We need to accept that this decision was the grand jurys to make. But i join michaels parents in asking anyone who protests this decision to do so peacefully. Weve seen about a dozen protests in cities across the country, people upset with the grand jurys decision in the Michael Brown case. But the majority of these protests have been peaceful. In new york city, we saw about a thousand people marching from union square to upper manhattan to protest the grand jurys decision. Some of the signs that were seen in times square read black lives party and no justice, no peace. At one point someone threw red paint on nypd commissioner bill bratton who was addressing protesters though no Serious Violence was reported. In south los angeles, protesters said they were disappointed but not surprised. A few protesters briefly blocked the 10 freeway but were removed. Comparisons have been made between the tensions in ferguson with those that led to the 1992 l. A. Riots sparked after four lapd officers were acquitted in the beating of rodney king. And in washington, d. C. , several mostly College Age Students amassed on pennsylvania avenue in peaceful but boisterous protests. Youre seeing some of the latest pictures we are getting in from ferguson, missouri. Youre seeing some of the aftermath going on for the past several hours since a decision was announced at 8 00 central time and you will see a lot and hear a lot of people talking about that decision. Why, why, why announce this emotional verdict, whichever way it was going to go this emotional grand jury decision in the middle of the night, if you will which, 8 00 and this was what ensued, yes, tear gas was used to try to disperse the crowd, violence broke out. These pictures here, this, you know, how people express themselves and get upset and angry but this is a lot of what people are talking about and many speculated many of these people arent even from ferguson but looting. What does that have to do with you being upset about a grand jury decision so the looting is taking place. Many businesses tried their best to board up but not immune from what we saw which many of it still continues throughout the opening. We continue to follow this story but we are going to turn to Southern California where a dramatic chase played out over 65 five miles from where it began. And maybe they will continue. Maybe we will see something out of this and maybe change will come but to a great degree this has upset the community to a point they continue to stay vigilant and organized what we do know these unfolded in a powder keg type environment. We still are seeing some of these pictures that continue to come in from ferguson, missouri where it erupted overnight. Violence, we saw buildings burned. We saw police cars on fire. Tell us where you are and set the scene here now several hours since we got the decision theres no indictment for officer Darren Wilson. Reporter thats right. We are several hours into the reaction from this community and the surrounding communities. On west florissant street. Its one of the main arteries that travels through ferguson and this is where you might recognize the ferguson market and liquor store shop thats been completely looted despite the fact that they boarded up their windows. Its a long stretch and towards the northern end of it now, there is still a police barricade. Youre seeing fewer and fewer people on the streets in this particular area but the fires are still burning. The fires that shops and storefronts, we believe that one of the buildings that we spent time outside was a walmart, officers are also warning us saying there is consistent gunfire and thats something to be very, very careful about in this area. Gloria, we knew that the police were really preparing for this moment. Communities across the country were preparing for this moment of we are seeing fires from all across the county here. Why arent we seeing any firefighters putting these out . Can you explain how widespread they are. Reporter it appears to me, you know, when you ask the officers where the Fire Department, it appears to me and they will say we wanted to clear the streets first before they bring in those fire trucks to start putting out the fires. Theyre mostly in individual buildings, smaller buildings so in a sense theyre in a controlled spot but we just saw its nearly 1 00 in the morning now, we just saw three fire trucks come on to west floor sapts street and start to get to work. That was within the last ten minutes but it took them time to clear the area so theres sort of an art to the violence and the action that weve seen this evening and many say despite the Huge Police Presence which we are seeing, you know, hundreds of officers in riot gear, in the initial hours after that announcement was made, there was quiet on the streets on the part of the officers. It wasnt as if the streets were flooded with officers and many indicated that may be one reason the protests became as robust as they did. Violence overnight, protests after the grand jury decided the Police Officer who killed Michael Brown will not face trial. Word of that decision not to quite immediately set off demonstrations in ferguson and beyond. Police released tear gas as shots rang out, patrol cars and buildings were set on fire. They blocked traffic and Abcs Steve Osunsami is in the middle of the crisis. Reporter the town in crisis as anger explodes in the street. Already gunshots ringing out just feet from the Police Station and police cars destroyed. Police fighting back with tear gas. A decision finally announced in this racially explosive case. The grand jury deliberated over two days, making their final decision. They determined that no probable cause exists to file any charge against officer wilson and returned a no true bill. On each of the five indictments. Reporter Darren Wilson not indicted in the shooting death of unarmed 18yearold Michael Brown. Prosecutors releasing massive amounts of evidence including never before seen pictures and audio of wilson in the moments after the fight including the gun he used to kill brown. In his interview with police the day after the shooting, he said i was guaranteed he was going to shoot me. Thats what i thought his goal was. President obama even weighing in on the decision. The situation in ferguson speaks to broader challenges that we still face as a nation. Reporter browns mother who broke down into tears when she found out is now demanding an explanation. In a statement officer wilson defended his actions saying he followed his training and followed the law. Prosecutors made sure the grand jury looked like the county, nine white jurors and three black jurors. But in ferguson, missouri, where brown was killed, about 68 of residents are africanamerican. The prosecutor talked a lot about the witnesses who claim to have seen brown with his hands up with officer wilson shooting him in the back. The prosecutors think that many of that testimony contradicted the physical evidence which shows that he was not shot in the back. The grand jury believing that. Steve osunsami, abc news, clayton, missouri. Prosecutor coming out even saying today that a lot of what we heard on social media in the early media reports were not true. They took a lot of time on that very topic. They sure did. A lot of what you think is the case wasnt actually the case. Even some witnesses he say came back around and said, you know what, i thought i saw that, i just kind of made it up to go along with lets get the latest on that unrest in the st. Louis area. Reporter well, you know, they had a plan in place and they had more than a thousand extra officers out tonight, the National Guard, the fbi here to offer backup. As far as what they were able to do, you know, they were out there in force, we know that they did fire smoke canisters to try to first disperse the crowd. They say when that didnt work, thats when they fired tear gas to try to get the crowd under control. As you see from these images, it didnt work in all instances. Of course, marci, what was the logic in announcing the decision this evening . Reporter thats what a lot of people are asking, why did they wait until tonight, nightfall to make this announcement when they knew for most of the day that a decision was reached. Reporter there have been protests going on in a number of cities across the country. These have for the most part been peaceful. But because of these protests, a number of Police Departments were placed on tactical alert. In los angeles, for example, people said that they were not surprised but disappointed. They said that they are no stranger to protest, comparisons have been made between the tensions in ferguson with those that led to the 1992 l. A. Riots sparked after four lapd officers were acquitted in the beating of rodney king. And in oakland, a few hundred people lined the streets with banners and marched on the i580 freeway. The california Highway Patrol is working to clear protesters from the freeway but no word on any arrests at this point. And in seattle, demonstrators were joined by rapper macklemore and also in chicago late monday, roughly 200 protesters marched on lake shore drive shutting it down following the announcement of the grand jurys decision. Now, that protest in chicago did remain peaceful but we obviously cannot say that for the protests tonight and on monday night in ferguson, missouri. Josh, im sure so many people are wondering whats going to happen to their community tomorrow. Any sense of what Law Enforcement have been told . Is there some sort of federal mandate that theyre suggesting Law Enforcement do . Reporter well, when Police Departments heard that this decision was going to be announced, they automatically went on tactical alert because they were prepared. They knew that there would be protests. They knew that there was the chance that people would be upset about this decision. Now, how long do these protests continue . Are they going to get bigger as the weekend comes, we just dont know at this point, but what we do know for the most part there have not been protests in other cities. They have been peaceful. Although they have been chanting many of the things weve heard in ferguson, hands up, dont shoot, and that had been similar to what weve seen in ferguson. There have not been burning buildings or arrests or tear gas, anything along those lines thankfully. Abcs josh haskell, thank you as always. And as these protests continue, lead prosecutor Bob Mcculloch has taken a lot of heat for all he handled the case. We get more from abc chief Legal Affairs anchor dan abrams. He seems to be supporting the grand jury decision, not saying that. Saying he handed it off to the grand jury and refused all the evidence objectively but the way he sounded, it sounded as if he was backing up the grand jury supporting them. And in exactly what they decided and how they decided it and now we have this huge dump of information that they have now released to the public. Very unusual to release all this grand jury material so in theory the public can decide for themselves and understand the prosecutor hopes, why some of the eyewitness testimony that weve heard so much about was contradicted by the physical evidence. Theres parents whose son died, will never return, and there is a white Police Officer who shot a black man, unarmed man who will live for the rest of his life with the fact that he shot and killed someone. As we continue to show you live pictures we get of whats happening, yes, cars on fire, buildings on fire at this hour and to your point, reena, i was watching coverage closely and seems like for the past several hours the last thing we have heard on television is mike brown and mike brown is still an 18yearold kid shot and killed in the streets in his hometown and his parents said this is not the way to honor him by doing some of what youre seeing on television now. Heres an excerpt. We are a nation built on the rule of law and so we need to accept that this decision was the grand jurys to make. There are americans who agree with it, and there are americans who are deeply disappointed, even angry. Its an understandable reaction and we need to recognize the situation in ferguson speaks to broader challenges that we still face as a nation. We have made enormous progress in Race Relations over the course of the past several decades. I have witnessed that in my own life and to deny that progress i think is to deny americas capacity for change. These are real issues, and we have to lift them up and not deny them or try to tamp them down. What we need to do is understand them and figure out how do we make more progress, and that can be done and those who are only interested in focusing on violence and just want the problem to go away need to recognize that we do have work to do here, and we shouldnt try to paper it over. All of a sudden we heard this. Whenever we do that, the anger may momentarily subside but over time it builds up and america isnt everything that it could be. What many people dont realize, t. J. , is when it comes to a grand jury, when you look at federal cases there are about 160,000 since 2010. Do you know how many of them were actually indicted . Theres well, from a grand jury a lot but when it comes to Police Officers, the Police Officers are a very different situation. Very different situation because the public tends to trust that a Police Officer is using force for a reason. That there was some sort of security issue and thats why its not very common that while grand juries do tend to indict when it comes to Police Officers they tend to be the exception. This is not something certainly an Africanamerican Community can begin to accept right now when you have the names of oscar grant and eric gardner and sean bell and the list just keeps going on and on and now Michael Brown. It seems like young africanamerican lives are not valued when the shots ring out dead in the streets and seems no one is held accountable for those deaths. That is the backdrop for what we are seeing and the president like he did after the George Zimmerman verdict came out and tried to explain to the nation why, why the Africanamerican Community is reacting in such a way and that it would say riots are the language of the unheard, thats what were seeing play out. The violence so intense the faa getting involved in the skies. Flights rerouted over the st. Louis area because of the gunfire.
