The parole board initially granted Waiters release, but reversed its decision on Friday.

Parole eligibility will be determined later this year for Anthony Waiters, the man convicted of torturing a Tracy teenager, Kyle Ramirez, in Tracy.

A 43-year-old man convicted in 2011 after his arrest in Pleasanton for participating in the torture and beating of a teenage boy inside a Tracy home for over a year will have to wait 4-6 months to determine his eligibility for parole.

The San Joaquin County DAs Office is urging community members to attend a court hearing next week in Sacramento that will determine if a man convicted in 2011 of torturing and beating a teenage boy in Tracy will be granted parole.
