Right now its 50 degrees in leesburg. 52 manassas. 60 in washington and annapolis but only 49 degrees at bwi. You can see here on satellite and radar, here comes that thick cloud deck. Heavy rain indicated in the oranges and reds. The yellows could also indicate some downpours. Looks like most of this will be moving toward the north and east by the time youre stepping out the door tomorrow morning. However, i think this model is a little optimistic. I think were still going to have the rain hanging around through the morning rush tomorrow. By the tail enof the rush starting to clear things out. Police department which would require officers to wear body cameras. Mayor gray and d. C. Police chief cathy lanier are expected to outline a Pilot Program later this morning. Nikki burdine is live outside the Wilson Building with what we know so far. Good morning. Reporter good morning. There are more ways than one to get caught on camera. There are cell phone cameras, speed cameras, red light cameras, dashboard cameras and now on d. C. Police officers, body cameras. We first learned about this plan earlier this year. Now its official. They plan to release all this information with chief cathy lanier about how they will implement this plan. There are several types of cameras that could be worn on d. C. Police officers. They can wear them on their lapels, their chest or their caps. Laurel Police Officers already started using cameras very similar to the ones d. C. Will be using last year. We dont know all the details of d. C. s camera plan just yet but the hope is these cameras will improve the relationship between police and the public. The d. C. Police union does support the use of these cameras. Chief cathy lanier said the use of the cameras will ensure the safety of officers as well as the public. The executive director of the d. C. Police agrees the cameras have a lot of potential to improve d. C. Relationships. If you have it on film, it conceivably will expa date the ec pa diet the way a lot of these cases will be handled. Reporter still a lot of questions remain as far as when officers will be required to turn on and Start Recording their cameras and when theyll be required to let people know that they are being recorded. Well learn more today in a press conference at 10 00 here at the Wilson Building. Back to you. Thank you, nikki. Its 6 27. It will soon be possible for people to legally carry concealed handguns in the district. Possible but difficult. The city Council Passed the emergency legislation tuesday setting up some rules for concealed carry in the district. The rules ban carrying handguns in many public buildings, on public transit, and places that serve alcohol. Those who want to conceal carry must provide a reason why and fill out a very detailed application. I dont think there will be a large number of people who get a license. The requirements are rigorous. The new rules are based on similar laws in several other states that have strict concealed carry policies. The council acted because a court ruling overturned the citys blanket ban on concealed carry. Lets take a look outside. Another beautiful sunrise this morning at 6 28. You can see the temperatures down in the low 60s. Thats at National Airport but in the 50s and 40s in some places. So beautiful but erica is tracking some moisture headed our way. Erica, over to you. Beverly . Beverly . Reporter how about we start with traffic and then to the weather. On the dry pavement were looking decent around town. That includes around the capital beltway. No big incidents. Volume building. We knew that would happen this morning. The outer loop heading into Silver Spring. The inner loop oxon hill still not a bad pace. Building volume from cheverly making your way to kenilworth avenue. Everything reopened near bristow road from an earlier tree that was down. Sky 9 on 66 heading into the beltway, weve had the volume heaviest getting through manassas, getting into centreville, in through fair oaks but your lanes are open at the beltway interchange heading on into falls church. Volume gets thicker into falls church at this hour right at 6 30 with the hov rules going into effect but that should ease up getting into ballston and rosslyn. 395, your slowdowns just beginning north of edsall road to duke street, the point where the lanes merge from four to three. Lanes open to the 14th street bridge. Your troubles right now on 50 coming in from annapolis. Bowie none to speak of. 30 slowing in cheverly as you get past 202 to head down to kenilworth and new york avenues. Thats a look the at drive. Now with that forecast, heres erica. Thank you, beverly. We are looking at a coastal system thats making its approach for the metro area. In the meantime, were still dry and actually its not that terribly chilly here in the immediate metro area. Here we are on the terrace in northwest d. C. I have my light jacket on and i am doing okay. Lets take a look at our flood alert though because we have the heavy rain on the way. That is producing a Flash Flood Watch until 6 00 tomorrow morning for the heavy rain that will move in overnight tonight and that will be for both the baltimore and d. C. Beltways and for the counties surrounding them. In our day planner were going to continue to see the cloud cover lower and thicken throughout the day and a slight chance for a shower during the evening commute, especially to the south of the beltway but the rain moves in in ernest as we head later on into the evening hours and the heaviest rain will be during the overnight. Here it is on satellite and radar. You can see the approaching rain but we do have those temperatures remaining fairly mild right now. 52 at andrews and 60 in downtown washington. I didnt think i would ever be able to be married. So seeing the world change and being a part of that and watching it happen in our generation and our time, its just kind of opened up a world i didnt think wed ever get. Reporter when that happened mike proposed. The idea to enter the contest for a chance to get married here at arena stage was a pretty obvious one. We love arena stage. We say were patrons. We just started volunteering last year as ushers here. Before the contest. Yes, before the contest. And we live very close by as well. So its a big part of our lives. Were both we both love theater. We have a system moving from south to nor. The further north you live, the better your day is going to be today but then that rain moves in for all of usover night us overnight tonight. Theres that beautiful shot that mike was talking about, but you can see the clouds on the approach reflecting off of that low rising sun. 62 degrees at 9 00 a. M. And it is going to be a bit breezy this afternoon. Were going to see those winds out of the northeast at about 10 to 20 Miles Per Hour at times. At noon its completely cloudy with a temperature of 69. 70 degrees at 5 00. Thats dropping down from a high of 72 which well reach at about 3 00. But the rain is just going to be very, very light. Its not going to be in the metro area till we get to sunset. 44 in martinsburg. You can see where the clouds have moved in and kind of prevented temperatures from falling during the overnight hours. But at least youre waking up to the sunshine in the northern and western suburbs. Heres the coastal system on the way. You can see the heavy rain in the outer banks of north carolina. The center of low pressure off the coast right now. High pressure which gave us such a Beautiful Day yesterday is going to go by the wayside. Its getting pushed out of here by that approaching coastal system. You can see how much thicker the cloud deck is to the south of us and its going to overspread as we head into the later part of today. And we will be completely cloudy at noon on 9 futurecast. By the time we get into the commute, were starting to see the sprinkles pushing toward us from the south and east. Still dry for the drive home and even to the west of the beltway it will be probably completely dry until the overnight hours. You can see as we get toward 11 00, 11 30 as youre watching topper give you an update on wusa9, some pockets of yellow appearing here. Those are indications of downpours that could be wrapped in with these rain showers and these pockets of steady rain. By the time youre stepping out the door tomorrow morning, were just tapering off to showers but i do think that this model is being a little bit too fast in the departure of our system. So well still see some rain showers lingering through the morning commute tomorrow and then tapering off as we get toward the tail end of the morning commute and by noon i think the rain is out of here and thats good news for the redskins game as well.
