It is clear to us that the republicans in the house want to shut down the government. We dont have a budget starting october 1st and when they have not been willing to negotiate, you do a continuing resolution. You continue at last years level until you work something out. That is regular order. But the republicans want to move their extreme agenda, even though the Health Care Bill was enacted several years ago and upheld by the courts, we wont negotiate that way. We think government must stay open and then we can negotiate. But we wont be intimidated by their threats. So at this point the republicans want to close down government. And republicans say this is their form of compromise to send back a bill to the senate to delay the Affordable Care act. Do you believe this is a fair compromise . Absolutely not. Weve compromised at their level of spending and the continuing resolution, if the speaker would put it to the floor of the house of representatives, it would pass. So he clearly is yielding to the extreme of his party and trying to use this in an inappropriate way to advance their agenda. Reporter senator, we are less than an hour away from the shutdown and what do you say to the constituents to solve the problems. This is going to hurt people. It is going to hurt people who need Governmental Services and our economy. This is outrageous. I agree with them. But lets take a look at who is responsible for this and that is clearly the republicans in the house who blocked a chance to do what we normally do when we dont have a budget passed. And now there are stern responses to them to the people they serve and to the republican counterparts they claim are recklessly sending this country into a shutdown. You have folks that dont know the consequences of their actions. They will find out. And eye robbicly ironically, the American People are going to find out the way in which their government, their federal Government Supports them every single day because when it is not there, they will feel it. Were going to fight very hard to keep the government open. Were introducing should the shutdown occur well introduce a bill at 12 01 tonight, jim moran and others to make sure federal employees are paid retroactively for whatever time they are furloughed. Reporter House Republicans are still hoping the senate will negotiate to delay the Affordable Care act for a year, something the senate said they would not budge on late monday night. And rob whitman also of virginia is staying optimistic as we approach the final minutes before the shutdown. The house put out different ideas to solve this and how to fix what we know are problems from the Affordable Care act. I hear it every day. And so i think this is a reasonable course of action and were going to continue to put our ideas our way. All they have done is say no, no, no. We heard you speaking in the piece that we just aired right now about a bill you and congressman moran want to introduce at 1 201 12 01 should the shutdown happen and tell us what that would mean for your forward employees. Federal employees, who, through no fault of their own, who have been furloughed or temporarily laid off have been reimbursed for that lost salary. Weve introduced subsequent legislation to make sure they are kept hole and that is what this would bill what this bill would do, keep them whole. And the Government Shutdown years ago but how is this different from that. About 17 years ago half of the government was affected. This time not a single appropriation bill has been passed by this congress. And so all federal workers who are considered nonessential are at risk. Reporter we also just received late word that the house is calling in a negotiators to sit at the table and try and negotiate a last minute deal. How do you perceive Something Like that would go with members of the senate and the house now having to deal with a formal negotiators . Well i think anything is better than a shutdown. But i think it does underline the incredible failure of the Republican Leadership in the house to be able to do what we have always done in the past, which is to find a mechanism to fund the government in the absence of an agreed to budget and passed appropriation bills. This is a sad and low moment for this institution. We spoke to House Republicans that are still optimistic, thinking that the senate will come to a compromise and therefore avoid a shutdown. Do you think they are being disingenuous by staying optimistic right now . I dont want to question the motives of any colleague but i will tell you that the dynamic here is that one side is saying, having lost through all of the normal routes in courts and the legislative and electoral process, we are not going to put a gun to someones head and say we dont care. And months ago, after the Ribbon Cutting, it hasnt done anything it was designed for. It is definitely locked. Danger signs, barricades and locked doors. That is now. Despite a Ribbon Cutting and a d. C. Water news release in june saying all d. C. And maryland facilities have been completed. But along the c and o canal, portopotties are the only option. Why dont they unlock it. They were scheduled to open in 2011 and then postponed to 2012. It is 2013 and they are postponed again. It is like way too long. Two of the Facilities Service toilets. All four contain technology that is supposed to clean the smell of sewage from the air, because under all of this Natural Beauty is a d. C. Water pipeline moving 60 million gallons of raw sewage every day. Wusa 9s call for action has been trying to get answers since may from the National Park service or d. C. Water. Both sides were pointing at the other as to who needed to take action. Months after the inquiries and months after the Ribbon Cutting at fletchers boathouse, all of the restrooms remain locked. Before labor day, d. C. Water allowed the National Park service to unlock the doors at fletchers but the restroom at old anglers inn nothing here works. Not only is the bathroom locked, the odor abatement system isnt working either. Remember the guy who cut the blue ribbon . We made multiple requests to speak with d. C. Water gm George Hawkins but a spokesperson john lyle said that he and not hawkins is the best person to discuss the project. Well let me show you what your boss has said. He says relief is here. He said, quote, facilities have been completed. I never said the anglers facility was done. Then why on earth would d. C. Water have a Ribbon Cutting and issue a news release saying it is completed. I understand how you understood that but im trying to clarify what we meant. Reporter and as for the other three sites that are classified as completed. There are four that we believed are open so how many are open. Ill double check that and get back to you. You dont know . Ill clarify whether the other two facilities in maryland are open. Reporter weeks after that interview George Hawkins finally agreed to answer questions himself. The d. C. Project and all three maryland projects were completed. Did you say that . I did not verbally say that. Well cut a ribbon and formally open the facilities. Listen to this recording provided by d. C. Water. At two points and more than a minute in, listen there is no audio. We cant hear what he said. Did your own people misquote you . No it was just a statement of what is in the press release. I do not know the status of every project and the design. But you know now it is not completed. I know now we are in the commissioning phase. Do you acknowledge that could misled people that it was a mistake. I just did. To give the impression that everything was done and turned on, we apologize for that. Reporter and at all of the sites there is a sign that says 9. 7 million. And do you know what the full cost is . It is 14 million i believe for construction but ill have to check. That is about a 50 increase. Since the original contract was awarded. So this has gone way over budget. It is not the same work for more money, we are doing more work than anticipated. Reporter hawkins said the other two sites are in testing and finishing delays at the anglers inn odor station but it should open up soon. But you believe the bathroom is operational . I believe the bathroom is operational. Then why not let the park service open up that part of it . That is a possibility that i have not looked into and i certainly could. Reporter they hadnt looked into it until the interview last week and true to his word, tonight d. C. Water said they have passed on anglers site to the National Parks Service Ready to unlock, open and flush. And they are soon to begin testing this on the odor scrubbing unit which theyve begun testing at the other two maryland locations. D. C. Water said their focus all along has been on the odor system and that has been operational since the Ribbon Cutting at the one d. C. Location. As for the potomac location at old anglers inn, we visited there late today at about 5 15 and the danger, keep out sign is still up but they say they passed it on and it is now in the hands of the park service but with the Government Shutdown, it may be more delays again. Well have to go back after the government revs up again. So the completed project is still not complete and relief you may have to hold it. Im baffled by city officials that show up and dont have the answers. What did they think you would ask them. They couldnt answer your questions. It just baffles me. I was surprised about everything and also surprised about how long it took wusa 9s call for action we started on may and it took us this many months to get it answered, let alone the bathroom opened. They voted no. They voted to deny the house an opportunity to appoint budgets. What happened in the senate . I believe at least 15 times 18 times, 18 times majority leader harry reid and the budget chairman patty murray asked to appoint temporaries to work out the budget issues and 18 times people like senator lee said no. They blocked them. And i would point out senator john mccain said it was, quote, in sane for republicans to be blocking a negotiation on the budget since they spent all of last year calling upon the senate to have a budget. Now the speaker of the house earlier this year said he didnt want to engage any more with the president or the white house on negotiation, that he wanted to go through the regular order. Well the regular order means appointing budget negotiators. So the reason we are here today is that the speaker of the house refused to name budget negotiators, in the senate they blocked budget negotiations. Why would you do that . Because you have to compromise when you go to a budget negotiation. They didnt want to do that. And so instead we have a deliberate, very calculated strategy not to go through those negotiations but to wait until the government is on the precipice of shutdown because then they feel they dont have to compromise, they can just demand that democrats in the congress adopt their radical propositions, getting rid of the Affordable Care act and theyve threatened that the government will no longer pay its bills as the next step. They believe that that way they would no have to would not have to compromise. You are listen to maryland congressman Chris Van Holland explain the democratic side in all of this and in how they tried to move this on to the house and then get this law implemented but the republican side is there ought to be room for compromise and the democrats arent coming to the table to compromise which is why we are where we are.
