The circular dated November 27 issued by the Director, Secondary Education, said: “While issuing the holiday list (for all government schools), for 2024, Right to Education (RTE) Act provision of minimum of 220 study days for primary schools is kept in mind.”

Officials said the move was aimed at making sure that government resources were efficiently utilised and benefits given to deserving students. It is also aimed at helping streamline the midday meal scheme, and ensuring that school managements don’t fake the presence of students during meal time, officials said.

Over 1.5 lakh of them are in classes 10 and 12, and will not be able to write their state board examinations.

Bihar Education Minister Chandra Shekhar has said that the domicile clause was removed because the Education Department was not getting enough quality teachers of mathematics and science, and also because the government wanted a healthy competition to get the best available teachers for the students of Bihar.

Teachers have been protesting against the Nitish Kumar-led Mahagathbandhan government's recent decision to remove the domicile policy in hiring of 1.7 lakh teachers, which would effectively allow those from other provinces to compete for teachers' jobs.
