Developers: Elgin's market is too sluggish for all-commercial space
The owners of a long-delayed office project want to shift gears to an apartment mix, citing sluggish interest in commercial property. The new plan calls for 16 apartments and a smaller retail space on the citys west side, near St. Joseph Hospital.
