He said he talked to House Speaker john boehner by phone this morning. And he urged the speaker to hold a vote immediately to reopen the government. The point is, i think not only the white house but also democrats in the senate and democrats in the house have shown more than ample willing must to talk about any issues that the republicans are concerned about. But we cant do it if the entire basis of the republican strategy is we are going to shut down the government or cause economic chaos if we dont get 100 of what we want. In addition to the shutdown the governor hits its spending limit october 17 and risks default if congress doesnt act. We will have new reaction from capitol hill at 4 30. New in the past few minutes. The dow and s p hitting their worst levels in nearly a month today. Numbers are still settling in right now but the dow fell more than 150 points. The nasdaq down and the s p also took a beating. This is the 11th loss in the last 14 trading sessions. Some heroes are stepping up today in the shutdown. A billionaire businessman is helping children return to the classroom. Seven head start programs were closed last week because of the shutdown. Now a former Hedge Fund Manager and his wife were offering 10 million in emergency funding to reopen those programs. The money will benefit about 7,000 children in six different states. The shutdown isnt the only issue thats drawing protesters to the district. Right now there is a massive rally and more on Immigration Reform under way on the national mall. The time is now there could be arrests any moment. Thousands of demonstrators showed up for a march and rally and 200 of those protesters are standing at 1st street northwest refusing to move in an act of civil disobedience. They and others accuse Speaker Boehner of blocking a comprehensive Immigration Reform bill. Thats already been approved by the senate. They are ready to do it. The speaker is not allowing them to pass that legislation so thats the message so we are going over there in a civil disobedience. 200 people will be arrested because we need to pass it this month. An suv that was taken in a carjacking in the district yesterday crashed in Landover Hills after a pursuit through neighborhoods. The people inside fled. A Police Officer injured his leg. An offdewittive officer shot and critically wound ad man after he tried to rob her. The officer says he came up to her while she was walking along 18th street southeast. Near minnesota avenue and told her he a gun. And at that point police at this point police have not identified him. Fire investigators looking for the cause of an overnight blaze that took the lives of three people. The victims were found inside of a burnedout mobile home in triangle, virginia. Neighbors tell us they are a mother and son and the mothers boyfriend. Names are not yet being released. Going to go live to House Speaker john boehner who is responding to the president s speech this afternoon. They refused to do it. Over the last 30 years, dozens of times, there have been negotiations over funding our government. All of those negotiations over the last 30 years have resulted in significant policy changes. I remind thank you president of the United States and i sat down in the sprung, 2011, to negotiate a funding bill for the government from march all the way through september. During that negotiation, there were all kinds of policy considerations. And if you recall, the opportunity scholarships for kids here in d. C. Was, in fact, restored into law. The president s position that we are not going to sit down and talk to you until you surrender, it is just not sustainable. It is not our system of government. When it comes to the debt limit, i agree with the president. We should pay our bills. I didnt come here to shut down the government. I didnt come here to default on our debt. When it comes to the debt limit, again, over the last 40 years, 27 times, the debt limit, and it has been used to carry significant policy changes, that would, in fact, reduce spending and put us on the same fiscal path. President reagan sat down with tip oneal in the 1980s. President bush 1990, went out on Andrews Air Force base. We got into a long debate and negotiations with the democrats here in congress. Bill clinton went through this three times in the 1990s. President obama and i sat down in 2011. And had serious negotiations. While the president today suggested that i walked away from the deal, i would have to remind him that i was in the oval office along with the majority leader, eric cantor, when we, in fact, had an agreement two days later the president walked away from. There was another negotiation in 2011 that resulted in the largest deficit reduction bill we have seen here in the last 30 years. In 2010, when democrats controlled the congress and president obama was in the white house, what happened was a group of moderate democrats in the house wouldnt agree to raise the debt limit without a negotiation. So there was a negotiation then araising the debt ceilings. There will be a negotiation here. We cant raise the debt ceiling without doing something about what is driving up to borrow more money and to live beyond our means. The idea that we should continue to spend money we dont have and give the bill to our kids and grandkids would be wrong. This isnt about me and, frankly, not about republicans. This is about saving the future for our kids and grandkids. The only way this is going to happen is that in fact, to have a conversation. It is time to have that conversation. Not next week. Not next month. The conversation ought to start today. And im hopeful that whether it is the president or democrat leaders here in congress, we can begin that conversation.
