BOSTON – State Rep. Steve Xiarhos (R-Barnstable) has filed legislation designed to protect small businesses from state taxation he says would dilute federal economic stimulus benefits.
Under the 2020 Coronavirus Aid, Relief, and Economic Security (CARES) Act, Congress directed the U.S. Small Business Administration (SBA) to guarantee billions of dollars’ worth of targeted loans to small businesses nationwide. The purpose of the Paycheck Protection Program (PPP) was to ensure that those small businesses – which collectively serve as major employers of American workers – would continue to pay their employees during the pandemic notwithstanding business interruptions and temporary closures.
