Maintenance staff, GFD, DPW contain fuel leak at Skilled Nursing Facility

A fuel leak at the Skilled Nursing Facility was contained Sunday night by the Guam Fire Department, the Guam Memorial Hospital Authority facilities maintenance team and the Department of Public Works, according to a news release from Guam Memorial Hospital Authority.
At around 10:30 p.m. Sunday, staff at the Skilled Nursing Facility began to notice a fuel leak and called the fire department, hospital leadership, and the facilities maintenance team to clean up and contain the spill.
By about 12:30 a.m. Monday, the spill was contained.

The federal government covers a certain share of Medicaid expenses based on the Federal Medical Assistance Percentage for the state or territory.
The FMAP for Guam has fluctuated recently but has been 55% in the past, meaning the local government needed to put up a 45% share to get the federal government to cover the rest.
In fiscal year 2019, Congress raised the FMAP to 100%. In fiscal 2020 and 2021, the FMAP was set to 83% and then to about 89%, due to the Covid-19 pandemic. Moreover, the island s Medicaid cap was lifted to about $130 million for fiscal year 2020 and 2021.

The government of Guam s deficit has been reduced from $83 million to $1.5 million, a release from Gov. Lou Leon Guerrero s office stated.
“As I stated in my first year in office, our island was in a period of transition. Whatever conditions our administration inherited, we promised to move forward, the governor said. To almost completely eliminate the deficit of over $83 million is a direct result of our commitment to fiscal discipline.
Financial statements ending Sept. 30, 2020, show GovGuam reported a surplus of $46,287,261 in the General Fund, reducing the accumulated deficit to $1,573,682, or 0.2% of reported revenues, the release stated.
