PSAKI:  Sure.  What I was trying to clarify I apologize is that it’s not currently permanent. Q    Right. Q    Whether that’ll be a red line, like you said, or MS. PSAKI:  Well Q    a definite part of proposal.  MS. PSAKI:  And the President absolutely feels that that the Child Tax Credit provides essential funding and help to people who need help the most.  That’s why, in the American Rescue Plan, he increased the Child Tax Credit from $2,000 to $3,000 per child, and to $3,600 for children under the age of 6.  And the expansion was the single-largest policy contributor to cutting child poverty, as is evidenced by the chart we had up.

  MS. PSAKI:  Okay.  Happy Earth Day, everyone.  And joining us in the Briefing Room for the second time I told you they’d come back and take more questions; I deliver on my promises is National Climate Advisor Gina McCarthy and Special Presidential Envoy for Climate John Kerry.   We’re, of course, very excited to have them here.  After their short remarks, they will be able to take just a few questions because they have a busy Climate Summit under way.       On day one, President Biden fulfilled his promise to rejoin the Paris Agreement.  And as part of reentering the Paris Agreement, the President launched a whole-of-government process that was organized through his Climate Task Force to establish the 2030 emissions target, which is known as the “nationally determined contribution” or “NDC.”  And it’s a formal submission to the United Nations under the United Nations Framework Convention on Climate Change.

James S. Brady Press Briefing Room 12:29 P.M. EDT Q    Hi, good afternoon. MS. PSAKI:  Good afternoon.  Okay.  Today, the President will announce that on Thursday he expects he will meet his goal of 200 million shots administered in 100 days or under 100 days, I should say a goal he doubled after meeting his original goal of 100 million shots by day 58 of his presidency. As the administration as we work to get even more people vaccinated, President Biden will call on employers across America to do everything they can to help their employees and their communities get vaccinated. That includes a tax credit for small- and medium-sized businesses to fully offset the cost of paid leave for employees to get vaccinated and recover from any aftereffects of vaccination if needed, and a call for employers, large and small, to take additional steps to help get their employees and communities vaccinated.
