Gen. Guillermo Lorenzo Eleazar, chief of the Philippine National Police (PNP), has ordered the National Capital Region Police Office (NCRPO), to start the necessary preparations for the full implementation of the stricter rules under the Enhanced Community Quarantine (ECQ) in Metro Manila.
This, as President Duterte has approved the recommendation of the Inter-Agency Task Force on the Management of Emerging Infectious Diseases (IATF-MEID) to place Metro Manila under ECQ in order to effectively fight the spread of the virulent Delta variant of the coronavirus disease (COVID-19).
“The decision of President Rodrigo Roa Duterte to approve the recommendation placing Metro Manila under the stricter Enhanced Community Quarantine from August 6 to August 20 is a necessary intervention to protect the public amid the rising cases of the more virulent Delta variant in the country,” said Eleazar in a statement.

The National Bureau of Investigation (NBI) has been ordered to investigate the deaths of two activists who were reportedly killed by policemen in Guinobatan, Albay last July 26, the day President Duterte delivered his last State of the Nation Address (SONA) in Quezon City.
Justice Secretary Menardo I. Guevarra gave the directive through Department Order No. 175 he issued last Wednesday, July 28.
The order states that the NBI is “directed and granted authority to conduct an investigation on the killing of Marlon Naperi and Jemar Palero on 26 July 2021 in Guinobatan, Albay and, if evidence warrants, to file the appropriate charges against all persons involved and found responsible for any unlawful act in connection therewith.”

The police commander of the Talipapa Police Station in Quezon City was sacked from her post for command responsibility over the deployment of her men for State of the Nation Address (SONA) duties even if they were still waiting for the results of the swab test for the coronavirus disease (COVID-19).
A total of 51 of the 82 personnel of the Talipapa Police Station who tested positive for coronavirus were deployed for SONA duties. They were tested on July 23 but the results were only released on Wednesday, July 28. or two days after they tapped to secure the protest sites for President Duterte’s final SONA.

Presidential Spokesman Harry Roque made the statement after it was reported that 51 of the 82 personnel of the Talipapa Police Station in Quezon City deployed for Duterte’s SONA turned out to be positive for the coronavirus disease (COVID-19).
In his press briefing on Thursday, July 29, Roque said the police officers involved should be immediately isolated and their close contacts traced.
He added that there will be an investigation since it was standard operating procedure (SOP) for anybody to wait for COVID-19 test results before heading out.
The policemen were tested on July 23 but the results were only released on Wednesday, July 28, two days after they were tapped to secure the protest sites for President Duterte’s final SONA.
