Will Tulare County schools qualify for $6 6B in funding to reopen?

California officials gave public school districts a March 31 deadline to reopen all schools for optional in-person learning. If they don’t, districts could miss out on $6.6 billion in state funding.  Gov. Gavin Newsom and the state Legislature announced the new school reopening plan on Monday morning, the AP reported.  To qualify for the funding, districts in the purple tier must bring back students up to second grade, which many Tulare County schools have done or are planning to do so.  Those in the red tier must bring back all elementary grades and at least one middle school and high school grade. COVID-19 cases have dropped in Tulare County in recent weeks, but will the county reach the red tier before the March 31 deadline?

Visalia Times-Delta Brian Hollingshead has worked with county health officials for months to safely reopen Tulare City School District for in-person learning, he said.  Hollingshead, the district’s superintendent, planned to reopen elementary schools on Jan. 12. This seemed likely after the county health department invoked its “local authority” to approve in-person instruction waivers for about a half a dozen districts waiting for state approval since November.  These schools, including TCSD, are now expanding their on-campus cohorts after surging COVID-19 cases prompted California health officials to eliminate authority previously given to county health departments throughout the state, a Tulare County health official said.

Last month, state guidance for schools became stricter, but because students had already returned to each school site, the district could continue offering classroom learning. Before any changes were made at the state level, we already were serving students with in-person instruction, VUSD Superintendent Tamara Ravalin said. And again that s those families who chose that model. Some chose full-time distance learning.
