The city of St. Augustine has a new chief resilience officer, whose role will include combatting flooding in the city.
City Manager John Regan recently chose Jessica Beach, the city s stormwater engineer, for the role. She has been working for the city since 2017, overseeing the city s stormwater program. Before that, she worked for the St. Johns River Water Management District for about 13 years in its Regulatory Program and as a project manager in the District’s Division of Projects, according to a city news release.
She has a bachelor s and master s degree in environmental engineering from the University of Florida.
The city is reviewing a building-permit application for Axionlog to build its cold and dry storage warehouse in North Jacksonville at an estimated cost of $2.9 million.
V. Paulius & Associates of Allendale, New Jersey, is the contractor for the 37,763-square-foot project on 8.5 acres at 11370 New Berlin Road.
The city previously issued permits totaling $125,000 for site clearing on 16.53 acres, foundation construction and other work.
Axionlog, the Argentina-based global restaurant supplier, proposes to build a $15 million warehouse. It will start with freezer and dry storage space designed for expansion to almost 105,000 square feet.
The “2020 Distribution Center for Axionlog Cold Solutions” plans show freezer, cooler and dry-storage space connected to cool-dock and dry-dock space and an office.

Sleiman Enterprises and Earth Fare announced the return of the natural and organic foods grocer to Sleiman’s Shoppes of St. Johns Parkway in St. Johns County, which raises the question about the store’s potential return to East Arlington.
Earth Fare in February closed three stores in Northeast Florida – the St. Johns County, Arlington and Mandarin locations. Winn-Dixie took over the Mandarin store.
The chain declared bankruptcy but is reopening with new investors.
With the return to St. Johns County, that leaves the East Arlington location available in the Atlantic North shopping center at 11901 Atlantic Blvd. at northwest Kernan and Atlantic boulevards.

An investor group that includes 36-year-old Evan Clagnaz has a contract to buy a closed restaurant at 101 Monument Road in Regency for demolition and site redevelopment for a Culver’s restaurant.
Clagnaz said he, his 39-year-old brother and a friend expect to invest up to $4.5 million to buy the 1.9-acre site and 4,709-square-foot building and redevelop the property with a newer concept Culver’s.
Clagnaz hopes to be open by year-end, pending the sale completion and permitting.
Pilot program could begin as soon as February
The pilot project, planned at a Clay County animal shelter off Florida 16 near Green Cove Springs, would be a real-world way to test plans to filter color out of the creek water, which would be collected just 750 feet away. The water management district owns land in that area intended to be the pipeline s starting point.
A consultant’s study last month estimated the filtering process for the pipeline might cost $15.2 million, but the pilot effort might suggest ways to save, said Vince Seibold, the water management district’s bureau chief for projects and construction.
