Hear the conversation and i had the windows up so i couldnt actually hear what they were saying back and forth and i kind of kept watching, going back and forth by the vehicle, away from the vehicle, and he kind of just -- and he stepped back and it looked like he was kind of giving up and surrendering and just stepped back away from him. >> why do you say surrendering because you saw him throw his arms up? >> yes, maam. thats the reason because usually that means just surrendering, you give up....
