The idea is that obama care exists because theres a mandate, because insurance companies just wouldnt insure those who arent insurable then they would have to be on medicare and medicaid, thats the problem. so medicare and medicaid being broken is a long standing problem that has to be repaired. the idea was to take pressure off the entire system with obama care, it didnt go as far as it could have in terms of managing the cost size of the equation, but it went a long way towards insuring those ...
