commanding general for nato air Training Command in afghanistan, explained the u. S. Had bought 20 of the italian built g222s in 2008. Its the g triple 2. A two engine cargo aircraft that we purchased for the Afghan Air Force. Cost approximately 400 million. But with the total package of parts, spare parts, and whatever, it probably is going to be closer to 600 million when we do an accounting for it. Sharyl this video was taken from inside of g triple 2 as it took off from kabul. Despite the hundreds of millions of dollars the u. S. Military spent, the g triple 2 turned out to be ill suited for afghanistans dusty the planes required constant maintenance and spare parts. Actually, some pilots have told us that when they flew the airplanes in, parts fell off the airplane as it landed. They were called death traps and we couldnt train the afghans to use the planes because the planes werent airworthy. And ultimately, they were abandoned at the airport in kabul. And thats how we found them. Sharyl within months of sapco beginning an investigation, the military officially put a bullet in the g triple 2 program claiming the italian contractor had failed to generate a sufficient number of fully Mission Capable aircraft. The contractor argued it was exceeding Program Objectives and was proud of its work. A separate probe by the Defense Department Inspector General blamed nato and the military for failing to effectively manage the program. The fleet needed 200 million in spare parts to fly. And even available. But sapco had more questions. Why did we buy these planes to start with . And who bought them . So we have been looking at who is accountable. Now, we have an ongoing criminal investigation. So i cant really tell you too much more about that. But were trying to find out who and why we purchased these death traps. For the Afghan Air Force which they never used. Sharyl this tale of taxpayer waste is about to take one more turn. This video shot by a Government Contractor shows the last few g triple 2s being towed away from the kabul airfield. Where were they going and what happened to these planes after they quietly disappeared . The Inspector General decided to di deeper. In october of 2014, sapco discovered the military had scrapped the airplanes and sold the leftovers to an afghan cents a pound. A half billion dollar investment of u. S. Tax dollars whittled down to a measly 32,000. Major bradley avitz confirmed the planes have been destroyed and explained it was to minimize impact on drawdown of u. S. Forces in afghanistan. Who made the decision . Why did we purchase an aircraft that is unairworthy and never going to be used . Sharyl and you wouldnt have known about these planes if you hadnt stumbled across it at the airport. Absolutely. Thats approximately 600 llion for 20 planes that dont work, never worked, couldnt be used, were poorly maintained, and were eventually turned into scrap. Sharyl the Inspector General says the criminal investigation into the g 222 program is in the hands of the junt. One person, one vote. The american way. What we found is a limb unsettling because o sharyl 2016 president ial primary season has been leading up to this. In just over a week, the president ial nominating conventions get under way with the republicans in cleveland followed by the democrats in philadelphia. With their nominees tapped the focus will shift to novembers general election and getting voters to the polls. The old line in chicago is vote early, vote often. But last year after moving to virginia, i learned our Voting System has some serious flaws. I registered my ballot and got my sticker and im going to see if i can v old polling place in pennsylvania. Where i havent lived in a year. By state law, recording is not allowed in polling places. So im going to go in and see if im still registered. Well, i gave the election clerk my name. She pulled it up. I easily could have just voted twice. This is one of the best problems that you face. Right. Tls. Ness a director of elections in arlington, virginia. When i registered at her office, i signed this document stating i was previously registered in another state. That form was then put in an envelope, licked stamp and mailed to pennsylvania. Antiquated the system in a modern world. This process lindberg says cannot keep pace with our increasingly mobile lives. In her election office, like many others, paper is still king. A lot can go wrong. Thats a big problem. In the neck rit of our voter rolls. This is the kansas secretary of state. Inaccuracy. He operates the inner state crosscheck. A collection of 28 states that share voter rolls. 2014, the crosscheck found 7. 3 million voters were registered in multiple states. But since 22 states dont participate, including california, texas, and florida, that number is likely much higher. Kobach said this inaccuracy increases the possibility of voter fraud. In his state in 2014, more than 100 people, a record, appeared to vote twice. You look at the larger group of 28 states, and do the math, were talking about thousands of double votes. No. It just doesnt happen. Voting twice is illegal. With heavy fines and possible jail time, common cause, downplays this impact. But she does agree with kobach. The stem needs to be modernized. Everything we do is so tech based and just makes sense that we should be modernizing our election system to come into the 21st century. Sharyl 24 states plus d. C. Have online voter registration. In years past some speakers have been disinvited from campuses because students find their message offensive. Last year, we spoke to one notable member of that group. Whats your understanding of why you were disinvited from Scripps College . Its quite clear although they didnt have the courage to say so, i wrote a column expressing doubts about the social Science Behind the claim that theres a rape epidemic on campuses. Sharyl its my understanding the program was to bring differing views on campus but you were in essence disinvited for your d campuses are very big on diversity. And everything but thought. Sharyl whats the harm that you see in this crackdown of freedom of expression on campuses at colleges, does it matter . It matters because were teaching young people that they have a capashese new entitlement. The entitlement to go through life without ever being offended. Therefore, they produce not freedom of speech but freedom from speech that might cause them distress, anxiety. Disrupt their serenity. A universal entitlement now to serenity. Sharyl how did we get there . I think most people believe schools ought to be places where this sort of free thought is encouraged and even ideas that may be offensive to some, how has it been turned on its head . The First Amendment has been under assault for some time. Even in washington. 54 Democratic Senators voted last year to amend the First Amendment to empower the Political Class in the name of Campaign Finance reform to reck late the content, timing of political speech about the Political Class. So people are being taught that the First Amendment is negotiable. Never mind the pristine clarity of the First Amendment. Congress shall make no law abridging freedom of speech. Then theres something about modern parenting. I dont know what it is. But we have produced these delicate little snow flake children who will melt if they encounter the heat of real controversy. I dont know what it is that parents are doing. But i wish theyd cut it out. Sharyl do you think this is an organized effort on campuses where somebody is going around and pulling these kids into this way of thinking . No. It would be less alarming if it were. Because then it would be an organized political opposition you could argue with. This is just in the social atmosphere. Its a kind of assumption, unquestioned. It doesnt need to be organized. Its spontaneous and that to my mind makes it all the more ominous. Whatever happened to the idea of i dont like what you say but ill fight to the death for your right to say it . Its been amended. You say and if you continue to say it i will call the thought police here on campus. And have you at least relegated to a tiny little free speech zone on campus. Irrespective of the fact that i think James Madisons First Amendment made the entire continental United States a free speech zone. Sharyl the disinvited have formed their own club.
