The new Windows 11 Insider beta build 22635.2419 won't be split into two separate builds, with Insiders getting the option to click on a new toggle if they want new features rolled out gradually.

Two new Windows 11 Insider builds 22621.1830 and 22631.1830, have been released to the Beta channel under KB5026443. It adds WPA3 support to the Phone Link instant hotspot feature.
