Anil Masih, the Returning Officer who had "defaced the ballots" in the Chandigarh mayoral polls, has filed an affidavit before the Supreme Court tendering an unconditional apology for his controversial conduct.
Anil Masih had claimed that he was in depression post-video leak (of defacing the ballot papers) and hence couldn't answer questions correctly asked by the CJI.
