A month after the New York Public Service Commission (PSC) adjusted the rules for the state s energy storage deployment program, five utilities have submitted revised deployment plans reflecting a relaxed timeline.
The new plans would have utilities seeking bids to install and operate at least a combined 350 MW of energy storage projects by December 31, 2025, rather than the state s original 2022 deadline. The utilities will also sign dispatch rights contracts for up to 10 years with project developers, up from the original seven-year maximum contract terms.
New York s utilities had petitioned the PSC for more flexibility in meeting a goal of deploying 3,000 MW of storage by 2030, as set out under the commission s 2018 Energy Storage Order. An initial round of solicitations in 2019 and 2020 failed to meet the state s cumulative deployment goals.

CHICAGO, May 21, 2021 /PRNewswire/ Hecate Energy announced today that construction has commenced on two solar projects totaling 600 megawatts. In Falls County, Texas, Hecate developed the solar and battery storage project, Roseland Solar, from inception and transferred it to the North American subsidiary of a European utility in March. In Highland County, Ohio, Hecate developed the New Market Solar project and transferred it to Canadian utility Algonquin Power & Utilities in May. Construction has started at both projects. U.S. Northeast, Eastern Canada Power Supplies Said Ample This Summer
Electricity demand in the Northeast and parts of Eastern Canada this summer is projected to be roughly in line with 2020, with adequate capacity margins and sufficient transmission capability to meet needs, according to a regional power coordinator.
In its 2021 reliability assessment, the Northeast Power Coordinating Council Inc. (NPCC) said the summer peak for the combined region is forecast to be around 104,000 MW. The NPCC region includes New York, the six New England states, as well as Ontario, Québec, New Brunswick and Nova Scotia.
About 161,200 MW of installed supply capacity is expected to be in place to meet summer demand. Spare operable capacity over and above reserve requirements is “substantial,” according to NPCC. Its projections range from 9,800 MW to 25,000 MW.
