Thats a translation. The attack unfolded about 20 hours ago. He drove down the west side of manhattan traveling almost a mile. Lets listen in. Chief gomez, john miller. They are getting themselves organized. They are about to brief members of the public. I see the governor of new york as well as other officials. Good morning everyone. Fbi investigation on the west side of Lower Manhattan. Today we are going to give you an update on some of the things we have learned overnight. Youll hear from Governor Cuomo. The u. S. Attorney for the Southern District of new york. Roger is here from Homeland Security and joe from the commissioner of oem is here as well. I a want to thank the state police for being here. Well lay out some of the security plans we had in light of yesterdays event and ahead of sundays new York City Marathon and give you an update on the west side traffic situation. John miller, Deputy Commissioner will share with you details about the work we are doing on this case. This investigation is still in its infan sichlt we do not have all of the answers. There are details today and there will be more down the road. You know in terms of casualties this is the worst since september 11th, 2011. I want to commend everyone because no one is complacent. We saw the strength of that resolve last night with large crowds that attended the halloween parade in the village. Well see it again on sunday when 50,000 compete in a marathon and another 2. 5 million cheer them along the route. The nypd and Law Enforcement and private sector partners remembers our past. We work very very hard together each day to prevent the type of thing that occurred here yesterday. What happened yesterday was not okay. It will never be anything any of us will accept as inevitable. We have prevented two dozen plots against new york city. None of that matters when eight lives are taken by a criminal committing a cowardly act driving a rental truck. We are working to get to the bottom of what happened yesterday and why. We are working to prevent anything like this from getting repeated. I tell you as often as i can that true Public Safety is a shared responsibility. Law enforcement and Government Agencies are goidoing what we c. We need everyones help. There are more than 8. 5 Million People in new york city plus all of the people who commute. Thats a minimum of 17 million extra eyes and ears and gut feelin feelings. I talk about this all of the time. If you see something out there that doesnt look right, if it makes you uncomfortable you have an obligation to flag down a police car. At least give us the opportunity to investigate that. I want to thank everyone for their ongoing help and thank you for the Swift Response by the nypd officers, new york state police, ems workers who did a great job under the circumstances. Let me introduce dan. Dan is going give you an update on the injuries from yesterday, dan. Thank you. I will be nonspecific regarding the victims. There were 20 victims. Six of them were pronounced dead at the scene. We transported them to two hospitals. Two of those were pronounced. So the total number of deaths were eight. Six of those were citizens of other countries, five from argentina, two were americans. Of the 12 remaining thankfully three have been released from the hospital. Nine remain in the hospital. Four of those were critically injured but are in table condition. The others are seriously injured. The injuries ranged from a bilateral amputation to serious head, neck, back and neck trauma and trauma to arms and legs. It was a heinous attack that resulted in eight deaths and serious injuries. Prayers are with the families of those who died and those who remain in the hospital. Thank you to all of the men and women and all of the First Responders and all of the emts who went to the aid of those afflicted and did it so well. I want to start by thanking all of my colleagues that are here. Thank you Governor Cuomo and all of our state and federal partners who are here. Thank you for joining us. Everyone is here in common cause. This was an attack on the United States of america and an attack on new york city and an attack on our people and it was the definition of terrorism, an effort to take away peoples hope and spirit and to make them change and what new yorkers showed already is we will not change. We will not be thrown off by anything. And this cowardly act targeting the most innocent people in the most innocent pursuits would make people feel they could not go about their daily lives. We went to our annual halloween parade. A million new yorkers showed up for that event. As we spoke with them they were undeterred. They were strong. They were very proud of all of the people in this country to see that strength in the face of adversity. This morning people went to work. Kids went to school. No one thought there was any choice but to stand up to this act of terror. So as we now move forward we start with giving our prayers to the families of the eight who were killed. They, as you heard, six of them came from other nations here because they saw new york as a special place to be. We now and forever will consider them new yorkers. They shared this tragedy with us. We will remember them as new yorkers. They were here because the city is a beacon to people all over the world, a place that every kind of person comes to and is respected and that wont change. 8. 5 Million People here, we understand this was an attack on our values. It was an effort to break our spirit, but it failed. New york city is a very strong and resilient place. We have men and women that product us, such pride in the nypd and we see them on duty and we know they are the very best. So we are strong and resilient people because we know we are protected and we know that this place works when people dont feel deterred. Ill tell you, this violence was an effort to make us blink and we wont blink. We wont change. The nypd yesterday showed us once again how much new yorkers can rely on them. I want to commend officer ryan nash. I spoke to him earlier today. Now, this investigation as you just heard has begun. Its important to emphasize that we do not see any additional incredible and specific clets. We will constantly keep people posted. We do expect people to be posted. We laid out what everyone has to understand. Be a part of the solution. Share what you know. Dont think twice. Give information to our officers. Many of those previous efforts to undermine us, those almost two dozen previous efforts to attack new york city, a number of them were stopped because good people came forward with information and time. We need everyone to understand they can do that too. As we move forward we will look forward to the marathon on sunday. It will go on as scheduled. It will be an extraordinary event. We will take additional measures to ensure that. But my message to all new yorkers is do what you do best, be new yorkers. Be strong, be proud, be resilient. Show the whole world right now that we will not be moved by terror. Again, you see everyone here united in common cause. This is part of what makes us strong. For that i want to welcome Governor Cuomo. Thank you. Thank you. Thank you very much. Let me begin by asking us all to remember the eight lives that were lost tragically. That is damage that can never be undone and there are families today feeling pain that is unimaginable. Mayor i was on the scene yesterday. The performance was with phenomenal and the coordination and the effort was top shelf. It gives one reassurance to know that there is this level prof fegsallism and expertise protecting the people of this city and this state. It is also important to remember that while the leadership of the Police Department is top shelf officer nash, five years on the job, 28 years old, he was a hero. And the nypd is not just the leadership, its the men and women who were out there every day who were on the first line and i think officer nash really showed how important they are and how talented and how brave. We all applaud and congratulate him. I spoke to the Homeland Security secretary yesterday who pledges full coordination with all of the federal efforts and the fbi. I think its important that we are all working as one and in this kind of situation there is no alternative. This is not a time to have politics. This is not a time to point fingers. This is not a time to point blame. It is a time to come together and work for a common goal. The effort yeed killed eight people. The in my opinion the effort failed. The effort was to disrupt us, to terrorize us, to scare us, to create mayhem. Thats the effort. Thats the goal on all of these attacks. We have seen it all around the world. It failed the mayor is exactly right. The halloween parade last night was a beautiful example of the failure of the attempt. A million new yorkers came out with their families, with their children, they celebrated. They were there. It is new yorks way of saying we you will not win. We said after the World Trade Center bombing. We said that after 9 11 and we said that yesterday. Spontaneously, unprompted they were all there. The mayor and i marched. It was really reassuring to see the resilience of new yorkers. Youll see increased Police Preference all across the metro area. We are going to double the number of bodies at places of congregation, airports, tunnels, penn station which has 600,000 people that go through it every day, the most heavily traveled transportation hub in the hemisphere. I dont want anyone to draw any inference from that. We dont know anything. We are not responding to anything. It is just as a precaution. Same thing as the marathon. The marathon will go on because new york goes on and its an important event for all of new yorkers. Again, i want to end where i started. The effort by the First Responders was phenomenal. The reaction by new yorkers as evidenced last night, this morning people got up, went to work. Children went to school and thats what makes new yorkers special. That strength, resilience, the ability to be undeterred in the face of ugliness and actions of a depraved coward because thats what this was. This was the actions of a depraved coward. There is no grand statement to what was done. It was the act of a coward and thats the way it should be regarded because thats the way it was. I was proud to be the governor of the state of new york last night. Im proud every day but seeing new yorkers response made me feel especially proud. Again, to the team you see assembled up here, the nypd, the seamless coordination really is something to behold and a source of strength and comfort i hold for all new yorkers. Thank you. Thanks mr. Mayor. Just to reiterate now is not the time to live in fear. Its not the time to be fearful. Now is the time for new yorkers to be strong. Right now chief gomez is going to talk about what we are doing to increase security throughout the city. Hi. Good morning everyone. Immediately following yesterdays attack in Lower Manhattan the department quickly mobilized Additional Police officers and additional heavy weapons teams to kilo casey loc throughout the scene. We added more sand trucks and more vehicles to the side streets and we also signed more chevy weapons teems to the surrounding area. They will see a lot more officers on the trains and platform rjs expect more canines in our subway system and heavy weapons teams as well as Critical Response command will be deployed to other stations throughout the city. There is some traffic closures that remain in effect. I would like to point out that is the west side highway from 14th street down to the tunnel. It still remains an active crime scene. We anticipate it will be closed until early this evening. We have assigned traffic agents to the area. Motorists please avoid that area. We are just a few days away from new york city which over 51,000 runners will participate. The commissioner said 2. 5 million spectators will line the streets. It will be a very safe event. We added more blocker vehicles. I cant give you the exact number. I do have it. I cant give it to you. It will be the most ever deployed at this event. We more than doubled our observation teams, observation posts as well as the Emergency Services unit, not just here in manhattan. We also hadded more heavy weapos teams. It is from our Strategic Response group and from Critical Response command. They will also have a mobile response capability if they are needed elsewhere. And this increase will supplement the already launched substantial detail that youll see on the route. There will be officer attire you wont see. They will be mixing in with the crowds to detect any suspicious activity. Canines, a large number of canines will be deployed as well as with their resources and equipment. Our aviation helicopters will patrol from above and as well as the route. Certainly Traffic Control agents that will have the heart task of keeping traffic moving in the effected areas. As the commissioner said, 8. 5 million new yorkers, several million other tourists, thats a lot of eyes and ears in our city. If you see something say something. Our thoughts and prayers from the bureau are with all of the victims families and for all of those still recovering. Right now the new york jttf is following up on related leads as we work to process and relate today yesterdays attack. Like last year our partner jttf in newark are fully engaged. They will continue to do so for the foreseeable fuchlt question also have joint terrorism following up on leads as we generate them and kick those out. The investigation is still in its early stages. I know i say this each time but it is vitally important that we do not inadvertently release information that could impact this investigation. I think the public understands that need and for that reason i may not be able to answer specific questions on how much or what we know. I can say we have been conducting searches throughout the night abdomen into this morning. I expect the searches will continue. I expect evidence collection on the scene to continue to at least early this afternoon but more likely to early this evening. We are very grateful for the patience and resiliency of the workers and people that reside in the area. Im asking the public to call us with any information that you may have. We set up a hot line. The two numbers are on the chart to your left. The first 1800callfbi. The nypd number is up there as well. We have a second site which is vitally important. And now john miller will give us an updated chronology of what happened and he will also talk about the investigation. Again, what bill said, you will have a lot of questions but we have to let this investigation get more mature. It is not even 24 hours. There will be some things we can tell you and a lot of things we cant tell you, john. Thanks commissioner. Just to reiterate, we are in the early stages of this investigation so the information remains relimb nar meaning some details, time lines, etcetera may change as we develop more information. This information is being carried out jointly and the Intelligence Bureau and hundreds of detectives from the nypd Detective Bureau who responded and worked through the night developing evidence and following leads. The time line as we have it now starts at 2 06 p. M. At which point the suspect rents a large vehicle from the home depot in new jersey. According to license plate readers on the George Washington bridge he exits the bridge into new york city southbound on the west side highway at 2 43 p. M. At 3 04 a Port Authority camera shows him entering the bike lane and traveling at a high rate of speed. At this point he appears to target bicycle riders and pedestrians within the southbound bike lane traveling at a high rate of speed. That ends when he collides with the school bus injuring a number of additional people. At 3 08 p. M. It reports people down the School Bus Accident and a man with a gun in the ent. They leave that location and joined bay third officer. They observe a man who appears to be waving a gun and yelling at the scene of the accident and observe people down on the scene. One of those officers, brian nash takes action and fires his Service Weapon bringing the attack to an end. As the injured were being removed by Fire Department and ems personnel and being triaged at the scene a perimeter was set up around that truck and the nypd bomb squad was called in to clear that vehicle for any suspicious devices. The suspect is identified as a 29yearold legal permanent resident of the United States who came into the country from uzbekastan in 2010. There have been a number of search warrants and there may be more, witnesses interviewed, associates tracked down and other activity. We have been able to piece together a number of facts. Recovered in and around the vehicle were multiple knives, the two imitation pistols, one a paintball gown and the other a cross man pellet gun. We have a lot to go through. The detective using hundreds of detectives so he was meticulously trying to pick up every piece of video from every traffic camera, anything that will help us put together this time line so we can reconstruct as much of this as possible. Well also be reviewing license plate data to help reconstruct the movement over the preceding days as well as interviews with associates. The suspect was transported. Well hear an update on his can be today. He is in custody and under arrest. Based on the investigation overnight it appears he had been planning this for a number of weeks. He did this in the name of isis and along with the other items. He appears to have followed almost exactly to a t and it put out with corrections to their followers on how to carry such an attack. Reporter [ inaudible question ] its a big city. I dont think there are any. Of course we are going to take a look at that now. Reporter [ inaudible question ] bill or john . Suspect was interviewed at the hospital. We are not going to be able to go into his statements in any specificity. Reporter [ inaudible question ] you want to answer that first . Sure. What we could say is its never been the subject for has he been the subject of an fbi investigation. We know that through our work and overnight. What we are looking for is how has he touched the subjects of other investigations . What is his connectivity to those people and we are kind of building out to try to document that. It appears he will have some connectivity to individuals who were the subjects of investigations though he himself was not. I received called yesterday from the Homeland Security secretary and from the Homeland Security adviser in the white house. Both offered any and all help in this moment and said they would be 100 available to us. Those calls happened give or take yesterday evening not from the president directly, no. . I received no call from the president. I also received the call from acting secretary duke. We spoke of our coordination jttf, fbi, but basically did we need any other assistance from the federal government . I actually received a phone call from the secretary also a little bit after 8 00. Reporter [ inaudible question ] look, im not bothered at all because two senior officials called promptly and offered help. I think thats appropriate. We are here to talk about the situation, the facts and no one up here wants to political size any of this. I dont think anybody should be political and the work we have to do in in investigation. We have been listening to the briefing going on at Police Headquarters from a number of officials including the mayor of new york and police commissioner. We learned a few more details about this attack that unfolded yesterday including that the suspect here appeared according to officials to be planning this for several weeks. We know that he rented this truck, this home depot truck at 2 06 yesterday and one hour later was going down fast mowing over civilians, pedestrians, psycyclists and killing eight people. What more could you add, pete . In addition to the note found in the truck that said isis lives frifr, thorever, they kno looking at this isis material and had begun doing so recently. They cant be more specific than that. They say he appears to be radicalized on his own. They dont know of anyone in the United States or overseas he was in contact with about this attack. They dont believe at this point that there was anybody in the u. S. That was aware of this or who was helping him. They will look more into that. So far no indication, nothing obvious that he had help. As to why he began consuming isis propaganda, they dont know. We had talked to friends of his who say he recently began to show an interest in it. Whether there was some crisis in his life or something that he found offensive we just dont know. Authorities say they havent found that yet. And it was interesting to hear the Counter Intelligence official say that this suspect had been interviewed at the hospital. He didnt want to characterize it. Did we have any reporting on his level of cooperation . It is fair to say his level of cooperation is zero. He was talking to authorities. They went in there very quickly last night. He was smug and not at all repenitent and if anything proud of what he had done. We dont know what the charges will be filed they could be filed as early as today. When to move on that is discussion. They also found a couple of knives around the car. I am joined by christin. We lernd of more injuries as well. Right. There were eight killed and 12 injured. Four are still in Critical Condition today. As for those killed they say there was one woman from belgium that was killed. He says that she was a mother. She had a baby and also five men from argentina celebrating their five Year Anniversary of graduating high school. We learned some of those injuries are quite serious. Police say he mowed down bikers and pedestrians on a path near the World Trade Center site. An officer shot him when he got out of his truck and ran firing a paintball gun and pellet gun. Notes were found in his vehicle saying he did it for isis. He was radical yiezed and fol w followed on how to carry out a terror attack like this. They say five of the eight are citizens of that country. They were celebrating their 30th college reunion. A sixth victim, no details released about the other two victims. We have uncovered details about his past in new jersey and in pennsylvania. This is an old mug shot of him from missouri. We have learned he was charged with traffic related offenses. Years later the 29yearold was arrested in central pennsylvania on similar charges. Now, a friend tells nbc he may have been married with kids. They describe him as a quote very happy guy who is no terrorist. That is according to a friend. Public records show he had a commercial drivers license. He rented the pickup truck used in the attack. We called that store but the store had no comment. We are live with how people are coping with the worst trob attack since 9 11. Reporter yeah. We heard that news dorchs a few minutes ago. A word that kept coming up was resilient, how resilient people of new york are when dealing with a terrorist attack here. They claim it was a violent attack meant to make the city blink or to break the will and spirit of the people of new york city. They said the only thing they could do is stand up to terrorism. Here is a little more from the News Conference we heard a moment ago. It was an effort to break our spirit. As an effort to break our spirit it failed. New york city is a very strong and resilient place. We have great faith and men and women who protect us. We have such pride in the nypd. Reporter and this morning we have been here in the citys neighbor had all morning long and saw another kpfrp ls. Parents and children walking side by side. Now, a madman bethie behind t wheel of a pickup truck, invest dw gators say it was a terrorist attack. New yorkers say they will and spirit wont be broken. I think it will be fiechblt they all it. The new york attitude is you dont have to hold your head up high. You cant control everything fortunately. It allows temperatures to go way up as the front moves up to the north. Take a look at these highs. 72 in chestnut hill. 73 in langhorn and reading at 72 degrees. It is 72 in robinsville. It is 74 in dover. Is that going to continue all the way into the weekend . Not really. Saturday we are only 60 degrees. We have another front coming through. It is going to be chilly. It is 59 for a high in the Lehigh Valley. Showers come saturday night into sunday. Sunday does not look like the washout that this past sunday was with heavy rain and with winds. This is a much weaker system that could certainly effect the eagles game and you can see those showers here. By monday we are starting to warm up again. Now, look at the difference here.
