The West Virginia Senate passed a bill, House Bill 5045, that would give the state Department of Environmental Protection primary enforcement authority, or primacy, over wells to inject carbon dioxide into deep rock formations for long-term underground storage. The DEP would gain the primacy through the United States Environmental Protection Agencys Class VI program for such wells.
