The council voted 3-1 in favor of the changes. Councilwoman Toni Cilli voted "no," and Councilwoman Kelly Weller was absent from the meeting.
Burrell said the Land Use Board's recommendation in favor of retail sales was made in a "calm detailed and respectful" manner and could come back before the council at a later date.
Voting in favor of the changes were Council President Harry Shortway, Council Vice President John Auberger and Councilman Andrew Pisker.
During the opening public comments session, Hugh Giordano, representing the United Food and Commercial Workers union urged the board to approve the zoning changes.
