The tragic impotence of peace and democracy building Ei Sun Oh Kuala Lumpur: Some readers will recall my having mentioned that more than two decades earlier, I was working at the United Nations office in Geneva, Switzerland. It was a most wonderful experience, where I got to work with colleagues from around the world, but dealing unfortunately with some of the most exigent matters around the world from disasters, natural and manmade alike, to refugees and internally displaced persons. And the distinction between the two latter groups of victims has always been fuzzy at best. For most of the period that I lived in Geneva, I stayed for much of the time but a few hundred meters away from the Palais Wilson, a historic building by Lake Geneva. I used to pass by Palais Wilson, walking down to the lakeside to admire the watery scene. As I did so, I often could not help but sigh at the magnificent building and the modern history it carried.

Of the 60 notes verbales, it said 45 were issued under the tenure of Secretary Teodoro Locsin Jr. However, it did not identify which diplomatic communications have not been addressed.
