Im steve handelsman, nbc news washington. The question is whether this was an act of terrorism or a terrible accident. Pete williams is here to help us find answers to all of this. The debris field is spread over miles and miles. That has to make it difficult for the people to figure out exactly what happened, wouldnt you think . Of course, it is night there now and will resume the investigation in the morning to the extent that they can do. It will be critical to find the black box. The fact that the debris is spread out over such a large area according to the aviation experts suggests it did blow up in the air instead of remaining intact until it hit the ground. That is another factor that is leading the u. S. To say they believe it was shot down. I should point out while there are some u. S. Officials saying they are confident it was shot down officially the government isnt saying. The Vice President said apparently shot down. So that seems to be the emerging consensus. You look at where it happened at the critical border and look at the debris and the height in which it was flying and then suddenly comes down. So all of the things put together i think there is an emerging consensus that that is what happened. There are also reports that the black box has been found. What do we know about that . The Ukrainian Government says it is not recovered. The ukrainian separatists say it has been. This is one of the issues that will have to be sorted out. You have the hostilities and the investigation that has to be done internationally. You have dutch interests because that is where the plane took off and predominantly dutch passengers. You have the malaysians. It is their plane. Yo ahave the u. S. , probably american passengers. They have not seen the passport data and only have names so far. You have all of this International Community that will want to have an objective investigation given the finger pointing between the russians and ukrainians. Will the ukrainian authorities allow an International Team . Whether or not there were americans on board that flight would that have any impact on the nature and intensity of u. S. Involvement in the investigation . If there were no americans is the u. S. Likely to step back from the investigative effort or what . Lets assume for the purpose of your question that there are americans on board we go to the same situation they went through with the malaysian crash before. The u. S. Has no authority to storm in and say we are here lets start interviewing witnesses. They have to be invited in by the authorities. One question is who are the authorities in that area . We have offered help and offered all of the ntsb assistance and other investigative resources. The question is will they take up our help and that of the International Community . The other Malaysia Airlines investigation was complicated and this has more layers of that one. At least this time they have the plane. The latest tragedy comes four months after Malaysia Airlines flight 370 disappeared. No debris or crash site from that one has been found as pete noted despite extensive search efforts. There were 239 people on board that airliner. It was traveling from kuala lumpur to beijing. There is quite a lot of shock from malaysian officials and citizens world wide tonight. Other International Airlines avoiding Ukrainian Air space include klm, royal dutch, Turkish Airlines and virgin atlantic. In april the faa told u. S. Air carriers to stay out of air space in thatregion due to the crisis in ukraine but that particular zone did not previously include todays crash site. Committee tells us it will review sweeping legislation that would require the government to better track sex assault in the air, a problem recently uncovered by Scott Macfarlane who joins us with an update. Our investigation earlier this year uncovered a series of sex assaults, strangers groping female passengers on flights. At least four of those incidents in recent months and still more at other airports nationwide. In one case we uncovered a woman told us a stranger in the next seat fondled her breasts and legs and she was frozen in fear because of it and once the plane touched down and investigators boarded it was too late to prove her case. The iteam discovered no Agency Tracking the cases, keeping official count or releasing information to the public. In a letter a group of congressional leaders asked the u. S. House Judiciary Committee to formulate new legislation to fix the problem to require to keep track of the cases and potentially make the Information Available to flyers. Prosecutors in loudoun county, virginia are asking a judge to revoke the bond of a ceo in ashburn who is charged with first degree murder in the death of his estranged wife.
