April 20, 2021 12:13 pm
By Matt Stewart, Racing Editor
Up to 12 witnesses will be called when an
independent inquiry begins tomorrow into the
conduct of stewards involved in the abandoned
Richard Laming race-day treatment case.
Racing Integrity Commissioner Sean Carroll will conduct a closed hearing into the behaviour of
stewards Mark Stevens and
Melbourne Cup day in 2019, when the pair observed alleged illegal
race-day treatment at the
Laming stables at Cranbourne.
The Carroll inquiry will also explore the conduct of the stewards during the abandoned Laming hearing before the
Victorian Racing Tribunal in February this year.

Victorian Racing Integrity Board: Media Release
The Victorian Racing Integrity Board this week forwarded to Racing Victoria its decision in relation to proposed disciplinary action against a senior steward.
The disciplinary action arises out of the steward’s conduct whilst giving evidence to the Victorian Racing Tribunal in February 2021. The Board has informed Racing Victoria that it expects Racing Victoria to make public its decision once it has considered the Board’s
determination.
The Board is also considering the circumstances surrounding the withdrawal of charges against Mr Laming and others. Racing Victoria has already provided material to the Board for its consideration. On 9 March, it requested additional documents which Racing Victoria has provided today.

RACING VICTORIA RESPONDS TO INTEGRITY INQUIRY
March 17, 2021 9:15 pm
Racing Victoria: Media Statement
Victorian Racing Integrity Board (VRIB) and Racing Integrity Commissioner (RIC),
Mr Sean Carroll, regarding the withdrawal by RV Stewards of charges laid against licensed trainer
Richard Laming, assistant trainer
Zeyaur Rahman before a hearing of the Victorian Racing Tribunal (VRT) on 25 February 2021.
On
26 February 2021, RV announced that its decision to withdraw the charges followed the identification by RV of an issue that, in the Stewards’ view, made continuing the case untenable.
Upon notification of the withdrawal of the charges, RV management immediately commenced an internal review of the issue and advised VRIB of its proposed course of action.
