Texas Targeted Opioid Response strategies span the behavioral health continuum of care funding prevention activities, treatment and recovery services, as well as integrated projects. To meet federal grantee requirements, streamline deployment of funds, and maintain quality services, HHSC plans to expand existing contracts and partner with governmental entities such as academic institutions and local mental health authorities that provide outreach, screening, assessment and referral functions.

Who Is Eligible for TTOR Grant Program Services?
All licensees must renew their license biennially. In addition to submitting the renewal documentation and fee, the licensee must complete the required continuing education hours. Information on continuing education is found in section 810.4 of the Texas Administrative Code. Per Title 3 of the Texas Occupations Code, section 110.157 Continuing Education Programs, the council shall design and conduct continuing education programs for sex offender treatment providers. Chief Ethics Officer, David Reisman
David Reisman oversees the Texas Health and Human Services system s Ethics Office, providing training, advice and guidance to employees across HHS.
Reisman joined HHS in 2015 after serving at the Cancer Prevention and Research Institute where he started an ethics and compliance program and served for nine years as executive director of the Texas Ethics Commission. At the TEC, Reisman oversaw the enforcement of the state s campaign finance, lobby and ethics laws. He also served as a special assistant to the general counsel of the United States Army from 2002 to 2004, where he helped manage the Army s ethics program.
