The watchdog's report is unsparing in outlining the cost increases and schedule delays for a majority of Defense Department programs.

"I think there's further work to do to improve the system. But we saw a lot of positive things as a test," the Army's top acquisition official said of IVAS, before separately noting a potential delay in a major future helicopter program contract.

"I think it was just a bit of an over characterization by the Inspector General on that particular point," said Army Secretary Christine Wormuth, after the IG questioned the basis of the $21 billion program.

The program already experienced glitches, but Pentagon IG sees a much bigger problem, even if Army officials vehemently disagree.

While the world waits for the Army's full budget picture, service officials provided some details on the funding profile for Future Vertical Lift, IVAS and the Optionally Manned Fighting Vehicle.
