At that point in 2016, the Downtown lockup was in “shambles,” according to one department official’s assessment, with violations of state standards that included deficient mental health services, substandard training, lax record-keeping and even inadequate jailhouse bedding.
With no oversight from prior managers, staffers had gone “rogue” and were abusing overtime, the official said in internal police documents.
And it was the freshly hired Tom Behrens’ job to reform the troubled operation. But the assignment wouldn’t last long.

Detectives do not believe that the thieves knew the dogs belonged to the pop star, the Los Angeles Police Department said in a statement. The motive for the February 24 robbery, investigators believe, was the value of the French bulldogs â which can run into the thousands of dollars.

Five people have been arrested in connection with the violent kidnapping of Lady Gaga’s dogs earlier this year, the Los Angeles Police Department announced on Thursday.
The arrests were made on Tuesday, nearly two months to the day after the singer’s dog walker was shot by suspects who demanded he hand over her three French bulldogs and eventually fled the scene with two of them. The dog walker is recovering from critical injuries, and the dogs were returned to authorities two days later by a woman who said she had found them, though police would not specify where.
