The purpose of the law is to establish the right to prior consultation in favor of indigenous and Black Mexican people and communities in the face of governmental measures that may affect such groups, their ways of life, their social, political, economic and cultural organization, and the integrity of their lands, territories and natural resources.

Indian Illegally Occupied Jammu and Kashmir (IIOJK) is the flashpoint between the two nuclear states where violations of human rights are at their peak. The panel of experts urged the non-democratic forces to give a chance to people to strengthen democracy and democratic institutions within their countries. Democracy ensures basic human rights that lead to peace in a society. But, unfortunately the hegemonic approaches and decision making of the governments have excluded the voices of the people. Only the vested interest prevails at the cost of human rights.
