An audit of the Montgomery County Police Department calls for increased training and changes to several department policies.
Robert White was shot and killed by a police officer in Silver Spring almost three years ago. The officer was cleared of wrongdoing, but it led the county executive to request an independent audit of the department as he seeks to change the culture. “If you’re trained that you’re arriving at the scene and you’re pulling out the gun, you’re shouting get down on the ground and pointing a gun at somebody then you’re probably forgoing the opportunity to have a conversation before it escalates,” Montgomery County Executive Marc Elrich said.

Montgomery County landlords will have to notify tenants about mercury service regulators in their homes, under legislation the County Council unanimously approved Tuesday.
Landlords also will have to notify local gas utility companies to eventually replace those devices.
Regulators control and regulate the flow of natural gas. If they are not installed properly, regulators can cause gas to build up and ignite.
The legislation is partly a reaction to an explosion and fire in December 2016 at Flower Branch apartments in Silver Spring that killed seven people. The regulator was not connected to a vent line, so natural gas built up and ignited.

Four of the county’s five regional service centers will soon have new leadership, with three directors retiring soon and one already moved to a new role in County Executive Marc Elrich’s office.
County Council President Tom Hucker told reporters during a weekly briefing Monday that the retiring directors are:
Catherine Matthews, of the Sidney Kramer Upcounty Regional Services Center in Germantown. She has been director since January 2001.
Luisa Montero, of the Mid-County Regional Services Center in Wheaton. She has been director since 2015.
Reemberto Rodriguez, of the Silver Spring Regional Services Center. He has been director since July 2009.
