Budd, a former senior border patrol officer with the U.S. Customs and Border Protection, now works with veterans who have been deported to Mexico and are now living in Tijuana. She also helps immigrants, asylum seekers and deportees in San Diego and Tijuana. Budd apprehended immigrants for six years in Campo, California, before she quit in protest in 2001.
