The Department of Defense – in concert with the Department of State – is honored to acknowledge the 70th anniversary of the Bilateral Defense Agreement signed by the United States of America and the Republic of Iceland.

As founding members of the North Atlantic Treaty Organization, the U.S.
and Iceland have demonstrated collective resolve to overcome many challenges over the years.

SAN DIEGO – Capt. Jon Grant, officer in charge, turned over command of Center for Surface Combat Systems (CSCS) Det West to Capt. Brandon Bryan, commanding officer of CSCS’ Fleet Anti-Submarine Warfare Training Center (FASW), April 30.
Grant will retire from the U.S. Navy after 38 years of honorable service, Oct. 1, 2021.
A ceremony was not held but an official turnover was conducted by Capt. Dave Stoner, commanding officer, CSCS.
“When you look at Det West’s accomplishments since February of 2020, when Jon assumed duties as officer in charge, it is apparent that he and his team have contributed vastly to the surface combat systems community,” Stoner said. “Det West successfully delivered over 60 courses of instruction that supported over 2,770 U.S. and international students. Just months into the Biden-Harris administration, the change in tone, message, and approach to transatlantic relations is palpable. President Biden has reaffirmed the U.S. commitment to the North Atlantic Treaty Organization (NATO) and collective defense and has stated that a strong European Union is in the U.S. interest. The value ascribed to allies and partners is evident in the Interim Security Strategy, which calls for working with allies to “promote fair distribution of power” and “reinvigorate and modernize our alliances and partnerships.” Reflecting its own eagerness to work with the incoming administration, the European Union released its EU-U.S. workplan, “A New Transatlantic Agenda for Global Change,” prior to the U.S. inauguration.
If the president’s speech writers had done thorough research, they would have realized that the US has a location in Djibouti’s Camp Lemonnier, and that AFRICOM’s war-fighting activities are ongoing in Mauritania, Senegal, Burkina Faso, Cameroon, Mali, Niger Republic, and even neighbouring Chad. It is difficult to place the significance of moving AFRICOM’s headquarters to Africa. The call by the president was also a major foreign policy shift, as previous presidents had kicked against similar moves to bring foreign troops into Nigeria. What Nigeria needs is help, not the active participation of any American force in our territory.
