An autopsy report concluded the cause of death was “not inconsistent with death due to drowning”. The charge was laid by WorkSafe New Zealand, which said the company failed to comply with its health and safety duties and this exposed the woman to risk of death and serious injury. Idea Services initially denied the charge but pleaded guilty as the December trial entered its second week. It’s not the first time a service user has drowned in a bath while in the care of Idea Services. In January 2014, a 15-year-old drowned while staying at a respite home in Palmerston North run by the company after staff left him alone for 15 minutes, despite it being known he required continuous supervision.
“You were known as a kind person, you bought them food, and you were part of a group that bought alcohol as part of the birthday celebration,” Hikaka said. For the celebrations, Tetau, the pair and six others shared alcohol at a vacant car parking building in central New Plymouth. When the drinking came to an end, the group decreased in size, but the remainder walked to McDonald’s. “The boyfriend was very ill, vomiting at different times, and the impact of alcohol on the complainant was much the same.” Eventually, Tetau, the pair and “at least one other” made their way to an area under a central city nightclub where Tetau and other homeless people would sleep.
“As you can see, there s a raft of charges,” Bourke said.

Kaoss Price and Kade Rampton were arrested in the operation and appeared in court on Thursday. Judge Hikaka outlined how 18 of Price’s charges had come from his time in Wellington, and 28 in New Plymouth. “Mr Bourke s got a fair bit of work to do,” Hikaka said. Price was remanded in custody without plea until August 12. Meanwhile, Rampton, the other man who was arrested alongside Price, also appeared before Judge Hikaka. The 25-year-old had been charged with obstructing police, and unlawfully possessing firearms and ammunition on Tuesday.
